Unsupervised Non-rigid Registration Network for 3D Brain MR images (3차원 뇌 자기공명 영상의 비지도 학습 기반 비강체 정합 네트워크)

  • Although a non-rigid registration has high demands in clinical practice, it has a high computational complexity and it is very difficult for ensuring the accuracy and robustness of registration. This study proposes a method of applying a non-rigid registration to 3D magnetic resonance images of brain in an unsupervised learning environment by using a deep-learning network. A feature vector between two images is produced through the network by receiving both images from two different patients as inputs and it transforms the target image to match the source image by creating a displacement vector field. The network is designed based on a U-Net shape so that feature vectors that consider all global and local differences between two images can be constructed when performing the registration. As a regularization term is added to a loss function, a transformation result similar to that of a real brain movement can be obtained after the application of trilinear interpolation. This method enables a non-rigid registration with a single-pass deformation by only receiving two arbitrary images as inputs through an unsupervised learning. Therefore, it can perform faster than other non-learning-based registration methods that require iterative optimization processes. Our experiment was performed with 3D magnetic resonance images of 50 human brains, and the measurement result of the dice similarity coefficient confirmed an approximately 16% similarity improvement by using our method after the registration. It also showed a similar performance compared with the non-learning-based method, with about 10,000 times speed increase. The proposed method can be used for non-rigid registration of various kinds of medical image data.

Agrometeorological Early Warning System: A Service Infrastructure for Climate-Smart Agriculture (농업기상 조기경보시스템 설계)

  • Increased frequency of climate extremes is another face of climate change confronted by humans, resulting in catastrophic losses in agriculture. While climate extremes take place on many scales, impacts are experienced locally and mitigation tools are a function of local conditions. To address this, agrometeorological early warning systems must be place and location based, incorporating the climate, crop and land attributes at the appropriate scale. Existing services often lack site-specific information on adverse weather and countermeasures relevant to farming activities. Warnings on chronic long term effects of adverse weather or combined effects of two or more weather elements are seldom provided, either. This lecture discusses a field-specific early warning system implemented on a catchment scale agrometeorological service, by which volunteer farmers are provided with face-to-face disaster warnings along with relevant countermeasures. The products are based on core techniques such as scaling down of weather information to a field level and the crop specific risk assessment. Likelihood of a disaster is evaluated by the relative position of current risk on the standardized normal distribution from climatological normal year prepared for 840 catchments in South Korea. A validation study has begun with a 4-year plan for implementing an operational service in Seomjin River Basin, which accommodates over 60,000 farms and orchards. Diverse experiences obtained through this study will certainly be useful in planning and developing the nation-wide disaster early warning system for agricultural sector.

  • With the entry into an aged society, interest and demand for the elderly are increasing. The rapid increase in the elderly is calling for change in various fields. As the opportunities and desires of the elderly to participate in society increase, research on services suitable for the elderly society is needed. Although the expansion of convenience facilities and improvement of the system are being made to solve problems arising from the elderly society, there are many shortcomings in the increasing demand of the elderly. In addition, due to aging, they have difficulty in living independently and independently due to the decline in their daily life ability and physical function. To solve these problems, the government and local governments provide various services for the elderly. The service for the elderly is provided based on the general characteristics of the elderly, so it has limitations in customized services. In this paper, present a service model using extended information in ICT-based services to complement these problems. Scalable information uses IoT environments to collect information and environmental information for the elderly. Service support using information on the expansion of the elderly shall identify the characteristics of the elderly and support appropriate services when users request services. The proposed method may support self-reliance services that reflect the characteristics and needs of the elderly.

A Study on the Activation Strategy of Underground Shopping Malls: Focusing on Public Underground Shopping Malls in Six Major Cities

  • Purpose: As part of these efforts, in-depth research is needed on efficient and practical utilization of underground spaces and underground shopping malls. In addition, efforts are being made to find effective alternatives to various problems currently occurring in underground shopping malls, but it is not easy. In addition, the development entity and the maintenance entity are different from each other, and the management is not unified, making it difficult to maintain underground shopping malls. From this point of view, it can be said that it is time to actively and specifically discuss ways to revitalize underground shopping malls. Data and methodology: In the domestic distribution environment, traditional markets and shops are stagnating due to rapid changes in consumption patterns, such as the spread of large companies with advanced distribution techniques such as hypermarkets, shopping malls, and SCM, the rapid increase in Internet and home shopping, and the importance of convenience for young consumers. In order to revitalize underground shopping malls, it is necessary to strengthen the organization and self-rescue efforts of merchants' associations, change consciousness through merchant education, change to specialized markets, find nuclear stores and representative restaurants, and support the hardware sector. Results: The connection of underground shopping malls in each region of the country, where commercial districts are separated from each other, will also play an important role in reviving the function of the city in the future. To do this, it is first necessary to connect underground shopping malls that have been cut off. In other words, connection between connectable underground shopping malls should be promoted. Of course, long-term projects should be promoted step by step, and many consultations should be made on how to connect with the ground for each local government. Conclusion: This is because in the future, the underground space cannot just be a walking place, but another space of the Korean Wave where you can experience satisfying the five senses. K-shopping Hallyu content can be created by creating a characteristic story for each underground shopping mall in the city, permanently this story-oriented event, and creating a safe and elegant environment. If there is a story, so-called "Senomi Shopping" will be possible. A new Korean Wave will be created that can satisfy "the fun of writing, the fun of seeing, and the fun of feeling" at the same time.

