  • The ultimate goal of the local government is the owner of the residents welfare of the community. Welfare of the residents will start from the protection of life and property of the inhabitants. Much of this protective activity is a function of the police. Therefore, to be a municipal & local police that is based on the autonomy of the local conceptual prerequisites for the welfare of the population. Municipal & local police activities are activities for the local community rooted in the community that the police and to rejoin the community, municipal & local police activities taking place in the center of the area to solve the problem, but to reduce the fear of crime and disorder, crime as an expression of the efforts of the local residence themselves to improve the overall quality of life of the community as a partner recognition local residents. Municipal & local police in this case be introduced across the board in the central and local governments is careful review of the various alternatives been prepared on analysis is crucial to reduce the trial and error by providing the best alternative. priority should be to figure out exactly what the reason to introduce a municipal police. in other words, the introduction of the municipal & local police in the central and local governments, state police and municipal & local police, the ruling party and the opposition, regional self-government initiative unseen conflict between organizations and local governments are not welcomed by local residence in local time truly 'safe' and will have to face that the 'improve quality of life'.

A Study on the Police Officer of the Determinants to Desire Turnover Local Autonomy Police (자치경찰 지원 결정요인에 관한 연구)

  • In Korea, local autonomy police has been discussed several times since Liberation in terms of expanding the democracy of police, but this suggestion has not been pursued. However under the incumbent government, the local policing system will be fully implements from 2006, and the government says that it aims to introduce 'model management' from October this year. The model of local policing now in force is based on the national police and local police forces organized in parallel within local government autorities (cities, counties and districts). The heads of local autorities have the power to appoint local police. Of these, local authorities can use public servants working for the national police for 'special purposes'. The research questions for this study were to what extent public servants working for the national police in these circumstances can desire local autonomy police, and what factors influenced their decision to desire in local autonomy police. After analyzing the results of a survey of police officers, the study found that public servants working for the national police did not have great expectations of desire in local autonomy police. The factors that influenced the decision to desire in local autonomy police were the hope that remuneration would be good, and the hope that the atmosphere within the police force would become less bureaucratic and more democratic than the current system. The study also found that the hopes that promotions and working conditions would improve and that police would be treated better in society did not influence the decision of public servants working for the national police to desire in local autonomy police.

  • The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.

  • Not only has there been movement along the sectoral continuum, Johnston argues, but changes in the spatial balance of policing are also visible. More concretely, he suggests that British policing has been undergoing a century-long process that has gathered pace since the 1960s. Three factors have been central to this process. First, legislative centralization brought about by the Police Act 1964 - which established the tripartite structure for police governance and amalgamated forces - and the Local Government Act 1972 which reorganized local government. Secondly, the political and industrial unrest of the 1970s and early 1980s led to the establishment of new levels of national police co-operation and, in the words of one author, to the establishment of a 'de facto national police force'. Thirdly, increasing European influence has further internationalized police co-operation and organization. Johnston concludes that the spatial restructuring that appears to be taking place in British policing is indicative of a broader process of fragmentation of social structures and systems for maintaining order.

  • This paper attempts to find an improved organizational structure for operating the traffic safety facilities. Currently, police is in charge of the facilities while the local government is in charge of its budget. By doing so, many inefficiencies and problems occur in these things. A delphi technique is used to survey these inefficiencies. Problems, and improved role and organization by three expert groups in local government, police and university The survey results are analyzed by each expert group as well as by the total group. The multidimensional scaling technique is also used. The most preferable answer is to newly establish a traffic experts' agency under the local government. The second preferable answer is to set the current traffic police under the control of the local government.

  • The concept of municipal police is in contrast to the national police, which is in charge of the overall people. With increased localization, the need for a municipal police system is emphasized in each region. This study is intended to analyze the role of municipal police uniform considering the change in security from the national to the local level based on the introduction of municipal police system. The study investigators developed the concept of centralized national police system and decentralized self-governing municipal police system based on a literature review and Internet research. The investigators analyzed the design of municipal police uniform by reviewing the systems in several other countries. The results revealed specific formative features of municipal police uniform such as representative ambivalence, expression of visual language, manifest visibility, and reflection of regional characteristics. The municipal police uniform is adapted to changes in local government requiring a shift of awareness on to municipal police compared with the existing national police. The creation of a municipal police uniform enhances the efficiency of work by projecting a resident-friendly image, social support and cooperation, which play a huge role in illustrating the exemplary service to promote a stable and peaceful society locally.

