This research is to investigate the concept of Local Housing Association, and stepwise implementation procedure, through the theoretical consideration, and then to find out overall problems happening in the process of pushing ahead with Local Housing Association, including problems in the corresponding business stage, based on the cases of Local Housing Association that have been appearing in Changwon areas, Gyeongnam, and to present legal and policy directions for solutions to it, based on it. First, regarding improvement measures at the stage of promotion committee, it is necessary to introduce the system to report the establishment of promotion committee to cities, provinces, and districts under the jurisdiction of the location of overall business, for the establishment of association. In order to secure the professionalism of promotion committee, it is necessary to enforce those members to receive education and training for a certain period, and improve the system to post on Website or through public notices. Second, regarding improvement measures at the stage of the approval of establishment, Local Housing Association have difficulties in replacing members and joining new memberships, after getting the approval of the establishment, which can put the brake on business operation. The purpose of this study is to evaluate the performance of Housing Service Centers in terms of a new attempt made by NGOs and to then determine the implication of collaboration with lower level local governments in a housing welfare delivery system. The evaluation of the performance of the Housing Service Centers focused on three aspects: the performance outcomes for three years, comparative advantages to lower level local governments, and the vulnerability as an NGO. As a result of evaluating the outcome of Housing Service Centers and comparative advantages of Housing Service Centers to the local government, it is expected that a more effective housing welfare delivery system is able to be constructed when Housing Service Centers and lower level local governments collaborate. However, fiscal vulnerability of Housing Service Centers as NGO's will restrict the sustainability of the collaboration of both organizations. Therefore, as a conclusion, this study proposed that the governments should make use of Housing Service Centers as a public policy agency and projects should be based on a contract.
The UK Government's approach to how to deliver regeneration in its towns and cities has changed considerably in recent years. Traditionally, urban regeneration policy focused on reversing physical, economic and social decline in an area where market forces would not do this without intervention. Since 2010 urban regeneration has become a vital part of the Government's approach to increasing local growth and competitiveness and building a strong and balanced economy. The current emphasis is on a place-based approach to regeneration that builds on the particular strengths of different places to drive growth and addresses the factors that hold them back. This paper outlines the key features of current UK urban regeneration policy and how interventions to support regeneration and growth are being pursued at different spatial scales to ensure all parts of the country benefit. They include pan regional initiatives like the Northern Powerhouse and Midlands Way, to groups of local authorities operating at a sub regional level (combined authorities/city regions), Local Enterprise Partnerships, and a variety of smaller scale programmes delivering regeneration in areas of economic and social decline. The paper explains some of the policy instruments and funding programmes available to support regeneration, and provides case studies of some major urban regeneration projects that illustrate the new approach including housing and infrastructure improvements like the planned High Speed Rail 2 line. These are supporting regeneration through the creation of strategic partnerships involving government, places and investors. The paper concludes with some lessons from past and future regeneration schemes to improve their effectiveness and impact on places and enhance local growth potential.
Affordable housing has been a critical issue in the face of global economy and notably formulated a crucial agenda of the housing policy. While each local government seriously considers many approaches to providing affordable housing, a unique and innovative way to address it at a community level is fully uncovered, particularly nonmetropolitan areas where resources for economic development are limited and vulnerable. The purpose of this study is to examine the mechanism of the provision of affordable housing for the elderly in nonmetropolitan areas. In doing so, this research investigates the housing development and delineates it as one viable solution that stimulates local communities. The affordable housing development, as a viable option to spur local development and vibrate community, is closely reviewed, and the factors to make it feasible are drawn. The findings indicate that it is widely recognized that keeping the elderly in the community positively contributes to maintaining a sustainable community. In fact, the idea of affordable housing development for middle-class elderly people is brought by one inspired long-time resident, and it is expedited by the consensus and cohesion of local community. The development stimulates local businesses in relation to housing, and all homes sold by the elderly moving in the new housing are available for young families. Also, the presence of affordable housing for the elderly who are able to independently live is extended to a picture of aging-in-place at a broader level.
The housing policy of Korea has been pushed with a focus on the middle-class. This contributed to alleviate the absolute lack problem of housing, but this program for the housing policy of low-income brackets is also true as insufficient attention. Homeless households in Korea are still nearly 400 million, Housing costs higher than income weighted for buying a home and rent payments of low-income brackets. In this study, I investigated the concept of low-income housing welfare and housing policy changes. This paper is aimed to present the basic data through the investigation and analysis residential status of low-income brackets.
In order to balance with supply policy, public housing management and operation policies have been implemented in terms of housing welfare, but citizens have not yet achieved the results that the citizens are experiencing. The purpose of this study is to analysis the residential satisfaction of the including the housing performance through the characteristics of the public housing residents in Seoul. The data used in this study is based on the survey data of public housing panel survey in Seoul (2016). The study method used ordered logistic regression analysis based on the fact that dependent variables appeared as ordered responses. Major research results are as follows. Firstly, housing performance and residential satisfaction may not match. Even though the satisfaction of housing area, type, and management fee is high, satisfaction with residential environment is low if commuting distance, the number of small libraries, and hospitals are small. Secondly, it showed different characteristics of residential environment factors among types of public housing. Rather than focusing on supply, customized supply is needed considering characteristics of public housing types. Thirdly, the policy for public housing needs to be realized by a fair policy on the residential environment. It is necessary to contribute to better housing stability as a customized policy considering the local residential environment.
While there has been a substantial amount of studies on public rental housing of Korea, most have focused on housing policy changes, international comparisons, and current characteristics and future prospects. This article aims to examine the evolving roles of the national and local governments, and the private sector in provision of Korea's public rental housing. The findings suggest that one, although the wave of neoliberalism and financial crisis have prompted the national government to reduce its role and to encourage engagement of other actors by utilizing incentivizing tools, it has continued to assume a central position in formulating and implementing housing supply plans. Two, local governments have played a marginal role throughout the history of public rental housing supply, although they have expanded their participation through redevelopment projects and utilization of existing housings. Three, private sector actors have expanded their role to delivering public benefits of making housing available for a wider range of populace leveraging various incentives that make projects financially more feasible. The study poses a question on how responsibilities and risks can appropriately be allocated among three key actors to achieve housing welfare going forward.

This paper aimes to analyse the housing market of Ulsan, that changed for Metroplolitan city in 1997. For the housing policy we need sufficient informations on the housing market appeared during the last five years. As a result, we can describe its housing market in a uniform way: Ulsan, compared with other cities, doesn't show varieties in households, housing type, housing conditions etc.. Concerning the housing preference, the results of our survey also show the uniformity. And the price of apartment in Ulsan moves relatively slowly to other cities.
Currently, the way of providing housing in Korea has been regarded as public rental housing through large-scale development by the government. However, there is an increasing need for qualitative growth not only in quantitative growth but also in policies, systems, and sustainable design. The purpose of this study is to explore the applicable methods for domestic social housing through the policy and design guideline study of UK social housing which has achieved qualitative growth through diversification of development subject. First, the concept of social housing in the UK and sustainable housing design elements will be examined. Second, the characteristics and policy direction, project background, management and sustainability of five social housing projects over the last 10 years in the UK will be analyzed. In conclusion, in order to achieve the sustainable design of social housing, the construction of the social housing in terms of policy and environment must include safe and eco-friendly design adaptability that can secure local identity and respond flexibly to social change. In addition, the social housing in the UK, which forms a sustainable complex through cooperation between the public and the private sector based on its place and history, can be a guideline for establishing policies and design guidelines in terms of urban regeneration.
