IMO의 선박기인 CO2 배출 규제 동향 및 고찰 (Recent International Development on the Technical and Operational Measures of IMO's CO2 Emission Control From Ships)

  • 국제해사기구의 해양환경보호위원회에서 CO2 배출량 감축의 지구적 노력에 동참하기 위해 최근 선박에서 대기로 방출하는 CO2의 양을 지수화 하고자 하는 논의가 활발히 진행중이다. 그 대표적인 지수로서 신조선 설계 건조시에 적용하는 에너지 효율지수(EEDI : Energy Efficiency Design Index for new ships)와 현재 또는 건조 후 항행시에 운항선에 적용되는 에너지 효율지표(EEOI : Energy Efficiency Operational Indicator), 그리고 운항선의 에너지 효율관리 계획(SEEMP : Ship Energy Efficiency Management Plan)등이다. 본 지수는 선박을 설계 건조시부터 각 선박당 CO2의 배출값을 산정하고 운항시에도 CO2배출을 개량하고 이를 감축하는 방안을 모색하도록 유도하는 조치가 될 것이다. 향후 3년내에 발효될 수 있는 임박한 CO2선박 배출 규제를 조사 분석하고 향후 발전방향을 모색해 보고자 한다.

An Activation Plan of Electronic Contract Real Estate

  • In the 21st century knowledge and information society, Electronic Contracts made with the intention of electronic computer information networks are emerging as a new legal problem which can not be solved in the conventional legal system governing contracts. In other words, the indicator's decision determines the effect and formation of the contracts in the face-to-face or written contracts but electronic decision through computer information network is established the working process of electronic signals-electronic contracts are not only difficult to separate the decision-making process but questioned to be solved by the theory of the general legal action. Ministry of Transportation is scheduled to introduce real estate sales and lease contract using a variety of electronic devices such as computer, tablet PC, smart phones and so on without a paper contract. This system is conducted to global expansion of Seoul in demonstration zone on May 8, 2016 and will be implemented nationwide in the second half of 2017. Electronics contract Real estate has some benefits because made by linking electronic contract system and the electronic registration system - the economic effects discounts on various kinds of fees, the prevention from real estate fraud beforehand and the solution to the complexity of the process the seller and the buyer visits The Real estate agency. However, it has some problem- the disorder in the real estate contract market, the occurrence of the real estate agency accident and the author of the electronic real estate contracts have limited only to realtor. In this paper, I suggest the activation plan to search for establishment and effect of electronic contracts and declaration of intention in electronic depending on the Electronic Contract Real Estate system.

폴리론 화이버 공법의 현장적용을 위한 Mock-up Test (Mock-up Test for Field Application of a Polylon Fiber Method)

  • 본 연구는 폴리론 화이버 공법의 현장 적용을 위한 Mock-up 실험으로, 폴리론 화이버 0.05% 혼입한 고강도 콘크리트의 기초적 특성 및 내화특성에 대해 분석하였는데, 그 결과를 요약하면 다음과 같다. 굳지않은 콘크리트의 특성으로, 슬럼프플로우 및 공기량은 모두 목표 범위를 만족하는 것으로 나타났고, 경화 콘크리트의 특성으로 양생 조건에 따른 압축강도는 모두 설계기준강도 60 MPa 만족하는 것으로 나타났다. 내화특성으로, 시험체의 표면부에 일부 약간의 박리 폭렬 현상이 나타났지만, 전체적으로는 양호한 내화성능을 나타내었다. 온도이력 특성으로, 3시간 내화시험 후 주근부 최고온도 $531{\circ}C$, 평균온도 $405{\circ}C$로 국토해양부의 내화기준을 만족하였다.

익스트림 스포츠 참가의 몰입경험 및 생활만족의 관계 (The Correlation between Participating in the Extreme Sports, and the Flow Experience and the Satisfaction of Life)

  • 본 연구는 익스트림 스포츠 참여자를 대상으로 스포츠 참가 기간, 빈도, 시간과 몰입경험 및 생활만족의 관계를 규명하는 데 목적이 있다. 익스트림 스포츠 프로그램을 운영하는 시설 및 동호회에 소속된 사람을 대상으로 판단표본추출법(judgment sampling)을 사용하였다. 420명을 표집해 불성실한 응답으로 평가된 60부를 제외하고 360명의 설문지를 유효 표본으로 분석에 이용하였다. 통계분석은 탐색적 요인분석과 다중회귀분석을 실시하였으며, 이를 통하여 도출된 결론은 다음과 같다. 첫째, 참가기간, 빈도, 시간은 몰입경험에 부분적으로 영향을 미치는 것으로 나타났다. 둘째, 참가기간, 빈도, 시간은 생활만족에 부분적으로 영향을 미치는 것으로 나타났다. 셋째, 참가자의 몰입경험은 생활만족에 영향을 미치는 것으로 나타났다.

