최근 U-City 계획을 수립한 지자체의 U-서비스는 시설 및 도시 관리 위주의 서비스로 구현되고 있으며, 시민 맞춤형 U-서비스는 계획에만 그치고 있는 실정이다. 이에 본 연구는 U-City 종합계획과 U-City 계획의 U-서비스 내용을 네트워크 텍스트 분석과 단어 빈도 분석을 통해 비교 검토하여 향후 시민 맞춤형 U-서비스 제공을 위한 시사점을 제시하였다. 제1, 2차 U-City 종합계획과 4개 지방자치단체의 U-City 계획 중 U-서비스 계획 내용을 추출하여 주요 단어들을 산출하였고, 도출된 단어를 통해 네트워크 텍스트 분석과 단어 빈도 분석을 실시하였다. 분석 결과를 바탕으로 향후 U-City 종합계획에서는 지자체의 특색에 따른 서비스 추가와 정책 재정 지원 및 시민의 필요사항을 반영하여 다양한 분야의 시민 맞춤형 U-서비스 개발과 같은 시사점을 도출하였으며, 이를 통해 U-City에 대한 시민들의 인식 또한 증가될 것으로 기대할 수 있다.

The DMB standards allow to transmit IP data on IP Tunneling. It is able to DMB data localcasting services using technologies as assigning IP address, encapsulating IP packets, guiding IP data service and, exchanging IP packet at the local area. As the result of that, we can have good experiences as rich and localized multimedia on the DMB networks.

HTML5의 로컬스토리지는 HTML5에서 지원하는 웹 스토리지로, 디바이스에 파일 형태로 저장되어 온 오프라인 모두에서 호환 가능하고 영구 보관이 가능하다는 특징을 가진다. 그러나 로컬스토리지는 데이터를 평문상태로 저장하기 때문에, 파일에 대한 접근 및 수정이 가능하다. 또한 각 도메인에 대한 로컬스토리지를 파일명을 통해 분류하기 때문에, 파일명이 변조되거나 다른 디바이스로 유출되면 로컬스토리지 파일의 재사용이 가능하다는 문제점이 존재한다. 본 논문에서는 로컬스토리지 파일이 생성된 도메인 및 디바이스에 대한 무결성, 기밀성 보장을 위한 방법을 제안한다. 로컬스토리지에 저장되는 데이터를 암 복호화하여 보관하는 방법으로, 암호키는 서버에 보관되며 암호키를 요청하는 단계에서 로컬스토리지를 생성한 디바이스 및 도메인에 대한 인증이 이루어진다. 이를 통해 로컬스토리지의 도메인 및 디바이스간의 기밀성과 무결성을 보장한다. 최종적으로, 제안 방법에 따른 실험을 진행하여 본 논문에서 설명하는 로컬스토리지에 대한 비정상적인 접근에 대해 탐지하는 것을 보였다.

Sweden's regional innovation system is built mainly on innovative clusters, several of them - in automobile, steel, new materials, information and telecommunication, and bioscience - world-class. Most successful clusters were developed at local bases imbued with local history. In fact, a cluster's competitiveness is intimately related to its closeness of fit with its local environment. Geographically dispersed clusters in Sweden - some national, others local, and some local but deemed members of a national cluster as well - have already created many new competitive products and services. In 2001, Sweden has eight national and nine regional clusters, and envisioned eleven national and five regional clusters more. The experience of Swedish clusters indicate several elements that determine the ability of cluster policies to promote and strengthen regional economic growth. Cluster policies require strong public sector support, particularly in the form of providing basic national conditions. Regional cluster policies place new demands on national and regional industrial policies. All policies must be closely interwoven without compromising their primary allegiance to their respective areas.

본 연구에서는 생태계 분야 기후변화 적응대책 수립 및 이행 단계에서 정책 실무자에게 주어지는 정보 현황과 수요를 파악하고 향후 생태계 분야 기후변화 지식 발전방향에 대한 시사점을 도출하였다. 우리나라 17개 광역지자체 및 이하 기초지자체 생태계 분야 소관부서에서 적응 실무를 수행하는 공무원을 대상으로, "생태계 분야 기후적응 지식기반 진단 및 정보수요"설문조사를 실시하여 실무에 활용되는 생태정보활용현황을 분석하고 활용도 증진 방안을 제시하였다. 설문응답자 전체(231명)의 75%(광역 85%, 기초 72%)는 생태정보의 존재 및 활용이 적응사업 수행과 관련이 있다고 생각하고 있었으며 적응업무를 포함한 생태계 소관부서 내 업무 전반을 위해 생태정보가 필요하다고 응답하였다(광역 82%, 기초 72%). 그러나 실제로 국가 및 지자체에서 생산하는 생태정보를 업무에 활용하는 비율은 크게 낮았다(광역 28%-64명, 기초 18%-42명). 지자체 행정 실무자들이 현업에서 생태정보를 활용할 때 느끼는 주요 한계점은 생태정보의 존재에 대한 인식과 업무 연계방안 등 정보 자체에 대한 사전 지식의 부족이었다. 이에 현존하는 기후변화 지식과 생태정보를 지자체 행정 실무자에게 교육 및 홍보를 통해 전달하는 것이 급선무로 나타났다. 향후 지자체 실무자들에게는 지자체 정책 목적에 따라 생태계 보전 또는 주민생활 지원 사업 등 생태계서비스 증진 측면의 활용을 동시에 충족시킬 수 있도록 생태계 현황에 대한 기초 정보와 지역개발 및 보전사업에 활용할 수 있는 생태정보가 마련되어야 한다. 정보 활용체계를 강화하기 위해 생태정보 활용방안에 대해 구체적 가이드라인을 제공하는 동시에 이용활성화를 위한 제도의 운영 및 관리가 필요하다. 국가적으로 양질의 정보를 제공하고 관련 정보에 대한 홍보, 업무 활용방안에 대해서 교육을 제공함으로써 지자체의 적응지식 및 생태정보 활용역량을 강화시킬 필요가 있다.

