용도 지역 행위 제한을 고려한 국토환경성평가지도 법제적 평가 개선 (Improvement in Legislative Assessment of the Environmental Conservation Value Assessment Map Considering the Restriction on Acts of Special-Purpose Areas)

  • In terms of environmental friendly land use and objective environmental assessment, legislative assessment items of Environmental Conservation Value Assessment Map (ECVAM) consists of designated areas related to conservation and protection, and areas that are planned to be designated in the future. However, the gap with the reality due to omission of several protection areas and land use regulations, and assessment grades according to 3 division land use map of forest, agricultural land, and urbanized area, results in low application and utilization of ECVAM. Therefore in this study, the legislative assessment of the ECVAM was performed with new assessment items and its new ratings, to suggest an improvement in legislative assessment items of the ECVAM. As a result, legally protected areas of inhabited islands under absolute conservation, special wildlife protection districts, protected marine areas, environmental preservation sea areas, scenic spots, forest protection zone, traditional temple preservation zone, and 45 zone or district related to regulation of land use were additionally designated as new legislative assessment items. New grade ratings were given to each additional assessment items in consideration of the restrictions on acts. As a result of the legislative assessment based on the new assessment items and new grades, the 1st grade area increased by 3.47%, and the 2nd grade area increased by 19.35%. The 3rd grade area decreased by 8.54%, the 4th grade area increased by 2.95%, and 5th grade increased by 2.91%. In addition, the out-of-grade area decreased by 20.14%, considered to be a realistic assessment based on land use. With the improved legislative assessment, it is possible to provide a more accurate environmental assessment map. Increase usage of ECVAM is expected in providing regulations of land use and base data for integrated land management of land environmental planning.

한·일·중 3국의 보호지역 관리 비교연구 (A Comparative Study on Protected Area Management in South Korea, Japan and China)

  • This study has been carried out with the purpose of coming up with suggestions for designation of domestic protection areas and improvement of their management through a comparative analysis of the systems of management of the protection areas in South Korea, Japan and China. Starting with the designation of natural reserves in 1962, South Korea has prepared legal systems for preserving ecosystems and biodiversity, while continuing to designate protected areas. As the state has so far monopolized the designation and management of all South Korean protection areas that take up 10.8% of its entire land area (as of Dec. 2011), with such persisting issues as multiple designations of one and the same area for protection, overlapping management authorities, and management of privately owned land in the protection areas. In Japan, which has protected area sizes and relevant legal systems similar to those in South Korea, the state provides the basic framework for management, while delegating most of the duties related to direct operation and management to specific municipalities. China, with an integrated administrative management of protected areas, has related government offices and municipalities responsible for the designation and management of individual protected areas. South Korea needs to provide a legally based support system that would further enhance the value of areal protection and contribute to the promotion of local economy and community.

  • This study was carried out to propose the new procedure to apply Habitat Evaluation Procedure(HEP) of target species using delphi technique, which is suitable to develop endangered species with few researches and ecological knowledges. To identify habitat quality of specific species in development project site, we can develop habitat model and create habitat suitability maps. In this study, we select the Common Kestrel(Falco tinnunculus) as target species in four areas(Paju, Siheung, Ansan, Hwaseong) which is located near the Seoul metropolitan area. The Delphi technique was selected to get the reliable information on the species and habitats requirements. Through the delphi approach, seven habitat components were determined as suitable variables for the Common Kestrel: density($n/km^2$) of small mammals, area($km^2$) of bare-grounds, pasturelands and riparian, and open area(%), spatial distribution and area of croplands, landscape diversity, breeding sites(tall trees, cliffs, high-rise buildings), and the length of shelf. Habitat variables used in this model were classified into two categories: % of suitable land-cover type(open areas, croplands, pasturelands, wetlands, and baregrounds) and the quality of feeding sites(within 250m from edges of woodlands). Habitat quality of the Common Kestrel was assessed against occurred sites derived from the nationwide survey. Predicted habitat suitability map were closely related to the observed sites of the endangered avian species in the study areas. With the habitat suitability map of the Common Kestrel, we assess the environmental impacts with habitat loss after development project in environmental impact assessment.

Aboveground Net Primary Productivity and Spatial Distribution of Chaco Semi-Arid Forest in Copo National Park, Santiago del Estero, Argentina

  • According to the REDD+ program, it is necessary to monitor, quantify, and report forest conditions in protected land areas. The objectives of this work were to quantify the average monthly aerial net primary productivity (ANPPMONTH) of semi-arid Chaco Forest at Copo National Park (CNP), Santiago del Estero, Argentina, during the period 2000-2023, as well as its spatial distribution and relationship, and its use efficiency (RUE) of average monthly rainfall (AMR). The ANPPMONTH model accounted for 90% of the seasonal variability from October to May, the average seasonal ANPPMONTH was 145 tons of dry matter per hectare (t dm/ha), being the maximum in January with 192 t dm/ha and the minimum in May with 91 t dm/ha. The surface area covered by ANPPMONTH exhibited a consistent positive trend from October to May (t test=15.65, p<0.01). Strong and significant direct relationships were found between ANPPMONTH and AMRs, linear models explaining 90% and 96% of the variability, respectively. The results obtained become reference values for assessing the capacity of the forest systems to stock carbon for global warming mitigation and for monitoring and controlling their response to extreme climatic adversities. The average ANPPMONTH reduces uncertainty when defining the thresholds to monitor and quantify ANPP and forest area, thus facilitating the detection of negative changes in land use in CNP. Such results evidence the National Parks Administration's high effectiveness for the maintenance of protected area and for the high ANPP of the FCHS of CNP in the period 2000-2023.