A Study on the Improvement of the Consultations on Amendment in Environmental Impact Assessment of Industrial Complex Development (산업단지 조성사업의 환경영향평가 변경협의 개선방안 연구)

  • Environmental impact assessment on development projects is a process in which various stakeholders derive consultations by reflecting project characteristics and regional environmental status, and implementation of consultations is a prerequisite for securing sustainability of the local environment. The business plan can be changed to respond to changes in social and environmental conditions. And the business plan for which the environmental impact assessment consultation has been completed, it can be changed as a systematically prepared procedure (called Consultations on Amendment). As a result of investigating and analyzing the current status and major changes in the development project, Consultations on Amendment in industrial complexes were the most common, and the environmental impact is increasing accordingly. As the results of the analysis of operational status and the case studies, the main causes of Consultations on Amendment in industrial complex can be summarized into three categories: (1) formal demand forecasting for tenant industries, (2) excessive omission and simplification of administrative procedures under the Special Act, and (3) the use of an expedient change consultation system to facilitate environmental impact assessment consultation and shorten the period. This study proposes the following three measures to prevent the deterioration of the environmental impact assessment function due to frequent consultations on industrial complex changes; (1) Ensuring residents' participation procedures for Consultations on Amendment that changes important matters, (2) Reasonable revision of the "Simplification of Industrial Complex Procedures Act" to enhance the feasibility of industrial complex development plans and locations, (3) Development of evaluation criteria and methods for verification of real demand for objective demand management for industrial complexes, and (4) Preparation of a review guideline for Consultations on Amendment.

Development and Implementation of Blockchain Appropriate Technology Science School Program of Europe-Korea Conference on Science & Technology (유럽-한인 과학기술학회의 블록체인 적정기술 과학교실 프로그램 개발과 적용)

  • The purpose of this study is to develop and implement the Appropriate Technology Science School program (ATSS) for youth operated by the Europe-Korea Conference on Science & Technology (EKC) since 2016. The development process consisted of pre-online management meetings, online and offline tutor training, operation of ATSS for youth, and satisfaction surveys. As a result of the development, the management team selected the mission-solving theme of "Transforming village using blockchain technology" through a pre-online meeting. The contents were reorganized according to the level of the participating tutees, and various learning activities such as co-building activities, games, and plays were newly introduced and developed first, and the programs developed through tutor training were demonstrated and improved. A total of 38 tutees and tutors from 6 countries participated in the 2018 ATSS. As a result, participants showed positive satisfaction overall. Tutees showed interest in dome co-building activities and hash function calculation activities, and tutors showed interest in lectures and monopoly games related to blockchain technology. The development and of the 2018 ATSS will contribute to the improvement of expertise in the operation of the EKC ATSS in the future to the management team. It will be an opportunity for tutors to experience that high-tech science and technology have a good impact on appropriate technology for the third world and community society. In addition, Tutees will be provided with an opportunity to indirectly experience the local situation and community society through a role play on the impact of blockchain technology on African villages.

Value of Additional Instrumented Fusion in the Treatment of Thoracic Ossification of the Ligamentum Flavum

  • Objective : The ossification of the ligamentum flavum (OLF) is one of the major causes of thoracic myelopathy. Surgical decompression with or without instrumented fusion is the mainstay of treatment. However, few studies have reported on the added effect of instrumented fusion. The objective of this study was to compare clinical and radiological outcomes between surgical decompression without instrumented fusion (D-group) and that with instrumented fusion (F-group). Methods : A retrospective review was performed on 28 patients (D-group, n=17; F-group, n=11) with thoracic myelopathy due to OLF. The clinical parameters compared included scores of the Japanese Orthopedic Association (JOA), the Visual analogue scale of the back and leg (VAS-B and VAS-L), and the Korean version of the Oswestry disability index (K-ODI). Radiological parameters included the sagittal vertical axis (SVA), the pelvic tilt (PT), the sacral slope (SS), the thoracic kyphosis angle (TKA), the segmental kyphosis angle (SKA) at the operated level, and the lumbar lordosis angle (LLA; a negative value implying lordosis). These parameters were measured preoperatively, 1 year postoperatively, and 2 years postoperatively, and were compared with a linear mixed model. Results : After surgery, all clinical parameters were significantly improved in both groups, while VAS-L was more improved in the F-group than in the D-group (-3.4±2.5 vs. -1.3±2.2, p=0.008). Radiological outcomes were significantly different in terms of changes in TKA, SKA, and LLA. Changes in TKA, SKA, and LLA were 2.3°±4.7°, -0.1°±1.4°, and -1.3°±5.6° in the F-group, which were significantly lower than 6.8°±6.1°, 3.0°±2.8°, and 2.2°±5.3° in the D-group, respectively (p=0.013, p<0.0001, and p=0.037). Symptomatic recurrence of OLF occurred in one patient of the D-group at postoperative 24 months. Conclusion : Clinical improvement was achieved after decompression surgery for OLF regardless of whether instrumented fusion was added. However, adding instrumented fusion resulted in better outcomes in terms of lessening the progression of local and regional kyphosis and improving leg pain. Decompression with instrumented fusion may be a better surgical option for thoracic OLF.

