This paper examines the development process of China's venture capital industry and the characteristics of its capital spatial configuration. The results reveal that the development of China's venture capital industry has its unique modality, which varies greatly from existing studies, namely, the desynchronized paces of industry development as well as the regional real capital supply and demand trend. More detailed observation shows the Chinese venture capital's spatial configuration has three main characteristics: first, the separation of the registered location and the actual location of business operation; second, the division and spatial configuration of the venture fund's capital circulation. To find the relevant factors related to the above phenomena, a correlation analysis was conducted between both market factors and non-market factors with the above capital spatial configuration. The analysis confirmed that besides the market factors, local legislative condition also presents a high correlation with the phenomena.

This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.

This study explored the life of social workers by applying the photo Voice research method. Participants selected three themes through group discussions and shared the daily life of a social worker through photos they prepared in relation to each topic. Through this process, they shared their own experiences on 'difficulties related to work activities,' 'factors that create positive aspects that motivate social workers,' and 'factors that create negative aspects that demotivate social workers.' Using these three themes and 11 sub-themes, the participants shared their own experiences as social workers in the workplace. In order to improve the quality of life of social workers, we proposed amendments to related laws such as the Labor Standards Act, and also proposed legislative and institutional measures such as the enactment of policies related to personal safety threats.

This study aims to identify and analyze how the No Gun Ri massacre records are incorporated in social memory. As a theoretical study, it discusses the characteristics of social records. First, they are social products that have an influence on personal memory. Second, they reflect variability of memory. Third, they can be used in proving an event. To analyze the memory and records of the No Gun Ri massacre, this study overviews the outline of the killings and divides it into three eras: countermemory era, memory struggle era, and formal memory era. Furthermore, this study reviews the transformation process and characteristics of each era. The representative records produced in each era are as follows: oral, and personal records in the first period; records related to committee activities, legislative activities, and research activities in the second period; and official records on the special law, and the construction and operation of a peace park in the third period. The third period shows the scalability of the records through a variety of cultural records production to remember the No Gun Ri incident.

This paper describes the checking results and some problems of guard lamps installed in the field. The guard lamp providing night security for people is installed outdoors and exposed to the natural factors causing secular ageing and the people's vandalism, etc., thus it is prone to get troubles in function. In fact, the guard lamps has been left without considering the fundamental measures in the legislative system in spite of the loss of lives due to the electric shock accidents repetitively taking place every year. This study arouses people's attention to the risk due to the lack of management and maintenance of the guard lamp by investigating the recent technology and the actual operating conditions and some problems and countermeasures were ultimately deduced. In this process, we reflected on the various opinions through fieldwork and had a couple of consultations with field staffs, manufacturers concerned and active officers with local autonomous entities.

The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.
This paper treated what are congressional records which are one of core fields of national records and what kind of significant records they have. The characteristics of "substantive records" of the institution among public records are as follows: firstly, their contents depend on the inherent function of the institution; secondly, their types differ by the character of basic unit(member); thirdly, their sources are determined by the character of institution. Starting from the above points of view, the contents, characteristics, main sources, and types by sources of congressional records were presented. They are summarized as follows. In Chapter 2, the substantial records, which document the intrinsic function of congress on the basis of analyses of inherent function and structural uniqueness of congress have natures of which the contents are "legislative records", "oversight records", and "political activity records" starting from the inherency of congress as the people's representation. The typical natures of congress records are related with the specialty that the basic unit of congress structure is an individual congressman as an indepent national institution and congress is a council of these congressmen. Firstly, the records of congressmen as basic member of congress are the national records with the type of personal records. Secondly, "council records" produced by the council (commettee and main conference), which have evidencial and informative value for decision making through the process of investigating, discussing and voting bill and policy (item) of the basis for national management, are very special kind of records, such as item records, decision records, journal records, and congress assistant records. Because congressmen and councils composing congress have an equal inter-relationship in the structure of congress, the main sources of congress records are an individual congressman and all the councils. In chapter 3, the contents and sorts of main records are discribed, centering around congressmen and councils as the main sources of congress records. In chapter 4, the management of records of congressmen is issued as an urgent subject for the management of congress records, instead of conclusions.
The purpose of this study was to identify the problems related to the amendment and preservation of the lien system and to suggest a feasible and efficient improvement plan. The Analytic Hierarchy Process (AHP) and descriptive statistical analyses were used in this study. The survey subjects were divided into three groups based on their expertise: "Administrative Experts, Practical Experts, and Financial Institution Experts" and compared to find the results. The results show that 1) the procedural aspect was the most important for the large classification, 2) the supplementary disclosure system was the most important for the legislative aspect, and 3) the supplementation of the abuse of the lien report was the most important for the intermediate classification. Furthermore, the study showed that the most important finding was the reinforcement of punishment for the right of false reporting and illegal acts, followed by the registration order system (the creditor alone application), and the registration system (bond, debtor, joint application). The implications and suggestions of this study are as followed. With regard to the current lien system, illegal acts such as false liens and the misuse of multiple reporting were considered as the biggest problems. In terms of the effective improvement plan of the lien system, the misuse of reporting liens and improvement in the procedural aspects of reporting rights should be given top priority. Therefore, the most important course of action is to strengthen the punishment for false liens, improve the disclosure system and make it mandatory to report rights.

