다중플랫폼을 이용한 해양영토 광역통합감시 시스템 (Wide Integrated Surveillance System of Marine Territory Using Multi-Platform)

  • 국가 해양영토에 대한 해양 불법행위, 영해 침범 등 안보위협사항과 해양사고, 해양오염에 따른 피해저감 대책을 마련하고, 안전하고 깨끗한 해양 이용 및 효율적인 해양자원 개발을 위한 해양 감시체계 구축이 필요하다. 해양감시를 위해서는 시공간성, 정확도, 운용성의 정보 특성이 요구되며, 가능한 광역에 대한 실시간 정보가 상시적으로 제공되어야 한다. 본 특별호는 각 플랫폼의 특성을 파악하여 광역감시망 체계 구축을 위한 활용 가능성을 평가하고, 향후 다양한 플랫폼 간 융복합 연구 방향을 제시하기 위하여 발간하였다. 2015년부터 한국해양과학기술원과 협동연구기관에서 준실시간으로 위성, 무인항공기와 HF 해양레이더를 이용한 선박과 적조탐지를 위한 "국가해양영토 광역감시망 구축 기반연구" 사업을 수행 중이다. 이번 특별호의 목적은 해양감시에서의 통합시스템의 중요성을 소개하고, 해양재해, 오염과 사고 감시에 대한 원격탐사 기술과 활용에 대한 최근 연구에 대한 토론의 장을 만드는 것이다.

Marine Self-organizing VHF Data Link: Operational Principle

  • The marine self-organizing VHF data link is a digital radio link with self-organizing ability, which exploits the STDMA algorithm and operates in marine VHF channels. It can support the applications of surveillance, situation awareness and communication. It is the core technology of the Universal AIS which is considered as a future surveillance system at sea by the IMO. In this paper, the operational principle of the marine self-organizing VHF data link is introduced. Simultaneously, a new access protocol is proposed to enhance the marine self-organizing VHF data link so as to support point-to-point communication. The point-to-point communication is one of the most important bases to establish dynamic internetworks among computers on the bridges in the future.

  • In this paper, we report the results of a conceptual study to develop of a multi-purpose medium-sized UAV that can safely perform missions in harsh maritime environments. In this study, we focused on developing UAVs capable of performing three maritime missions that urgently require the application of medium-sized UAVs: marine ecosystem management, ocean surveillance system, and response to marine accidents. Furthermore improvement points for the above three naval missions using medium-sized UAVs were derived in preparation for the problems of the existing mission performance. Finally, by developing and analyzing the utilization scenario of the medium-class UAV, the required performance suitable for each mission was defined and assigned to the related mission equipment, A new maritime management plan was proposed using the medium-class UAV system equipped with replaceable mission equipment.

  • 본 연구는 선박용 Night Vision 시스템을 개발하기 위한 선행연구로 2축 지그와 이를 구동할 수 있는 PCU 보드를 제작하고, 추종 및 안정화 제어루틴을 얻는 문제를 다룬다. 개발한 지그와 PCU 보드를 6DOF 모션 시뮬레이터와 결합하여 실험환경을 구축하고 RCGA를 이용하여 지그 모델의 파라미터를 얻고, 추정된 모델과 RCGA를 이용하여 2DOF PID 제어기를 동조한다. 실험과 시뮬레이션을 통해 제안하는 2자유도 PID 제어기의 유효성을 검토한다.

  • This paper presents the design of a surveillance night vision system for marine ships. Both a hardware system and software modules for tracking control are developed. In order to control each control axis with compensation for ship motion, the two-degree of freedom(TDF) PID controller is designed and its parameters are tuned using a real-coded genetic algorithm(RCGA). Simulation demonstrates the effectiveness of the proposed system.

  • 무선센서네트워크는 구축과 운영측면에서 기존 네트워크방식보다 유리하나 각종 산업플랜트의 중요감시 대상설비는 대부분 건물내부 또는 지하에 위치하며 고정되어있어 일반적인 형태로는 적용이 어렵다. 이러한 특정 환경의 설비 감시를 위해서는 해당 조건에 적합한 무선센서네트워크 형태로 적용해야 한다. 따라서, 본 논문에서는 적합한 형태 확인을 위해 TinyOS시뮬레이터인 TOSSIM을 이용하여 고정설비감시 네트워크 환경과 유사한 조건에서 시뮬레이션을 수행하고 그 결과를 제시한다. 확인 대상은 LEACH, Flooding 및 Gossiping 프로토콜로 네트워크의 부하분산과 효율 면에서 계층구조인 LEACH가 좀 더 우수함을 나타낸다.

