The purpose of this study is to explain information usage behavior of researchers in the field of ocean science and technology. The study mainly collected primary data for advancement of special library services as well as establishment of personalized information services based on personal characteristics such as age, education level, and area of research. The data collection was conducted for two weeks during January 2014, through a web survey to 348 researchers in national ocean research institutions in South Korea. Total of 115 researchers replied. The analysis showed that the most preferred type of information medium was a scholarly journal. Researchers used more foreign published journals compared to Korean ones, while favoring digital formats rather than printed ones. The top channels for information collection were 'web search' and 'affiliated libraries.' Most pointed out difficulties of data collection were 'lack of variety of digital resources in affiliated libraries' and 'reluctance to use charged information.' Key elements for satisfactory user experience were ranked in the order of 'digital library system,' 'library staff,' and 'library collection' and so on;which proves the close relationship between library service and information usage service satisfaction. The result of an assessment for demands in special libraries showed that 'personalized information search service,' 'project support service,' and 'research direction analysis service' should be implemented in the future.

The purpose of this study is to find a better way for placement of teacher librarians after the revision of the Enforcement Decree of School Libraries Promotion Act. To do this, the literature research is applied for reviewing the policy and current status regarding the placement of school librarians. The Ministry of Education announced its willingness to secure the number of job openings for librarian teachers through the midium and long-term plan in the 3rd School Library Promotion Basic Plan. It is analyzed that 323 new teacher librarians need to be recruited every year, after estimating the demand for recruitment of teacher librarians by 2030, considering the 3rd school library promotion basic plan. Schools in Gyeonggi Province and Daegu with no school library personnel exclusively in charge of libraries have been allocated with temporary teacher librarians, as an attempt to comply with the legal obligation to place exclusive staff for libraries, faced with practical challenges of recruiting new teacher librarians in a limited amount of time. But survey through questionnaire method shows only 69 out of 122 survey participants, which account for 56.6%, have proper teacher librarian licences. According to the analysis of teacher librarianship status, only 146 people were trained in 2019. As a result, the field demand for librarian teachers surged, but it was found that the conditions for training excellent librarian teachers have not been provided. Therefore, it is necessary to actively prepare a way to secure a certain level of qualification holders with the qualifications of excellent teacher librarians.

This is a survey of the reserved book system in the pilot universities in Korea. We have surveyed only 22 university libraries among 29 pilot schools as of 1977, because of the differences in the library users, library organization, library facilities, and library materials between universities and colleges. In 1972, the Korean Ministry of Education developed a reformation plan for their higher education based on the teaching method of curriculum-oriented faculty instead of that of the faculty-oriented curriculum. The former puts emphasis on the cultivation of a student's thinking, creativity, and judgement through self-teaching to do a given assignment. The reserved book system in a college or university library is one of the most important methods necessary to accomplish the above educational aim. The survey used a questionnaire with 50 question on 28 items concerning the various aspects of the reserved book system in 22 pilot universities. the survey result discovered many problems needing correction. The following list describes the measures needed to correct the problems found in the pilot universities. 1. The management of a centralized reserved book system is much more effective and economical than the decentralized reserved book system when a university is located on the same campus. 2. In the university library, an independent reserved book department requires to gain the desired educational aims as compared with the reserved book room controlled by any other department in the library. 3. The reserved book system should not be adopted by all the departments at once but enlarged gradually, for it needs the understanding and support of faculty members and the university itself. 4. As competence is essential to the effective operation of the reserved book room, the university library should not place an unqualified person in charge of the reserved book department. 5. The librarian in charge of the reserved book department is required to do more professional works such as analysis of users, collection and analysis of syllabuses, maintenance of faculty member cooperation, establishment of measures to acquire unavailable materials, and drawing up an effective management plan. However, he is spending most of his time in clerical works, that is, non-professional works. 6. Three to five titles of each reserved book are considered reasonable and required materials should be shelved in proportion to the number of students, that is, one copy per eight or ten students if the materials are allowed to lend for two hours at a time. For the supplementary materials, the library needs to place two or three copies per subject. 7. Professors must select reserved books with care so that they can be used year after year. 8. Few universities are asking professors the number of class students and the date when the reserved material will no longer be needed on reserve. 9. The library should gather all the lists of reserved books from every professor at least three to five months before the courses open, because it takes a long time to obtain foreign materials. 10. It is desirable that the reserved book department should collect the lists and prepare the materials with promptness and consistency. 11. Instead of block buying, it is desirable to purchase reserved books at the time the library gets the reserved book list from the professors. The library should also inform faculty members whether it obtained each reserved book or not before the course open. 12. The library should make a copy of materials if a professor requires to reserve an out-of-print book or partial contents of a book, journal, and thesis. 13. An independent budger for reserved books from the budget for general materials is desired. 14. The shelf arrangement of reserved books by courses or professors under the same department is much more preferable than a classified arrangement. 15. While most of the universities adopted the open shelves system for all the reserved books, it is more effective and economical to take a compromise system, that is, closed shelves for requires materials and open shelves for supplementary materials. 18. Circulation of reserved books needs a different system between required materials and supplementary materials: two or three hours and/or overnight loan for the former and two and/or three days loan for the latter. 17. A reserved book room should be open a long time after class so that students can have sufficient time to use the room. 18. The library must take daily and monthly statistic as well as statistics on every aspect of the reserved book system in order that the library ma decide on policy and management of the reserved book room in collaboration with the university. Furthermore, regular reports on the use of the reserved book room should be made to the president and the executive council by the library to acquire their understanding and cooperation for the reserved book system. 19. Cooperation of faculty members is indispensable to the effective management of the reserved book department and it is desirable to make a committee which will fix various decisions about the system. Whenever the director of the library make his decision, he must consult with his staff in order to involve them earnestly in the operation of the system.