A Study on the Reality and Improvement of Autonomous Police System in Jeju Special Self-Government Province (제주자치경찰 시스템의 실태와 발전모델에 관한 연구)

  • Jeju Special Self-Government Province adopted an autonomous police system for the first time since 60 years in Korean police. The purpose of autonomous police system is to offer a police service to be suitable in regional conditions. But Jeju autonomous police system for nearly one year after adoption is criticized to be established on the ground of political reason but not local decentralization. Actually Jeju autonomous police has not a clear cut jurisdiction and operation scope because of the jurisdiction duplication between national and autonomous police. The original task is confined on environment and sightseeing so on given to administration police for local self-government. So criminal investigation authority on general crimes is not to Jeuju autonomous police on account of special judicial police. First, it is the structural rationalization of Jeju autonomous police system. It speaks that Jeju provincial police bureau and police station have to be as national police institution, on the other hand, patrol district station and police box have to be as autonomous police institution. Of course, functional division has to be followed. National police performs managing all the assembly and demonstration by the management law on assembly and demonstration including the suppression against any large scale demonstration and disturbance, also the investigation on serious crimes just as international crimes and broaden area crimes including all the felony. Together national police performs the duty concerned to all the foreign affairs and national securities in along with the investigation on traffic accidents. On the other hand, autonomous police performs the function for citizen's life safety as crime prevention and the enforcement on the violation against police operation law, together the traffic management and the regulation on traffic violations. and the investigation on minor crime as simple violence or petty larceny including the management on local big events. Second, the budgetary of autonomous police is rationalized by the share of budgeting between Korean government and Jeju special self-government province. Third, urgent arrest authority on general crime and the rights of claims for the summary trial on minor crimes are given to autonomous police. Of course, this problem is resolved naturally in case of giving the investigation rights to autonomous police on minor crimes.

Innovative Strategies for Community Policing in Korea: Learning from Advanced Overseas Practices

  • This study aims to explore innovative measures for community policing activities of the Korean police in the context of the newly implemented autonomous police system and the increasing demand for community-oriented policing. By conducting an in-depth analysis of advanced community policing practices in the United States, Japan, and the United Kingdom, this research identifies key characteristics such as resident participation, communication, scientific crime analysis, and customized policing services. The study reveals the need for the Korean police to establish a collaborative governance system that actively involves residents, strengthen scientific policing capabilities utilizing advanced technologies, and provide policing services tailored to local characteristics. Organizational and personnel management reforms, including the substantiation of the local police officer system and the establishment of an institutional foundation for resident participation, are proposed. Furthermore, this study emphasizes the importance of developing a creative community policing model suitable for the Korean context, rather than directly transplanting overseas practices. Continuous research and efforts to build a new policing paradigm that reflects the changing social environment and policing demands are suggested. Ultimately, the success of community policing lies in the active participation and cooperation of all members of society, including the police, government, local communities, and residents.

  • A study on the Diagnosis Program Development for Street and House CCTV Installment. In our society, there are dangerous factors increasing which threaten citizen's life and property. Recently, CCTV becomes an important factors. This is due to the fact that there are dangerous factors increasing which threaten citizen's life and property. The local government need to responsible for citizen's safety. In order to make safety local community, the government need to improve and support policies for citizens. The role of CCTV for crime prevention is to increase police power and budget. Also, in order to make local community, not only police, local community but also citizen need to make effort. The purpose of this study is to analyze crime prevention diagnosis about crime prevention, analyzing the environment's problem and suggesting problem solving. The content of this study consist of introduction in chapter 1, theoretaical consideration in chapter 2, crime prevention diagnosis in chapter 3, conclusion in chapter 4.

A Study on Introduction of Autonomous Police System in Korea (우리나라 실정에 맞는 자치경찰제 도입에 관한 연구)

  • The purpose of this study is to establish the Police Reform Committee on May 10, 2017, with the aim of enforcing the nationwide autonomous police system in 2020. In addition, the government is promoting reforms of autonomous police and investigative structures, On April 5, 2018, a special committee of autonomous police system consisting of academics, civic groups, and legal professors was established. In 1991, the local council was established in Korea. In 1995, the local autonomous government era was launched with the election of local autonomous governors, but the field of security did not bring decentralization. This study suggests direction of organization and manpower management, personnel management and distribution, financial management, and political neutrality in order to introduce autonomous police system considering regional characteristics. Also, it should be promoted in the direction of maximizing the advantages of the decentralization system and national police without causing civil unrest and social disorder caused by the introduction of the rapid system. Self-governing police should reflect on the trend of autonomous decentralization in order to secure the Republic of Korea with a more secure policing policy, along with organic cooperation and mutual competition system with the national police.
