Bridge the Gap Between Local Governments and Communities: Key Factors in Generating Community Involvement in the Historic Preservation District in Japan

  • Since 1795, 106 districts in Japan have been selected as Important Historic Preservation Districts (Juuyo dentouteki kenzoubutsugun hozon chiku [Juudenken]). The system for protection of cultural properties enables the local government to name a "Preservation District" and allows for the development of a preservation plan based on local ordinances. Moreover, the well-organized, bottom-up networks, which are groups for community development activities on the basis of local participation, play an important role in raising awareness and conducting several preservation projects in their own towns. This study mainly focused on cultural resources management in the local community. The system, which possibly bridged the gap between the local authorities and the community, was revealed. Fifty non-profit groups and active citizens, who were engaged in an advanced stage of community participation in Juudenken, were selected to be interviewed. The results then were analyzed using STAT program. The significant associations were shown by mapping the associations related to the public process of community involvement. Each variable had its own significant meaning and contributed credible indirect association to community involvement. The network mapping indicated that balancing the local economy and technical conservation was important in generating community involvement, which provided a model on how local authorities and communities could articulate and maintain their own cultural resources.

광주.전남지역 수의에 관한 실태 조사 (A Study on the Shroud around Kwanju and Chonnam Area)

  • This Study shows local characters, meaning, value and others (kind, function, material, shape, name) on Shroud through documents and fact-finding survey. In Shroud′s kind and function, Shroud of Kwangju Area is similar with one of Youngsan-river Area, while Sumjin-river Area and Coastal Area, each has its own character due to difference of Burial Culture. In Shroud′s Material, hemp cloth, white cotton cloth and calico, have been well-used in Kwangju and Youngsan-river Area, while silk has used in Sumjin-river and Coastal Area. Shroud′s color has followed Natural color. In Shroud′s shape, Male Jeoksam, Female Trousers, Um, Myokmok, Aksoo, Bib have their local characters. They are reformed in Kwangju Area and Youngsan-river Area. Jeoksam in Coastal Area, Female Trousers in Sumjin-river Area. Um in Coastal Area and Myokmok in Sumjin-river Area, have its unique character. In Shroud′s name, Shroud has widely been called "Dead Clothes", and called "Blind Clothes", "Munnyung Clothes" some areas. In Sumjin-river Area, Summer Jacket has been failed "Deungjigae", Dango called "Ddangjungwee". In Coastal Area, Myokmok and Aksoo have been called "Face Cover" and "Hands Cover", Shroud′s local characters have been caused by Next World, which has reflected local natural environment and cultural features. Next World is so abstract that it can not be expressed well, while Reality is clearly divided into dual spaces : Real World, Next World. Comprehension on Next World, helps harmonize recent values with Shroud meaning and prevents Shroud from standardization and transformation.

The Folk Plants in Northern Region of Chungcheongbuk-do

  • This study was carried out in order to catalogue the folk plants of 7 counties and cities of northern region of Chungcheongbuk-do from March to October, 2011. Based on the 626 survey sheets collected from 67 residents at 17 places of 7 counties and were subsequently analysed. The identified folk plants in the northern region of Chungcheongbuk-do consisted of a total 348 taxa; 98 families, 250 genera, 298 species, 5 subspecies, 38 varieties, and 7 forms. The use by its usage were: 223 taxa; edible, 123 taxa; medicinal, 4 taxa; dye, 2 taxa; aroma, 6 taxa; spice, 32 taxa; ornamental, 11 taxa; oil, 4 taxa; starch, 22 taxa; and others, respectively, so the edible use is the highest. The most useful part was the leaf, followed by fruit and root. The consistency comparison between the scientific and the local name were the highest in the 50's and the lowest in 80's.

