Building of a Simulator for Analyzing Ship's Collision Accidents (선박 충돌사고 분석을 위한 시뮬레이터 구축)

  • Vessel collision accidents have been investigated by means of questioning the persons involved and plotting manually the stated situation. But the repetitive plotting by hand can cause the investigator or to make some errors, and it can be connected to a wrong judgement. In this paper, we proposed a simulator for reconstructing and analyzing vessel collision accidents at sea, where the given situation is plotted automatically on it. We verified the validity of the system by applying it to some collision accidents.

A Study on Collision Avoidance Action in the Situation of Encountering Multiple Ships by the Reserve Officer

  • The proportion of collision in the total marine accidents is high. The main causes of collisions are navigation rule violation, safety speed violation, neglected watch-keeping and improper collision avoidance action. There are two main ways of avoiding collision situations during maritime navigation: the method of altering course and reducing ship's speed. The purpose of this study is to analyze the result of the collision avoidance action of the reserve officer in case of encountering a multiple number of ships using the ship handling simulator. Full-mission ship handling simulator was used to experiment the situation scenarios that encountered multiple ships. After the experiment, the questionnaire about the experiment was investigated. A total of 50 subjects were participated in the experiment. Experimental results showed that the number of the experimenters who used the engine was 11 and the number of the experimenters who did not use the engine was 39. In the case of using the engine, there were 0 collision accident, 1 grounding accident, and 10 no accidents. However, when the engine was not used, there were 28 collision accidents, 2 grounding accidents, and 9 no accidents. The causes of these results can be found in the survey results. 74 % of the non used engine participants said they were hesitate to use the engine. As can be seen from these results, the reserve officer are hesitant to use the engine and need a way to get correct of it. Maritime course subject can emphasize the importance of using ship's engines and case study also can be it. So, It is considered that various case study scenario will need to developed by various tools in the future.

  • Seafarers are one of the main engines driving economic growth in the maritime sector. The International Maritime (IMO) Organization estimated that there were approximately 1.5 million seafarers around the world engaged in international trade in 2012. Data have shown that human casualties in maritime accidents around Japan have shown an increasing trend over the last ten years. One cause is human error, which is inseparable from the human element that influences mariner's decisions and actions. The Personal Identification (PIN) Safe method is one way to systematically identify substandard and unsafe actions by considering the error taxonomies associated with various scenarios for a maritime system. The results are based on analysis of the role of the human element in commonly reported unsafe actions when interacting with equipment and other systems. Furthermore, patterns of influencing shaping factors were observed on the basis of data processing; the aim of this study was to promote safety culture and provide an opportunity to improve safety at sea.

  • This paper provides a study on the application and proposals of safety culture, new public management and social amplification of risk framework via ship accidents in Korea. This document analyzes what are the concept of safety culture, new public management as well as social amplification and risk framework and describes how 3 issues act, harmonize, interrelate through M/V Sewol accident. Korean government is needed to apply social amplification of risk framework to the in order to promote the safety culture in the maritime administration. Hence, this paper proposes safety framework in order to prevent and resolve future unexpected accident especially for maritime field.

  • Many ships' collision accidents occur due to unlawful action at sea. And also at shore traffic, many car collision accidents occur due to unlawful action. Therefore In this study we analyzes actual collision accidents at sea with the regards of liability. and search and analyze similar car collision accidents at shore traffic to compare it with the ship collision. In result, this study suggests the liabilities of the two different types accidents are needed to change more reasonable liability apportionment.

  • The 21st century is often referred to as maritime age. The sea is a rich repository of natural resources, comfort shelters and the hopes and dreams of human being. But there is always possibility of disaster as well as hopes and dreams. Although there have been many advances in the ship building technology, the risk of accidents is on the increase due to the increase of maritime traffic and the revitalization of marine leisure. I like to refer to the systematic search and rescue system for the rapid response by analyzing recent marine accidents. For the safe navigation, it is necessary to establish institutional systems such as ship technology, navigation equipments, excellent human resources, traffic control, etc. and navigation components also have to be well organized each other. It is also necessary to build a prompt accident management system. The search and rescue system for the rapid response and the way of reducing the incidence of marine accidents were reviewed through the analysis of recent marine accidents.

  • The variations of marine accidents and ship's insurences are measures for assessing the effects of ISM Code implementation, bemuse expenses for the treatment of ship accidents and compensations for the loss have an effect on the ship's insurence. In order to understand the results and accmplishements of ISM Code implementation in Korea, the rise and the fall of marine accidents and ship's insurences were analyzed and examined in domestic shipping companies from one year before implementation to eight years after implementation of ISM Code. As the result of analysis, compared with the period of a year before implementation of ISM Code, the decrease of about 14.4% in marine accidents was shown in the 8th year after ISM Code implementation in Korea, and ship's insurance rates tended to decrease from year to year.

  • Damages of ships and naval vessels due to accidents and attacks would arouse enormous loss of lives and properties. To prevent maritime accidents is the best, and many researches have been achieved. But maritime accidents occurs continuously and to minimize casualties is considered as the second best. This paper has focused on the method and implementation of survival time estimation system for ships(STES system). The developed STES system provides plain and easy operations to get the survival time of damaged ship and naval vessel. The officers feed damaged conditions simply and quickly, and grasp instantly the survival time for damages. It would be attained by query and retrieval of survival time DB collected in a design process. We also check an effectivity of the system by practical applications.

  • The main object of Maritime Safety Network is to prevent Marine Accidents in advance and avoid the loss of live and property efficiently. Our country's Marine Safety Network was widely changed with its concerned rules and the operation methods through the complete operation of GMDSS system. Thus, compared with the past, maritime safety equipment and its systems were enforced, but the loss of lives from marine accidents tends to increase against the general expectation. 80 percent of the total marine accidents in Korea is caused by small fishing boats that are capsized immediately from accidents. To minimize the loss of lives they are to require the help of rescue. Lately imported GMDSS communication equipment is operated very fast automatically to issue the rescue and inform the distress, but most general small fishing boats are under 5 ton vessel and excluded from the administration of GMDSS system. In this paper is to propose the proper solution for the efficient improvement of maritime safety network suitable for the our practical circumstance.
