Comparative Analysis of Marine Accidents in Fishing Activity Protection Zones and Port and Navigation Zones to Improve Fishing Vessel Security (어선 통항 안전 확보를 위한 어업활동보호구역과 항만·항행구역의 해양사고 비교분석)

  • In accordance with the increased demand for ocean use, the Marine Spatial Planning system was introduced to rationally allocate ocean space, under which fishing activity protection zones have been designated to protect fishery activities and promote fishery resource protection. However, fishing vessels that mainly sail in fishing activity protection zones are exposed to risk, such that they account for about 70% of marine accidents that occur in Korea, Proper risk management is thus required. This study aims to analyze marine accidents in fishing activities protection zones and port and navigation zones to secure the safety of fishing vessels passing within fishing activity protection zones. To this end, the traffic volume in marine use zones was investigated, and marine accidents were investigated by ship type, accident type, tonnage, accident cause, and loss of life. Analysis determined that most of the marine accidents per unit area of each type occurred in port and navigation zones, but overall most marine accidents occurred in fishing activity protection zones. In particular, it was found that traffic safety management was necessary because many human accidents occurred.

Prediction of Species Distribution Changes for Key Fish Species in Fishing Activity Protected Areas in Korea (국내 어업활동보호구역 주요 어종의 종분포 변화 예측)

  • Marine spatial planning (MSP) is a crucial element for rational allocation and sustainable use of marine areas. Particularly, Fishing Activity Protected Areas constitute essential zones accounting for 45.6% designated for sustainable fishing activities. However, the current assessment of these zones does not adequately consider future demands and potential values, necessitating appropriate evaluation methods and predictive tools for long-term planning. In this study, we selected key fish species (Scomber japonicus, Trichiurus lepturus, Engraulis japonicus, and Larimichthys polyactis) within the Fishing Activity Protected Area to predict their distribution and compare it with the current designated zones for evaluating the ability of the prediction tool. Employing the Intergovernmental Panel on Climate Change (IPCC) 6th Assessment Report scenarios (SSP1-2.6 and SSP5-8.5), we used species distribution models (such as MaxEnt) to assess the movement and distribution changes of these species owing to future variations. The results indicated a 30-50% increase in the distribution area of S. japonicus, T. lepturus, and L. polyactis, whereas the distribution area of E. japonicus decreased by approximately 6-11%. Based on these results, a species richness map for the four key species was created. Within the marine spatial planning boundaries, the overlap between areas rated "high" in species richness and the Fishing Activity Protected Area was approximately 15%, increasing to 21% under the RCP 2.6 scenario and 34% under the RCP 8.5 scenario. These findings can serve as scientific evidence for future evaluations of use zones or changes in reserve areas. The current and predicted distributions of species owing to climate change can address the limitations of current use zone evaluations and contribute to the development of plans for sustainable and beneficial use of marine resources.

  • 해상교통관제(VTS, Vessel Traffic Service) 구역에서는 선박의 항해뿐만 아니라 준설, 급유, 수상레저, 어로, 군사훈련, 모래 채취 등 다양한 해양 활동이 동시에 이뤄지고 있다. 이들 활동들은 제한된 공간에서 경쟁적으로 이뤄지기에 시 공간적 충돌을 수반하게 된다. 최근 VTS는 '해상교통서비스' 라는 본연의 역할과 더불어 다양한 해양 활동들이 조화롭게 이뤄지도록 조율하는 영역까지로 확대되고 있다. 이렇듯 발전하는 VTS의 역할에 발맞춰 관제 구역에도 해양공간계획(MSP, Marine Spatial Planning) 개념을 도입하여 체계적인 접근이 필요하다. 본 연구에서는 해양공간계획을 도입한 타 국 사례를 소개하고 그 도입 필요성에 대해 제안 하고자 한다.

