The objective of this study was to estimate the optimum scale of PLMTP (Public Livestock Manure Treatment Plant) for the efficient management of public sector by long-run cost function. An economic analysis was performed using the survey of 52 PLMTP records collected by Ministry of Environment in 2007. The main results obtained in this study can be summed up as follows. The optimum scale under given environmental conditions turned out to be $180{\sim}200m^3$/day which is almost $1.5{\sim}1.6$ times of the average scale of sample plants, $146m^3$/day. This gap between the optimum and current scale suggests that there remains the possibility of further expansion of scale.
The study conducted a systematic analysis through systematic literature to explore trends in physical activities and trends in the elderly and smart health care sector. Based on the research data collected from 2006 to 2017, the research paper was selected as an analysis data base and collected data from the patented patent data registered to the Patent Office. Based on the combination of the aged, physical activities, IT, IoT, and healthcare, the research identified the research trends and subjects through the analysis and analysis of subjects based on a total of 102 academic journals and 79 patents. First of all, the academic research published a surge in 2010 research in 2006, and it has emerged as an area of continuous interest in academia until 2017. The purpose of this study was to examine how clients who visited dental institutions perceived client services, what sorts of client services were provided to them and to what extent they were satisfied with them. It's ultimately meant to seek ways to enhance and enlarge client services. A survey was conducted on 379 residents who used dental institutions in Seoul and Gyeonggi provinces, and the findings of this study were as follows: 1. 64.6 percent of the people investigated weren't aware of client services, and 33.0 percent viewed them as part of medical services. 77.5 percent had grievances about dental institutions they'd ever used. 2. The biggest complaint was that the dental treatments they received weren't covered by the dental insurance. As for how to solve their grievances, the largest group of them told the employees of the dental institutions about their complaints or didn't use them again. When asked whether the dental institutions took any steps to get rid of their grievances, the greatest group replied they had no idea. and the second largest group answered they took no measure. 3. By age and educational level, those who were in their 60s and up and stopped at elementary school were best cognizant of client services. Among client service variables, they were most satisfied with how the employees handled their complaints, and as to overall satisfaction, their willingness to revisit ranked highest. 4. Concerning connections among client service awareness, service variables and overall satisfaction level, their awareness of client services had a positive correlational relationship with every service variable and satisfaction level. Among the service variables, prompt client services and employee attitude were positively correlated to overall satisfaction level, but service procedure, facilities and information services exercised little impact on that. 5. As for what factors affected their content with client services, their client service awareness was identified as one of the important factors to influence their use of dental institutions, the outcome of their visit and their willingness to revisit. The above-mentioned findings suggested that dental institutions should strengthen publicity activities to inform people of client services, and encourage them to express their grievances. In addition, they should take an immediate action to remove their complaints, and try to get a successful feedback to offer higher-quality medical services and customer-oriented services.
It would be the most effective way to have government take care of social problems and hazardous material danger due to odor. It is also well known that odor acceptance and their willingness to pay for resolving the odor problem vary person by person. This is why public sector's intervention is required to get ride of any possibility of market failure resulted from negative external effect of human. This paper has tried to do empirical research based on survey of residents who are currently living in the area of Ochang industrial complex in North Chong-chung province. According to the empirical research results, first of all, it was proven residents' perception of legal regulation has a negative effect on odor acceptance. That is, the more residents are aware of law and regulation, the less they tend to accept odor. In addition, resident's perception on need to improve odor regulation has a positive impact on their odor acceptance. Finally, residents' satisfaction on the legal complaints to local government has an interaction effect to causative relationship between the perception of improving odor regulation and odor acceptance.

The purpose of this research is to study, through the Delphi method, using an expert panel of 14 persons, effective workforce plans for CCTV applications. The need for professional manpower for activities related to CCTV has emerged through technological development and increased utilization of the CCTV industry sectors. Efficient workforce improvement for the CCTV sector presented in this study are in regards to student education. This study proposes an appropriate description for curriculum and related promotional information. This study should create an environment for overcoming the lack of student involvement and commitment to the environment and ensure training after qualification status after the training provided, including measures to maintain. In order to prevent employee turnover, CCTV training is necessary to actively review government support measures. This study also proposes providing a proper educational environment and supply of replacement staff members brought on by training courses. In terms of education administration bodies, we propose that education and training in CCTV management provide a variety of benefits including participation in education, adequate publicity through cooperation with relevant institutions, and introduces new educational programs. We propose providing adequate training that meets the needs of consumer, as well as education, course selection and expanded curriculum in accordance with operating options and the costs of training. In addition, senior student-selected personnel are needed to address the shortage of operators starting work-experience or training.

Due to the development of information and communication technology, the global influence on politics, economics, society, and culture has grown. A major example of this impact on the economic sector is the growth of e-commerce, which increases both the speed and efficiency of businesses. In light of these new developments, businesses need to shift away from the misconception that information overwhelms to embrace the enhanced competitiveness that e-commerce provides. However, concern about fraudulent transactions through e-commerce is pertinent because of the loss in both critical revenue and consumer confidence in open markets. Current solutions for fraudulent transactions include real-time monitoring and processing, payment pending, and confirmation through SMS, E-mail, and other wired means. Our research focuses on the management of Fraud Detection Systems (FDS) to safeguard online electronic payment systems. With effective implementation of our research we hope to foster an honorable online trading culture and protect consumers. Future comparative research in domestic and abroad markets would provide further insight into preventing fraudulent transactions.

