Low impact development (LID) technique is relatively new concept to reduce surface runoff and pollutant loading from land cover by attempting to match predevelopment condition with various integrated management practices (IMPs). In this study, computational model for designing and evaluating LID, named LIDMOD, was developed based on SCS-CN method and applied at Andong bus terminal to evaluate LID applicapability and design retention/detention area for volume or peak flow control. LIDMOD simulated with 21 years simulation period that yearly surface runoff by post-development without LID was significantly higher than that with LID showing about 2.8 times and LID could reduce efficiently yearly surface runoff with 75% reduction of increased runoff by conventional post development. LIDMOD designed detention area for volume/peak flow control with 20.2% of total area by hybrid design. LID can also efficiently reduce pollutant load from land cover. Pollutant loads from post-development without LID was much higher than those from pre-development with showing 37 times for BOD, 2 times for TN, and 9 times for TP. Pollutant loads from post-development with LID represented about 57% of those without LID. Increasing groundwater recharge reducing cooling and heating fee, creating green refuge at building area can be considered as additional benefits of LID. At the point of reducing runoff and pollutant load, LID might be important technique for Korean TMDL and LIDMOD can be useful tool to calculate unit load for the case of LID application.
To minimize the negative alterations in hydrologic and water quality environment in urban areas due to urbanization, Low Impact Development (LID) techniques are actively applied. In Korea, LID facilities are classified as Non-point Pollution Reduction Facilities (NPRFs), and therefore they are evaluated using the performance evaluation method for NPRFs. However, while LID facilities are generally installed in small, distributed configuration and mainly work with the infiltration process, the existing NPRFs are installed on a large scale and mainly work with the reservoir process. Therefore, some limitations are expected in assessing both facilities using the same method as they differ in properties. To solve these problems, in this study, a new method for performance evaluation was proposed with focus on bio-retention LID facilities. EPA SWMM was used to reproduce the hydrologic and water quality phenomena in study area, and SWMM-LID module used to simulate TP interception performance by installing a bio-retention cell under various conditions through long-term simulations. Finally, an empirical formula for Load Capture Ratio (LCR) was derived based on storm water interception ratio in the same form as the existing method. Using the existing formula in estimating the LCR is likely to overestimate the performance of interception for non-point pollutants in the extremely low design capacity, and also underestimate it in the moderate and high design capacity.
LIDMOD2 was developed for evaluation of low impact development (LID) and best management practice (BMP) by modification of Site Evaluation Tool (SET). The modification includes employment of SCS-CN method for annual runoff simulation, unit load method for annual pollutant loads simulation, and the method proposed by Korean TMDL for calculating pollutant reduction by BMPs. The CN values were updated with regionalized parameters within Nack-Dong River basin because these are important parameters for simulating hydrology. LIDMOD2 was tested by applying to Andong Bus terminal. As a simulation results, pollutant loads and surface runoff will be significantly increased by post-development without LID compared with those from pre-development. LID technique was simulated to efficiently reduce surface runoff and pollutant load and increase infiltration. LIDMOD2 is screening level tool and easy to use because LIDMOD2 is based on spread sheet and most of parameters are regionalized. LIDMOD2 was illustrate that it could evaluate LID well by summarizing and graphing annual hydrology, annual pollutant loading, and hydrograph for event storm. The calculation methods related with pollutant loads are employed from the guideline of Korean TMDL and it can be useful tool for Korean TMDL to evaluate the effect of LID/BMP on developing area.
