선박의 해양 부식과 부식방지 장치 (Apparatus on Corrosion Protection and Marine Corrosion of Ship)

  • Ships and offshore structures are exposed to harsh marine environments, and maintenance and repair are becoming increasingly important to the industry and the economy. The major corrosion phenomenons of metals and alloys in marine environment are pitting corrosion, stress corrosion cracking, crevice corrosion, fatigue corrosion, cavitation-erosion and etc. due to the effect of chloride ions and is quite serious. Methods of protection against corrosion can generally be divided into two groups: anodic protection and cathodic protection. Anodic protection is limited to the passivity characteristics of a material in its environment, while cathodic protection can apply methods such as sacrificial anode cathodic protection and impressed current cathodic protection. Sacrificial anode methods using Al and Zn alloys are widely used for marine structures and vessels intended for use in seawater. Impressed current cathodic protection methods are also widely used in marine environments, but tend to generate problems related to hydrogen embrittlement caused by hydrogen gas generation. Therefore, it is important to the proper maintenance and operation of the various corrosion protection systems for ship in the harsh marine environment.

중국의 해양환경법제 분석과 전개방향에 관한 고찰 (Prospects for Building a Legal System for Marine Environment Protection in China)

  • Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

심해저 광물자원 개발과 해양환경보호를 위한 재정제도에 관한 연구 (A Study on the Financial System for Developing Mineral Resources and Protecting the Marine Environment in the Area)

  • For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.

항만 강관 구조물의 음극방식설계 개선방안에 관한 연구 (A Study on Improvement of Cathodic Protection Design of Harbour Marine Steel Structure)

  • Harbour marine steel structures, which are served in severe marine environment, should be protected in appropriate method to reduce corrosion problems. Cathodic protection, one of the protection methods in terms of practical and economical point of view is being widely used to marine steel structures mentioned above. Recently it has been reported that the life of Al alloy anode with sacrificial anode for protection of harbour marine steel structures was shortened significantly than the original design life. In this study, the optimum cathodic protection design of harbour marine steel structures was investigated with parameter of sea water pollution degree.

  • This paper was studied on the characteristics of crevice corrosion prevention of SS 400 in marine environment. In NaCl solution, polarization behavior under the crevice corrosion was investigated. And Weight loss rate of SS 400 applied cathodic protection and non cathodic protection was measured according to the NaCl concentration. The main results obtained are as follows : The weight loss rate of Al-alloy galvanic anode was increased as the concentration of NaCl solution increased by 3.5% but the concentration increased over 3.5%, that of Al-alloy galvanic anode become decreased. The protective potential of SS 400 used Al-alloy galvanic anode becomes more cathodic polarization with increasing concentration of NaCl solution. Effects of oxygen on the weight loss rate of Al-alloy sacrificial anode for cathodic protection as the concentration of 3.5% NaCl solution become sensitive than that of 0% NaCl solution.

어선 통항 안전 확보를 위한 어업활동보호구역과 항만·항행구역의 해양사고 비교분석 (Comparative Analysis of Marine Accidents in Fishing Activity Protection Zones and Port and Navigation Zones to Improve Fishing Vessel Security)

  • 해양을 이용하려는 수요자 증가에 따라, 해양공간을 합리적으로 배분하기 위해 해양공간계획(Marine Spatial Planning)제도가 도입되었다. 이 중 어업활동보호구역은 수산자원보호 등 어업활동 보호를 위해 지정되었다. 그러나, 어업활동보호구역을 주로 항해하는 어선은 우리나라에서 발생하는 해양사고의 약 70 %를 차지할 정도로 위험에 노출되어 관리가 필요하다. 본 연구의 목적은 어업활동보호구역 내 어선 통항 안전 확보를 위해 어업활동보호구역과 항만·항행구역에서 발생하는 해양사고를 분석하는 것이다. 이를 위해 해양용도구역의 교통량을 조사하고 선종별, 사고 유형별, 톤수별, 사고원인별, 인명피해별로 해양사고를 조사하였다. 분석 결과 각 유형별 단위 면적당 해양사고는 대부분 항만·항행구역에서 더 많이 발생하였으나 전체적으로 발생한 해양사고는 어업활동보호구역이 높았다. 특히 인명사고가 많이 발생하여 통항 안전관리가 필요한 것으로 식별되었다.

해양환경특성에 따른 해저케이블 설치 및 보호방안 (Submarine Cable Installation and Protection Methods according as Characteristics of Ocean Environment)

  • 일반적으로 해저케이블 보호공법에는 매설공법이 많이 사용되고 있으나 한국 연안역에서는 양식어장이라고 하는 특수한 여건과 조업 선박의 어구어법으로 인하여 다양한 형태의 보호공법이 사용되고 있다. 현재 한국의 해저케이블에 적용되어 있는 보호공법에는 해양의 저질 상태에 따라서 깊이를 달리하는 매설공법, 연속적인 Concrete mattress 공법, 주철관과 U-duct를 이용한 공법, Concrete bag을 쌓는 공법, 돌을 쌓는 Rock berm 공법, Mortar bag을 쌓는 공법 및 FCM (Flexible Concrete Mattress) 공법 등이 있다. 이와 같은 보호공법은 설치 해역의 해양환경특성과 친환경적인 공법보다는 해저케이블의 위해요소에 대한 안정성만을 고려하여 해저케이블 보호공법을 선정하여 시공하고 있다. 따라서 본 논문은 해저케이블 위해요소와 수심, 해저질 등의 해양환경특성과 보다 친환경적인 측면을 고려하여 해양환경특성별 적정 보호공법을 제시한다.

  • Corrosion of reinforced concrete structures in marine environment is one of the most important mechanism of deterioration. However, conventional rehabilitation techniques in tidal zone, which consist of removing delaminated areas of concrete, cleaning affected steel and patching with portland cements mortar, have proven to be ineffective for marine structures. Also, repairs are often repeated every several years. The purpose of this report is to announce appropriate repair method of highway bridge damaged by chloride attack in marine environment (application of cathodic protection) using FRP and antiwashout underwater mortar.