연안 어장에서의 불법 조업 어선의 탐지, 식별 및 감시 시스템 개발 (Detection, Identification and Surveillance System Development of Illegal Fishing Vessels in Inshore Fishing Ground)

  • A real-time surveillance system of the inshore fishing ground was constructed to identify and detect discrete targets, such as illegal fishing vessels. This paper describes measurements made with a combination of sensors, such as radar, CCTV camera, and GPS receivers, for monitoring the fishing activity of small vessels within the fishing limit zones of the inshore waters. The CCTV camera system was used to confirm detection and to classify the type of target. The location of legal vessels distributed in coastal waters was acquired from each GPS system of ships connected to commercial satellite communication network. The surveillance system was networked via LAN to one host PC with the use of electronic navigational charts (ENC) and a radar link. Radar Target Extractor (RTX) for radar signal processing can be remotely accessed and controlled on existing PC via the internet, from anywhere, at any time. Results are presented that demonstrate the effectiveness of the newly constructed fisheries monitoring system for conducting continuous surveillance of illegal fishing vessels in the inshore fishing ground. The identification of illegal fishing vessels was achieved by comparing radar positions of illegal fishing vessels exceeding the warning limits in the surveillance area with GPS position reports transmitted from legal fishing vessels, and the illegal fishing vessels were marked with red symbols on the ENC screen of a PC. The methods to track the activities of all vessels intruding or leaving the fishing limit zones also were discussed.

Development of a real-time mobile gamma-ray measurement system for shipboard use

  • Large areas must be rapidly screened to monitor radiation in marine environments. For this purpose, this study developed a mobile real-time gamma-ray measurement system for shipboard use and evaluated its performance. The system was developed to measure engine or generator cooling water by installing a canister inside the ship. The minimum detectable activity of the system is about 0.8 Bq/L for a 60 s measurement period, and real-time data transmission and remote control are possible. The system was tested in the field and is currently being installed and operated on ships in service. Such a ship-based real-time gamma-radiation measurement system is suitable for a wide range of marine radiation surveillance applications and is expected to be rapidly deployed.

중국 해상법집행기관조직 개편과 한·중 해양협력 (China's Reorganization of Maritime Law Enforcement Administrations and ROK-China Maritime Cooperation)

  • China National People's Congress has passed the bill to combine the Marine Law Enforcement into "State Oceanic Administration People's Republic of China". This bill was intended to resolve the overlapping jurisdiction and disputes caused in ocean territory in nearby countries. The purpose of reorganizing the administration was to combine the dispersed organization into one group. This new big administration was basically organized to increase the power of China marine state on the long-term. The reorganization plan is to group General Administration of Customs, China Marine Surveillance, Fisheries Law Enforcement Command, and Border Control Department into one State Oceanic Administration. The new state Oceanic Administration carries the authority to protect rights and enforce the marine law supported by Public Security Bureau. Korea Coast Guard has been cooperating with China Marine Surveillance since 1998 when the first pact was made. The next step expanded to General Administration of Customs. Currently working with Regional Maritime Law Enforcement organizations dealing mostly with illegal Chinese fishing boats and IEODO conflict. In order to solve the problems we face today is to observe the process of the New China Coast Guard administration, analysing the effects that could be caused by the change and to keep close cooperation between the new administrations.

중국의 주변국 해양감시를 위한 전자신호 수집위성 연구개발 (China's Satellite Research and Development to Collect Electronic Signals for Marine Reconnaissance to Surrounding Nations)

  • 중국은 서태평양, 남중국해, 인도양에서 미국 및 역내 국가들의 해양세력 움직임에 신속히 대처하기 위하여 1960년대부터 기존의 지상 및 항공 감시체계를 벗어나 우주기반 감시능력을 확보하기 위해 군사위성분야에 많은 투자를 해왔다. 수차례의 실험위성 발사 및 운용시험을 통하여 핵심기술을 확보한 후에 2006년 이후 EO, SAR, ELINT분야의 군사 첩보위성인 Yaogan위성을 현재까지 약 40여 차례 이상 발사하여 운용하고 있다. 특히 전구적으로 운용 가능한 수십여 기의 ELINT 신호수집 위성을 중심으로 우주기반 위성네트워크를 구축하여 수집된 자료를 지상으로 실시간 전송함과 동시에 지상기반 C4ISR 네트워크와 연동된 대함탄도미사일인 ASBM에 해양 공격목표 자료를 제공함으로써 중국의 주변 해양세력에 대한 감시 및 미사일 공격능력을 한층 더 강화시켰다. 향후 전자신호 위성수집분야에 더욱더 기술적인 연구를 통해서 정확한 위치 탐색과 분석능력을 확대시킬 것으로 판단된다.
