  • Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

  • Korean shipbuilding industry increased a considerable amount of orders recently. It is time to build up the concept of Digital-Ship, and develop the fundamental technology to operate or manage an oceanic vessel safety and also economically for the world shipping industry, now. In this paper, all sorts of low-ranked devices, system components, integrated protocol, and ship-shore supporting system, which shares information between ship and shore by utilizing a low-orbit satellite communication will be described.

  • Korean government, port and logistics companies have given a lot of their efforts to exchange electronic documents between themselves and their partners. As the results of them, Korean EDI(Electronic Data Interchange) standards were made by Korean EDIFACT committee and the standards have been used by companies and governmental organizations in Korea. However, Korean port and logistics EDI system is based on YAN(Value Added Network) and one VAN company has monopolistic right to relay EDI documents to Korean HOMAF(Ministry of Maritime Affairs & Fisheries) and Customs Service. Therefore it leads to a lot of problems such as inconvenient software, expensive transmission fee, insufficient improvement of business process and the difficulty of connection with the in-house systems of user companies. For solving these problems, this study is aimed to progress for XML and XML-based electronic commerce framework. This paper shows a optimal XML/EDl method using XML/EDl, BizTalk Framework, ebXML Framework. Fer improving extant problems in port and logistics industry, this paper proposed XML/EDl system based on system architectural level, support technical level, business infrastructure level.

Study on variation in ship's forward speed under regular waves depending on rudder controller

  • The purpose of this research is to compare and analyze the advanced speed of ships with different rudder controller in wavy condition by using a simulation. The commercial simulation tool named AQWA is used to develop the simulation of ship which has 3 degree of freedom. The nonlinear hydrodynamic force acting on hull, the propeller thrust and the rudder force are calculated by the additional subroutine which interlock with the commercial simulation tool, and the regular wave is used as the source of the external force for the simulation. Rudder rotational velocity and autopilot coefficients vary to make the different rudder controller. An advanced speed of ships depending on the rudder controller is analyzed after the autopilot simulations.

  • NCS development for construction of marine terminal structure was carried out through following procedures such as analysis on characteristics, analysis on duty, development of the first draft for standards, validation of industry sites, duty competency standards through expert committee, and utilizing package. The results were as follows. Firstly, duty competency was classified as levels from 3 to 7. Educational training institutions were followed by 22 universities, 21 colleges, 16 graduate schools, and 10 high schools. Secondly, developed standards were consisted of duty and competency unit. The name of duty was construction of marine terminal structure and competency units were consisted of 9 items as survey on economic effect, evaluation of conditions on construction environment, plan for construction of structure, construction of transfer, mooring, and power equipment, and construction, startup test, and maintenance of terminal structure. 33 competency unit elements below 9 competency units were developed. Thirdly, utilizing package was developed into 3 areas of life-long career path, training criteria, and guidelines for exam according to national competency standards for in order to develop development of labor's career and perform personal management such as hiring and promotion in industry sites.

  • A small, highly-trained crew working on the ship's automation has contributed to the improvement of operations and the labor environment on board ship. However, at the same time, having a small crew adds more responsibility to the ship's officers to safely operate and manage the ship. With the use of information and computer technology, efforts are being made towards the development of a system that will concentrate important information from the various pieces of navigational equipment. The purpose of this study is to set up and implement an integrated marine data networking and communication system on the training-research ship. Information relating to navigation, engine and office automation are investigated and analyzed, and implementation methods associated with navigation, engine and management information system were designed and presented. In addition, the networking system of the navigational signal interface unit for the integrated communication system, and the data communication method between the ship and land are also discussed.

  • The environmental changes in ports such as large size, high technology, and efficiency are greatly realized and advanced ports focus on the research and development for the port technology to be hub ports in each continent. It is necessary to continuously develop the port technology in order to confront those changes. The continuous development of the port technology leads to not only the growth of the domestic port industry but also the preoccupation of the world's industry and the increase of the export amount related to the port technology. This paper examines the state of the art in the domestic and foreign port technology and proposes the development policies and strategies of the domestic port technology.

Effects of Ship Speed and Ice Thickness on Local Ice Loads Measured in Arctic Sea (북극해에서 계측된 국부 빙하중에 대한 선속 및 빙두께 영향)

  • The icebreaking research vessel ARAON conducted her second ice trial in the Arctic Ocean during the summer season of 2010. During this voyage, the local ice loads acting on the bow of the port side were measured using 14 strain gauges. The measurement was carried out during icebreaking while measuring the thickness of the ice every 10 m. The obtained strain data were converted to the equivalent stress values, and the effects of the ship speed and ice thickness on the ice load were investigated. As a result, it was found that a faster speed produced a larger stress, according to the variation in the peak values below an ice thickness condition of 1.5 m. Meanwhile, the effect of the ice thickness on the ice load was not clear.

  • IMO(International Maritime Organization) continues to strengthen environmental regulations on exhaust gases such as CO2, NOx, SOx. As for sulfur oxides, from 1 January 2020, all ships on international voyages must use fuel with a sulfur content of 0.5% or less. Or, it is obligatory to use an exhaust gas treatment device that has the same effect. Shipping companies are using low-sulfur oil, replacing them with LNG fuel, or installing scrubbers that suppress sulfur oxide emissions. In the case of ships using bunker C oil, the load on the engine is lower when entering and departing, so the exhaust gas pressure is lowered and the scrubber cannot be properly utilized. Therefore, diesel oil with low sulfur content is used when entering and leaving the coast. When diesel oil is used, exhaust gas is directly discharged through the control system and piping system, and when bunker C oil is used, sulfur oxides are reduced by scrubbers through other control systems and piping systems to discharge exhaust gas. Accordingly, a company has developed a system called a three-way damper valve that can control exhaust gas emissions while integrating these two control systems and piping systems into one. In this study, the control characteristics of the integrated exhaust gas control system and structural safety against external loads in a high-temperature exhaust gas environment were reviewed.
