A Plan for Building up the Rational Defense Acquisition System (합리적 국방획득체계 구축을 위한 방안)

  • This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

Trends in Integrated Electronic Resource Management in Academic Libraries (대학도서관의 전자자원 통합관리 유형 연구)

  • The explosion in the number of electronic resources has necessitated that academic libraries rethink the way they manage the life cycle of their electronic resources within the structure and processes of their library. With this momentum, led by the Digital Library Federation's Electronic Resources Management Initiative, specifications and tools for electronic resources has been devised. This study surveys the terrain of electronic resource management as viewed through the current development of ERM Systems and their adaptations into major academic libraries in the United States. For this, we tried to report how such tools are implemented with various additional modules. The potential of the module to integrate the management of its electronic resources into the new process has been suggested, as well.

Selection of Tree History Management System Items for Analyzing the Causes of Landscape Tree Defects in an Apartment Complex

  • Background and objective: It is difficult to conclusively determine the exact cause of tree defects since multiple causes are involved such as climate change, plantation, tree quality and planting time, construction, planting base, drainage, sunshine conditions, maintenance, and microclimate. The data related to landscaping construction defects are scattered or fragmented by companies and years, but not managed systematically by the defect information management system. Most of the earlier studies associated with tree defects in apartment complexes suggested defect rates after examining tree defects in the completed construction site and proposed fragmentary and subjective conclusions about the causes of defects observed in trees with high defect rates. It is proposed to continue to conduct studies on the establishment and analysis of systematic databases to identify the exact causes of tree defects and measures to improve, and the need to accumulate systematic data in the construction process where many defects arises. This study was conducted to reduce the defects of trees planted in apartment complexes. Methods: Main factors related to tree defects were subdivided based on the results of literature review and a defect investigation at the completion site, and tree history management items were selected and subdivided during the construction stage. Results: The criteria for the preparation of subdivided items were obtained, and the tree history management checklist was written for the site under actual construction and a systematic database was established. Items that are categorized based to the causes of defects include the location of nurseries, date, tree quality, site conditions, planting techniques, microclimates, and maintenance. Conclusion: This study suggested tree history management items based on the tree defects that can be identified at the construction stage and applied them to the selected study site, which differentiates this study from earlier studies. It will be necessary to conduct a comprehensive and objective time series analysis on tree defects that occur over time by continuously monitoring and collecting data after construction.

Evaluation of Sustainable Plastic Management Strategy of Korean Consumer Goods Companies (국내 소비재 기업의 지속 가능한 플라스틱 경영 전략 평가를 위한 지표 개발)

  • Growing stringent global regulations in Korea poses a threat to corporate sustainability. Companies must respond strategically to navigate these regulations and avoid greenwashing. Objective of this research was to analyze how Korean companies are responding to the global trend of reducing plastic use and propose improved management strategies. Seven indicators were developed to assess companies' post-plastic strategies and applied to analyze the sustainability reports of Amore Pacific and LG Household & HealthCare. These indicators included, 1) disclosure of plastic raw materials used by weight or volume, 2) disclosure of recycled plastic raw materials used by weight or volume, 3) disclosure of waste recycling, reuse amounts, and disposal using waste treatment method 4) strategies to reduce environmental impact of plastics, 5) plastic packaging, reduce, recycle, reuse, and composting (in the real environment), 6) plastic management roadmap for the circular economy, and 7) education for sustainable plastic management. Based on the review of considered companies, we propose in-listed sustainable plastics management strategies: disclosing the ratio of plastic raw materials and recycled raw materials for all products, considering recycling rate throughout the product value chain, and not only for the production phase, reviewing carbon dioxide emissions based on life cycle assessment rather than reducing plastic consumption, studying the biodegradability of biodegradable plastics in natural environment such as soil, considering the consumer's perspective.

Study for Progress Rate of Standard Deviation of Irregularity Based on Track Properties for the Railway Track Maintenance Cycle Analysis (궤도 유지보수 주기 예측을 위한 구간 특성에 따른 궤도틀림 표준편차 진전정도 분석)

  • The irregularity of railway track affects not only the comfort of ride such as noise or vibration but also the safety of train operation. For this reason, it is an interesting research area to design a reliable and sustainable railway track system and to analyze the train movement mechanism based on systematic approaches considering reasons of track irregularity possible in a specific local environment. Irregularity data inspected by EM-120, an railway inspection system in Korea includes unavoidable incomplete and erratic information, so it is encountered lots of problem to analyse those data without appropriate pre-data-refining processes. In this research, for the efficient management and maintenance of railway system, progress rate of standard deviation of irregularity is quantified. During the computation, some important components of railways such as rail joint, ballast, roadbed, and fastener have been considered. Probabilistic distributions of irregularity growth with respect to time are computed to predict the remaining service life of railway track and to be adapted for the safety assessment.

