When considering marine pollution control procedures there are three general areas which demand close attention. These are: $\bullet$ oily bilge water $\bullet$ refuse $\bullet$ sewage All of these applications can be handled constantly changing to address the complexity of the waste management issues. The basic marine pollution regulations are covered by the International Maritime Organizations MARPOL 73/78 convention, with the various annexes and revisions. Of particular importance for equipment to deal with oily-water, sewage and plastic wastes.

우리나라에서 발생한 최근 10년간의 해양사고를 살펴보면 다른 종류의 사고에 비하여 해양 부유물에 의한 해양사고가 뚜렷하게 증가하고 있는 것을 알 수 있다. 본 연구에서는 연간 발생한 해양사고에 대한 중앙해양안전심판원과 해양경찰청의 통계연보를 분석하고 비교 검토해보았다. 두 기관의 통계는 일부 상이한 부분이 있었지만 전체 해양사고 통계 중 부유물 해양사고의 수치는 지속적으로 증가하고 있었고 어선과 비어선으로 나누었을 때 어선에서 특히 많이 발생하고 있다는 것을 알 수 있었다. 또한 부유물 감김 해양사고의 원인이 되는 주된 부유물질은 어망, 어구, 밧줄류에 기인한 비율이 압도적으로 많았다. 해양 플라스틱과 관련된 국내외 정책들을 들여다보면 대부분 해양오염 자체를 예방하고 해양쓰레기를 회수하는데 집중하여 해양환경적인 문제로 인식하고 있는 것이 대부분이다. 또한 해양환경 및 해양 쓰레기와 관련된 대표적인 법인 「해양환경관리법」과 「해양폐기물 및 해양오염퇴적물 관리법」을 살펴보면 해양쓰레기를 해양폐기물의 한 종류로써 인식하고 있으며 폐기물의 종류와 정의는 다루되, 해양쓰레기에 관한 정의는 찾아보기 어려웠다. 따라서 본 연구에서는 선박의 운항에 영향을 미칠 수 있는 해양 플라스틱 쓰레기 규제와 관련된 법제도를 살펴보고 개선방안을 제시해 보고자 하였다. 그리고 선박의 안전한 항행과 운항에 적합한 해양 쓰레기에 관한 정의가 부재하기에 이에 맞는 해양쓰레기의 범위를 제안하여 그 개념을 명확히 해보고자 하였다.

Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

본 연구에서는 국내 해운회사의 안전관리를 위한 여러 가지 투입요소와 산출요소들에 대한 자료를 설문조사하고, 각 해운회사간의 안전관리체제 이행에 따른 효율성을 DEA 분석법을 사용하여 분석하였다. 1998년$\sim$2004년까지 각 해운회사의 안전관리체체의 운영효율성을 DEA 모형으로 분석한 결과, 효율성 평균지수가 매년 감소하는 추세를 나타내었다. 효율성 평균지수가 매년 낮아지는 경향을 보이는 이유는 해양사고 건수, PSC지적 건수, 선박보험료, P&I 보험료는 매 년 감소하는 것에 비해 선박수리비, 선용품비와 선박 불가동일수는 매년 감소하지 않고 오히려 증가하는 경향을 보이고 있는 것이 주요한 원인으로 분석되었다.
