It is necessary to establish wide integrated surveillance system of marine territory to reduce damage caused by maritime security threats, marine pollution and accidents for safe and clean marine use and efficient development of marine resources. For marine surveillance, the information characteristics of space-time specific, accuracy and operability are required, and real-time information about the wide area should be provided at all times. This special issue has been published to identify the characteristics of each platform, evaluate its usability for the establishment of a wide integrated surveillance system, and present the direction for future convergence studies between platforms. Since 2015, KIOST and cooperative research team have been performing the project, "Base research for building wide integrated surveillance system of marine territory using multi-platform" that detect vessels and red tide etc. near real time by using satellite, UAV and HF Ocean Radar. The objective of this special issue is to introduce the significance for an integrated system for maritime surveillance and to create a forum for discussion on recent advances in remote sensing technology and applications for marine disasters, pollution, and accident surveillance.
The marine self-organizing VHF data link is a digital radio link with self-organizing ability, which exploits the STDMA algorithm and operates in marine VHF channels. It can support the applications of surveillance, situation awareness and communication. It is the core technology of the Universal AIS which is considered as a future surveillance system at sea by the IMO. In this paper, the operational principle of the marine self-organizing VHF data link is introduced. Simultaneously, a new access protocol is proposed to enhance the marine self-organizing VHF data link so as to support point-to-point communication. The point-to-point communication is one of the most important bases to establish dynamic internetworks among computers on the bridges in the future.

In this paper, we report the results of a conceptual study to develop of a multi-purpose medium-sized UAV that can safely perform missions in harsh maritime environments. In this study, we focused on developing UAVs capable of performing three maritime missions that urgently require the application of medium-sized UAVs: marine ecosystem management, ocean surveillance system, and response to marine accidents. Furthermore improvement points for the above three naval missions using medium-sized UAVs were derived in preparation for the problems of the existing mission performance. Finally, by developing and analyzing the utilization scenario of the medium-class UAV, the required performance suitable for each mission was defined and assigned to the related mission equipment, A new maritime management plan was proposed using the medium-class UAV system equipped with replaceable mission equipment.
This paper presents the tracking and stabilization problem of a night vision system for marine surveillance. Both a hardware system and software modules are developed to control azimuth and elevation axes independently with compensation for ship motion. A two degree of freedom(2DOF) PID controller is designed and its parameters are tuned using a real-coded genetic algorithm(RCGA). Simulation demonstrates the effectiveness of the proposed method.

This paper presents the design of a surveillance night vision system for marine ships. Both a hardware system and software modules for tracking control are developed. In order to control each control axis with compensation for ship motion, the two-degree of freedom(TDF) PID controller is designed and its parameters are tuned using a real-coded genetic algorithm(RCGA). Simulation demonstrates the effectiveness of the proposed system.

A Wireless Sensor Network (WSN) is better than a conventional network for use in construction and Operations and Maintenance (O&M) because of its lower surveillance system cost. However, effective operation of a WSN is often difficult to obtain because the surveillance targets are usually fixed inside the building or underground. Therefore, this environmental constraint should be considered in the design of the WSN plant equipment surveillance system prior to installation. This study employs simulations of WSN-based fixed facility surveillance using the TinyOS TOSSIM simulator to investigate ideal types and setups of the WSN. Simulation target protocols included LEACH and flooding and gossiping protocols. The results show that the hierarchically-structured LEACH protocol demonstrated better load-balancing and efficiency than the flatly-structured flooding and gossiping protocol.
A real-time surveillance system of the inshore fishing ground was constructed to identify and detect discrete targets, such as illegal fishing vessels. This paper describes measurements made with a combination of sensors, such as radar, CCTV camera, and GPS receivers, for monitoring the fishing activity of small vessels within the fishing limit zones of the inshore waters. The CCTV camera system was used to confirm detection and to classify the type of target. The location of legal vessels distributed in coastal waters was acquired from each GPS system of ships connected to commercial satellite communication network. The surveillance system was networked via LAN to one host PC with the use of electronic navigational charts (ENC) and a radar link. Radar Target Extractor (RTX) for radar signal processing can be remotely accessed and controlled on existing PC via the internet, from anywhere, at any time. Results are presented that demonstrate the effectiveness of the newly constructed fisheries monitoring system for conducting continuous surveillance of illegal fishing vessels in the inshore fishing ground. The identification of illegal fishing vessels was achieved by comparing radar positions of illegal fishing vessels exceeding the warning limits in the surveillance area with GPS position reports transmitted from legal fishing vessels, and the illegal fishing vessels were marked with red symbols on the ENC screen of a PC. The methods to track the activities of all vessels intruding or leaving the fishing limit zones also were discussed.

Large areas must be rapidly screened to monitor radiation in marine environments. For this purpose, this study developed a mobile real-time gamma-ray measurement system for shipboard use and evaluated its performance. The system was developed to measure engine or generator cooling water by installing a canister inside the ship. The minimum detectable activity of the system is about 0.8 Bq/L for a 60 s measurement period, and real-time data transmission and remote control are possible. The system was tested in the field and is currently being installed and operated on ships in service. Such a ship-based real-time gamma-radiation measurement system is suitable for a wide range of marine radiation surveillance applications and is expected to be rapidly deployed.
China National People's Congress has passed the bill to combine the Marine Law Enforcement into "State Oceanic Administration People's Republic of China". This bill was intended to resolve the overlapping jurisdiction and disputes caused in ocean territory in nearby countries. The purpose of reorganizing the administration was to combine the dispersed organization into one group. This new big administration was basically organized to increase the power of China marine state on the long-term. The reorganization plan is to group General Administration of Customs, China Marine Surveillance, Fisheries Law Enforcement Command, and Border Control Department into one State Oceanic Administration. The new state Oceanic Administration carries the authority to protect rights and enforce the marine law supported by Public Security Bureau. Korea Coast Guard has been cooperating with China Marine Surveillance since 1998 when the first pact was made. The next step expanded to General Administration of Customs. Currently working with Regional Maritime Law Enforcement organizations dealing mostly with illegal Chinese fishing boats and IEODO conflict. In order to solve the problems we face today is to observe the process of the New China Coast Guard administration, analysing the effects that could be caused by the change and to keep close cooperation between the new administrations.

China has invested for military satellite technology development to construct the space-based surveillance system from existing land-based and aerostat surveillance system since 1960s to react rapidly for deployment of marine force of United States and surrounding nations in west Pacific, south China sea and Indian ocean. China has also launched about 40 the Yaogan military intelligence satellites series for EO, SAR and ELINT fields since 2006 after the required technique with several technical experiment satellites launch and operational test. ELINT satellites transmit data from satellite to earth station in real time with construction space-based network around it. Those data are simultaneously delivered to Anti-Ship Ballistic Missile(ASBM) connected land-based C4ISR network for marine target attack. Therefore China has enhanced surveillance and attack capability to the surrounding marine nations with space-based network around it. In the future, It is considered that China will increase accurate location search, signal processing and analysis ability through a further study on its technology.
