The Jakarta Provincial Government utilizes the YouTube channel to interact with citizens and enhance transparency. The purpose of this study is to explore online perceptions of local government image perceived by online audiences through the YouTube platform. The concepts of organizational image and credibility in the political image are adapted to analyze online public perceptions on the Jakarta Provincial Government image. Using the video summarization approach on Three hundred and forty-six official YouTube videos, which were uploaded from 1 March 2016 to 31 May 2016, and content analysis of Eight thousand two hundred and thirty-seven comments, this study shows both political and bureaucratic image emerge concurrently in the Jakarta Provincial Government case. The typology model is proposed to describe and explain the four image variations that occurred in the case study. Practical recommendations are suggested to manage YouTube channel as one of the social media used in the local government context.
During the latter part of Joseon Dynasty, Local Confucian School(Geochanghyanggyo) had served as a government school and left many official documents on the educational construction. The construction of Local Confucian School(Geochanghyanggyo), which was recorded in official documents, was diverse, and most of them were reconstructed. Construction-works recorded in an official document was drafted in two ways. One was in the same format as the accounting records and the other was written in the diary format by date. The construction cost was mainly financed by selling the land owned. Of course, with the help of the government, they could receive some of the essential timber and expenses for the construction. The management and maintenance of educational construction was entrusted by a manager called 'Chaji(次知)'. Then there were employees called 'Jeonjik(殿直)' and 'Gojik(庫直)' and they were paid for their work.
This study investigated the effect of PR communication of local government on the relationship between the local government and the public and the image of the local government, focusing on the official blog of Busan Metropolitan City, 'Cool Busan.' It also examined the mediating role of organization-public relations. As a result, 'interactivity' and 'interest' among the characteristics of social media information have a statistically significant effect on organization-public relationship and municipal image. And balance' was found to affect the image of local government. In addition, the mediating role of the organization-public relations subfactors has been proved in the influence of the local government social media information characteristics on the local government image.

The purpose of this case study is to provide the basic knowledge and the rationale for establishing the professional personnel position of Landscape Architecture(LA) in local Government of Korea o the basis of the characteristics and adoption system of professional personnel organization in comparison with the cases of Japan, the United States of America, and Germany. I have analyzed the case of Chonju City, Chollabuk-Do, recruited professional personnel of LA by using informal career position, to justify the needs and the division of professional Landscaping works of the city and to figure out drawbacks of the current adoption system of professional personnel in South Korea. In have found the following results that 1) City Mayor in Korean local Governments do not have the proper authorizing rights of recruiting the special personnels for performing urban policy, which is under controls of the Official Appointment Regulations, 2) because of no official position status for specialist in the fields of LA, the Chonju City had been recruited them as Urban Planner status through an informal process, 3) the section of Park and Urban Forestry was established under the control of Department of Culture and multimedia Industry, 4) the fields of specialized works of LA are defined as the work of ecopolis design and planning, biotope networking, ecological bridge and ecological restorations, and 5) the professional positions for LA should be established in Official Appointment Regulation for the urgent needs of local Government sin South Korea.
This study is on the construction of government office of Dongnaebu through researching the construction reports and historical documents in 19century. Especially it focuses on the local construction system and operation for the government office. Main contents of the study are 1) Scope and process of construction, 2) Architectural administration and official notes, 3) Organization of participants and the feature, 4) Felling trees and transport, 5) Monetary of construction The results are summarized as follows. 1) Repair office customary were the courtesy new provincial man. Government building were inspected and repaired periodically. 2) Administrative system of construction have been operated. There are official notes which are about application, permition and order, concerned works such as logging at the bongsan, means of transport, paying wages and progressing works. 3) Organization of construction was made up of an officer and sangnee to supervise and supply. 4) Due to financial difficulty, local government reserved and appropriated funds with moneylending for building office.
The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.
This study is to analyze the building layout of traditional government office building in Chungchong province with Chungchong-do regional maps and Eupjis(邑誌) being compiled in the late Chosun dynasty. The building layout of government office in Chungchong-do is followed in the wake of the spatial structure, Sam-Jo(三朝, three reign) and Oejeon-Naejeon(外殿-內殿), of Chosun dynasty palace. The planning principle of Sam-Jo at government office, Dongheon(東軒) territory for rule administration corresponds to Chijo(治朝) with a local governor who is the ruler, as for the Naea(內衙) territory which a family of him and he lives in, it is corresponded to Yeonjo(燕朝), and in the job space of Ajeon(衙前), it is corresponded to Oejo(外朝). As for the application of the inside and outside principle of provincial government office, Dongheon is corresponded to Oejeon and Naea to Naejeon. A compositive and an approach axis of government office in Chungchong-do is correspond with Dongheon in the center, and these axes form an central axis and an entry space of government office included Oesammun(外三門) Naesammun(內三門) Dongheon or Naea. Because an essential performance of provincial government office is provincial administration, the layout configuration of government office is a function, which is an expression of an official institution.