DNS장애 발생 시 효율적인 대처방안 (Efficient Management of DNS Failure)

  • DNS는 인터넷주소 자원관리의 핵심이며 가장 기본이 되는 네이밍 서비스를 제공한다. 현재의 DNS는 트리구조로 계층화 되어있다. 하지만, 상위 DNS의 장애발생으로 인한 하위 DNS는 정상적인 연결이 어렵게 되며, 보조 DNS를 운영한다고 하더라도 그 위험성은 여전히 존재하게 된다. DNS는 빠른 검색이 가능하다는 장점 때문에 지금의 계층 구조를 버릴 순 없다. 본 논문에서는 이와 같은 DNS 장애 발생 시 효율적으로 대처할 수 있도록 지금의 계층구조의 장점을 유지하고 수평적이면서 독립적인 DNS구조를 추가해서 장애가 발생하더라도 임시적으로 로컬 DNS의 운영이 가능하도록 하였다.

  • Since the year 1795(in the 19th year of King Jungjo), the form of Banquet Record was established. In the year 1827(in the 27th year of King Sunjo), the formality of Banquet was made at Ja-kyung Palace for the first time. Thereafter it was utilized by all banquets, So it was called the“model of courtesy”. The compostion of Jinchan Uigue of the year 1887(in the 24th year of King Gojong) was identified as follows; Banquet Record was composed of 4 Volumes. In Preface, there were Data choice(Taekil), Personal rank his name(Zwamok), Pictures of ceremonies(Dosik). In 1st Volume, there were King's order(Jungyo), Answer of King's question(Yeonseol), Musuic Record(Akjang), Compliment for King(Chisa), Poem for royal family(Junmun), Procedure of ceremony(Uiju), Works of theauthorities concerned(Samok), Resource indices(Gyemok), Letters from chief of the authorities concerned (Gyeas), Official letters(Imun), Letters to headquarters from local officers(Negwan). In 2nd Volume, there were Consult for budget(Pummok), Letters from to local officers from head quarters(Gamyul), Banquet menu(Chanpum), Utensil item(Gijong). In 3rd Volume there were repairment(Suri), Arrangement(Besul), Umbrella and flag for ceremonies (Ui Jang), Guard(Uiwui), List of quests(Neyebin), Ministers(Munanjesin), Musician and dancer's name and costume (Gongryung), Musical instrument(Akgipungmul), Rewards(Sangjum), Expenditure of banquet(Jaeyoung).

울릉도지역의 민속식물 (The Regional Folk Plants in Ulleung Island, Korea)

  • 본 연구는 울릉도지역에서 이용되고 있는 민속식물을 파악하기 위하여 2009년 3월부터 2010년 9월까지 수행되었다. 울릉도의 20개리에서 주민 55명을 대상으로 설문조사를 실시한 후 수집한 조사야장 553장의 설문을 분석한 결과, 51과 93속 98종 2아종 13변종 총 113분류군으로 정리되었다. 조사된 113분류군 중에는 한국특산식물 5분류군, 희귀식물 14분류군, 귀화식물 5분류군이 포함되어 있었다. 용도별 이용현황은 약용 72종류, 식용 65종류, 관상용 5종류 등으로, 약용의 이용 빈도가 가장 높았다. 이용 부위로는 잎, 열매, 뿌리의 순으로 나타났으며, 연령별 표준식물명과 지방명의 일치성 여부를 분석한 결과 40대에서 가장 높았으며, 70대에서 가장 낮았다.

서울지역 지명전설의 사례와 콘텐츠 활용 방안 (Case study of the Place Name Legends of SEOUL and the Application Plan for the Contents)

  • 최근 스토리텔링에 대한 관심과 연구, 개발이 문화산업 전반에 걸쳐 이루어지고 있는 가운데, 지역의 전설, 역사, 문화유산 등을 바탕으로 한 스토리텔링을 개발해 마케팅의 수단으로 적극 활용하고 있는 사례가 많아지고 있다. 본 논문은 이러한 가능성을 서울지역 지명의 전설, 설화, 이야기 콘텐츠를 통하여 발견해 보고자 한다. 먼저, 서울지역과 관련된 전설의 역사와 유형을 알아보고 이를 토대로 서울지역 내 전설이 지닌 콘텐츠로서의 잠재성을 극대화하기 위한 다음과 같은 콘텐츠 활용 방안을 제안한다. 첫째, 스토리뱅크의 구축이고, 둘째, 전설 체험코스 및 주변 콘텐츠와의 연계 프로그램 개발이다. 셋째, 전설, 이야기를 활용한 마을 축제의 개발이고, 넷째, 각 지역의 전설과 관련된 상품 개발이며, 다섯째, 지명전설을 배경으로 한 다양한 문화예술 콘텐츠 개발이다.

