Review of Healthcare Specialist Training Programs in Japan and Policy Implications (일본 개호인재 확보 정책동향 및 시사점)

  • Confronting rapid population ageing, Japanese government proposes various types of regional comprehensive care programs for elderly people. In particular, the Japanese government and local governments are making efforts to ensuring long-term care workforce. Among others, the government is pursuing measures to secure specialized manpower in various ways 1) Construction of infrastructure, 2) Loan system for long-term care worker, 3) Inflow of long-term care staff for foreign students, etc. Also, universities have trained numerous community care specialists through research centers for health care, social welfare, and specialized education. Korea is also expected to explode the demand for long-term care worker at the rapid rate of aging, and it is necessary to actively discuss measures to cope with it.

Undecided inference using bivariate probit models (이변량 프로빗모형을 이용한 미결정자 추론)

  • When it is not easy to decide the credit scoring for some loan applicants, credit evaluation is postponded and reserve to ask a specialist for further evaluation of undecided applicants. This undecided inference is one of problems that happen to most statistical models including the biostatistics and sportal statistics as well as credit evaluation area. In this work, the undecided inference is regarded as a missing data mechanism under the assumption of MNAR, and use the bivariate probit model which is one of sample selection models. Two undecided inference methods are proposed: one is to make use of characteristic variables to represent the state for decided applicants, and the other is that more accurate and additional informations are collected and apply these new variables. With an illustrated example, misclassification error rates for undecided and overall applicants are obtainded and compared according to various characteristic variables, undecided intervals, and thresholds. It is found that misclassification error rates could be reduced when the undecided interval is increased and more accurate information is put to model, since more accurate situation of decided applications are reflected in the bivariate probit model.

  • When a ship sails on sea, it may be influenced by the environmental disturbance such as wind, wave, sea surface temperature, etc. These affect on the ship's speed, fuel consumption, safety and operating performance. It is necessary to find the optimal weather route of a ship to avoid adverse weather conditions which can put the crews in serious danger or cause structural damage to the vessel, machinery, and equipment. This study introduced how to apply A* algorithm based on sea trial test data for determining the optimal ship routes. The path cost function was modelled as a function of minimum arrival time or minimum energy depending on the time of various environment conditions. The specially modelled path-cost function and the safety constraints were applied to the A* algorithm in order to find the optimal path of the ship. The comparison of ship performances estimated by real sea trial's path and estimated optimal route during the voyage of the ship was investigated. The result of this study can be used to create a schedule to ensure safe operation of the ship with short passage time or minimum energy. In addition, the result of this study can be integrated into an on-board decision supporting expert system and displayed in Electronic Chart Display and Information System (ECDIS) to provide all the useful information to ship master.

  • This study analyses the effects of household finances on rental price of apartment in Seoul which play a major role in real estate policy. We estimate VAR models using time series data. Economy variables such as sales price of apartment in Seoul, consumer price index, hiring rate, real GNI and loan amount of housing mortgage, which relate to household finances and influence the rental price of apartment, are used for estimation. The main findings are as follows. In the short term, the rental price of apartment is impacted by economy variables. Specifically, Relative contributions of variation in rental price of apartment through structural shock of economy variables are most influenced by their own. However, in the long term, household variables are more influential to the rental price of apartment. These results are expected to contribute to establish housing price stabilization policies through understanding the relationship between economy variables and rental price of apartment.

  • The spin density of ${\beta}-MnO_2$ structure was theoretically investigated by $DV-X_{\alpha}$ (the discrete variation $X{\alpha}$) method, which is a sort of the first principle molecular orbital method using Hatre-Fock-Slater approximation. The used cluster model was $[Mn_{14}O_{56}]^{-52}$. The ${\beta}-MnO_2$ is a paramagnetic oxide semiconductor material having the energy band gap of 0.18 eV and an 3 loan-pair electrons in the 3d orbital of an cation. This material exhibits spin-only magnetism and has the magnetic ordering temperature of 94 K. Below this temperature its magnetism appears as antiferromagnetism. The calculations of electronic state showed that if the initial spin condition of input parameters changed, the magnetic state changed from paramagnetic to antiferromagnetic. When d orbital of all Mn atoms in cluster had same initial spin state as only up spin, paramagnetic spin density distribution appeared by the calculation. On the other way, d orbital had alternately changed spin state along special direction the resulted spin distribution showed antiferromagnetism.

