Blog Citations as Indicators of the Societal Impact of Research: Content Analysis of Social Sciences Blogs

  • This article analyzes motivations behind social sciences blog posts citing journal articles in order to find out whether blog citations are good indicators for the societal impact or benefits of research. A random sample of 300 social sciences blog posts (out of 1,233 blog posts) from ResearchBlogging.org published between 01/01/2012 to 18/06/2014 were subjected to content analysis. The 300 blog posts had 472 references including 424 journal articles from 269 different journals. Sixty-one (22.68%) of all cited journals were from the social sciences and most of the journals with high frequency were highly cited general science journals such as PNAS and Science. Seventy-five percent of all journals were referenced only once. The average age of articles cited at the time of citation was 5.8 years. Discussion and criticism were the two main categories of motivations. Overall, the study shows the potential of blog citations as an altmetric measure and as a proxy for assessing the research impact. A considerable number of citation motivations in blogs such as disputing a belief, suggesting policies, providing a solution to a problem, reacting to media, criticism and the like seemed to support gaining societal benefits. Societal benefits are considered as helping stimulate new approaches to social issues, or informing public debate and policymaking. Lower self-citation (compared to some other altmetric measures such as tweets) and the fact that blogging involves generating content (i.e. an intellectual process) give them an advantage for altmetrics. However, limitations and contextual issues such as disciplinary differences and low uptake of altmetrics, in general, in scholarly communication should not be ignored when using blogs as a data source for altmetrics.

  • 이 글은 1990년 10월 29일부터 11월 1일까지 서울 아카데미 하우스에서 열린 제11차 국제문헌정보연맹 아시아$\cdot$태평양위원회 학술회의에서 행한 기조연설의 내용이다. 이 학술회의의 주제인 국가정보정책의 현황과 주요 문제를 정리하여 제시하는 것이 기조연설자가 맡은 과제라 보고 첫째, 최근 수년간 한국정부가 입안 실행한 산업정보정책을 살펴보고 둘째, 일반적으로 개발도상국에서 국가산업정보정책은 누가 입안하고, 입안된 정책은 누가 실행하며, 한국의 경우는 어떤지를 살펴보았다. 산업정보정책은 한 나라의 산업정보봉사활동이 이루고자하는 여러 목표들을 열거한 것이며, 다른 분야의 경우와 마찬가지로 정부에 의하여 결정된다. 산업정보정책을 심의 결정하여 공포하는 것도, 지정된 기관에 재정지원을 제공하거나 법적 의무를 지워 공포된 정책을 실행하는 것도 정부의 책임이다. 제6차 경제사회발전 5개년 계획(1987-91) 속에 표시된 한국정부의 전반적 산업정보정책은 $\ulcorner$산업기술정보 유통지원을 강화하여 현행 산업연구원내 기술정보유통센터의 운영을 대폭 강화하고 전국적 온라인 전산망을 구축하여 산업연구원을 명실 상부한 국가의 중추적 기술정보유통기관으로 육성해나가는 한편 이를 토대로 기술정보 거래시장(테크노 마켓트)을 설치 운영$\lrcorner$하는 것이다. 산업정보정책은 산업발달을 위한 정책 속에 통합되고, 그것은 다시 경제발전 및 기타 부문의 국가발전 정책 속에 포함되는 것이 바람직하다. 한국에서 일반경제정책은 경제기획원이, 산업정책은 상공부 가, 기술정책은 과학기술처가, 재정정책은 재무부와 한국은행이, 통신정책은 체신부가 심의 입안한다. 산업정보정책의 일부를 이루는 산업정책 입안의 주요 책임은 상공부의 산업정책국에 있다. 모든 개발도상국에 꼭 같이 적용할 수 있는 국가산업정보정책 입안 및 실행 지침 같은 것을 마련하기는 어렵다. 그것은 이 분야에 개발된 일반모형이 없고 또 개발도상국이라고 하는 것이 동질집단이 아니기 때문이다. 개발도상국 사이에는 그 경제 발전면에서 뿐만 아니라 정보활동 면에서도 큰 수준 차가 있다. 각 개발도상국은 그 나라 고유의 전통과 형편에 맞는 산업정보정책을 마련하여야 한다. 그렇지만 발전 수준이 비슷한 다른 나라의 산업정보정책을 검토하여 자국의 가능성과 제한점을 바르게 이해하는 일은 적절한 정책 입안에 있어서 도움이 될 것이다. 본 기조연설은 아시아와 대양주의 다른 개발도상국 정책 입안자들에게 그러한 검토자료를 제공할 목적으로 행해진 것이다.

  • Electronic records created by Korean Government Agencies in the course of their business activities have been increased rapidly since e-Government had been implemented. With more government business being, conducted electronically, the importance of managing electronic records effectively, appropriately, and trustily has never been greater. For managing electronic records accountably and trustily, it to necessary to develop relevant and detail electronic records management regulation. For that reason, this study is to analyze Korean Acts and Foreign(USA, UK, Canada Australia) Acts, Regulations, or Policies related to electronic records management and to suggest legislative requirements which could guide to develop regulation or Act of electronic records management.

