  • 제주는 해양레저의 메카로서 많은 관광객이 찾고 있지만, 전문해양기상서비스 콘텐츠가 부족한 실정이다. 이에 본 연구는 기상청의 기상정보를 활용한 해양레저 기상서비스 콘텐츠를 개발하여 더 나은 서비스를 제공하는데 목적이 있다. 콘텐츠 개발에 앞서 현재 해양레저인들이 이용하고 있는 해외 사이트의 장단점을 살펴보고, 그들의 기상정보 활용실태를 조사하였다. 그리고 설문결과를 참고하여 해양레저 인구가 쉽게 활용할 수 있는 스마트폰 앱 콘텐츠를 개발하였다.

Earth Observation Mission Operation of COMS during In-Orbit Test (천리안위성 궤도상 시험의 지구 관측 임무 운영)

  • Communication Ocean Meteorological Satellite (COMS) for the hybrid mission of meteorological observation, ocean monitoring, and telecommunication service was launched onto Geostationary Earth Orbit on June 27, 2010 and it is currently under normal operation service after the In-Orbit Test (IOT) phase. The COMS is located on $128.2^{\circ}$ East of the geostationary orbit. In order to perform the three missions, the COMS has 3 separate payloads, the meteorological imager (MI), the Geostationary Ocean Color Imager (GOCI), and the Ka-band antenna. Each payload is dedicated to one of the three missions, respectively. The MI and GOCI perform the Earth observation mission of meteorological observation and ocean monitoring, respectively. During the IOT phase the functionalities and the performances of the COMS satellite and ground station have been checked through the Earth observation mission operation for the observation of the meteorological phenomenon over several areas of the Earth and the monitoring of marine environments around the Korean peninsula. The operation characteristics of meteorological mission and ocean mission are described and the mission planning for the COMS is discussed. The mission operation results during the COMS IOT are analyzed through statistical approach for the study of both the mission operation capability of COMS verified during the IOT and the satellite image reception capacity achieved during the IOT.

  • Recently, the outdoor activities were increased in accordance with economic growth and improved quality of life. In addition, weather and outdoor activities are closely related. Currently, Outdoor Activities decisions are determined by the Korea Meteorological Administrator's forecasts and subjective experience. Therefore, we need the analysis method that can provide a basis for the decision on outdoor activities based on meteorological information. In this paper, we propose an algorithm that can analyze meteorological information to support decision-making outdoor activities. And the algorithm is based on the data mining. In addition, we have constructed a baseball game schedule with automatic weather system's observation data in the training data. We verified the improved performance of the proposed algorithm.

Verification of Precipitation Forecast Model and Application of Hydrology Model in Kyoungan-chun Basin (경안천 유역에 대한 강수예보모델의 검증 및 수문모형활용)

  • In this study, we performed verification of VSRF (Very Short Range Forecast of precipitation) model and application of NWSPC (National Weather Service PC) rainfall-runoff model in Kyoungan-chun basin. We used two methods for verification of VSRF model. The first method is a meteorological verification that evaluates the special quality feature for rain amount between AWS and VSRF model over Kyoungan-chun basin, while second method is a hydrological verification that compares the calculated Mean Area Precipitation (MAP) between AWS and VSRF Quantitatively. This study examines the usefulness of VSRF precipitation forecasting model data in NWSPC hydrological model. As a result, correlation coefficient is over 0.6 within 3 hour lead time. It represents that the forecast results from VSRF are useful for water resources application.

A Preliminary Performance Analysis of the Meteorological and Ocean Data Communication Subsystem in COMS (통신해양기상위성 기상해양데이터통신계의 예비 성능 해석)

  • The COMS (Communication, Ocean, and Meteorological Satellite) performing meteorological and ocean monitoring and providing communication service with meteorological, ocean and Ka-band payload in the geostationary orbit includes MODCS (Meteorological and Ocean Data Communication Subsystem) which provides transmitting the raw data collected by meteorological payload called MI (Meteorological Imager) and ocean payload named GOCI (Geostationary Ocean Color Imager) to the ground station and relaying the meteorological data processed on the ground to the end-user stations. MODCS comprises of two channels: SD channel which formats the raw data according to CCSDS recommendation, amplifies and transmits its signal to the ground station; MPDR channel which relays to the end-user stations the ground-processed meteorological data in the data format of LRIT/HRIT recommended by CGMS. This paper constructs the architecture of MODCS for transmitting and relating the observed data, and investigates that the key performance parameters have the required margin through the preliminary performance analyses.