The post-evaluation system after construction projects can evaluate estimates of use demand, project cost, and project schedule estimated in the planning phase of construction projects in public sector. Thus, it was introduced in 2000 for the purpose of reduction in future errors during similar constructions by project orderer by referring the post-evaluation results. However, many barriers to the post-evaluation system after construction projects have been reported due to evaluation systems that lack objectivity and reliability and lack of main bodies that utilize the system. Thus, this study derived implications for improvements of the post-evaluation system in Korea by benchmarking building project evaluation system and management as well as utilization systems of developed nations. Then this study conducted a survey with experts who have experienced activities in the post-evaluation committee and members of post-evaluation for public project owners. Therefore it identified the need of installation of specialized post-evaluation institutions as well as functions and work tasks to be taken by specialized institutions. Based on the analysis results, this paper provided revision drafts of related legislations and guidelines to be effective in post-evaluation. Through the study results, many trial and errors can be reduced in similar projects in the future by performing in-depth analysis on large-scale construction projects and repeatedly applied building project practices can be improved to raise technical competitiveness if the specialized institution is installed.

For successful privatization of environmental facility, a sound environmental policy is required to satisfy social motivation and economic. The primary purpose of environmental facility is not profit, but to supply a good quality service, an efficient management tool is needed to run the facility. In foreign countries, the privatization policy was originally based on the principle of complete competition achieving economic effiency. There were efficient cooperation and division of labor between civillian and public sector. First of all, the local government had independant budget. But, we found that the environmental facility have two important problems, the first is low effiency of operation and the second is comsumed to government finances as a homemade rate 50% in the technic application For a successful privatization of the environmental facility, The law of private capital introduction should be amended to promote fund raising. There are some other strategies ; overcoming of Nimbyism, research development of the privatization, field trip to the successful foreign environmental facilities. To support an efficient privatization policy, the environmental budget should be managed by cost-benefit analysis.

The purpose of this research aims to evaluate the emergence of new business mode in the Chinese water market since the mid-2000s - Transfer-Operate-Transfer(TOT) Projects. The study pays special attention to the case of the Hefei Wangxiaoying Wastewater Treatment TOT Project, which was awarded to the consortium of Berlin Water International and its Chinese partner in late 2004. The consortium secured an exclusive operating right for 23 years on the basis of a TOT scheme and would take responsibility of all the profits and losses in the operation of the plant. The total investment for the transfer amounted to RMB 491 million(US$70 million). The price was more than 288% of the original value, RMB 170 million (US$24 million). The project can be regarded as a successful case because of the following three causes. First, the Hefei government followed a series of standardized procedures in the international bidding, which ignited best-performed international players' competition for the project. Second, the project will bring in cutting-edge operation skills and management know-how. Third, the government succeeded in raising public asset values, and thanks to this, the government is able to consider other similar projects not only in the water sector but also other sectors in public utility services. Nevertheless, Berlin Water's point of view, there are several challenges. First, the company took a risk to pay such a large amount of cash to the Hefei government. Although such premium can be recouped in the operation period of 23 years, whether or not the company would be able to recover the initial investment and realize profits is in question due to an uncertainty of socio-political circumstances in China. Second, Berlin Water should expect a steep rise of water tariffs over the contract period in order to get the investment back. Water pricing is still a sensible matter to Chinese authorities, and therefore, it is uncertain if such rise of water tariffs would be possible. Third, the TOT mode leads to creation of a large amount of cash to government officials, which might have caused corruption between those who are involved in TOT deals. Then, the final contract fee would soar, which often results in the burden of normal customers. As discussed, the TOT mode has drawn much attention of foreign investors as a new alternative to enter into the Chinese water market. But it is important to note that foreign investors should be aware of possible risks in water TOT projects, which reflects some features of the Chinese political economy landscape and social norms. The Hefei case indicates that benefits can overshadow risks in TOT projects, which will continue to attract foreign investors that are dedicated to establishing their strongholds in the Chinese water market.
Promoting job growth and quality has been central to developing countries to reduce poverty for decades. In this regard, Nepal is not unique in its need to develop effective TVET programme as it is considered showing positive association with workforce development and productivity. While the copious academic literature has highlighted upon staff training programme in general education, it encounters lack of adequate attention in the field of TVET education. The purpose of the study is to identity and prioritise the professional development needs for the teachers of TVET sector in Nepal. A sample(N=317) of Nepalese teachers from seven provinces were asked to answer the scale. The Borich needs assessment model was employed to assess the perceived level of importance and present preferred training modules among 29 teaching subjects. Moreover, a quadrant analysis using 2×2 matrix was used as a diagnostic tool to denote overriding training topics. The result shows that following competence skills constructs were perceived to be in high need of enhancement as well as in existence of discrepancies: 'occupational characteristics of TVET trainer', 'training needs analysis and curriculum development', 'curriculum development based on national competence standard(NCS)', and 'Institution management evaluation'.