  • Following the rapid development and change of information technologies and sociocultural environments, public libraries are recently facing demand for various changes regarding their traditional functions and roles. They need to make efforts to understand accurately the changing factors of their surrounding environments and their resulting job changes so that they can make active responses to the changes of the times. The purposes of this study are to diagnose changing situations in the current surrounding environments and job content of public libraries and propose a basic direction for them to figure out and react to the causes of their core change content. For these purposes, the study 1) examined literature and previous studies on the surrounding environments and job factors of public libraries, 2) reviewed current job states and change cases in major criteria and standards, legislations, institutions, and policies about public libraries, and finally 3) identified the factors of their surrounding environments and job changes, tested their validity in the delphi method.

  • The study aims to prove the raison d'etre of public libraries in urban regeneration paradigm. Life SOC Plan is one of South Korea's urban regeneration policies. Public libraries are considered important in life SOC Plan because public libraries are "Social Anchors". Social Anchor is space-time-bounded place that accelerates diverse people's interactions. Social Anchor makes collective identity that supports production of social capital. Public libraries are institutions producing social capital but have weak collective identity because their missions(open, sharing, equality of information) don't allow boundaries and membership. The study conducted literature reviews and case studies to confirm how collective identity of public libraries strengthens. As a result, the study confirmed that renovating under-used space based on urban regeneration paradigm makes place identity of the under-used space to collective identity of public libraries. Thus, constructing public libraries by renovating under-used space is Social Anchor formation model based on urban regeneration paradigm.

Influencing Factors for the Acceptance of Open Access Institutional Repository Using the Integrated Technology Diffusion Model (기술확산 통합모델을 통한 개방형 기관 리포지터리 수용의 영향요인 분석)

  • For the spread of the open access institutional repository in Korea, this study aims to analyze the factors affecting the acceptance of the repository. To gather the research data, a questionnaire survey was conducted for acceptance and non-acceptance institutions of the open access repositories. The questionnaire consisted of questions based on the revised R-TDM. Integrated Technology Diffusion Model is a theory that seeks to explain how, why, and at what rate new technology and innovations spread through specific factors and cultures. According to the data analyzing, technology acceptance level of social factors was turned out the most effective factors to make a decision to accept the repository to their institutions. And institution factors, innovation resistance factors, and system factors were arranged in order of strong influence. This study will provides the basis for developing policies for dissemination and spread of repositories in Korea.

  • This paper proposes a method of using national R&D patents' CoIPC networks to identify interdisciplinary trends of technology areas related to Korean national R&D. While previous research analyzed interdisciplinarity of national R&D with simple bibliometric descriptions, this research uses the network-based indexes to analyze its interdisciplinarity from the viewpoints of interdisciplinary "diversity of coupling" and "strength of coupling". In this research, this proposed method was used to form a R&D CoIPC network from the Korean national R&D patents registered from 2007 to 2010. It is expected that the proposed method can be incorporated into a system for a national R&D trend analysis, and used to identify the issues of technology convergence in national R&D and formulate its related research policies.

  • The government authorities holds a policy that they should impose a tax on the research funds which are judged to be profits from commercial research service among others provided for academic research and development fields. This study reveals the present condition of the research funds and suggests a counterproposal and legal complement. In concrete terms, the present condition of research funds in universities, the provisions concerned with them, opinions of Korean National Tax Service on the profits from them, problems following the provisions and policies, and the foreign taxation cases upon them are investigated. As a result, the counteract policy that research funds should be laid tax on with caution to clarify the criterion for judging whether a research service is commercial and noncommercial, and to supplement unprepared part of the legal propositions.

  • The purpose of this paper is to suggest advanced methods for the promotion of a reading culture for children and young adults. For this purpose, the study investigated and analyzed domestic and overseas reading policies and activities, and collected extensive opinions from public officials, teachers, librarians, activists of reading campaign, parents, children, and young adults. Based on the results, this study proposes the following: to establish the basic policy direction, to build the infrastructure of reading culture environment, to set up the dedicated organization, and to suggest the vision, goal, strategies, and tasks on the promotion of a reading culture for children and young adults.

  • The purpose of this study is to develop key elements of evaluating research achievements in humanities and social sciences at universities in Korea. Literature reviews and analysis of policies for faculty evaluation in domestic universities were carried to define concepts and types of research achievements. Questionnaire surveys and case studies were performed to find measures, criteria and requirements of research achievements assessment in 26 domestic universities and several foreign universities. As a result, basic principles and key elements of evaluation in research achievements that reflected quantity and quality of research were proposed. The result of this study will stimulate research activities and promote the national research competitiveness with ensuring internal stabilities in universities.