DEA(Data Envelopment Analysis) is useful to measure the relative efficiency of organizational units where the presence of multiple inputs and outputs. This study applied DEA-CCR and DEA-BCC to evaluate the technical, pure technical, and scale efficiency of 29 university libraries. The input variables were number of books, print edition expenses, building space, staff, number of seats. As output variables we estimated: reader visits, number of borrowed items, number of visitors. It was found out that number of libraries with 100% relative efficiency among 29 libraries were 13. Also the results shows that main reason of inefficiency was from scale rather than from pure technical. Many inefficient libraries were operations of increasing return to scale.
With development in computing and networking technologies, national supports and attention for building digital library, which is to overcome the limits of time and location in using information resources, is increasing. To accomplish the main goal of digital library that is to freely share and transfer information on network, the importance of standardization in developing electronic document is increasing. Now several tools to develop electronic document, which will be used in digital library, are developed for electronic document used on WWW. But none of them has absolute advantages to other formats. Those tools, that is, have comparative advantages and disadvantages for making electronic documents. Through reviewing features and analyzing comparative advantage and disadvantage of SGML, HTML, and PDF, which will be used to develop electronic documents in digital libraries, this study focuses on their comparative advantages and disadvantages. With doing it, this study propose relevant type of electronic document formats to the types of information resources.

This article aims to improve the cultural program for the resident writers in libraries by identifying the current status of the resident writer support project, examining users' perceptions and preferences, and investigating librarians' perceptions of the program. The research methods included an investigation (survey) of the program operation status, user perception and preference surveys, and interviews with librarians about their perceptions of the program. Data were collected from libraries with the cultural program for resident writers between May and November 2021. Findings showed there were challenges in operating the library cultural program due to the lack of resident writers' quality, frequent changes in the program formats (online or offline), and library closures during the COVID-19 pandemic. For the program improvement, suggestions were made, including inviting good-quality resident writers and writers from other fields to the program, training resident writers, advertising the programs using online and offline media, training staff, and developing programs considering user ages and preferences and diversity in local communities.

Research competitiveness is the future of the university and the future of the country. This study is to present considerations when university libraries introduce and perform research performance analysis services and to propose guidelines for selection of analysis solutions. In order to achieve the purpose of this study, 6 university library staff were interviewed and 4 research performance analysis solutions were compared. The contents of the interview include the background of service promotion, service content, subscription solution, service provision scope and provision method. The research performance analysis solutions selected for analysis are InCite, SciVal, RIMS and Scholytics. As a result of analyzing the four solutions, it was found that most of the software has the necessary functions to perform research performance analysis service tasks, and generally subscribed to the solution according to the purpose of analysis. The results of this study can be used as reference materials for performing research performance analysis services in university libraries.

