Robust tracking of infrared (IR) pedestrian targets with various backgrounds, e.g. appearance changes, illumination variations, and background disturbances, is a great challenge in the infrared image processing field. In the paper, we address a new tracking method for IR pedestrian targets via multi-feature local sparse representation (SR), which consists of three important modules. In the first module, a multi-feature local SR model is constructed. Considering the characterization of infrared pedestrian targets, the gray and edge features are first extracted from all target templates, and then fused into the model learning process. In the second module, an effective tracker is proposed via the learned model. To improve the computational efficiency, a sliding window mechanism with multiple scales is first used to scan the current frame to sample the target candidates. Then, the candidates are recognized via sparse reconstruction residual analysis. In the third module, an adaptive dictionary update approach is designed to further improve the tracking performance. The results demonstrate that our method outperforms several classical methods for infrared pedestrian tracking.
Purpose - This study analyzes how Hanssem, which ranks first in domestic market in the furniture industry, responds to the expansion of IKEA, a large overseas furniture maker, and investigates the recent strategic changes of Hanssem and IKEA. Research design, data, and methodology - As a research method, a general method of case studies, literature research, is carried out through academic research results, reports, articles, and statistics. In addition, methods such as field observation and interview with stakeholder were performed to collect in-depth understanding and information about the companies. Results - Along with its core competences, Hanssem has pursued strategic changes to compensate for its weaknesses. IKEA has also used a variety of strategies changes to match the situation in Korea. Conclusion - Both companies have properly balanced localization elements and standardization strategies that value the needs of local consumers. In particular, Hanssem has implemented various strategies based on its core competence in response to IKEA's strategy. In addition, Hanssem and IKEA are actively managing and have good performance not only in Korea but also in foreign markets.

Purpose: This study is to analyze the changes of consumption patterns to diagnose the economic impacts on consumers' market during COVID-19, and to suggest implications to overcome the new social and economic crisis of Jeju Island. Research design, data, and methodology: We collected a set of credit card transaction records issued by BC Card Company from merchants in Jeju Special Self-Governing Province for past 4 years from 2017 to 2020 from the Jeju Data Hub run by Jeju Special Self-Governing Province. The big data contains details of approved credit card transactions including the approval numbers, amount, locations and types of merchants, time and age of users, etc. The researchers summed up amount in monthly basis, transforming big data to small data to analyze the changes of consumption before and after COVID-19. Results: Sales fell sharply in transportation industries including airlines, and overall consumption by age group decreased while the decrease in consumption among the seniors was relatively small. The sales of Yeon-dong and Yongdam-dong in Jeju City also fell significantly compared to other regions. As a result of the paired t-test of all 73 samples in Jeju City, the p-value of the mean consumption of the credit card in 2019 and 2020 is significant, statistically proven that the total consumption amount in the two years is different. Conclusions: We found there are sensitive spots that can be strategically approached based on the changes in consumption patterns by industry, region, and age although most of companies and small businesses have been hit by COVID-19. It is necessary for local companies and for the government to be focusing their support on upgrading services, in order to prevent declining sales and job instability for their employees, creating strategies to retain jobs and prevent customer churn in the face of the crisis. As Jeju Province is highly dependent on the tertiary industry, including tourism, it is suggested to create various strategies to overcome the crisis of the pandemic by constantly monitoring the sales trends of local companies.

In the last five decades, there has been a consistent decline in the total catch of fisheries in the Korean jurisdiction since the peak in 1986. The decline in catch slowed and slightly rebounded in the 2000s, but changed back to a decline in the 2010s. As indicators that can identify changes in the marine ecosystem, trophic level (TL), biodiversity index (H'), and the ratio between pelagic fish and demersal fish (P/D) were analyzed by each local marine ecosystem. There were some different changes in each local marine ecosystem, but the mean TL and H' decreased and P/D increased in general in Korean waters. Demersal fish, which were dominant in the 1970s and 1980s, declined, and small pelagic fish and cephalopods have dominantly changed since the 1990s. However, these changes are not simple, and they are fluctuating in complex ways relating to each marine ecosystem and the timing. It is believed that changes in marine ecosystems in Korean waters are likely caused by a combination of fisheries and climate change. The ecosystem indicators reflected a change in the total catch, a sharp drop in catch of demersal fish, and increasing catch of pelagic fish since the mid-1980s.
In 1990, the City of Bucheon, Geonggi Province, became the first local government to create its own C.I Soon afterwards, this idea of having one's own C.I spread to the rest of the localities in Korea. Now, in 2003, 218 local governments have created their on Corporate Identities. It was an effort on the part or each local government to give a sense of belonging to the local community by creating a C.I which embodies, symbolizes and represents what is most unique about the locality and its community. It is something that each member of that community can identify himself or herself with. It is also something with which people from other localities can readily recognize that local community as this or that, thus increasing the brand-name-value of the locality. A friendly and easily recognizable C.I has an indirect effect of making the local government more accessible to the ordinary people, at least psychologically, overcoming the traditional image of overbearing officialdom of the bureaucracy. In this article, we propose to investigate whether the 218 local government C.Is, which have been created since 1990, have actually effected the above kinds of possible changes in the local governance or not. To that end, we will examine all 218 local government C.Is if they are successfully symbolizations of the local characters and identities. We will also try to point out sly problems, if there are any, and propose some alternative approaches to the designing of Local Government C.Is, by analyzing the mutual similarities in the very shapes and colors among all the 218 local government C.Is. It is our hope that this analyses will be of some use in the future formulations of the local policies for a more responsive local governance.
Forty-five Hisex commercial layers and forty-five local Saudi breed layers were used to determine the acceptable limit of short-term water restriction in the late phase of production, when the problem of high feed and water consumption is expected. The experiment was performed under hot and arid environmental conditions when the layers were at fifty weeks of age. Layers from each breed were randomly assigned in groups of five into nine floor pens. The average environmental temperature was 37.2-$38.6^{\circ}C$, and the relative humidity was between 20 to 37%. The trial was divided into 3 periods; control (1 week), water restriction (2 weeks) and rehydration (1 week). During the restriction period, layers from each breed were divided into three groups that received 20, 40, and 0% restriction of drinking water relative to their consumed water during the control period. During the study, feed and water consumption, body weight, changes in body weight, egg production, primary antibody response to SRBC, and rectal temperature were evaluated. Water restriction did not result in any clear effect on feed intake in either breed, however, commercial layers tended to consume less feed compared to the local breed. Body weight declined with water restriction during the first week of restriction in the commercial breed regardless of rate of restriction, but it was delayed until the second week in the local breed. Water restriction of 40% decreased egg production in both breeds but with a delay of 1 week in the local breed. Antibody level to SRBC was not affected by water restriction in the commercial line while it was highly affected in the local breed. A water restriction of 20% is considered to be an acceptable limit under the current experimental conditions without a negative effect on egg production in both breeds and considering the immune status of the local breed. Whereas, 40% restriction had a negative effect on egg production, and varied effects in the other traits in both breeds.