Development of a Web Page for Real-time Meteorological Observation Data Service Using AWS (자동기상관측시스템을 활용한 실시간 기상 관측 자료 제공 웹 페이지 개발)

  • A web page was developed to enhance students' learning experience in studying meteorological phenomena. After collecting the meteorological elements observed with automatic weather observation system (AWS), it serve real-time meteorological information on demand. Past meteorological information as well as real-time current information can be retrieved because the web page can save and accumulate observed information in its data base. The completed web page was successfully applied in school settings in teaching students meteorology research sections of earth science. The results show that students experienced authentic and meaningful learning through the real-time meteorological information from the web page. In addition, large scale of time was required to observe meteorological phenomena and it hindered practical meteorological research in earth science classes. However, it is expected that the time limitation can be overcome by utilizing accumulated meteorological information of the web page.

  • Korea Meteorological Administration has promoted the next generation urban and rural smart weather service project. The purpose of this project is to provide the necessary information to urban and rural districts by using the subdivided meteorological information. This study attempts to assess the value of the next generation urban and rural smart weather service project by using contingent valuation method. According to estimating result, annual mean willingness to pay per household for the next generation urban and rural smart weather service project is 2,947 won.

Development of a Oak Pollen Emission and Transport Modeling Framework in South Korea (한반도 참나무 꽃가루 확산예측모델 개발)

  • Pollen is closely related to health issues such as allergenic rhinitis and asthma as well as intensifying atopic syndrome. Information on current and future spatio-temporal distribution of allergenic pollen is needed to address such issues. In this study, the Community Multiscale Air Quality Modeling (CMAQ) was utilized as a base modeling system to forecast pollen dispersal from oak trees. Pollen emission is one of the most important parts in the dispersal modeling system. Areal emission factor was determined from gridded areal fraction of oak trees, which was produced by the analysis of the tree type maps (1:5000) obtained from the Korea Forest Service. Daily total pollen production was estimated by a robust multiple regression model of weather conditions and pollen concentration. Hourly emission factor was determined from wind speed and friction velocity. Hourly pollen emission was then calculated by multiplying areal emission factor, daily total pollen production, and hourly emission factor. Forecast data from the KMA UM LDAPS (Korea Meteorological Administration Unified Model Local Data Assimilation and Prediction System) was utilized as input. For the verification of the model, daily observed pollen concentration from 12 sites in Korea during the pollen season of 2014. Although the model showed a tendency of over-estimation in terms of the seasonal and daily mean concentrations, overall concentration was similar to the observation. Comparison at the hourly output showed distinctive delay of the peak hours by the model at the 'Pocheon' site. It was speculated that the constant release of hourly number of pollen in the modeling framework caused the delay.

  • Numeric weather prediction is important to prevent meteorological disasters such as heavy rain, heat wave, and cold wave. The Korea meteorological administration provides a realtime special weather report and the rural development administration demonstrates information about 2-day warning of agricultural disasters for farms in a few regions. To improve the early warning systems for meteorological hazards, a nation-wide high-resolution dataset for weather prediction should be combined with web-based GIS. This study aims to develop a web service prototype for early warning of meteorological hazards, which integrates web GIS technologies with a weather prediction database in a temporal resolution of 1 hour and a spatial resolution of 1 km. The spatially and temporally high-resolution dataset for meteorological hazards produced by downscaling of GME was serviced via a web GIS. In addition to the information about current status of meteorological hazards, the proposed system provides the hourly dong-level forecasting of meteorologic hazards for upcoming seven days, such as heavy rain, heat wave, and cold wave. This system can be utilized as an operational information service for municipal governments in Korea by achieving the future work to improve the accuracy of numeric weather predictions and the preprocessing time for raster and vector dataset.

  • The COMS(Communication, Ocean and Meteorological Satellite), a multi-mission geo-stationary satellite, is being developed by KARl. The first mission of the COMS is the meteorological image and data gathering for weather forecast by using a five channel meteorological imager. The second mission is the oceanographic image and data gathering for marine environment monitoring around Korean Peninsula by using an eight channel Geostationary Ocean Color Imager(GOCI). The third mission is newly developed Ka-Band communication payload certification test in space by providing communication service in Korean Peninsula and Manjurian area. There were many low Earth orbit satellites for ocean monitoring. However, there has never been any geostationary satellite for ocean monitoring. The COMS is going to be the first satellite for ocean monitoring mission on the geo-stationary orbit. The meteorological image and data obtained by the COMS will be distributed to end users in Asia-Pacific area and it will contribute to the improved weather forecast.
