The purpose of this paper is to investigate current issues and prospects which emerged by the revision of School Library Promotion Act in 2018. Based on the analysis of government's teacher placement plan, the writer insist expansion of teacher librarian supply through undergraduate course and graduate school of education. And the necessity of teacher librarians' competency promotion for reading education and information literacy education and unification of divided manpower system come up for the taking root of school library manpower system.

School library is the place of educational meeting and cultural communication. School Libraries Promotion Act legislated in 2007 bring about library law's unity absence, the subject of works, arrangement standard of professional personnel, establishment of contents and scope, and matter of qualification and so on. This study investigated the process established of School Libraries Promotion Act, a proposal bill, a purpose bill, and the main contents. As a result it is to propose revision of bill after analysis of the question enacted School Libraries Promotion Act.

It was examined that library-related ordinances enacted by local governments in nationwide were all 321 cases. Among them, the library management ordinance(185 cases, 57.6%) is the most common, small library ordinance(54 cases, 16.8%), Saemaeul mobile library ordinance(24 cases, 7.5%), reading promotion ordinance(29 cases, 9.0%), other ordinances(29 cases, 9.0%), such as the order was followed. Since 1996, the local government system was carried out in earnest, library ordinances each year continues to increase. Saemaeul mobile library ordinances was enacted primarily in the 1990s, small library ordinances and reading promotion ordinances have been increasing rapidly since 2009. In order to clarify the purpose of the ordinances, the term 'library' should be included in the title. It is suggested that the library-related ordinances in a local government, such as public library ordinance, small library ordinance, Saemaeul mobile library ordinance, and reading promotion ordinance, are better be integrated for consistent implementations of library policies.

This study is to provide overall evaluation and analysis of the Reading Culture Promotion Project by the National Library for Children and Young Adults, thus to present ways of development and new strategies. To serve this purpose, we have conducted empirical evaluation of 9 major projects using literature review, survey, Borich demand analysis and The Locus for Focus model analysis. As a result of the evaluation, the program was categorized into three groups: four projects to be continuously expanded in the future, three requiring some improvement and redirection, and two to be reviewed to determine whether to proceed or not. In addition, the results of the evaluation of the project were analyzed in depth to suggest ways to improve the Reading Culture Promotion Project which will be carried out at the National Library for Children and Young Adults.

The purpose of this study is to establish the legal or institutional bases of academic libraries as the core facility which helps strengthen the capabilities of education and research by collecting, managing and providing knowledge resources for universities in Korea. The present 'Library Law' largely focuses on public libraries and the National Central Library, and deals with academic libraries, special libraries and school libraries in a very limited sense. Therefore, in this research the changes in the laws and regulations related to academic libraries are examined, and the process of proposing and legislating 'The Academic Library Promotion Act' is analyzed. Finally, how to proceed to actually legislate 'The Academic Library Promotion Act' is suggested.

The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.

The purpose of this study is to draw implications through domestic and international best case studies of library programs, and to suggest ways to improve a public library reading programs through analysis based on the 3rd Reading Culture Promotion Basic Plan in line with the changing role of future libraries. there is To this end, first, prior studies were analyzed from various angles to derive clustering standards for library programs. Based on this, programs of various domestic and foreign libraries were analyzed based on clustering criteria. And based on the clustering criteria of library programs and the 13 key tasks under the 4 strategies of the 3rd Reading Culture Promotion Basic Plan, the status of a specific public library reading programs was analyzed. Through this, in consideration of the demand of users in the era of the 4th Industrial Revolution, participatory reading promotion programs are expanded, and in response to the post-COVID-19 era, beyond face-to-face library services, non-face-to-face and non-contact library services are also considered. A development plan was presented. It is expected that this analysis and application attempt will ultimately go beyond the unit library and contribute to improving the public library service in Korea into a library program closely related to the lives of users.

The reading culture promotion for the disabled is a key task of library which minimizes the level of information poverty, and improves the living standards of the people. In order to address the promotional methods, this study adopts a frame from a reading culture promotion policy, and analyzes national and international library services for the disabled. In results, the current library services for the disabled are mainly based on 'building appropriate reading environments' and guaranteeing 'equal reading opportunities'. However, campaigns or tasks targeting the disabled which makes reading a way of life are insufficient. This study, therefore, suggests 'reading education', 'reading therapy', 'user-oriented program development' to make reading a way of life. Library promoting strategies can also be useful in campaign of reading activities for the disabled.

The objectives of this study are to examine changes in research on library marketing promotion from its introduction to the present using domestic journals carrying research papers on library marketing, to forecast research trends in the future, and to provide basic information for supporting future studies on subjects related to library marketing. There were a total of 3,951 papers published through the journals in the area of library and information science including 'The Journal of the Korean Society for Library and Information Science', 'The Journal of the Korea Biblia Society for Library and Information Science', 'The Journal of the Korean Library and Information Science Society', and 'The Journal of the Korean Society for Information Management' from their first issues to the present. These papers were searched using selected keywords, and after redundant papers and those not related to library marketing were excluded, 359 papers were sampled for this study and analyzed from different aspects. Findings derived from this study, with regard to trends in research paper publishing by year, with regard to trends in research paper publishing by institution, with regard to trends in research paper publishing by author, with regard to trends in research paper publishing by area, and with regard to trends in research paper publishing by library type.