Wildfire disasters in the United States impact lives and livelihoods by destroying private homes, businesses, community facilities, and infrastructure. Disaster victims suffer from damaged houses, inadequate shelters, inoperable civil infrastructure, and homelessness coupled with long-term recovery and reconstruction processes. Cities and their neighboring communities require an enormous commitment for a full recovery for as long as disaster recovery processes last. State, county, and municipal governments inherently have the responsibility to establish and provide governance and public services for the benefit and well being of community members. Municipal governments' comprehensive and emergency response plans are the artifacts of planning efforts that guide accomplishing those duties. Typically these plans include preparation and response to natural disasters, including wildfires. The standard wildfire planning includes and outlines (1) a wildfire hazard assessment, (2) response approaches to prevent human injury and minimize damage to physical property, and (3) near- and long-term recovery and reconstruction efforts. There is often a high level of detail in the assessment section, but the level of detail and specificity significantly lessons to general approaches in the long-term recovery subsection. This paper aims to document the extent of wildfire preparedness at the county level in general, focusing on the long-term recovery subsections of municipal plans. Based on the identified challenges, the researchers provide recommendations for better longer-term recovery and reconstruction opportunities: 1) building permit requirements, 2) exploration of the use of modular construction, 3) address through relief from legislative requirements, and 4) early, simple, funding, and the aid application process.

Construction accidents are major problem in Turkish Construction industry and especially fatally rates are very high. Current legislative system on occupational safety in Turkey enforces employers to implement safety measures as well as safety management systems. However level of consciousness in the industry is unsatisfactory and safety are perceived as extra cost and unnecessary expenditure. Moreover, especially in small residential building constructions which have a big share in the industry and unfortunately safety measures to mitigate or abate construction risks do not exist. The study focuses on small residential building construction sites and in the scope of this study, thirty building projects are examined. For each building project, project cost including labour and material costs, service and consultancy costs for mechanical, electrical systems as well as architectural and structural services, costs for supervision and finally general expenditures for construction site facilities were calculated. On the other hand, occupational safety costs for personal protective equipment, collective protective measures, consultancy and training were determined. Work breakdown structures were established and for each work item firstly occupational risks were evaluated and furthermore according to risk scores safety measures to be implemented were defined and related costs were calculated. The study gave results for total safety cost on average, in terms of percentage of total project cost (3.73% of total project cost), safety cost per man-hour (0.40 USD) and safety cost in terms of unit construction area (11.60 USD per square meter). Since safety management is a part of whole project management process, study gives suggestions and techniques to calculate safety costs and implement safety measures as a part of project management service for professionals. Authors believe that suggested approach may easily developed by the usage of more data to establish a model for estimation not only for building construction sites but also for all construction projects.
