The world economy has came into unlimited competition with globalization since 1990. Opening markets to the world is in progress through the expansion of world free trade and internationalization of multinational enterprises. In the maritime transportation for world trade, shipping companies pursue "Hub & Spoke" strategy so a port which is not able to be located as a hub port is degraded as a feeder port. To attract shipping companies, it is necessary for existing ports to provide differentiated service. This paper devises marketing strategies for a competitive port after evaluating relation among the factors affecting port selection when a shipping company chooses a port of call. On the basis of determinants derived from existing researches, we study the relation as well as importance among the factors of port selection.

Kenya is a sovereign country with a vast potential in maritime industry. Though Kenya is known to have made it in IMO white list on $14^{TH}$ May 2010, she is making huge investments in maritime industry in an effort to have a share of booming world maritime industry and sea trade. Statistics has it that 90% of trade volume is carried on the sea, which is strong indication that for any country inspiring to be an economic powerhouse it has to have a lion share of sea trade volume, and one of the proven ways in gaining economic success is by investing heavily in maritime infrastructure. The purpose of this paper is to give a brief description of marine traffic status in port of Mombasa which is the largest port in Kenya, highlight vital features of multi-billion Lamu port investment under taken by the Kenyan government and finally discuss the future of maritime industry and Kenyan seafarer.

Container port is one of the most vital link of the transportation chain that plays an important role in trading with other countries. Having a proper understanding of port operations could change the role of the port from a transportation node to an efficient point in a transportation chain. Development of transportation chains, logistics and progress of these networks have enhanced the sustainable condition and level of transportation. Therefore, evaluating the competitiveness of ports is obligatory for port users to make a decision in investment or exploitation. This paper introduces the use of Fuzzy C-means and TOPSIS for competitiveness comparison among a sample of container terminals in Korea and China and determine how to improve Korean port competitiveness and particularly in Busan port.

Saigon Port within the port system of the Vietnam Maritime sector is one of the port having highest throughput and productivity in the country. The marine traffic of Saigon water ways is the heaviest in Vietnam and the number of marine accidents in this area are much higher than the others area in Vietnam. In order to reduce the risk of the accident in Saigon fairway, this paper concentrates on marine accident frequency in this area. The marine traffic and the marine accident were analyzed to find out the probability of vessel collision and the marine traffic risk. It follows that the main shipping route through Saigon fairway has the high risk of ship-ship collision.

The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

The Port Development has been achieved by the Government because it needs large scale of funds. However, since 1994, the Govenment has been implemeting private investments for constructing and operating the ports and so on. Although the Government had high expectation that it could expedite the expansion of the port facilities, there were many problems in view of construction, management, financial and social environment. This study figure out that most of the important reasons are the uncertainty of risk allocation between private investors and the Government, using with Analytic Hierarchy Process. It is expected that the results of this study will encourage more private investors to participate in port private investments in the future.

The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

To improve maritime security and enhance international shipping commerce within US ports in addition to ISPS (International Ship and Port Facility Security Code), the TWIC (Transportation Worker Identification Credential) program is working on the maritime field from the October 15, 2008 in the United States. In this paper, the program is reviewed and investigated in terms of goal, benefit, solution, and related legislation so forth In addition, other maritime security programs including MMD (Merchant Mariner Document), FAST (Free and Secure Trade), SIDA (Security Identification Display Areas). and Air Cargo security program was analyzed and compared in order to obtain relationship and difference with the program in terms of enrollment frequency, list and method of security check, and profile of each program As a result of this paper, the program is mostly to improve maritime security, protect individual privacy, and enhance commerce rather than other programs.

Planning strategies to achieve higher competitiveness of ports are becoming increasingly important in business environment. Therefore, strategic competitive position and efficiency analysis needs to be performed to increase ports' effectiveness and competitiveness. This matches with one of targets of new concept e-Navigation to increase the agility and efficiency of ports. The purpose of this study was to apply Boston Consulting Group matrix to analyze competitive positioning of major ports in Korea and China in term of several main cargo types and then use a combination of Data Envelopment Analysis and Principal Component Analysis model to calculate efficiencies. Results show that, at the moment, Chinese ports are still on the top with high position and efficiency score for the representative-Shanghai port. However, result also points out that except container type, Korean ports have chance to compete in other cargo types. Moreover, Gwangyang port is regarded as efficient. It has better position time. It is believed that Gwangyang port together with Busan port can compete with Chinese port in the near future.

Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.
