2013년 8월, 9월 동해 남부연안 살오징어 유생 분포 (Distribution of the Common Squid Todarodes pacificus Paralavae in the Southern Coastal Waters in the East Sea in August and September 2013)

  • 동해연안에서 살오징어(Todarodes pacificus) 유생 분포를 파악하기 위해 2013년 8월과 9월 해양조사선 탐구 12호로 21정점에 대해 CTD 관측 및 지름 60 cm, 망목 $333{\mu}m$의 봉고네트를 이용한 복경사 채집을 하였다. 유생은 8월에 3개 정점에서 16 개체/$10m^3$, 9월에 1개 정점에서 7 개체/$10m^3$가 출현하였으며, 유생이 채집된 정점의 수심은 약 70 m-500 m 사이였다. 유생의 외투장은 1.7-6.0 mm였으며, 8월에는 주로 외양측 정점, 9월에는 장기갑 부근 정점에서 채집되었다. 배아발달과 유생이 생존하기에 가장 적합한 수온인 배아생존최적수온($18-24^{\circ}C$)은 35 m보다 깊지 않았고, 배아와 유생의 생존이 가능한 수온($15-24^{\circ}C$)은 75 m보다 얕은 수심에 분포하였다.

  • Ocean surface waves may be modified by ocean current and their observation may be severely distorted if the observer is on a moving platform with changing speed. Tidal current near a sill varies inversely with the water depth, and results spatially inhomogeneous modulation on the surface waves near the sill. For waves propagating upstream, they will encounter stronger current before reaching the sill, and therefore, they will shorten their wavelength with frequency unchanged, increase its amplitude, and it may break if the wave height is larger than 1/7 of the wavelength. These small scale (${\sim}$ 1 km changes is not suitable for satellite radar observation. Spatial distribution of wave-height spectra S(x, y) can not be acquired from wave gauges that are designed for collecting 2-D wave spectra at fixed locations, nor from satellite radar image which is more suitable for observing long swells. Optical images collected from cameras on-board a ship, over high-ground, or onboard an unmanned auto-piloting vehicle (UAV) may have pixel size that is small enough to resolve decimeter-scale short gravity waves. If diffuse sky light is the only source of lighting and it is uniform in camera-viewing directions, then the image intensity is proportional to the surface reflectance R(x, y) of diffuse light, and R is directly related to the surface slope. The slope spectrum and wave-height spectra S(x, y) may then be derived from R(x, y). The results are compared with the in situ measurement of wave spectra over Keelung Sill from a research vessel. The application of this method is for analysis and interpretation of satellite images on studies of current and wave interaction that often require fine scale information of wave-height spectra S(x, y) that changes dynamically with time and space.

해상보험증권상(海上保險證券上) 'Perils of the Seas'에 관한 연구(硏究) (The Definition of the Expression 'Perils of the Seas' in Marine Policies)

  • It is unsafe to attempt a complete definition of the expression 'perils of the seas', because in practice the question 'what is a peril of the seas' is inextricably woven up with the further question, 'was the loss proximately caused by the sea peril ?' Such casualties as stranding, collision and heavy weather appear with monotonous regularity in the daily reports, and are the obvious examples. However, what can be included in the term 'perils of the seas' seems to be inexhaustible, although most circumstances appear to have been covered by the Courts. Two cases heard in 1887 were instrumental in defining perils of the seas. In The Xantho Lord Herschell made the following remarks: "The term ... does not cover every accidents or casualty which may happen to the subject matter of insurance on the sea. It must be a peril 'of' the sea. Not every loss or damage of which the sea is the immediate cause is covered by these words. They do not protect, for example, against that natural and inevitable action of the winds and waves which results in what may be described as wear and tear. There must be some casualty, something which could not be foreseen as one of the necessary incidents of the adventure. The purpose of the policy is to secure an indemnity against accidents which may happen, not against events which must happen. ... If a vessel strikes upon a sunken rock in fair weather and sinks, this is a loss by perils of the sea."