This study is a survey of collection development policies in the 40 university libraries among 42 in Korea as of 1984. The survey used a questionnaire with 36 questions concerning the basic elements of the collection development policy. The survey results revealed many problems demanding correction. The measures to correct the problems in the university libraries are as follows. 1. It is desirable that the libraries should have a collection development policy statement written and adopted for the systematic collection building. 2. It is advisable that the libraries should include a function of the materials selection among other various functions of the Library Committee for the purpose of informing administrators of the goals of the libraries and the validity of the budgetary allocation. 3. It is desirable that each library should organize the Collection Development Committee for minimizing the possibility of personal bias on the part of the individual selectors. 4. It is advisable that the primary responsibility for materials selection should be delegated as follows: for the materials for faculty research, to the faculty members; for the other collections, to the professional staff of each department; for the final review of whether or not to purchase, to the Collection Development Committee. 5. It is desirable for the purchase priority of materials to be set up in accordance with the order of 6 levels of collection development. 6. It is advisable that the libraries should, as top priority, purchase materials in direct su n.0, pport of the undergraduate and graduate academic programs, and in subject matter areas other than languages and literature, Korean materials should have not only the higher priority than the foreign language materials, but also maintain the comprehensive collection level. 7. It is desirable that the special collections should be purchased by special funds from the authority, and the special collections librarian should have the responsibility of the materials selection under the advice of the faculty members relating to the subject area. 8. It is advisable that duplicate copies should be bought only for high use items, but for reserve books, by the program enrollment, and textbooks should not be bought in general, except as su n.0, pplemental materials for course work in which they are necessary and heavily used. 9. It is reasonable that the material budget should be distributed as follows: by the ratio for distributing funds, about 60-70% for the library and 30-40% for departments; by the type of materials, about 50% for books, 40% for periodicals and 10% for other materials, or when not bought other materials, about 50-60% for books and 40-50% for periodicals. In addition, it is desirable that undergraduate class enrollment, graduate class enrollment, undergraduate majors, graduate majors, average book cost in the discipline, number of faculty, and use rate by subject should be considered as the factors for the allocation of funds by department, and special consideration should be given to newly-founded departments so the library holdings can be adequate to su n.0, pport them.

The purpose of this study is to analyze the current status and effects of open access conversion of journals from 7 societies that participated in the "Open Access Publication Declaration Academic Societies in the Field of Library and Information Science", and to identify problems and suggest improvement directions. To this end, the study analyzed the current status based on the elements presented in the "Roadmap for Open Access Publishing Conversion of the Library and Information Science Journals in Korea" and analyzed citation rates. The following problems were identified. First, some journals were not applying CCL or were unable to register it accurately with KJCI, and none of the 7 journals were registered with DOAJ. Second, the newly used journal platforms had not yet registered all previous issues after the conversion. Third, there was a tendency for the article processing charges to be partially increased, and there was also a tendency for editorial staff expenses to increase. Fourth, citation indexes after conversion were lower for both journals compared to the previous 4-5 years. This study proposes that joint publication of journals is necessary to solve practical problems jointly with societies while promoting economies of scale and suggests the need for further development of a roadmap.

This case study reports on the redevelopment of a course, Local Culture Information Theory offered by the Department of Library and Information Science at C University, into a capstone design course using a project-based learning approach. In collaboration with a local community youth organization, the redesigned course provided an opportunity for LIS students to develop and implement a digital literacy program that enabled high school students to use a variety of digital multimedia technologies to complete a project of digital Human Library featuring video, audio, and digital are such as webtoons. Through semi-structured interviews with 5 students and 3 staff from partner organizations, this study reports on course development process, the establishment of local partnerships, project outcome, as well as suggestions for improvements. In addition, a qualitative analysis of the participating students' interview responses using the Framework for 21st Century Learning (P21) found they developed and improved 11 skills across three core areas: life and career skills including self-direction, project management, collaboration with diverse teams, flexibility, responsibility, leadership; learning and innovation skills including communication and collaboration, problem-solving, creativity, and critical thinking; and information, media, and technology skills through media creation. Lessons learned and recommendations from this case study may be useful for other LIS programs and faculty interested in implementing project-based learning or developing capstone design courses.
