It was announced that 'making a better wellbeing city program' is a new core quality of life policy of Roh Mu-Hyun government. The policy is comprehended as a sign of regional policy changeover, that give empathize to human ware oriented governance from hard ware oriented physical elements input policies. To be effective, It is important to introduce a institutionalization of dynamic social relations in regional community such as participations of civil society. In the case study of Jinju city, a medium scale city located in southern part of Korean peninsular, Invitation of the innovation city, initiated by the alliance of city government and growth coalition, was making progress. Through alliance of labor unions and citizen associations, the public management of public bus companies were succeeded. But the restoration of historical places were suffered a setback by conflicts of interests with development profits. In these contexts, it is insisted that the core of 'making a better welling being city program is introducing of human ware oriented regional policies, such as institutionalization of citizen associations participation.

This study suggests the invigoration strategies of commercial and business functions for regeneration of old inner city as city center by examining Dangjin County which is a typical example of the local small-and-medium city where old inner city had declined as the city grew. I conducted a conjoint analysis in terms of important introduction functions and city regeneration directions for the invigoration. The results upon this are as follows. First, low-density of commercial and business places and the utilization of historical and cultural resources instead of the high-density mixed-use development should be considered. Second, It is important to promote regional specialized business and facilities rather than to attract new industry(high-tech industry) for activating local economy. Third, specific and practical countermeasures for resettlement of low-incomes and for maintenance of existing business zone should be established. Fourth, in terms of the maintenance and management, regulation on illegal commercial transactions, improvement of public spaces, and securement of user safety should be considered. Fifth, in terms of consolidation of functions, easier accessibility using public transportations, advertising and promotion of the city, and holding a number of events should be contemplated. Sixth, supporting for business activities and for establishing guides for design of old inner city should be needed. Seventh, public institutions should play a role as a bridge between local residences and experts for balanced regional development.

In order to foster the minor enterprises effectively we will have to take a proper step to control and adjust the excessive competitions of large-enterprises and minor as well as among minor enterprises, We should promote the relationship serialized between minor - and large - enterprises and establish mediation and control organizations and governmental policies to create re-subcontract among small and medium enterprises. To help the development of medium md small enterprises in Jeon-Buk area, therefore, Kunsan city should be designated as a Growth Position City. The reason is as follows. 1) Because Kunsan is located in Middle Western Seaside geographycally, and in the central place of our country as a key point of sea-transportation, we can cultivate the national land widely. 2) As an ocean gateway city of Kum River basin, Kunsan is a good place that can reform Hoh-nam inland of Kwang-iu, Jeon-ju, I-ri, and like places as well as central inland area of Dae-jeon, Chong-ju, etc.. 3) Kunsan is an advanced-base for constituting an industrial region of Weatern roast that has a spacious coastral industrial region and is connected with inland industrial park of Jeon-ju and I-ri and Jang-hang, Bi-in, etc.. From the above reason. Kunsan should be designated as a growth position city that can induce and promote the development of center of Western coast.

The purpose of this study is to determine the direction and significance of variables influencing small and medium enterprises (SMEs) decisions regarding accounting policy in Vietnam. Research data was collected through a survey of 296 subjects, including chief accountants, accountants, managers, and lecturers with practical experience in accounting work at enterprises. With the help of specialized software SPSS, determining the impact of factors on the choice of accounting policy of enterprises is done through a multivariate regression model with control tools Cronbach's alpha determination, EFA factor analysis, and Pearson correlation analysis. Research results show that there are seven factors affecting the choice of accounting policy in Vietnamese SMEs; in which, the factors information technology, legal environment, information demand, manager's awareness, and accounting qualification have a positive impact; and two factors are tax pressure, and financial leverage have a negative impact on accounting policy choice. These results are consistent with most of the previously published studies. However, in contrast to many previous studies, our research shows that accounting's psychological factor does not affect the accounting policy choice. This is consistent with the characteristics of SMEs in Vietnam because the role of accountants is not appreciated in the business.

Small and medium businesses (SMEs) play a critical role in the economy, yet they are plagued by a shortage of finance. Determining the influence of cash sources both inside and outside the firm is critical to the company's survival and growth. As a result, the purpose of this research is to determine the impact of capital on the growth of SMEs in Vietnam. The key factors of this research are equity and liabilities, which are two proxies for a firm's capital. The data is based on the results of a survey conducted every two years from 2005 to 2015, which included over 2,600 SMEs in 20 processing and manufacturing industries in ten provinces and cities, including Hanoi, Hai Phong, Ho Chi Minh City, Ha Tay, Phu Tho, Nghe An, Quang Nam, Khanh Hoa, Lam Dong, and Long An. The findings show that characteristics such as equity capital, total workforce growth rate, and male entrepreneurs have a positive impact on enterprise growth, whereas liabilities, firm age, and export have a negative impact on enterprise growth. The study has demonstrated that equity has a positive impact while liabilities have a negative impact on the growth of Vietnamese SMEs.

The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

The purpose of this study is to analyze compact city planning indicators that have influence on public transportation commuting of residents in the 54 medium and small-sized cities. In the study, land use and transportation infrastructure of cities and other socio-demographic variables are used as explanatory variables in a causal model. 96,552 subjects from 54 cities in korea are selected as the final sample, and a statistical analysis is carried out by applying Random Intercept Logit Model. Analysis shows that a high level of density and jobs-housing balance in the city results in more public transportation commuting. And higher access to bus and subway station influence commuting, so subway & bus stop are important factors to increase public transportation commuting

Everyone should be aware of the importance of our natural environment. We live in the period of echocide. Why we need nature to survive and how we can deal with the environmental problems we face. This paper has the purpose to reform city's environment. Because, Metropolis and megalopolis are the principal cause of environmental disruption. To reform the city is needed to consider digital technology in our age. In the face of economic and cultural globalization, many have argued that we live an increasingly placeless world. However, as a growing number of cities participate and compete in key marketplaces of advanced capitalism, the spectacle of the city is more than ever a significant medium of communication in its own right. In doing so, this work is focused specifically on the dimension of city's media environment. To that end, the paper examined U-City and U-Eco city. In this study, we will introduce the study on model of U-Eco City as one way for the eco-freindly future city.