급격한 도시화 및 산업화는 주차장, 건물 및 도로 등 유역의 불투수 면적을 증가시켜 강우에 의한 침수피해 및 비점오염원에 따른 하천의 수질오염을 유발하고 있다. 최근 국내에서는 이러한 문제점을 개선하기 위해 유출저감 시설인 저영향개발 (Low Impact Development, LID)을 도입하여 연구를 진행하고 있다. LID 기술은 우수의 침투 및 저류를 통해 도시화에 따른 영향을 최소화하여 개발 이전의 토지 상태에 최대한 가깝게 만들기 위한 도시개발 기법이다. 대표적인 LID 요소기술로는 옥상녹화, 투수성포장 및 생태저류장치 등이 있으며 도로변, 건물주변, 건물옥상 등에 설치되어 강우유출량과 비점오염물질의 오염부하량을 저감시키는 역할을 한다. 본 연구에서는 안양천에 위치한 가산 1 빗물펌프장 유역에 LID 기법을 적용하였으며, LID 요소기술은 옥상녹화 및 투수성포장으로 선정하였다. LID의 설치위치를 변경하여 적용시키면서 유출지점에서의 우수유출량 및 오염부하량을 산정하고 이를 최대로 저감시킬 수 있는 최적위치를 결정하였다. 최적위치에 LID를 설치하였을 때 우수유출량은 옥상녹화의 경우 약 2.20 %, 투수성포장의 경우 약 2.28 %의 저감효과를 나타내었다. 또한, 오염부하량은 두 가지 경우에서 약 4.74 %의 저감효과를 나타내었다. 최적위치를 결정하는 과정에서 우수유출량과 오염부하량의 저감효과가 서로 독립적으로 거동한다는 것을 확인할 수 있었다. 추후 연구에서는 LID 요소기술을 복합적으로 설치한 경우의 저감효과에 대한 분석이 필요할 것으로 판단된다.
The effects of low impact development (LID) techniques, such as green roofs and porous pavements, on the runoff and pollutant load from an apartment complex were simulated using the Site Evaluation Tool (SET). The study site was the Olympic Village, a preexisting apartment complex in Seoul, South Korea, which has a high percentage of impervious surfaces (approximately 72% of the total area). Using the SET, the effects of replacing parking lots, sidewalks and driveways (37.5% of the total area) having porous pavements and rooftops (14.5% of the total area) with green roofs were simulated. The simulation results indicated that LID techniques reduced the surface runoff, and peak flow and pollutant load, and increased the evapotranspiration and soil infiltration of precipitation. Per unit area, the green roofs were better than the porous pavements at reducing the surface runoff and pollutant loads, while the porous pavements were better than green roofs at enhancing the infiltration to soil. This study showed that LID methods can be useful for urban stormwater management and that the SET is a useful tool for evaluating the effects of LID on urban hydrology and pollutant loads from various land covers.
환경부 자료에 따르면 1990년대부터 2000년대 후반까지 국내의 도시면적은 696,239㎢ 증가했다. 도시지역에서의 불투수면적이 차지하는 비율은 25% ~ 80%로 적지 않은 비율을 차지한다. 따라서 도시면적이 증가하면 이는 불투수면적의 증가로 이어지며 이로인한 지표유출로 오염물질의 유입이 늘어나게 되면, 수질오염중 비점오염원이 차지하는 비중의 증가한다. 비점오염원으로 인해 발생하는 환경문제를 해결하기 위해 LID(Low Impact Develpment)시설에 대한 연구가 많이 진행되었다. 본 연구에서는 7년간의 선행 연구결과를 바탕으로 LID 시설별 오염물질 저감효율을 비교분석하였다. 용인 삼계리에 위치한 식생수로 오염지표들의 유입, 유출EMC를 토대로 제거 효율에 대한 평가를 해보면 TSS는 46%, BOD는 48%, COD는 56%. TN은 42% 그리고 TP는 58%가 나왔다. 용인 해곡동에 위치한 식생여과대의 경우 TSS는 83%, BOD는 45%, COD는 43%, TN은 39%, 그리고 TP는 62%가 나왔다. 마지막으로 전주에 위치한 식생체류지의 경우 TSS는 100%, BOD는 75%, TOC는 62%, TN은 67% 그리고 TP는 83%가 나왔다. 이들 자료를 바탕으로 효율성 평가를 해보면 먼저 식생수로의 경우 TP 저감 효율이 58%로 가장 높았으며 TN 저감 효율이 42%로 가장 낮았다. 식생여과대의 경우 TSS 저감 효율이 83%로 가장 높았으며 TN 저감 효율이 39%로 가장 낮았다. 마지막으로 식생체류지의 경우 TSS 저감 효율이 100%에 가까운 양질의 제거효율을 보여주었으며, TOC의 경우 67%로 제일 낮은 제거효율을 보였다. 위 결과를 토대로 판단을 해보면 식생체류지가 전반적으로 좋은 지표를 보였으며 대부분의 상황에 양호한 제거효율을 기대할 수 있다고 생각된다. 식생 LID시설은 자연친화적이며 강우유출과 오염물질을 제거할 수 있다는 장점이 있는 반면, 장치형 LID시설에 비해 넓은 부지면적을 필요로 하므로 설치 지역의 특성에 맞게 LID 시설을 시공하는것이 적절하다고 판단된다. 해당 연구결과는 향후 식생형 LID시설을 설계하는데 있어서 기초자료로 반영될 것으로 기대된다.