선박침몰사고에 따른 ITC 협회약관 및 ISM Code 적용에 관한 연구 (A study on applying of the ITC-Hulls & ISM Code for the Accident of the Foundering Ship)

  • 이 연구는 침몰사고를 일으킨 선박의 사고에 대한 해양안전심판원의 사고판례와 검정인의 검사보고서를 중심으로 사고를 분석하고, 선박침몰사고에 따른 선체보험약관인 ITC협회약관 및 ISM코드의 적용에 관하여 검토하고자 하였다. 이를 위하여 실제 해양사고의 사례연구를 통하여 사고의 원인에 대한 보험사측의 주장과 선주측의 주장을 다루었다. 선주측이 보험금을 노린 고의침몰이라 주장한 보험사측의 주장과 선원의 과실에 따른 일반적인 해양사고임을 주장한 선주측의 주장에 대하여 ITC협회약관과 ISM코드 내용을 적용해 본 결과, 이 사고의 원인은 선박 운용상 승무원들의 과실에 기인한 인위적인 원인(선원의 악행)에 의해 발생한 것으로 판단되었다. 그러나 선주가 ISM 코드에 따른 상당한 주의의무를 태만히 한 사실이 인정되어 보험회사 측의 주장이 더 설득력이 있는 것으로 받아들여졌다. 따라서 이 사고에 대한 전반적인 고찰을 통해 알 수 있는 것은 선주는 그 선박에 적절한 자격있는 선원을 승선시켜야 할 뿐만 아니라 선박의 안전확보를 위한 ISM Code에 의거한 안전관리시스템 구축과 시행을 형식적이 아닌 실제적으로 철저하게 수행하여 비상사태 시에 적절히 대응할 수 있는 능력을 확보해야 함을 알 수 있었다.

동해 왕돌초 어장의 지속적 이용 및 관리 방안 (Sustainable Utilization and Management Scheme in Wangdol-cho Surrounding Sea Area)

  • The fishing ground surrounding Wangdol-cho is not only overexploited by the littering of dilapidated fishing net and equipment, but also by fishermen's overfishing, surpassing optimum fisheries resources. In addition, increasing fishing efforts (number of fishing vessel and fishing net, etc) contribute to the deterioration of fishing ground, and it is urgently required that schemes to tackle the problems should be taken. To effectively address the problems as such, this paper aims to propose sustainable utilization and management scheme of fishing ground through classification of fishing ground surrounding Wangdol-cho as one area which is less than 50m deep, measuring $13.66km^2$ and the other, permission fishing area of Gill Net fishery, measuring $347.23km^2$. The analysis shows that, for the water area less than 50m deep, implementation from a short-term perspective includes autonomous management fishery by gill net and trap fishery. For the permission fishing area of Gill Net fishery, implementation includes limit on fishing period, real name system of fishing equipment and limit on fishing equipment. Implementation from a medium and long-term perspective includes limit on scuba diving, designation of underwater sightseeing zone, sea farming, facilities of surveillance, adoption of approval system for the permission fishing area of Gill Net fishery and introduction of report system for fishing.

Early Gonadal Differentiation of the Protogynous Red Spotted Grouper, Epinephelus akaara

  • Red spotted grouper, Epinephelus akaara is a popular aquaculture species in many Asian countries. This species is a protogynous hermaphrodite that first differentiates into female and changes to male later. Due to this reproductive characteristic, stable supply of male and female gametes is a key to the success of seed production in this species. Thus, understanding early gonadal differentiation is required to develop effective sex control techniques. Red spotted grouper were reared in indoor tanks and sampled every 5 days from 40 days post-hatch (DPH) to 130 DPH. Changes of gonadal tissues were examined and analyzed by means of histology. A pair of gonadal primordium has already existed underneath the kidney in the posterior part of the body cavity at 38 DPH when this study began. Gonadal primordia of 38, 40 DPH consisted of germ cells surrounded by a few somatic cells. The blood vessel was observed in the gonadal primordium at 45 DPH. The number of somatic cells and size of gonadal primordium increased age-dependently up to 60 DPH. Formation of ovarian cavity was obvious by two protuberant aggregations of somatic cells at 65 DPH. Completed ovarian cavity and oogonia were first observed in the gonad of one fish sample at 105 DPH. Based on these histological observations, it can be suggested that induction of primary male differentiation could be more successfully applied at around 60 DPH in this species.