레포츠피싱을 통한 어가소득 증대에 관한 연구 (Feasibility of Enhancing Fishing Household Income Through Leports-fishing Development)

  • This study aims at analyzing the potential of leports-fishing for improving fishing household income. Leports-fishing is a composite concept which is combined with those of leisure, sports and fishing. Korean on-shore resources have also a composite characteristic. The characteristics of the east, west and south coastal waters are quite different in geography, biology and ecology. There is a array of leports-fishing development potentials of utilizing their characteristics. At present, angling forms a main activity of leports-fishing, but coastal seas would be an emerging space for the public. In order for them to be a ground of fun, enjoyment and festivals, there would be necessary to supply a wide range of activities including angling, scuba diving, fish barbecue, ecological experience, fishing experience, cruise, and so forth. As seen in the survey results, the participants have strong desire for fun and enjoyment through leports-fishing activities. The proportion of people participating in one or two times a year amounts to 40 percent. Most coastal places visited are close to medium/large cities and two-days leports-fishing/ tourism accounts for some 77 percent. However, it is shown that conflicts between leports-fishing participants and fishermen are not serious. The results of expenditure function estimation appear that the elasticity of per capita income is very high with 1.2660 and that there are negative relationships between leports-fishing expenditure and transportation/food/lodging costs. Assuming the economic growth rate of 4 percent, it is anticipated that Korean leports-fishing population will increase to 3.18 million in 2010 and 4.07 million in 2015. Korean leports-fishing market potential in 2015, which is calculated based on per capita expenditure on leports-fishing appeared to be 1,400 billion won$\sim$1,600 billion won. The contribution of such market potential is expected to be 62.3$\sim$74.2 percent(934.5 billion won$\sim$111.3 billion won) to the fishing households.

소형 WIG선의 복합재 주날개 구조 개념 설계에 관한 연구 (A Study on Conceptual Structural Design for the Composite Wing of A Small Scale WIG Flight Vehicle)

  • In the present study, conceptual design of the main wing for 20 seats WIG{wing in Ground Effect) flight vehicle, which will be a high speed maritime transportation system for the next generation, was performed. The high stiffness and strength Carbon-Epoxy material was used for the major structure and the skin-spar with a foam sandwich structural type was adopted for improvement of lightness and structural stability. As a design procedure for this study, firstly the design load was estimated with maximum flight load, and then flanges of the front and the rear spar from major bending load and the skin structure and the webs of the spars were preliminarily sized using the netting rules and the rule of mixture. In order to investigate the structural safety and stability, stress analysis was performed by Finite Element Codes such as NASTRAN/PA TRAN[6] and NISA II [7]. From the stress analysis results, it was confirmed that the upper skin structure between the front spar and rear spar was very unstable for the buckling. Therefore in order to solve this problem, a middle spar and the foam sandwich structure at the upper skin and the web were added. After design modification, even thought the designed wing weight was a little bit heavier than the target wing weight, the structural safety and stability of the final design feature was confirmed. Moreover, in order to fix the wing structure at the fuselage, the insert bolt type structure with six high strength bolts was adopted for easy assembly and removal.

선박용 디젤엔진에서 아산화질소의 배출특성에 대한 연구 (Investigation on emission characteristics of nitrous oxide from marine diesel engine)

  • 아산화질소($N_2O$, Nitrous Oxide)는 박테리아의 물질대사와 같은 생물학적인 활동에 의하여 자연적으로 발생한다. 하지만, 최근의 대기 중 $N_2O$는 산업의 성장과 같은 인간의 활동에 의하여 증가되어져 왔다. 이 중에 대기 중의 $N_2O$농도를 증가시키는 요인들 중에 하나는 선박용 연료 연소로부터 발생하는 $N_2O$이다. 현재 해상 운송은 국제 물류의 99퍼센트 이상을 담당하고 있고, 선박척수는 물동량의 증가와 함께 증가하고 있다. 따라서, 본 연구에서는 4-행정 선박용 디젤엔진을 사용하여 다른 성분 농도들을 포함하는 연료의 연소가 $N_2O$ 배출률에 미치는 영향에 대하여 실험적인 조사를 실시하였다. 또한, 연소실 내의 연료 연소 패턴이 $N_2O$ 배출률에 미치는 영향에 대하여 평가하였다.

