Demand Forecasting and Activation Policies for Tourism of Fishing Regions (어촌지역 관광의 수요현황.예측과 활성화 정책: 강원도 동해안을 중심으로)

  • This paper is intended to forecast the demand for tourism of fishing regions and find the public policies to activate it. The paper focuses on the east coast regions in Gangwon-do. The analysis was conducted through time series analyses and surveys of the tourists in the regions. The results of analyses showed that, while the number of tourists(both domestic and foreign) to the regions has increased, the regions have not been able to accommodate them enough to help improve economies of the regions. It was forecasted that the number of tourists will significantly increase in the future. However, that rates of increase, especially the rates of increase of foreign tourists, cannot be evaluated positively compared to those of the past. These results suggested a few local governmental policies to activate tourism in the regions.

The tendency and the effectiveness of policy in marine accident occurring in the sea around Jeju island (제주도 주변 해역에서 발생하는 해양 사고의 동향과 정책의 효율성)

  • The objective of this paper is to aid in basic directions for the countermeasure against marine accidents by using the statistical data of Jeju Coast Guard from 1983 to 2012. Marine accidents of about 600~1,000 vessels was reported in all the waters around South Korea from 2000 to 2008. From 2009, these accidents increased rapidly and reached 1,600~2,000 vessels. Although marine accidents of longline fishing vessels did not show a big change prior to 1993, the number have increased steadily until 2007. This is considered a tendency that appears when longline vessels, using the Port of Sungsanpo as a base and operating in fishing grounds in the East China Sea, are converted to long-term fishing from short-term fishing for reasons such as cost reduction due to the sudden rise of oil prices and the performance improvement of the fishing vessels. The number of vessels in marine accidents decreased gradually from 1999 to 2002 and for nearly 7 years from 2002 to 2008, the annual average of marine accidents stayed at 97 vessels. This is seemed to be the result of a change in the policy of either the central or local government and largely associated with changes in the way of statistical processing. This tendency is resulted in lower number of the accidents due to careless navigation which can be viewed as a human error than the number of marine accidents due to poor maintenance as a cause of mechanical failure in the same period. The increase rate in the marine accidents of Jeju Island-based fishing vessels is greater than that of other area-based fishing vessels among the fishing vessels operating in coastal and near sea around Jeju Island each year.

Study on Small Vessel′s Pseudo-AIS Interoperable with Universal AIS

  • Universal AIS, which has been adopted officially for automatic identification systems among regulated ships by SOLAS, should be installed, for example, on all passenger ships over 300 tons engaged in international voyage and over 500 tons in domestic voyage, sequentially from 2002 to 2004. We must not overlook the fact than-ruled regions by regional authorities in the case of VTS. Actually a major portion of accidents have happened in small vessels like fishing vessels. However, they are not equipped with automatic identification tools, due to the high costs of the equipment for identifying purposes, as well as the absence of regulation In this paper, we researched the alternative of automatic identification for small vessel instead of universal AIS. We analyzed the requirement of automatic identification for small vessel about wireless communication method, traffic volume, etc. We proposed the identification system for small vessels in local areas and developed the Local Vessel Identification System (LVIS) interoperable with universal AIS using a PDA platform and wireless network.

Industrial Fluctuations and Locality of Busan with Records (기록으로 본 부산의 산업변동과 로컬리티)

  • This study analyzes the process of growth of Busan from a fishing village to the capital city of South Gyeongsang Province and the central city of transportation and commerce, and an industry with records. The results of the analysis are as follows: after the port opened in 1876, there has been a decline in settlement spaces in Dongnae; on the other hand, there has been an increase in migration spaces around the port of Busan. Waegwan (倭館) nearby Yongdusan Mountain (龍頭山) was changed to the Japanese concession; thus, the number of Japanese moving into Busan had rapidly increased. As a result, the Japanese government carried out reclamation work for securing available lands for the construction of port facilities and other facilities. The Japanese government built public offices and houses, as well as production facilities for daily necessities around the port of Busan. The opening of the Seoul Busan railway (京釜線) and the cross-channel liner between Busan and Shimonoseki (釜關連絡船) led to the growth of Busan and the development of its status. At this time, as the main industry of Busan was trade, Busan had grown as a commercial city. As Busan had grown as a central city of transportation and commerce, the provincial government building of Gyeongsangnam-do (慶尙南道) moved to Busan. Thus, Busan became the central city of local politics and administration. After the Land Survey Project, a large scale of farmers were recruited for low-wage work in the new port. Because of the abolition of the corporation law, Japanese capitalists moved into their colony in Busan. There, large-scale factories, such as the Joseon cotton textile factory, were established. Through this process, the locality of Busan was changed from a fishing village to a commercial city and, finally, to a city of commerce and industry.

On The Licensed Dealer in Landing Markets (중매인에 관한 연구)

  • Korea is a peninsular country surrounded by seas on three sides, and the fishing industry has carried out the service of suppling to the people with important anima protein. The distribution of fishery products has very complicated structures, because the production is in charge of small producers scattering along the coast all over the country, while consumpstion is made by separate homes in areas away from producing district. The relation between these two factors the structures make very complicated. The most typical and special structures of fishery distridution are distinguished in two, that is, one is landing market, the other is inland market. Landing markets have been monopolized by fishermen's cooperatives, providing with landing facilities and building sites. Fish markets played not only an important role in the landing, but distribution and price determination of catches by auction or tender. Inland markets are two types of wholesale market in consuming center, one is the terminal market for urban consumers, the other type is the local market for rural consumers. Fundamental functions of landing markets are gathering, assessment, and distribution functions. Gathering function is in charge of wholesaler in fishery cooperative. Gathering amounts are equal to gathering capacity of wholesaler and transact ability of licensed dealers as shown below model. Gathering amount=f.gathering capacity(=pre price.landing facility.account of wholesaler.distance of fishing ground.conveniency purchasing.home port)=fㆍ transact ability of licensed dealers≒f.population or port, and table 1 indicates these relationship. Assessment and distribution functions are in charge of licensed dealers in consumption side. Assessment function should bring the value in production activity through the auction between the cooperative seller and the licensed dealer as buyer. For fair trade transaction in auction, the free competition is supposed to be a prerequisite among the licensed dealers. The ideal condition for free competition is sameness in the scale of buying amount by licensed delaers, but it is almost impossible to attain its goal in actual marketing.