First report of Dryopteris namegatae and reexamination of D. hangchowensis (Dryopteridaceae) from Korea

  • One newly recorded species, Dryopteris namegatae, sect. Hirtipedes, was collected in forests in Jeju-do. Dryopteris namegatae (vernacular name: 'Tam-ra-top-ji-ne-go-sa-ri') was distinguished from other Korean congeners of sect. Hirtipedes of the genus Dryopteris by having stiff black scales on stipe and rachis, less narrowed base of lamina, and adaxial surface of pinna immersed along veins. Dryopteris hangchowensis ('Gak-si-top-ji-ne-go-sa-ri', new local name), recorded without any comments and description, was reexamined with similar taxa and was distinguished by smaller plants, brilliant leaves, many prominent fimbriate blackish scales on stipe and rachis, long-pointed apex of lamina and pinna, halfway-lobed pinna, and narrowest pinna. Descriptions and illustrations of the two species and their photographs in the habitat are provided along with a key to the species of sect. Hirtipedes of Dryopteris in Korea.

현행 교육감 선거 및 교육상임위원회제도 진단 및 개선연구 (A Study on the Diagnosis and Improvement of Present Superintendent Election and Education Standing Committee System)

  • This study is to diagnose the present superintendent election and education standing committee system for improvement based upon Constitutional values of local education system. The findings are the followings. To improve the election system of superintendent it is recommended to maintain present election system rather than change it drastically since the present system ensure relatively more autonomy, expertise, and political neutrality of local education system. However, the qualification such as years of educational experiences of superintendent candidates need to be restored. Regarding education standing committee it suggest that all or at least 2/3 members need to be educational representatives rather than general representatives. For superintendent as well as education standing committee election, it needs to elaborate the vote ballet such as change of candidates name order by voting place to reduce its effects to election results. It also needs to strengthen public management of election such as expenses and TV forums among candidates.

Evidence for the Participation of ATP-sensitive Potassium Channels in the Antinociceptive Effect of Curcumin

  • Background: It has been reported that curcumin, the main active compound of Curcuma longa, also known as turmeric, exhibits antinociceptive properties. The aim of this study was to examine the participation of ATP-sensitive potassium channels ($K_{ATP}$ channels) and, in particular, that of the L-arginine-nitric oxide-cyclic GMP-$K_{ATP}$ channel pathway, in the antinociceptive effect of curcumin. Methods: Pain was induced by the intraplantar injection of 1% formalin in the right hind paw of Wistar rats. Formalin-induced flinching behavior was interpreted as an expression of nociception. The antinociceptive effect of oral curcumin was explored in the presence and absence of local pretreatment with L-NAME, an inhibitor of nitric oxide synthase, ODQ, an inhibitor of soluble guanylyl cyclase, and glibenclamide, a blocker of $K_{ATP}$ channels. Results: Oral curcumin produced a dose-dependent antinociceptive effect in the 1% formalin test. Curcumin-induced antinociception was not altered by local L-NAME or ODQ, but was significantly impaired by glibenclamide. Conclusions: Our results confirm that curcumin is an effective antinociceptive agent. Curcumin-induced antinociception appears to involve the participation of $K_{ATP}$ channels at the peripheral level, as local injection of glibenclamide prevented its effect. Activation of $K_{ATP}$ channels, however, does not occur by activation of the L-arginine-nitric oxide-cGMP-$K_{ATP}$ channel pathway.
