Cooperation and Development Plan of Inter-Korean Logistics on through the Case between China and Taiwan (중국-대만 사례를 통해 본 남북한 물류협력 및 발전 방안)

  • On June 29th, 2010, a cross-straits "Economic and Cooperation Framework Agreement" (ECFA) is signed between China and Taiwan. This pact seems to be the greatest step forward on cooperation between the two sides, reflecting China-Taiwan thaw. As these countries are especially economically interdependent, great economic incomes and security benefits are expected for both sides after cooperation. this development of enlightened cooperation between China and Taiwan, gives many implications for Korea, the two divided countries. Recently, relation between north and south Korea is developing in an entirely different situation compared to the former Kim Dae-Jung or Roh Moo-hyun administrations. But exchange between north and south Korea has not been stopped, though reduced. This reflects the necessity of exchange of the north and the south, and this means that making preparation for the efficient conduct of exchange is needed. So in this study, we consider the China-Taiwan exchange and cooperation development carefully as a model for exchange and cooperation of the north and south Korea, and sought realizable ways to exchange and cooperate between the north and south Korea, which is also a win-win strategy for northeast Asia.

An Empirical Study on the Usage and Performance of Electronic Commerce in Northeast Asian Nations (동북아지역 국가들의 전자상거래 활용과 성과에 관한 실증적 연구)

  • Northeast Asia is expected to be on economic bloc which is competed with other economic blocs such as EU, NAFTA. E-Commerce based on IT and networking results in paradigm shift in Northeast Asian Nations, that is, Korea, China, Japan, Taiwan etc. There are the similarities and differences in e-Commerce situations in these nations. The differences are the gaps in e-Commerce infrastructures such as Internet, e-Commerce solution, e-payment system and e-logistics system etc. A number of interorganizational, intraorganizational and usage level factors influences the performances of all firms using e-Commerce tools. As result of this empirical study, China records low level of e-Commerce in terms of environmental aspects, usage and performance while Korea and Japan record relatively high levels. It is also found that non-economic performance is higher than economic performance in Northeast Asian firms. The purpose of this paper contributes to resolve the digital divide in Northeast Asia and to improve e-Commerce infrastructures in Northeast Asia by estimating current e-Commerce levels of Northeast Asian countries and suggesting future development strategies of those countries through e-Commerce cooperation.

A Study on the Global Strategy and Challenges of Paperless Trade in Korea (한국 전자무역의 글로벌 전략과 과제에 관한 연구)

  • Paperless trade is a new trade paradigm that has innovated on traditional trade procedures, which relied on manual work in the past, and applied an IT-based e-document standard. To realize paperless trade in Korea, a lot of efforts have been made. Korea has overcome many difficulties, a lack of awareness, trials and errors, etc. at the initial introduction stage and strived to establish a stable infrastructure through the government's policy support and active cooperation with the trade business communities and related organizations. Now, Korea became a well-known leader in IT industry, especially in the paperless trade infrastructure and strategic policies. The one-stop trading system named 'uTradeHub' is operated by a paperless trade service provider, Korea Trade Network(KTNET). uTradeHub includes trade finance and settlement, customs clearance and export and import logistics, improving trading procedures and reducing related expenses. Private-Public joint efforts from Korean government and private sectors which have respectively fulfilled their role and function with market-oriented practical policies and strategies has lead Korea a world leading country in paperless trade. Moreover, Korea expended its efforts to the global areas. Korea has started to activate multi-national paperless trade alliances such as PAA(Pan-Asia e-Commerce Alliance), ASEAL(Asia Europe Alliance for Paperless Trading) as well as established the bilateral cooperative networks with China and Taiwan. The one-stop trading system, uTradeHub should keep close cooperations between nations since trade itself is implemented in a cross-border ways. In the near future, it is expected uTradeHub can achieve best results in the simplification of procedures and cost savings when an international linkage is completely established with international cooperations.