  • According to growing the leisure boat market, safety-related and weather information have been required by different users with different electronic devices. NAVTEX messages transmitting worldwide from local stations are a kind of useful service, even for non mandatory carriage requirement vessel, such as small or fishing vessels. However, it is not easy for all users to recognize intuitively. This paper is to implement the NAVTEX message on tablet PC, indicating warning positions of message on Android-based google map.

Taming the Tide of Maritime Piracy in Nigeria's Territorial Waters

  • The rising spate of piracy in Nigeria's territorial waters has become a burden on the economic development of the country. It has adversely affected the exportation of crude oil, which is the mainstay of the country's economy. Pirates target and hijack vessels carrying oil and gas, thus reducing the revenue accruable to the country from selling these resources. Piracy also affects the fishing industry which is another source of revenue to the country. Nigeria, as an import dependent country, relies on the importation of finished goods, and this is seriously affected by piracy. This study briefly examines the root causes of piracy in Nigeria. Further, the study interrogates the effects of piracy, identifies the challenges in the suppression of the crime and proffers suggestions toward suppressing the crime in the country. Against this backdrop, the study argues, among other things, that an expansive definition of piracy is key in the fight against this maritime crime in Nigeria, because the present legal regime is restrictive and limited in scope, thus, it does not reflect the modern piratical acts. More importantly, Nigeria must criminalise piracy in its domestic law in other to police its territorial waters, capture and prosecute pirates in its local courts.

A Study on the Developmental Governance of Hyunpo Port (울릉도 현포항 개발 거버넌스 인식에 관한 연구)

  • This study investigated development method of governance of local residence, central and local government based on fishing ports as a new paradigm for restoration of sustainable space environment on Hyeonpo Harbor in Ulleung Island. According to the result of conducting a questionnaire survey on residents of Ulleung Island in order to carry out the research purposes, vulnerable living environment as poor accessibility and lack of hospital, community health center, and shopping district were pointed out as the biggest problem of residential environment in Ulleung Island of today. Secondly, there was a high recognition that development project on Ulleung Island of the government and local government is not actually contributing to the revitalization of regional economy and improvement in quality of life of Ulleung Island residents, and thirdly, lack of understanding on the importance or usage of various resources in Ulleung Island and insufficient support of the central government and local autonomous entity were pointed out as the bottleneck factors in implementation of the Ulleung Island development project. Fourthly, they perceived the current management level of Hyeonpo Harbor to be unsatisfactory. The results of this study demonstrated the importance of durability of development entities, vision of development of Hyeonpo Harbor, effort for the change of ownership mind, phased implementation considering reality of the area, and development that can provide small-scale profitable contents than a large theme.

A Regional Approach for Integrated Coastal Management with Scientific and Local Knowledge (연안통합관리의 과학적 및 지역적 접근)

  • Fishing, aquaculture, coastal tourism and port activities in southern coastal seas are important to the Korean economy Conventional strategies or quick-fixes may not be the best means of addressing coastal issues. Coastal issues in Korean coastal sea include harmful algal blooms (HAB), oxygen depletion, and sea grass disappearance. Regional coastal management plans have been developed during 2001~present after inauguration of Coastal Management Law in 1999. Activities such as eco-pioneer cities, pollution reduction, constitutional rearrangement, environmental regulation, monitoring indicators, and budgeting would be included in regional coastal management Planning. The successful implementation of integrated coastal management is largely dependent on the engagement of government and non-government organizations to increase the chorus of concern. The need to involve coastal area residents in restoring activities was addressed with the creation of NGOs' Association for Masan Bay Restoration (NAMR). Several restoration efforts by NAMR are currently underway in Masan Bay coastal zone with scientific and local knowledge. A new level of dialogue was achieved suggesting a sustainable picture of Masan Bay coastal area regarding to a new port construction.

The Change of Nearshore Processes due to the Development of Coastal Zone (연안역 개발에 따른 해안과정의 변화)

  • The construction of the coastal structures and reclamation work causes the circulation reduced in the semi-closed inner water area and the unbalanced sediment budget of beach results in an alteration of beach topography. Among the various fluid motions in the nearshore zone water particle motion due to wave and wave-induced currents are the most responsible for sediment movement. Therefore it is needed to predict the effect of the environmental change because of development and so the prediction of wave transformation dose. The purpose of this study is to introduce the relation between waves wave-induced currents and sediment movement. In this study we will show numerical method using energy conservation equation involving reflection diffraction and reflection and the surfzone energy dissipation term due to wave breaking is included in the basic equation. For the wave-induced current the momentum equation was combined with radiation stresses lateral mixing and friction Various information is required in the prediction of wave-induced current depending on the prediction tool. We can predict changes in wave-induced current from the distribution of wave especially near the wave breaking zone. To evaluate these quantities we have to know the local condition of waves mean sea level and so on. The results from the wave field and wave-induced current field deformation models are used as input data of the sediment transport and bottom change model. Numerical model were established by a finite difference method then were applied to the development plan of the eastern Pusan coastal zone Yeonhwa-ri and Daebyun fishing port. We represented the result with 2-D graphics and made comparison between before and after development.