According as the requirement of custom for the enterprise or government organization gets to be various, the enterprise or government organization has been quickly changing to cope with the situation. Recently, by considering a domestic situation which is intending the e-government, the service for the people to apply the information technology of a local autonomous entity is very much need. However, it is actual circumstances that share and application of information is not smoothly realized in the state that government organization introduces the relevant system. To solve this problem, this paper performs a study what the level of interoperability has relation to organizational Performance using interoperability with information system.

Recently EAI WG of IETF has published standards for multilingual support in the local part of the e-mail address. Between 2009 and 2010, EAI WG published RFC documents, called the EAI standard, extension to the existing mail-related RFC documents, and EAI has been implemented and tested. In the course of reviewing the results, this yielded a proposal to modify the EAI standard. As a result, EAI WG has published modified RFC documents, called the EAI bis standard. SMTPUTF8 mail server described in this paper has been implemented according to the EAI bis standard. In addition, it has the ability to support two different standards to support the multilingual domain part of the e-mail address, IDNA and EAI bis. Futhermore, SMTPUTF8 mail server can encode in punycode the local part of the e-mail address. Finally, interoperability testing shows that SMTPUTF8 mail server is well-implemented according to the EAI bis standard.

The city of 'G' has been made a number of achievements with its science program as a part of public library's cultural program during the last 5 years. Recently, the national science centre has been established in the same city, the debate is now needed whether the science program in the public library have reasons to be maintained or to be reduced. The aim of this research is on the operating strategies of the science program in the public library. The research methods include case studies of operational strategies in domestic and foreign science centre, the level of satisfaction of local citizen on the science program, the vision of science program in the advancement of public library in the $21^{st}$ century. In results, the research proposes that the science program in public library should be maintained, but with locally characterised programs. In addition, the study also advised on the provision of scientific information, the strengthened search functions, and the development of user-centred services for those in science fields.

Hierarchical Mobile IPv6는 Binding Update를 지역적으로 관리함으로써 기존의 Mobile IPv6의 성능을 향상시킨 메커니즘이다. 이렇게 향상된 Handover Delay로 인하여 지연에 민감한 서비스들의(예를 들어, VoIP나 비디오 스트리밍(Video Streaming)) 지원이 좀 더 실현 가능해졌다. 하지만 기존 MIPv6와 비교해 볼 때, HMIPv6에서는 Local Binding Update와 관련된 보안 위협 사항이 새로이 생겨나게 되었으며 이는 반드시 해결되어야 할 문제임에도 불구하고 정확한 표준이 제시되지 않은 상황이다. 또한 많은 연구의 초점이 AAA나 인증서 기반의 PKI 등에 맞춰져 있는데, 이러한 Infrastructure 기반의 인증 방법은 실제 네트워크에 도입되었을 때 범용적으로 사용하기에는 문제점이 있다. 이에 본 연구에서는 수정된 Return Routability 메커니즘을 적용하여 Local Binding Update를 인증하는 방안을 제안하며 아울러 이동 노드로 하여금 단말기의 파워(power)를 절약하게 하는 방안도 제공한다.

The purposes of this study were to explain consumer attitude, expenses and satisfaction of mobile-phone Users. The data of this study used from Pollever.com. This study was satisfaction of mobile-phone users in Korea. The users were consumers of Samsung, LG, SK-Telecom and Pantack. The critical success factor was on the subside for mobile-phone in the growth of mobile service, which we can analyze in its positive effects. Fifty percent of consumers were unsatisfaction with local companies without Samsung. Now most of local mobile-companies will developed music-phone, high-tec camera-phone, hi-slim phone, and health-phone. But, the results of this study are as fallow: Most of consumer' main issues were design, weight, and brand power. It was in that it played the driving force to upgrade the local mobile-phone services into international level with the explosive growth in business by providing cheap phones.
