The Weights Analysis of Evaluation Areas and Items for the Informatization Program by means of the AHP (AHP기법을 이용한 정보화지원사업 평가영역 및 평가항목별 가중치 분석)

  • This study focuses on establishing theoretically-reasonable framework of evaluation areas and items for the informatization program and analyzing the weights for each area and item by means of the AHP. To obtain the goal of this research, firstly, based on broadly reviewing previous literature and logical reasoning, the evaluation criteria were Identified and conceptualized, which were 3 evaluation phases, 5 evaluation areas, and 22 evaluation items. Secondly, The data used for calculating the weight values for the evaluation criteria were collected from 48 academic and practical experts in the field of the informatization program promotion using internet survey. Thirdly, the relative weights among evaluation phases, evaluation areas, and its items were derived by AHP analysis. The findings of this study are thought not only to be useful as a practical guideline in performing evaluating the informatization program but also to provide significant basis for constructing the theoretical framework of evaluating method and management of the informatization program.

  • We conducted an explorative study about the types of APEC government's policies for SME(Small and Medium Enterprise) informatization. Informatization means the process whereby information and communication technologies shape cultural and civic discourse. By using Qualitative study methods such as interviews and case studies, we identified the influential factors for the effectiveness of government policies on SME's informatization. Based on the implementation levels of these factors, we also developed the typology of government policies for SME informatization. Our conclusion ends up with the suggestion of a contingency approach for SME informatization of underdeveloped and developing countries.

A Rational Development Way of Performance Evaluation Measures for the Informatization Program by means of the Coincidence Analysis (부합성 분석을 이용한 정보화지원사업 성과평가지표의 합리적 도출 방안)

  • The measurement of informatization program effectiveness continues to be a central concern of both academics and practitioners. However, most studies of it have been inclined too heavily toward testing validity and reliability of evaluation measure to strengthen the theoretical rigor. Drawbacks of this approach have been pointed out as being unsuitable for evaluating the effectiveness of informatization program due to lack of practical relevance. The paper comprises four sections to solve the problem. 1) Through literature review of theoretical conceptual models in IS effectiveness and the domestic and foreign cases on informatization program, we establish the evaluation framework which consists of evaluation phases, 6 evaluation areas, and 22 evaluation items, and developed evaluation measures of each items. 2) Different researchers have addressed different aspects of attribute of measure. With comparing them to each other, 3 mutually exclusive criteria on coincidence analysis(usability of measurement. reliability of measurement. and validity of content) are identified. 3) Data are gathered from respondents in informatizaiton program-related organizations such as policy agency, management agency, support agency, and recipient agency. 4) The degree of coincidence of each evaluation measure are analyzed by course of an coincidence analysis procedure, which includes the reliability test, arithmetical test, and criteria validity test. The academic implication of this study is that researchers can gain an insight into the coincidence analysis to approach the problem of deciding on an indicator of performance for informatization program. There is also practical implication for applying the potential means of improving the practical relevance of conducting evaluating the informatization program.

A Study of the Informatization System in North Korea (북한의 정보화 추진체계에 관한 연구)

  • North Korea has been striving to promote a national informatization strategy after getting through the period of 'Arduous March'in the 1990s. First of all, North Korea has made organizations required for implementing the national informatization strategy. They reorganized and created the Science & Education Ministry, the Machine & Industry Ministry, and the 21 bureau under the Workers' Party of Korea while making special units in the Royal Mail, Royal electron & industry, National Academy of Sciences under cabinet. Then they completed all the essential organizational system for informatization including newly built specialized agencies: 'Korea Computer Center; KCC' & 'Pyongyang Informatics Center: PIC'. But North Korea's informatization system has a rigid hierarchy. All the organizations in the hierarchical system are controlled by the Workers' Party of Korea. It means that North Korea consider IT as a tool for the centralized control of the Party and the government. So, these characteristics of North Korea's informatization system clearly give us a picture that tells us what they want from the national informatization and where they're going.

  • Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

  • As the environment of the info-telecommunications policy is rapidly changing, the issue of promoting the informatization is emerging as a primary one of a government. In this sense, it is getting more recognized that, the informatization strategies centering on network-building should be interconnected with the issues of promoting the applications. Since the strategies to promote the informatization would necessarily result in the development, supply, and usage of the applications, needed are the consideration of policy directions to develop, supply, and use the applications effectively and of desirable policy means to carry them out. This study analyses the policies, which were related the issue of promoting the national informatization. And, this study also proposes the useful policy directions for an effective establishment of the applications in order to promote the national informatization.

  • It has lately been recognized that the national informatization is one of the most important ways to reinforce a nation's global competitiveness because the promotion of knowledge creation, utilization and dissemination in a national level play a role of key factor in national technology innovation. The importance of science and technology informatization is constantly increased since it cope with new R&D communication environment that is rapidly changed and support efficient means to the entire process of knowledge creation, accumulation/management and dissemination. This paper overview the present status and result of science and technology informatization of Korea and propose several policy issues and recommendations for improving the efficiency of informatization.

  • Enterprise should determine the adoption and utilization of information systems would be a great help to increase management performance. So, it maintains continually the budget and the investment for informatization. However, there is a limit to clarify whether the investment in informatization is contributed to create business opportunities through corporate competitiveness certainty or not. We tend to recognize the information system as a simple means to support common business rather than being used to achieve the company's business performance and to remain competitive. It is not an easy problem for the quantitative evaluation and analysis on the effect of intangible, such as management performance measurement by introducing computerization project. Informatization level evaluation model for the harsh business environment, specifically the Small and Medium Enterprise is lacking. In this paper, we proposed the audit evaluation model of an Small and Medium Enterprise informatization level based on system quality, information quality, user satisfaction, and IT business contribution. The proposed audit evaluation model was evaluated in the information system users, and verified the suitability throughout the survey of the audit professionals.

  • Telecommunication services are important means of information exchanges in information society, and information of them connotes the enabling of information exchanges through telecommunication services in all parts of the society. This study, on top of a theoretical foundation of the informatization of telecommunication services, examines and analyzes historical and actual conditions of the services, and tries to make some policy recommendations based on the analysis.

Informatization of Early Childhood Education: the EU Experience

  • Informatization of early childhood education in the EU occurs in the context of the use of ICT as a means of sharing experiences, practices in the education and training of preschool children, communication, both at the national level and locally - within educational institutions, as a means of document management, search, data processing and information for the management of early childhood educational institutions, and planning activities for these institutions. This article aims to identify the features of the informatization of early childhood education in EU countries. Results. The countries of the EU have different levels of workload on the staff of early childhood education institutions, which is caused by different numbers of preschoolers and workforce. The greatest load on the staff in France due to a large number of preschoolers, which, despite the reduction, remained the highest among all the countries. By comparison, Poland's significant workload is mitigated by the size of its workforce. With almost equal numbers of staff in Poland and Germany, the countries differ significantly in the number of preschoolers. The countries also have different funding mechanisms for early childhood education, which determines the potential for digitalization. In France, total spending on early childhood education has grown the least (by 11 % between 2012 and 2018), in Poland by 51 %, in the Czech Republic by 44 %, and in Germany by 49%. In France, 100 % is funded by the government, in Poland 78 % is funded by the government, in the Czech Republic and Germany 87 % and 85 % respectively is funded by the government. The results of the survey of teachers' training in the use of ICTs and the level of specialists' readiness to use them in their studies indicate a mismatch between education and the practice of using technology. At the same time, given the high level of professional training of teachers in the use of technology in education, a low level of practice of ICT use in teaching preschool children was revealed. Teachers require professional development of ICT skills.