  • The purpose of this study is to formulate various improved working schemes in determining the definition of non-permissible activities to strengthen the practical implementation and operation of the integrated coastal management plan for regional self-governing authorities In this study, non-permissible activities indicate any activities which should be restricted according to the coastal functions of five different sectors in the regional plan for coastal management. Coastal management plan, are classified into four areas along the coast to use direction. It prohibited and support matters of another coastal exploitation each area. If you want to set the coastal area, has already been specified in the regional and global based on that region Land use planning and urban planning. When additional area settings in some cases may lead to conflicting results. Analyzes the factors to consider about the range and use areas set of in coastal management, It is necessary to strive for deriving a scheme to solve the existing contradiction between the state of the local - area specified problem. With the help of marine spatial planning and pointed out institutional and urban planning system to be utilized in land in the ocean for a more accurate and efficient coastal management, and registered the coastal areas, there is a need to manage.   • Currently, the conflict between use and conservation of the ocean is intensifying in the ocean, so it is essential to introduce an effective method to define and manage it in advance for each core value of ocean. Accordingly, although the ocean is divided into nine marine use zone and managed through marine spatial planning, the analysis of the sea areas where mutually exclusive activities overlap in the ocean is insufficient. In this study, an automated model was developed to derive a sea areas where the core values of the ocean conflict. In order to analyze marine activities, available data on marine activity were collected, and data necessity for the analysis of mutually exclusive marine activities were derived. After classifying the derived data into legal and characteristic data, a conflict matrix was prepared through pairwise comparison between data to designate priorities when overlapping occurs. Based on the designated priorities, an automation model was developed, and sea areas where marine activities conflicted were derived, visualized, and area calculated. Using this, it is judged that the efficiency of decision-making can be improved by clearly deriving the sea areas where major issues occur in establishing the marine spatial planning.

  • In recent years, our society, because of the arrival of a new paradigm according to the rapid changes in ICT has entered into future smart society and the ubiquitous era. So it can be a notable turning point in the marine disaster prevention system with big data, aspects of the era change. Therefore, this study was to derive a desirable vision for the big data marine disaster prevention informatization in terms of ICT maritime disaster prevention system development as preparedness for the maritime disaster by applying 'scenario planning' as a foresight method. Soon this study derived a successful marine disaster prevention informatization strategy as preparedness for the maritime disaster like Ferry Sewol Disaster. It proposed the big data marine disaster prevention informatization system with the use of the administrative aspects of information with spatial informatization as big data information. Also this study explored the future leadership strategy of the big data marine disaster prevention informatization in smart society. Eventually in 2030 to around, In order to still remain our marine disaster prevention informatization as a leading ICT nation, this study suggested the following strategy. It is important to ready the advanced Big Data administrative spatial informatization system In terms of prevention of incidents like Ferry Sewol Disaster.

A Study on the Domestic Trends and Development Strategies of Marine Energy Research in South Korea (국내 해양에너지 연구동향 및 발전 전략에 관한 연구)

  • While the current share of marine energy in South Korea is less than 1%, it is globally recognized as a resource approximately four times the annual electricity production. Considering the diverse geographical features of the East Sea, South Sea, and West Sea, marine energy development is crucial for South Korea and essential for achieving the 2050 carbon neutrality goal. Policy efforts for marine energy deployment focus on establishing an innovative, open, and integrated R&D system to respond flexibly. The construction of a scientific, economic, and social valid site selection system, along with a maritime spatial planning regime that considers environmental and socio-economic impacts, is emphasized. To expedite the early activation of marine energy, comprehensive policy endeavors, including discriminatory support policies and participation in international standardization, are anticipated to contribute to the sustainable development and dissemination of marine energy. Marine renewable energy plays a significant role in sustainability and addressing climate change, considered an essential component of South Korea's efforts toward carbon neutrality.

  • With regards to the marine spatial plannings of the world, the spaces are being managed through the integration of various uses and the establishment of systems and laws in the perspective of the utilization of spaces. In the perspective of policy establishment, the policy readiness level is applied to analyze the trends in the studies on South Korea's marine spatial plans. The scope of the study included analyzing marine spatial plan as a keyword in articles published over the period from 2010 to 2020. The methods of analysis included the analyses of the frequency of word appearance, word clouds, and appearance intensity, which were used to identify key issues. Five keywords that were related to the topics were identified, and were again used to identify the key themes. The core themes were changing in all phases, such as the principles development phase, institutionalization phase, policy verification phase. For future benefit, this requires more research in South Korean public organizations and universities.
