In this paper, the volume of ODA of Korea to developing countries has been analysed quantitatively based on statistical information, compared with Korea's ODA in the scope of the maritime industry. Thereafter, norms and policies of ODA in OECD DAC and trends of ODA in international societies have been examined through literature and qualitative researches so that possible ways to forward in Korea's ODA have been proposed. Hence, in this paper it h as been recognized that the volume of ODA related with the Korean maritime industry has been standing still as the before despite tremendous increase of total volume of Korea's ODA. for last 10 years. Consequently, the paper would like to propose possible measures that might been taken by the Korean government to raise the volume of ODA related with the maritime industry.

Environment of marine transportation market is changing rapidly. Due to globalization of world economy, marine transportation of cargos, especially trade using container boxes, is increasing dramatically. Fierce competition in the global market of container transportation forces the shipping industry to seek the economy of scale to reduce transportation cost, and drives the merge and alliance of liner shipping companies. Mega-sized container ships, having capacity over 10,000 TEU, were introduced, and appeared recently, in order to reduce the unit transportation cost. Korean shipping and shipbuilding companies are competitive, and have considerable market share in the global market. Even though both industries are inter-connected through ships and have many common interests in order to enlarge the global market share, inter-relation between two industries is surprisingly insignificant. In this paper current issues in the process of environmental change of marine cargo transportation are reviewed, and inter-relation of shipping and shipbuilding industries is discussed. Suggestions for inter-related development of Korean shipping and shipbuilding industries are given, and means for mutually beneficial collaboration are suggested.

본 연구에서는 해양 생태계를 파괴하지 않으면서 해양공간을 개발할 수 있는 환경친화형의 부유체식 구조물을 마리나 시설에 적용하는 방안에 대하여 논한다. 특히 환경 친화형의 다목적용 마리나 시설을 정온 수역이 유지되는 우리나라 서남해안에 적용하는 시스템에 관하여 논한다.

As the importance of maritime communication in a cross-cultural onboard working environment grows, the importance of developing systematic supporting aids both for learning and teaching maritime English has been emphasized. Given that English communication proficiency is one of the most critical factors in determining a seafarer's competency, a systemic supporting system for enhancing maritime English communication capabilities is essential not only for them to professionally carry out and conduct assigned duties onboard, but also for them to navigate success in their lives through increased labour mobility both at sea and onshore. The APEC Seafarers Excellence Network initiates the production of Maritime English Communication Packages for seafarers in APEC regions, under the leadership of the Republic of Korea. This paper introduces the design of APEC SEN Maritime English Communication Packages, which include textbooks, audio-lingual materials, online/mobile life-long learning platform and testing aids, ultimately for upand re-skilling of seafarers to increase their employability, mobility and preparedness for the future shipping industry where globalisation is expected to further accelerate.

Maritime industry is affected by outside factors significantly due to its derivative demand characteristics. However, the supply side can not react to these changes immediately and due to this uniqueness, maritime industry repeats the boom-bust cycle. Therefore the government itself needs to operate early warning system in order to monitor the market and notice the upcoming risks by setting up a system to prepare for the situations. In this research, signal approach is used to establish early warning system. Overall leading index is composed of crisis index that is based on BDI(Baltic Dry Index) and various leading indexes such as finance, economy, shipping and the others. As a result of computing overall leading index which is early warning system in maritime through signal approach, the index showed a high correlation coefficient with actual maritime risk index by difference of 4 months. Also, the result was highly accurate with overall leading index's QPS(Quadratic Probability Score) at 0.37.

Since marine accidents cause large-scale damage to human lives and the marine environment, prompt response measures are crucial including salvage operations for ships and cargoes along with lifesaving operations. In Korea, marine salvage operations are mainly dependent on global salvage companies in case of large-scale marine accidents due to lack of national capacity for marine salvage. The purpose of this study was to suggest public measures for the promotion of the private salvage industry by identifying the current situation and problems in the domestic marine salvage industry. As a result of the study, the measures of setting up a dedicated agency to support the domestic salvage industry and the function of the dedicated agency were identified and presented. In addition, the main points of the bill of "Law on the Promotion of the Domestic Salvage Industry" were presented to support and promote the salvage industry. To prepare the draft bill of law, relevant domestic laws and international conventions were examined to define the terms and regulations. Based on the legislation enacted as a result of this study, relevant ministries should focus on the legislative process. Legislation can be pursued by competent ministries in cooperation with the private sector and academia. It is expected that this study will help in the development of the domestic marine salvage industry and enhance the national response capacity for marine accidents in Korea.

Accidents and incidents caused by poor performance in the maritime industry suggest the need to find ways to improve performance in order to operate effectively and improve safety. The data for this study was collected from maritime students and involves the performance and levels of intrinsic and extrinsic motivation. Various motivational factors were identified and the ways in which these factors relate to performance was analyzed. The importance of considering motivation when recruiting new trainees and workers, and continually looking for ways to increase intrinsic motivation, is stressed throughout this paper. The results suggest that high levels of good quality motivation correlate positively with better performance.
