The purpose of this research is to analyze the characteristics and problems of "Reading Cheongju" campaign which started as "One Book, One City" reading promotion campaign in 2006 and conducted three times in two years. The analysis of such steps as the selection and distribution of "one book", reading and discussion. events and programs, financial assistance, public relations, etc. documents both positive and negative aspects of its performance. "Reading Cheongju" campaign helped improve both the image of the Cheongju Information Library and the importance of reading and discussion in the community, while lacking in participation from diverse groups of community members, flexibility in spending public expenses, and cooperation among libraries and other related organizations.

The purpose of this research is to investigate into possibility of the university library information services for small and medium sized firms. The study is based entirely upon general means of information gathering used by industrial user analyzed by industry su n.0, pporting institutes and university library statistics. The results of the investigation are summarized as follows: 1. Locational convenience is a factor influencing use of libraries, either because libraries are close to work, or because users are used on an o n.0, pportunistic basis. University libraries are located throughout the country. 2. It is investigated that university library services should be more specific in their promotion, clearly stating their strengths and special or unique aspects of their services. 3. When university library does establish fees, good service is implied and must be provided through suitable procedures and staff arrangements.

The purpose of this study is to suggest public library service positioning strategies for the segmented markets according to public library service users' loyalty. To achieve the study purpose, this study conducted interview with public library users. Qualitative method was utilized to analyze the data. The following public library service positioning strategies for the both segmented groups were suggested: 1) expanding of bookmobile service and utilization of shuttle bus, 2) regular and systematic user study, 3) diversification of public library service promotion methods, 4) user survey, 5) internal marketing, 6) increasing environmental quality of public library services, and 7) provision of reading programs for preschoolers, students, and their parents.

The purpose of this article is to discuss about the progress and problems in Korean academic library policies. The emphasis is on identifying both contents and limitations in national plans for developing academic libraries, and investigating the current status and characteristics of major policy driving forces such as national library policy committees, government organizations, and professional associations. Also investigated is the current status and unique features of legal foundations, especially the present Korean Library Act and a tentatively named Korean University Library Promotion Act, which is being prepared for legislation. Finally this article suggests both direction and strategy for a healthy development of Korean academic library policies at national level.

The first part of this paper clarified the importance of teacher's role in activating the school library. In the second pan, the major of this paper, the state of the art of school libraries and the perception of teachers managing school libraries without librarian certificate were investigated by questionnaire. The questionnaire to middle school and high school was planed to survey the functions, the management problems, and the improvement of school library. The followings were analyzed in more detail ; the characteristics of school library teacher, the actual condition of the library, the recognition on school library of teachers and principals, the promotion plans fer library use, and the solution for management problems.

The knowledge-based society needs creative and active knowledge workers. To meet the need of this modern society, Korea education begins to focus on reading ability of students and project-based school education. The 7th School Education Program requires performance evaluation, optional activites, and extracurricular activites and the school library is a necessary facility for these educational activities. Ministry of Education of Korea made a master plan to rebuild the school library for The 7th School Education Program. The master plan includes the assistance for the school library facility, school library materials, budget, the library staff. And also the master plan includes promotion for school education in the library to develop the school library as the center of school education.

This article intends to explore both progress and problems in local library policies of South Korea, with emphasis on public libraries. Special concerns are given to analyze the strength and weakness of local library regulations and implementation plans, prepared for the promotion of local public libraries. Also investigated are the structural problems in both current procedures and systems for library policy making. The final discussion includes the customized solutions to make local library policies be healthy and reliable, as well as the analysis on the indigenous factors to make local library policies be weak and defective.

"Reading Culture Promotion Act" was enacted in 2006. National policies for promoting reading culture such as "Reading Culture Promotion Basic Plan (2014-2018)" were established and are being implemented. However, due to the absence of the system which evaluates the performance of the reading culture promotion policies and programs, it is difficult to systematically implement reading programs. In consideration of this situation, this study purposed to evaluate the reading culture promotion programs. For this purpose, it developed the evaluation tool for reading promotion programs and evaluated it. On the basis of the evaluation results, the study identified the problem of the policies and programs and provided the strategies for improving them. In addition, it proposed the direction of the reading culture promotion policies for expanding the reading culture.

It can be expected for a public library to increase the service efficiency only when librarians can be satisfied with their job. Job satisfaction is the feeling a librarian has about his salary, his work, his promotion opportunities, his co- workers, his supervisors, etc. and affects directly librarians' morale. This paper is a study on these factors that affect the professional librarians' morale in national and public libraries in Korea. The methods employed to achieve the purpose of this study are (1) to establish some tentative factors affecting librarians' morale (2) to gather and analyze the answers against them from the professional librarians working in national and public libraries in Seoul, Korea. (3) to find out the factors abstructing the librarias' morale (4) to propose the improvement plans for them. The conclusions made are as follows: (1) Delegation of rights and responsibilities. (2) Adoption of the democratic leadership. (3) The harmonious communications between managers and librarians. (4) The level of wages and allowance. (5) Revision of the librarians' promotion regulation. (6) Necessity of continuing education of librarians. (7) Satisfaction of welfare facilities. (8) Improvement of social acknowledgement for the librarians' professionalism according to the advancement the level of educational course.

The purpose of this paper is to investigate the problem of irregular position school librarians in Korea. The backgrounds and momenta of the problem are searched and the major sufferings of irregular position librarians are presented. To identify characteristics and substantial complications of the problem, it's surface and reverse structure are discussed. Through the discussion, solutions for the problem are scrutinized and reflective attitude which the librarian should keep in their mind are proposed.
