ICT 생태계의 동인으로 전자정부는 그 형태의 변화를 가져온다. 이에 따라 스마트 전자정부 구현을 위해서 정부는 m-Gov 서비스를 활성화 하고, 이를 위해 기술정책을 수립할 필요가 있다. 따라서 본 논문에서 스마트 전자정부 구현 모형을 제시하고, 안전한 m-Gov의 인프라 구성을 위해 양자암호 시스템을 서버보안에 응용할 수 있는 정보보안 기술정책으로서 보안 알고리즘을 제안한다. 이것은 결국 보안성, 안전성, 경제성이 확보된 대국민 및 기업에 대한 스마트 전자정부 서비스를 제공하는 행정이념을 추구하는 것이다.

Objectives : The aim of this study is to develop the official Korean translation of the CARE guidelines. Methods : CARE guidelines were developed in 2013 though a consensus of experts led by the CARE group. It is the first reporting guideline for case reports that includes a 13-item checklist. We contacted the main author of the original manuscript and obtained permission to develop the Korean translation. The translation process followed a systematic protocol designated by the CARE group which included an independent back translation and confirmation from the original author. Results : The Korean translation of the CARE guidelines was completed with approval from the original author. The Korean checklist is posted on the official website (www.care-statement.org) and the final translation of the manuscript is introduced in this article as an appendix. Conclusions : We hope that this will help introduce the CARE guidelines to Korean authors and other stakeholders, induce a more active use of reporting guidelines, and eventually contribute to the overall improvement of the reporting quality of case reports published in Korean literature.

Objectives Dongeuisasangchobongueonbimangrok(DSCB) is a 8-paged material which was written in calligraphy. Although Dongeuisusebowonsasangchobongueon(DSSC) was regarded as a manuscript of Dr. Jema Lee, and the prescriptions of DSCB were very similar to those of DSSC, there are few DSCB-related prescription studies until now. The purpose of this study is to perform a precise comparative study between two manuscripts and to make the difference and commonness clear. Methods A comparison of the components, amounts of the herbal medicine, and treatable diseases of each prescription was carried out. Results DSCB contained a total of 41 prescriptions, including 15 for Taeeumin, 12 for Soeumin, 14 for Soyangin, and 34 prescriptions(82.9%) were the same with DSSC. There was one missing component in 2 prescriptions, and the rest generally had the same component and the treatable diseases, but there was a slight difference in amounts of the herbal medicine between two manuscripts. There were a total of seven kinds of prescription, including 2 for Taeeumin, 3 for Soeumin, and 2 for Soyangin, recorded only in DSCB. Conclusions As this manuscript is valuable that shows his initial prescription thoughts of Dongmu Jema Lee along with DSSC, the understanding Lee's prescription is needed to be studied through cross-review with DSSC and DSCB.

Authors, editors and reviewers, publishers, and subscribers all play their role in scientific journals. These 5 stakeholders are essential to journals. In this paper, firstly, I briefly summarize the role of each journal stakeholder and their respective goals. Secondly, the status of each participant in the Archives of Plastic Surgery is described. Finally, I propose an appropriate role and plan for each of them. Specific roles and responsibilities include the following: subscribers should welcome and submit the critiques of published papers in letters to the editor. Publishers should trust editors and provide them with adequate financial support for ongoing quality improvement of the journal. The editor-in-chief should be given a sufficient period of time-several years-to build up journal quality and train the incoming editor. The editors, including section editors, are also responsible for increasing the author pool. One editor might be designated a 'devil's referee', that is, a kind of devil's advocate with the responsibility of examining the originality of the manuscript, taking a skeptical view of the manuscript, and looking for holes in the methods and results of reported experiments. Authors' responsibilities include submitting manuscripts with scientific integrity and being ready to take responsibility for their articles even long after publication. Finally, reviewers' responsibilities include identifying similar articles not cited. Reviewers are also welcome to write a discussion on the article they review.

We study a manuscript that includes 28 oriental constellations in the flags of barracks in Gangjin. According to the Joseon Chronicles, the constellation flags in the manuscript are thought to have originated from Seon-Pil Kim (金善弼) who first made 28 constellation flags for the barracks in 1878 during the Joseon Dynasty. Seon-Pil Kim was a commander and he used the 28 constellation flags for communications in a military camp. The flags also contain 28 animals and letter-like symbols with constellation maps. We examine the constellation maps in flags in terms of shapes and number of stars, and compare them with those of constellations in the Korean and Chinese star charts such as CheonSangYeolChaBunYaJiDo (天象列次分野之圖), Joseon-Butienge (朝鮮步天歌), Suzhou (蘇州) Star Chart, and Tang-Butiange (唐步天歌). Finally, we found that the shape of constellations in the flags might be similar to those in the Chinese Tang-Butienge. We also found several errors such as the shape, connecting pattern, and number of constellations drawn in the flags. It seems that the constellation flags were unofficially used in military camps in the late Joseon dynasty. Meanwhile, the 28 constellations are divided into four groups and each group has its own color and direction. We suppose that the constellation flags might represent the positions of military camps and each group of flags has their own color based on their cardinal points.