강동구사례를 중심으로 한 안전모니터링활동의 효율적인 운영시스템 개선방안에 관한 연구 (A Study on the Improvemental Method for Effective Operating System of Safety Monitoring Activity in case of Gangdong-gu)

  • 정부부처는 지역사회 내 크고 작은 재난 및 안전사고를 사전에 예방하여 사망자 및 재해자수를 경감시키고 기능적으로 안전을 개선하기 위한 목적으로 행정안전부의 안전모니터링시스템, 소방방재청의 재난전조정보시스템, 국토해양부의 시설위험 신고시스템, 환경부의 환경감시시스템 등을 운영하고 있으며, 대부분 안전 위험요소를 신고하면 이를 개선하여 줄 수 있는 다양한 민원시스템을 갖추고 있다. 본 연구에서는 강동구에 거주하며 방재안전관리사 마스터교육과정을 이수한 전문자원봉사자가 행정안전부 안전모니터링시스템의 핵심이라 할 수 있는 안전모니터링활동을 2012년부터 강동구 최초로 지속적인 신고활동을 해오며 안전모니터봉사단의 전반적인 운영실태를 조사하였으며, 강동구를 서울시 안전모니터링 표준모델로 설정하여 강동구 및 개인 신고 및 제보활동사례의 통계자료분석을 통한 문제점을 도출하여 지역사회특성에 맞는 안전모니터링활동의 효율적인 운영시스템 개선방안을 제시하였다.

  • Container vessels continue to grow in size, led by global shipowner. Large ships can be loaded more cargo at a time, reducing the cost of transportation per teu. this eventually leads to economies of sale, in which the production cost per unit decreases with increasing output. in accordance with the 70th Convention of the Marine Environment Protection Committee of the International Maritime Organization, as of January 1, 2020, MARPOL Annex VI Regulation 14.1.3 will be effective. All vessels must be meet these criteria to reduce Sox emissions and reduce NOx emissions by reducing the content of manned sulfur oxides from 3.5% to less than 0.5%, otherwise IACS Member States Entry to the port is denied. in order to do that need to LNG storage tank. in this study characteristic of the material after line heating (600℃,700℃,800℃,900℃) of 9% Ni steel used in the manufacture of LNG fuel tank of ship were verified using by mechanical test. In the heating method by line heating. The initial properties of steel are changed by variables such as temperature, time, speed. The experimental data of line heating presented in this paper confirmed that the initial change of 9% Ni steel could be minimized.

Functioning of the Geoecosystem for the West Side of Admiralty Bay (King George Island, Antarctica): Outline of Research at Arctowski Station

  • Changes in the area of geo-ecosystem $(62^{\circ}09'S,\;58^{\circ}31'w)$ reflect climatic changes in the South Shetland Islands. Air temperature and deglaciation will increase. The ice-free space area at the SSSS 8- (ASPA 121) site has enlarged threefold during the last 21 years, thus creating conditions for inhabitation and succession. Wind, water and snow play important roles in transportation of geochemical components. They distribute nutrients, mineral substances, seeds, fragments of plants and animals, etc. Plant and animal colonization is patchy and it happens at random in an 'island' - like manner. The colonization pattern is dependant, to a high degree on physical factors. The newly uncovered ice-free areas are at first inhabited by a vascular plant known as the Deschampsia antarctica. The border of the land-oasis with Admiralty Bay is the place where the processes related to animal feeding at the sea and reproduction on the land take place. Bird colonies and pinniped lairs form centers of fertilization surrounded by high chemical gradients dependent on the direction of the flow of nutrients $(e.g.\;NH_4)$. During the last 25 years, the numbers of penguins in this region have decreased, and thus the amount of materials excreted on land has diminished. The numbers of fur seals change in multi-annual cycles, and their migration into this area is related to the E1 $Ni\~{n}o$ phenomenon. The numbers of elephant seals in the area did not change. Organic matter deposited by the sea onto the shore are a source of nutrients and deficient chemical elements on land. Mineral matter is washed out into the waters of Admiralty Bay. These processes change seasonally, and multi annually. Negative effects on the environment at Arctowski Station induced by man are slight, but noticeable nevertheless. Physical processes have the largest influence on the living conditions and distribution of plants and animals, and as a consequence, on the functioning of the geo-ecosystem in the coastal-shore zone of the Maritime Antarctic.