기상 관측선 기상 1호에서 관측한 황해의 에어로졸과 구름응결핵 수농도 특성 연구 (Characteristics of Aerosol and Cloud Condensation Nuclei Concentrations Measured over the Yellow Sea on a Meteorological Research Vessel, GISANG 1)

  • Total number concentration of aerosols larger than 10 nm ($N_{CN10}$), 3 nm ($N_{CN3}$), and cloud condensation nuclei ($N_{CCN}$) were measured during four different ship cruises over the Yellow Sea. Average values of $N_{CN10}$ and $N_{CCN}$ at 0.6% supersaturation were 6914 and $3353cm^{-3}$, respectively, and the minimum value of $N_{CN10}$ was $2000cm^{-3}$, suggesting significant anthropogenic influence even at relatively clean marine environment. Although $N_{CN10}$ and $N_{CN3}$ increased near the coast due to anthropogenic influence, $N_{CCN}$ was relatively constant and therefore $N_{CCN}/N_{CN10}$ ratio tended to decrease, suggesting that coastal aerosols were relatively less hygroscopic. In general $N_{CN10}$, $N_{CN3}$, and $N_{CCN}$ during the cruises seemed to be significantly influenced by wet scavenging effects (e.g. fog) and boundary layer height variation. Only one new particle formation (NPF) event was observed during the measurement period. Interestingly, the NPF event occurred during a dust storm event and spatial scale of the NPF event was estimated to be larger than 100 km. These results demonstrate that aerosol and CCN concentration over the Yellow Sea can vary due to various different factors.

북극해 운항 중 계측된 빙하중에 대한 분석 연구 (A Study on Analysis of Ice Load Measured during the Voyage in the Arctic Sea)

  • The icebreaking research vessel, ARAON had her second ice trial in the Arctic Sea from 16th July to 12th August 2010. During the voyage, the local ice loads acting on the bow of port side were measured from 14 strain gauges. The measurements were also carried out in ice waters with various ice concentration ratio as well as the icebreaking performance tests. In this study, the ice loads measured during the 'general' operation in ice waters were analyzed. As a first step, the relationship between the location of strain gauges and the ice loads were investigated, and then the possibility for observation of higher ice loads was estimated based on the probability density function. The relationship between the ship speed and the ice load was also investigated. 718 peak stresses data higher than 20 MPa obtained from strain gauges array attached in longitudinally and vertically was analyzed. In general, the ice load increases as the ship speed increases in the low ship speed range, and ice load decreases as the ship speed is greater than a certain speed.

모바일하버(Mobile Harbor)의 가치와 활용방안에 대한 연구 - 연안운송 중심으로 - (A study on Value and Application of Mobile Harbor in Terms of Coastal Transportation)

  • 컨테이너 물동량 증가와 함께 선박의 대형화는 항만과 터미널 운영에 많은 영향을 주었고, 선사들의 운송네트워크들은 점차 hub-and-spoke방식으로 변하고 있다. 이는 항만간 치열한 경쟁을 초래하였고 그로 인해 새로운 항만을 개발하거나 기존 항만을 확장해야 하는 압력들을 받아왔다. 그러나 항만 개발에 따른 환경적 물리적 재무적 한계를 극복하기에는 너무나 많은 비용과 시간의 투자를 요구하고 있다. 그래서 본 연구에서는 하나의 대안으로서 새로운 해상 운송시스템인 모바일하버를 다루었다. 그리고 컨테이너 연안운송시장을 중심으로 모바일하버 도입에 대한 경제적 분석과 함께 관련 요인들의 변화들에 대한 민감도 분석도 같이 수행하였다. 본 연구는 모바일하버의 가치와 활용방안에 대한 기초 연구로서 추후 관련 연구들에 대해 기여하고자 하였다.

해상교통관제시스템을 위한 중앙집중형 선박정보 관리 방안 (The Centralized management method of vessels information for VTS)

  • 삼면이 바다로 둘러싸인 우리나라에서는 해상을 통한 물류가 전체 물류량에 90% 가까운 비중을 차지하고 있고, 중소형의 어업용 선박들도 다수 등록되어 있는 상황이다. 요즘 해상에서 발생하는 사고가 많은 인명 피해 및 바다 환경에 미치는 악영향으로 인해 해상교통관제에 대한 필요성이 증가되고 있다. 현재 해상에서 사용하고 있는 선박에 대한 정보는 크게 해상교통관제시스템(VTS)에서 활용하는 AIS 정보와 항만에서 운영하는 항만운영정보시스템(Port-MIS)으로 구분되어 있으며, 서로 간에 정보 교환이 이루어지지 않는 상황이다. 현재 어선에까지 선박 패스 장치(V-PASS) 설치가 확대되고 있는 상황에서 선박에 대한 정보가 다원화로 저장되어 관리, 운영, 활용에 효율성이 떨어지고 있다. 따라서 본 논문에서는 해상교통관제시스템을 위한 선박 정보를 통합하여 효율적으로 관리하는 방안에 대해 다루고, 구현 및 적용 방안을 제시한다.