This manuscript will discuss a numerical method where the six equations of two-phase flow, the solid heat conduction equations, and the two equations that describe neutron diffusion and precursor concentration are solved together in a tightly coupled, nonlinear fashion for a simplified model of a nuclear reactor core. This approach has two important advantages. The first advantage is a higher level of accuracy. Because the equations are solved together in a single nonlinear system, the solution is more accurate than the traditional "operator split" approach where the two-phase flow equations are solved first, the heat conduction is solved second and the neutron diffusion is solved third, limiting the temporal accuracy to $1^{st}$ order because the nonlinear coupling between the physics is handled explicitly. The second advantage of the method described in this manuscript is that the time step control in the fully implicit system can be based on the timescale of the solution rather than a stability-based time step restriction like the material Courant limit required of operator-split methods. In this work, a pilot code was used which employs this tightly coupled, fully implicit method to simulate a reactor core. Results are presented from a simulated control rod movement which show $2^{nd}$ order accuracy in time. Also described in this paper is a simulated rod ejection demonstrating how the fastest timescale of the problem can change between the state variables of neutronics, conduction and two-phase flow during the course of a transient.

The Objective of this article is to make a bibliographical introduction and to discuss the historical value of several literatures on the Sasang constitutional medicine established by Jema Lee$(1837{\sim}1900)$. Literatures are as follows: 1. ${\ulcorner}$HamsanSachon Donguisusebowon(咸山沙忖 東醫壽世保元 甲午舊本)${\lrcorner}$; newly found draft of ${\ulcorner}$Donguisusebowon${\lrcorner}$ that contains an old edition written in 1894. 2. ${\ulcorner}$Bojeyeonseol-Supplement of Donguisusebowon(普濟演設-東醫壽世保元補編)${\lrcorner}$; a clinical book which is regarded as to had been published before the first edition of ${\ulcorner}$Donguisusebowon${\lrcorner}$ was printed. 3. ${\ulcorner}$Gyukchigo appendix(格致藁-附錄)${\lrcorner}$, ${\ulcorner}$Sasang Medicine-A Memorandom of the first edition(四象醫學草本卷備忘錄)${\lrcorner}$; which were aquired in Yanbian(China) several years ago. 4. ${\ulcorner}$Donguisusebowon${\lrcorner}$- The first edition published in 1901; owned by Mikki Sakae(三木榮) a Japanese medical historian. 5. ${\ulcorner}$Donguisusebowon${\lrcorner}$ - Manuscript; poetry on natures of herbal drugs are appended.

Objective: The aim of this study is to review and summarize human vibration measurement process, and necessity and methods of frequency weightings for human vibration. Background: Prolonged human exposure to hand-arm vibration and whole-body vibration can result in a range of adverse conditions and the development of occupational diseases such as vibration white finger. For preventing these adverse effects, it is important to correctly apply human vibration measurement process. Method: This manuscript was based on the review and summary of mechanical and human vibration relevant texts, academic papers, materials obtained through web surfing. Results: This manuscript summarizes human vibration measurement process described in ISO standards and relevant texts. The sensitivity of the human body to mechanical vibration is known to be dependent on both the frequency and direction of vibration. To take this into account, varying frequency weighting functions have been developed, and RMS frequency-weighted accelerations are used as the most important quantity to evaluate the effects of vibration on health. ISO provided nine frequency weighting functions in the form of curves and tables. Researches on frequency weightings are focused on development and validation of new frequency weightings to truly reflect the relationship between vibration exposure and its adverse effects. Application: This would be useful information for systematically applying human vibration measurement and analysis process, and for selecting appropriate frequency weighting functions.

본고에서는 민주화운동기념사업회 사료관 소장 사료를 토대로, 매뉴스크립트 평가체계 구축 사례를 제시하였다. 민주화운동 사료 평가체계는 가치 선별 논리를 지향하면서도, 가치의 경중에 따른 관리조치 차별화를 통해 사료관리에 소요되는 인적 물적 자원의 활용성을 최적화시킨다는 전략을 구현하였다. 그동안 중복본 위주의 폐기대상을 골라내는 소극적 선별 논리를 넘어 사료의 가치를 기반으로 차별화된 관리 프로세스를 설계하였다는 점에서, 원질서가 부재한 방대한 양의 기록물 처리에 당면하여 한정된 자원 활용상의 효용성을 추구하는 매뉴스크립트 기관들에 좋은 선례를 제공해준다.