  • The purpose of this study is to get some data to repair the existing apartment housings to energy saving house : The data are a repair requirement, a repair preference, and so on. For this purpose, an interview was carried out for the dwellers who is living in the estates constructed in about 10 years ago. If there would be a financial support of the government, which is to make a loan 1,400 thousand won and the 3.5% interest, then the 53% of dwellers have agreed to repair their houses. And the best preference repair item was a window, the items what is disturbed to their ordinary life would be not easy to be repaired. This survey has limited to only the apartment housings, so the additional survey will be carried out to get the data to practise the government's Green Home project for existing houses.

  • This study is to investigate and analyze the service quality and satisfaction perceived by users and librarians of the Foreign Research Information Center (FRIC). The survey results reveal that three groups of in-campus (internal) user group, external user group and interlibrary loan librarian group has highly perceived the service quality and satisfaction of the FRIC. Two user groups have statistically significant different perceptions on the service quality, loyalty, and satisfaction. Internal user group perceived more highly than external user group, in 6 items of satisfaction, 1 item of loyalty, and 7 items of service quality. Structural equation models of satisfaction and loyalty on two user groups were proved to be appropriate. Material factor including success rate of copied text and general physical status of the copy influences significantly on the user satisfaction in both groups.

  • The cases of identification forgery and counterfeiting are increasing under the current identification system, which was established based on social conditions and administrative environments over 20 years ago. This leads to an increase of various criminal acts including illegal loan using fake ID and a number of damages caused out of good intentions that result in interference with the operations of public organizations. In addition, according to the advancement of information society, privacy protection has emerged as an important issue. However, ID card exposes individuals' personal information, such as names, resident registration numbers, photos, addresses and fingerprints, and thus the incidents associated with illegal use of personal information are increasing continuously. Accordingly, this study aimed at examining the issues of ID card forgery/counterfeiting and privacy protection and at proposing a next-generation identification system to supplement such weaknesses. The top priority has been set as prevention of forgery/counterfeiting and privacy protection in order to ensure the most important function of national identification system, which is user identification.

  • An effective customer classification has been essential for the successful customer relationship management. The typical customer rating is carried out by the proportionally allocating the customers into classes in terms of their life time values. However, since this method does not accurately reflect the homogeneity within a class along with the heterogeneity between classes, there would be many problems incurred due to the misclassification. This paper suggests a new method of rating customer using Holistic profit technique, and validates the new method using the customer data provided by an insurance company. Holistic profit is one of the methods used for deciding the cutoff score in screening the loan application. By rating customers using the proposed techniques, insurance companies could effectively perform customer relationship management and diverse marketing activities.

An analysis of Nontraditional Activities at Banks: a cross-country analysis (은행의 비이자 수익에 대한 Multi-Country 연구)

  • This paper investigates factors determining the level of nontraditional activities at banks around the world. Specifically, the paper examines what kinds of firm-specific and country-specific characteristics determine the level of noninterest income using a comprehensive multi-country database. This paper focuses beyond the traditional U.S. based analyses and provides detailed asset-liability management practices of banks around the world.The findings suggest that banks' size and loan loss provision, explicit deposit insurance, banking restriction, banking freedom ranking of respective countries, the extent of state and foreign ownership, governance, and transparency of the country have positive effects on the level of nontraditional activities. Greater dependence on traditional lending and financing, market based economy, and multiple bank supervisory bodies in the country have negative associations with noninterest income. The economic development of country however affects the extent of the relationship.