도시 개발 과정에서 토지이용 특성의 변화에 기인하는 불투수면적률의 증가에 따라 일반적으로 강우시 침투율은 감소하고, 유출률은 증가한다. 이에 따라 개발 이후 도시 내 하천 및 하류부 공공수역의 수질에 미치는 영향도 커질 것으로 우려되고 있다. 이러한 문제에 대응하기 위하여 도시 개발과정에서 가능한 개발 이전의 강우 유출특성을 유지하도록 하는 저영향 개발(LID, Low Impact Development) 기법의 도입이 활발하게 검토되고 있다. 그러나 다양한 LID 기법이 검토되고 있음에도 불구하고, 각 기법별로 강우 및 오염부하 유출특성에 미치는 영향에 대한 이해는 충분치 못한 실정이다. 본 연구에서는 현재 개발이 진행되고 있는 도시 지역을 대상으로 분포형 강우유출모형을 구축하여 모의를 수행하였다. 범용성이 높은 SWMM 모형을 이용하여 LID 기법 적용에 따른 도시 개발 전 후의 유출 및 오염부하 저감효과를 분석하였다. 모의결과, 침투/저류율은 개발 전보다 개발 후 78%에서 15%로 감소하였고, LID 기법(투수성포장, 빗물저류조, 빗물정원)을 적용한 결과 24%까지 다시 증가하였다. 또한 유출률은 개발 전 20%에서 개발 후 74%로 3배 이상 증가하였고, LID 기법 적용시 66%까지 저감시킬 수 있는 것으로 나타나 그 효용성을 확인하였다. 본 모의에 적용한 LID 기법 중 강우유출 저감 측면에서는 투수성포장의 효율이 가장 높았고, 오염부하(TSS, BOD, COD, T-N, T-P) 저감 측면에서는 빗물저류조의 효율이 높은 것으로 나타났다. 따라서 도시 개발에 따른 유출 및 오염부하 저감을 고려하여 LID 기법을 선정할 경우, 강우유출 저감의 측면을 고려한다면 침투의 기능이 주요한 기법을 선정하고, 오염부하 저감의 측면을 고려한다면 저류의 기능이 주요한 기법을 선정하는 것이 효율적인 것으로 판단된다.
In recent years, urbanization has been a hot issues in watershed management due to increased pollutant loads from impervious urban areas. The Soil and Water Assessment Tool (SWAT) model has been widely used in hydrology and water quality studies at watershed scale. However, the SWAT has limitations in simulating water flows between HRUs and hydrological effects of LID practices. The Storm Water Management Model (SWMM) has LID capabilities, but it does not simulate non-urban areas, especially agricultural areas. In this study, a SWAT-SWMM coupled model was developed to evaluate effects of LID practices on hydrology and water quality at mixed-landuse watersheds. This coupled SWAT-SWMM was evaluated by comparing calibrated flow with and without coupled SWAT-SWMM. As a result of this study, the $R^2$ and NSE values with SWAT are 0.951 and 0.937 for calibration period, and 0.882 and 0.875 for validation period, respectively. the $R^2$ and NSE values with SWAT-SWMM are 0.877 and 0.880 for validation period. Out of four LID scenarios simulated by SWAT-SWMM model, the green roof scenario was found to be most effective which reduces about 25% of rainfall-runoff flows.