  • As worldwide efforts to reduce global warming gases, the construction Industry is endeavoring to diminish carbon dioxides emissions. Especially, by introducing the LCA methodology to the industry, A variety of related studies to measure the emission of carbon dioxides have been conducted. However, when the conventional LCA methodology is applied to the construction projects, some limitations have been reported. To overcome the restrictions derived from the industry characteristics, this research suggested the Activity-based LCA model by applying the Activity-based Costing (ABC), which breaks down the whole life cycles into more detailed stages. By implementing the newly developed model, forecasting accuracy of $CO_2$ emission was elevated, and the critical control points on carbon dioxides were established. Through the case study of aluminium curtain-wall system, this research verified the usefulness of the Activity-based LCA.

Scientists' Information Behavior for Bridging the Gaps Encountered in the Process of the Scientific Research Lifecycle (과학기술분야 연구활동 단계별 문제상황 극복을 위한 정보행동 연구)

  • This study analyzed scientists information behaviors when they engage in solving specific research problems in various situations throughout the entire scientific R&D lifecycle process. In-depth interviews with a total of 24 scientists were conducted in their research laboratories, the scientists' everyday workplace and the contexts of scientific research. The theoretical and methodological frameworks employed for this study were Dervin's Sense-making, Savolainen's Everyday Life Information Seeking, and Engestrom's Activity Theory. The findings of this study informed context-specific research and information behaviors of the scientists in the 14 sub stages of the five-stage of R&D lifecycle. Specifically, the study revealed the research objectives and related information behaviors (e.g., information needs, information seeking, information sources and channels, information barriers, etc.) to achieve the objectives at each sub-stage. The study results provided essential information to re-design the information services and strategies that accommodate the scientific R&D lifecycle.

A Study on Menu Management and Cooking Equipment Utilization at School Foodservices in the Chonbuk Area of Korea (전북 지역 학교 급식소의 메뉴 관리 및 대량 조리기기의 활용도 연구)

  • This study examined the menu management and utilization of cooking equipment at school foodservice operations in the Chonbuk area. Self-administered questionnaires were collected from a total of 193 school dietitians. Statistical data analysis was completed using the SPSS v. 11.5 program. The results are summarized as follows. Among the 193 schools, 58.5% were elementary schools and 41.5% were middle and high schools. Approximately 97% of the schools prepared meals in the conventional manner. Among the school, 68.4% had a menu cycle of 1${\sim}$2 weeks. The frequency of using convenience foods was significantly different between the elementary schools and middle and high schools(p<0.001). Approximately 45% of the dietitians responded that the most important details for menu planning were menu variety and consumer preference. However, 66.8% of the dietitians responded that a key problem for menu planning was limited and worn-out kitchen equipment. Although the cost of purchasing cooking equipment is high, most dietitians responded they have high needs for equipment in order to meet of the quantity demands of food production. In terms of utilized cooking equipment, most schools had mixers, vegetable cutters, choppers, dish washers, etc. Yet the amenities most often lacking were meat slicers, composting machines, ovens, and griddles. In utilizing the cooking equipment, there was no significant difference between the dietitians in the elementary(3.67) schools and those in the middle and high school foodservice systems(3.70); however, the utilization level was poor. Therefore, governmental regulatory agencies should review and finance support for purchasing cooking equipment. Finally, purchasing analysis was conducted regarding the dietitians' opinions on menu recipes and useful equipment.

A Study on the way to improve the rear van's durability of Korean Light Tactical Vehicle (한국형 전술차량 후방밴 강성·강도 보강을 통한 내구성 향상에 관한 연구)

  • Purpose: The purpose of this study was to improve the FRP Van's durability by analyzing the problematic parameters, redesigning the rear van, and verifying the design drafts using the CAE analysis & Rig test. Methods: The collected data through the government quality inspection and field spot check were thoroughly analyzed through the characteristics diagram and the improvement suggestions were verified by performing CAE analysis, like the dynamic stiffness, Torsional stiffness, open/close condition's strength, Full car durability and Carrying out the actual test. Results: The results of this study are as follows; The output of CAE analysis shows that improvement suggestions have considerable effects on the reinforcement of FRP structure, and the actual torsion and open/close condition durability test prove that rear van may have durable life which is equivalent to vehicle life cycle. Conclusion: The structural weakness of KLTV's FRP rear van was overcome by applying the stiffener in rear van and changing the bonding method of each FRP pieces. That suggestions were proved using CAE analysis and Rig test.

  • The importance about the maintenance consideration of the building has a great impact and regarding the life continuation of the building the many interest is becoming intensively. The housing lot of the heart of urban at the capital region has insufficient recently and the construction of the ground complex building in solution for the insufficiency is increasing at the rapid pace. The ground complex building is brings the maximization of land use from inside the site, but maintenance consideration phase is caused by administration cost share and administration bound limit where person is concerned for a many problem point it contains. The objective of the present paper is that the building is maintain an efficiency initially and is improve in order to develop guide line for a maintenance consideration improvement from design phase. According as literature research and question research is enforce, the paper is escape problem point the maintenance consideration and is bring up guide line for the architectural plan field and the maintenance consideration improvement of the building. Result of the study is expected a help in maintenance consideration improvement during life cycle of the building