A Cooperative Security Gateway cooperating with 5G+ network for next generation mBcN (차세대 mBcN을 위한 5G+ 연동보안게이트웨이)

  • The next generation mBcN should be built to cooperate with the wireless network to support hyper-speed and hyper-connectivity. In this paper, we propose a network architecture for the cooperation mBcN and 5G commercial network and architecture of the cooperative security gateway required for the cooperation. The proposed cooperative security gateway is between gNB and UPF to support LBO, SFC, and security. Our analysis shows that the proposed architecture has several advantages. First of all, user equipment connected with the mBcN can be easily connected through the 5G commercial radio network to the mBcN. Second, the military application traffic can be transmitted to mBcN without going through the 5G core network, reducing the end-to-end transmission delay without causing the traffic load on the 5G core network. In addition, the security level of the military application can effectively be maintained because the user equipment can be connected to the cooperative security gateway, and the traffic generated by the user equipment is transmitted to the mBcN without going through the 5G core network. Finally, we demonstrate that LBO, SFC, and security modules are essential functions of the proposed gateway in the 5G test-bed environment.

Reviewing the Candidate Types for Other Effective Area-based Conservation Measures for Post-2020 Management Related to National Protected Areas System (Post-2020 국가 보호지역 시스템 관리를 위한 기타 효과적인 지역 기반 보전 수단(OECMs) 후보지역 유형 검토)

  • This study aims to systematically review the candidate types for OECMs suitable for domestic conditions in areas related to the Korea Forest Service in order to achieve the goal of establishing the protected areas and OECMs system required by Post-2020 GBF, and to provide basic data for the establishment of the national protected areas system. As a result of the study, the selection criteria for OECMs were presented, and it was found that arboretums·botanical gardens, Natural Recreation Forests, and air holes may correspond to the Candidate Types for OECMs. As a result of evaluating the possible areas for OECMs based on the OECMs selection criteria, in the case of arboretums·botanical gardens, it is judged that only conservation areas can be designated as OECMs, except for areas mainly used by visitors of arboretums·botanical gardens that fall under the BGCI conservation type among national and public arboretums·botanical gardens. However, private and school arboretums·botanical gardens have personal property ownership, so it was judged to have no effective measures to control activities that may adversely affect biodiversity, which showed limitations in designation of OECMs. Natural Recreation Forests was found to meet the OECMs selection criteria. However, private forests have personal property ownership, which limits the designation of OECMs. Therefore, it is necessary to strengthen the function of in-situ conservation in order to meet the OECMs for private and school arboretums·botanical gardens, and private forests that have personal property ownership. To this end, effective measures are needed to achieve biodiversity conservation outcomes, and it is judged that legal control and corresponding support policies (incentives) are needed. In the case of air holes, for sustainable conservation, the management boundary of air holes should be clearly defined based on the preparation of laws and guidelines related to air holes. In addition, it is judged that it is desirable to designate the competent local forest office as the management authority and conduct periodic detailed surveys of air holes, establish and implement the conservation plans based on those.

Analysis of Child protection system from a preventive Perspective : Focusing on the German case (예방적 관점에서 살펴 본 아동학대 대응체계 분석 - 독일 사례를 중심으로 -)

  • This study analyzed the child protection system in Germany from a preventive perspective and attempts to find the applicable implications to Korea. The research method was analyzed in terms of legal, policy and professionalism. The result is as follows. First, Child and Youth Support Act in Germany stipulated a preventive support system to restore the function of the family. Second, according to the Civil Act, it was stipulated that the family court could intervene early. Third, the federal Child Protection Act stipulated community cooperation for thd child protection system. Fourth, the Youth Agency as the general authority made it possible to provide preventive support and intervention at the same time. Firth, qualification standards were specified in the Child and Youth Support Act. Child protection specialists are granted to public officials who have worked for more than three years. The implications are as follows. First, the child protection system, which operates as a child abuse reporting system, should be expanded to a preventive support system. Second, it is necessary to expand monitoring by establishing an early warning system between networks in order to establish a support system for potentially at-risk children. Third, local governments should support children and parents flexibly and comprehensively for dysfunction caused by difficulties at home. Fourth, it is necessary to enact the Child Protection System Cooperation Act for a network cooperation system.