지나친 도시개발은 불투수면적의 증가로 인한 유출 증가를 야기하며 이는 홍수 및 비점오염에 대한 문제 및 기저유출감소로 인한 지하수위 감소에 따라 하천을 건천화시키는 문제를 발생시킨다. 이러한 문제를 해결하기 위한 방안으로 저영향개발(LID, Low Impact Development) 기법이 제시되고 있다. 즉, LID 기법을 적용함으로써 개발 이전의 수문순환 상태를 모사하여 개발로 인한 영향을 최소화하고 물 순환구조를 개선하고자하는 연구가 진행되고 있다. 국내에서도 LID 개념의 도입이 지속적으로 증가함에 따라 소규모 배수 분구를 중심으로 연구가 진행되고 있다. 또한, 중규모 이상의 유역에 LID 기법을 적용 시 유역 내 수문학적 유출 특성과 오염 발생 특성 변화에 대한 분석 방안이 요구되지만 하수처리분구 단위의 수문학적 영향을 분석 할 수 있는 연구는 미흡한 실정이다. 본 연구에서는 하수처리 구역 내 LID 기법의 적용에 따른 물순환 개선효과와 비점오염 저감효과 분석 및 기존 관리기법과의 비교를 통해 유역관리 측면에서의 적정 LID 설치면적 추정 방안을 검토하였다. LID 적용효과 분석을 위하여 소규모 배수 분구인 부산시 동래천 유역과 하수처리구역인 온천천 유역을 대상유역으로 선정하였으며 동래천 유역을 대상으로 LID 요소기술의 적용가능 면적을 추출하고 비율로 환산한 후 온천천 유역으로 확대 적용하였다. LID 요소기술 중 우리나라의 토지이용 밀집도를 고려하여 적용이 용이한 Green Roof와 Porous Pavement 및 도로에 설치되는 Street Planter를 선정하였으며 유역별로 구축된 LID 기법 기반의 SWMM 모형을 이용하여 토양특성과 강우특성을 고려한 물순환 기능 개선효과 및 비점오염량 저감효과를 분석하였다. 또한 온천천 유역을 대상으로 기존 비점오염 관리방안인 오염원 및 방류량에 따른 처리효율과 LID 적용 시의 처리효율을 비교하였으며 비교자료를 토대로 유역관리와 비용적인 측면을 고려한 적정 LID 설치비율로서 기존 비점오염 관리방안의 처리효율을 만족하는 LID 설치비율을 선정하고 이에 대한 적용 가능성을 검토하였다.
LID 기술은 다양한 토지이용에서 발생되는 비점오염원(NPS)을 저감하는 기술이다. 점오염과 비점오염원의 증가와는 별도로 불투수지역 내 도심지는 일반적으로 도시기후에 영향을 준다. 본 연구에서는 LID 기술이 도시열섬현상(UHI)을 저감에 대한 영향분석을 공주대학교를 대상으로 수행하였다. 공공부지인 학교는 보행자의 통향량, 차량운행이 특정시기에 증가되기에 일반적인 원단위 부하량보다 낮은것으로 나타났다. LID 시설은 강우유출수 내 오염물질을 여재부 내 흡착, 여과 등을 통해 오염물질이 저감되는 것으로 분석되었다. 또한 LID 시설 내 강우유출수 저감 및 저류를 통해 유역 내 불투수면적보다 최대 7.2 ℃ 낮은것으로 나타났다. 따라서 LID 시설은 비점오염물질 저감 및 도시열섬 현상을 완화시키는 것으로 분석되었다.