The purpose of this study is to examine process and organization of local government-managed construction by reviewing official documents and materials in regard to the official residences and castles officially constructed in Dongnae in the 19c Chosun Dynasty. Results of this study can be described as follows. 1) The construction of official residences requires exchanges of official documents among upper and lower governmental agencies concerned. Previously prepared for some 1 or 2 months, the construction was proceeded through proceeded from Paok to Gaegi, Ipju, Sangryang, Gaeok and to Iptaek. Such construction was carried out independently and concurrently Gijang and Yangsan neighboring Dongnae provided cooperation by way of supplying labor and timbers. 2) Dongnaebu castle was constructed under local autonomy system, like other government-oriented works, as governor of Dongnae became responsible for defending such establishment in 1739. The castle was built up in 1731 as an establishment with 6 gated and 15 forts. Directly controlled by governor of Dongnae, the castle continued to be partially repaired until the 19th century. Under the regime of Daewongun, the castle was enlarged and extended for military strengthening. Besides the gate having double-gated structure for the outside wall, the other five gates came to have bastions and 30 forts were additionally established, dramatically changing the structure of the castle as whole. 3) Government-managed construction was often implemented by an organization whose members included local government officials, lower administrative agencies and local influential persons. The construction of official residences was implemented by Gamyeokdogam which was headed by Jwasu of Hyangcheong. In the construction, chief of military officials became supervisor, who was responsibly supported by Saekri. The construction of castled were divided into several works, for example, establishments of fortress, tower gate and quarrying stone were implemented by the organization of Paejang, Gamkwan and Saekri. As a military official, Gamkwan supervised the construction. Saekri was in charge of related internal affairs. Paejang was an technical expert leading several workers. The construction of castles in 1870 were organized as a general rule having particularity of social conditions on Dongnae.
The KAMYOUNG is the supreme local government office in CHOSEON dynasty. This study aims to propose the new methodology on research of local government office's prototype in CHOSEON dynasty. Especially this study is the zoning plan of the KAMYOUNG in the late CHOSEON dynasty, It is meant to present the first trial that pursue to total frame of local government in CHOSEON dynasty through the new methodology. The 18th century is the transitional era when the system of norm was deconstructed. The institution and organization of the supreme lacal government office(KAMYOUNG) was united nationwidely and at the same time its deconstruction was carried out in the 18th century. The domain of the governer has fixed in the 18th century, though the scale of 街e KAMYOUNG was enlarged. These domain expressed a strong symbolization according to hierarchy in exterior appearance of the traditional architecture. Under this time situation, as the discussion centered on the creation or change of the local self-governing community, so the concerns regarding the traditional aspects of a local government office have been increasing. Hower, without the recognition of this history, as the research of these existing historical materials has been progressed, so the misunderstanding is still left. Especially, because the government office of CHOSEON is a Confucian nation thinking much of a hierarchy based on Yae - Jae, the hierarchy of this architecture has a deep correlation with the organization of an office. The method of this study is like following: Firstly, prescribed characteristic of KAMYOUNG tough syudys of hierarchy in a local government system, human and material composition. secondly, as the changing progress of KAMYOUNG is compared and analyzed with organization of an office in the center. So characteristics of KAMYOUNG are abstracted. And finally, from this, the interpretation methodology of KAMYOUNG is revealed, with a deep correlation between specific characters of organization and architectural structurals. And also, with these methodologies, the interpretation method of the local government office and normative frame in CHOSEON dynasty are suggested.

The non-mandatory guidance and illogical ordinance of local government generate complicated and vague regulations and procedures. These cause inconvenience in building administration, and give rise to unnecessary social and administrative expenses. The purpose of this study is to suggest the improvement of building administration by local government from an institutional point of view through the literature review and the specialist survey focusing on the problems arising from the building ordinances and non-mandatory guidance. The results of this study are as follows; In the first place, the connection between law and ordinance should be improved in a systematic, definitude manner and high-degree of completion. Second, the monitoring management system should be arranged in order to excavate and improve the non-mandatory guidance. Third, the effort should go into improving ability and disposition of building official. Fourth, it is necessary to materialize and clarify the regulatory contents and adjust them to fit the legal system. Lastly, it is important to reinforce incentives and procedures of verification in order to manage building ordinances of legal government's own free will. In order to improve of building administration by local government, it is necessary to make the structure of sustainable improvement and discuss not only institutional aspect but also elements of building administration in later study.
