최근 해양안전에 대한 국내외의 관심과 함께 통신기술의 발전, 선박에 다양한 디지털 및 전자장비들이 도입됨에 따라 선박을 위한 전자항법체계인 e-navigation이 주목을 받고 있다. E-navigation은 안전뿐 아니라, 해양에서의 디지털시대의 서막을 여는 IT 융합의 새로운 패러다임을 제공하고 있다. 본 논문에서는 e-navigation과 관련하여 국제해사기구(IMO), 국제항로표지협회(IALA: International Association of Lighthouse Authorities), 국제수로기구 (IHO: International Hydrographic Organization), 국제전기협회(IEC) 등의 관련 기술에 대한 국제표준화기구의 최근 동향에 대해서 살펴볼 것이다. 또한, 한국형 e-navigation에 대한 국내 동향과 함께 최근 각광을 받고 있는 사물인터넷(IoT: Internet of Things) 기술을 해양분야에 적용하기 위한 방안에 대해서도 다루고자 한다.

The ski jump in Innsbruck known for the famous annual New Year "Four-ski-jump-tournament" has been fully renewed. The original jumping tower (built for the 1976 Olympic winter games) was fully pulled down and a new landmark similar to a lighthouse has been erected located on a small hill at the border of the city. Zaha Hadid(London) won the international architectural competition for this significant building. The constructional realisation has been ordered from Aste Konstruktion and has been finally honoured with the Austrian state award for consulting 2002. After a very strict timetable the building was already handed restaurant at the top.

The International Association of Marine Aids to Navigation and Lighthouse Authorities(IALA) model course recommends specific aspects of basic curriculums for Vessel Traffic Services(VTS) operator education such as modules, course hours, contents, etc. Most domestic training programs for newly appointed VTS operators comply with such recommendations. The objective of this study is to determine whether such modules for VTS operator training recommended by the current IALA model course correspond to the actual opinions of VTS operators who are currently working in the field. To this end, the relative importance of basic modules for vessel traffic services operator training was analyzed using the Analytic Hierarchy Process(AHP) method. A questionnaire was designed to include 8 modules recommended by the IALA model course, and the survey results of 52 individuals working at 5 VTS centers were analyzed. The result showed that, unlike the assumption by the IALA, domestic VTS operators viewed Nautical Knowledge as the most important modules, followed by Emergency Situations, Traffic Management, Language, Equipment, VHF Radio, Communication Co-ordination, and Personal Attributes, in that order.

Due to the advancements in mobile communication recently, the smartphone is coming to wide use in variety of fields with powerful functions which are GPS, Wi-Fi, built-in camera, and so on. I'm going to discuss the application implementation using Smartphone in the e-Navigation.

Marine facilities like buoy, lighthouse are operated with stand alone power supply system. This power system can consist of a stand-alone type power system such as PV(Photovoltaic) system, wave system or hybrid system which is not cooperated with a commercial power system. Generally, PV power system for marine facilities can not supply a sufficient power to buoy, because it is so influenced from weather condition. For solving this problem the hybrid power system with PV and wave is studied on a various area, that is why a hybrid power system is requires to overcome these problems. This paper will describe a generation characteristic of WEC(Wave Energy Converter) for buoy, and an AFS(Anti-Fouling System) influence on WEC.

This paper describes recently developed PC based Aids to Navigation Training Simulator (AtoN-TS) using Virtual Reality Modeling language (VRML). The purpose of AtoN-TS is to train entry-level cadets to reduce the amount of sea-time training. The practical application procedure of VR technology to implement AtoN-TS is represented. The construction method of virtual waterway world, according to the guidelines of International Association of Lighthouse Authorities (IALA) is proposed. Design concepts and simulation experiments are also discussed. Results from trial tests and evaluations by subject assessment, provide practical insight on the importance of AtoN-TS.

e-Navigation의 도입에 따라, 선박 교통 정보의 대한 공유의 필요성이 높아지고 있다. 특히 선박 교통 관제 시스템인 VTS(Vessel Traffic Service) 시스템에서도 효율적인 관제와 e-Navigation에 도입에 따라 VTS 시스템간 데이터 공유가 필요한 실정이다. 이에 따라 국제항로표지협회(IALA, International Association of Marine Aids to Navigation and Lighthouse Authorities)에서는 VTS간 데이터 교환을 위한 표준 포맷인 IVEF(Inter VTS Exchange Format)을 제정하였다. IVEF는 XML 형태로 다양한 플랫폼에서 활용가능하다. 본 논문에서는 VTS 시스템 간 데이터 교환을 위한 표준 포맷인 IVEF를 이용하여 VTS 시스템 간 데이터 공유를 위한 웹 서비스에 대해 설계하고, 이를 응용하는 방법에 대해서 설명한다.

In this study we researched a spotlight in LED lighting. Ordinary LED spotlight was manufactured with characterized property of traveling straightness of LED light source, but multiple use of shell type LED, a yellow band has formed caused by light source interference between the LED. Also, there was a high miscellaneous light efficiency with losing light source homogeneity and efficiency due to light source control uneasiness. The study uses aspheric reflector and aspheric lens, so we can control the light source of LED spotlight with effectively and we reached surface light source by using COB/COM for LED module. Furthermore it can change its use by a reduced scale of light system. It has been designed to make its various application from low power consumption of bicycle lamp, up to high power consumption of automobile lamps and lighthouse.

Fresnel lens has number of applications in the optical systems because of its advantages. It is nearly flat lens that has small weight. It is conventionally used in lighthouse beacons, condensing unit of overhead projector and etc. Recently, demands of small size optical systems such as display units, information storage systems, optical detecting units had increased. Conventional manufacturing process of high quality Fresnel lens is direct machining. But it is not suitable for mass production because of high cost and long cycle time. Replication process is more suitable for mass production. But the Fresnel lens has number of sharp blade shape prism. In the replication process, this blade shape causes defects that can affect optical efficiency. In this study, replication process of blade shape pattern that has maximum height of $280{\mu}m$, aspect ratio 1.4 for Fresnel lens application.

Radiobeacons that carry corrections for global satellite navigation systems are currently being planned or installed in many countries. In early 1996, it was begun to send DGPS correction message from a marine radiobeacon station located in Changgi Got Lighthouse. It was the first test broadcast of DGPS correction data based on medium frequency of marine radiobeacon where transmission power and rate are 300W and 100bps respectively in Korea. However, there has not been any scientific study on the characteristic of the accuracy of a marine radiobeacon/DGPS. Accordingly, this paper investigates the accuracy of the system, which is currently operating in 310kHz. To do this , the real time differential correction in RTCM data was collected in an implemented system. And then the accuracy was analyzed related to the coverge of the radiobeacon/DGPS. As a result, it is verified that the differential positioning accuracy using the marine radiobeacon is sufficient to ensure the safety of marine activities around the coast of Korea.