This paper presents a human motion recognition method using both centroid shift and local basis images. The centroid shift based on 1st moment balance technique is applied to get the robust motion images against position or size changes, the extraction of local basis images based on independent component analysis(ICA) is also applied to find a set of statistically independent motion features, which is included in each motions. Especially, ICA of fixed-point(FP) algorithm based on Newton method is used for being quick to extract a local basis images of motions. The proposed method has been applied to the problem for recognizing the 160(1 person * 10 animals * 16 motions) sign language motion images of 240*215 pixels. The 3 distances such as city-block, Euclidean, negative angle are used as measures when match the probe images to the nearest gallery images. The experimental results show that the proposed method has a superior recognition performances(speed, rate) than the method using local eigen images and the method using local basis images without centroid shift respectively.
Seven varieties of soybeans(Paldal, Danyeob, Jangbaek, Baegun, Jangyeob and 2 cultivars of Local 1 and Local 2) were investigated to compare the water uptake properties and volume changes during soaking in water. The hydration properties showed that the equilibrated weight increase ratio decreased as the soaking temperature raised to higher than $40^{\circ}C$, while the initial water uptake rate increased upto $80^{\circ}C$. The increase in hydration showed a linear relationship with the square root of the soaking time at $4^{\circ}{\sim}60^{\circ}C$. Local 1 was the highest in water uptake rate constant while Local 2 was the lowest. The activation energy calculated was in the range of $3,246{\sim}4,694\;cal/mole$. The Jangbaek and Local 1 were the highest and the Paldal was the lowest in the rate of volume increase. The activation energy for volume increase was in the range of $3,310{\sim}4,190\;cal/mole$. The z-values calculated from volume change was a little higher than those obtained from weight change.

Construction industry is an important key industry and many measures to revitalize it as local economy has been stagnant. However, construction industry works combined with governmental policies, global and local economies, populations, construction companies and many other related factors, and it is very hard for those counter-plans to meet every need and goal of the related. In this study, interviews and questionnaires of the professionals of the construction industry in Busan, were carried out, to find the cause of the inactivity of the construction market, the problems of the policies and regulations, and the problems of the construction companies in Busan and the solutions were suggested. The realistic master-plans and the reduction of the cost price for the problems of the redevelopment business having no feasibility, the reasonable relaxation of the restrictions for the problems of the governmental policies, the professional training and education for the lack of the high-quality human resources and the working system changes for the problems of the local construction companies turned out as results. The results of the study will be a chance to understand the different ideas of the professionals, and help with the plans to improve and to revitalize the local construction industry. The tourism sites and attractions of South Korea in many ways have little specialties in their image due to the local development plan's uniformed way of designing and improving landscape. The lack of specialties in tourist sites and attractions have caused displeasure from the local residents, as the sites don't characterize the locals as attractively and appealingly as is the potential. There have been no research or studies on the scenic effect on tourism or resort development thus producing an urgent call for local authorities to develop planned landscapes of local sites. This study compares Bugok Onchon (hot spring), whose image hardly differentiates itself from the others, with Kinosaki Onsen (hot spring). Bugok Hot Spring, which is the case study of this report, has recorded a steady decline of visitors due to a result of uniformed development planning. In the case of Kinosaki Hot Spring, scenery development, however, has made a breakthrough in tourist increase despite its no-so-easily-accessible location. The study assumes that scenery effects changes in promoting local tourism, thus analyzing and comparing the two hot springs to unearth critical factors in tourist site development, as well as viewing the present state of Bugok Hot Spring for further study. Furthermore, the study provides tourist site developers with a guideline of the two comparative Hot Spring cases. Investigations and analyses are mainly focused on colors, which are important factors in making underlying images of tourist sites, and the comparison of Bugok Hot Spring with Kinosaki Hot Suing. Bugok Hot Spring shows the influences of accent colors as well as a variety of color combinations and similarities of color tones. Kinosaki Hot Spring shows a combination of naturally-generated colors its own scenic beauty by trimming the landscape. Through the comparative study of the two hot springs, Bugok (boulevard) uncovers a typical case of Korean local landscape planning, even with the well-known tourist attraction 'Bugok-Hawaii', and calls upon a new, serious landscape-improvement plan to increase visitors.