북한의 자연환경 보전 법제 및 보호지역 현황 고찰 (A Review on the Legal System for Natural Environment Conservation and Protected Areas Status in DPRK)

  • 북한의 정권 수립 초기인 1970년대 초까지는 자연환경과 관련된 직접적인 법제가 마련되지 못하였고, 1977년 토지법 제정을 통해 토지보호, 보호구역, 산림조성 및 보호 등 자연환경 보호에 관한 법적 근거를 마련하였다. 북한 환경법제의 발전 단계는 환경보호법 제정(1986년)과 함께 그 근간을 갖추었으며, 1990년대에 들어서 헌법 개정(1992년)을 통해 "국가의 책무로서 자연환경의 보존·조성"을 규정하였고, 그 이후 "환경보호법"을 기본법으로 다양한 분야의 하위법령을 제정하여 분법화한 것으로 나타났다. 보호지역의 경우 초기에는 위원회 결정 등으로 보호지역을 지정·관리하다가, "환경보호법"을 통해 다양한 법정 보호지역 지정 근거를 마련한 후 "명승지·천연기념물보호법(1995)", "자연보호구법(2009)" 등으로 관련법들이 세분화된 것을 알 수 있다. 자연보호구의 유형으로는 생물권보호구, 원시림보호구, 동물보호구, 식물보호구, 명승지보호구 등이 있다. 국제적으로 알려진 북한의 보호지역은 생물다양성협약 "제2차 국가생물다양성전략 및 행동계획(2007년)"에서 326개소가 있는 것으로 기술하였으나, 2018년 보호지역 UN-list에는 31개소만 등록되어 있어 북한의 보호지역 기초정보 구축 노력이 필요한 것으로 판단된다. 본 연구 결과는 북한의 자연 보전체계의 이해를 돕기 위한 기초자료로 활용될 수 있을 것으로 판단되며, 현재 대북제재(UN 안보리, 미국) 상황 속에서 멸종위기생물 보호와 환경오염회복 등 환경보호활동 등이 제재 예외 대상인 것을 감안한다면 자연환경 분야에서 실현 가능한 남북협력 사업 발굴에 기여할 수 있을 것이다.

도시하천의 생태경관 보전 및 복원구역 설정에 관한 연구 - 전주시 전주천과 삼천을 중심으로 - (The Establishment of Ecological Landscape Conservation and Restoration Sections for Urban Stream - Case studies of Jeonjucheon and Samcheon in Jeonju-si -)

  • The purpose of this study is to establish the conservation and restoration areas for sustainable stream management by reflecting the ecological health, cultural characteristics, and the citizens' needs for stream uses. Therefore, we extended spatial ranges of stream evaluation to riparian areas in addition to stream sections. The evaluation indexes are stream naturalness, availability, biota assessment, and riparian characteristics such as land uses and legally protected areas. The grading system was unified with five classes. The spatial evaluation units for stream section are classified as right and left for laterally and 500m for longitudinally. For riparian areas, 30m and 100m of distance from the edge of stream are applied as spatial evaluation units. The six types of stream sections for management are conservation sections(priority/general) and restoration sections(priority/general) for ecological landscape and core and general sections for cultural landscape. The established system for evaluation and designating areas for stream management was applied to Jeonjucheon and Samcheon in Jeonju-si, and the conservation and restoration areas were designated reflecting the characteristics of urban and non-urban areas and left and right of stream sections. The results of this study will provide detailed guidelines for designating stream sections and practical management strategies for sustainable urban stream management.

Growth environment characteristics of the habitat of Epilobium hirsutum L., a class II endangered wildlife species

  • Background: As wildlife habitats are being destroyed and growth environments are changing, the survival of animals and plants is under threat. Epilobium hirsutum L., a species that inhabits wetlands, has held legally protected status since 2012. However, no specific measures are currently in place to protect its habitat, leading to a decline in remaining populations as a result of land use change and human activities. Results: The growth environment (including location, climate, land use, soil, and vegetation) of the five habitat sites (Samcheok, Taebaek1, Taebaek2, Cheongsong, Ulleung) of E. hirsutum L. was investigated and analyzed. These habitats were predominantly situated in flat areas with gentle south-facing slopes, at an average altitude of 452.7 m (8-726 m) above sea level in Gangwon-do and Gyeongsangbuk-do. The average annual temperature ranged 11.5℃ (9.2℃-12.9℃), whereas the average annual precipitation ranged 1,304.5 mm (1,062.7-1,590.7 mm). The surrounding land use status was mainly characterized by mountainous areas, and human interference, such as agricultural land and roads, was commonly found in proximity to these natural habitats. Soil physicochemical analysis revealed that the soil was predominantly sandy loam with a slightly high sand content. The average pH measured 7.64, indicating an alkaline environment, and electrical conductivity (EC) averaged 0.33 dS/m. Organic matter (OM) content averaged 66.44 g/kg, available phosphoric acid (P2O5) content averaged 115.73 mg/kg, and cation exchange capacity (CEC) averaged 23.43 cmolc/kg. The exchangeable cations ranged 0.09-0.43 cmol+/kg for potassium (K), 10.23-16.21 cmol+/kg for calcium (Ca), 0.67-4.94 cmol+/kg for magnesium (Mg), and 0.05-0.74 cmol+/kg for sodium (Na). The vegetation type was categorized as E. hirsutum community with high numbers of E. hirsutum L., Persicaria thunbergii (Siebold & Zucc.) H. Gross, Phragmites japonica Steud., Humulus japonicus (Siebold & Zucc.), and Bidens frondosa L.. An ecological flora analysis, including the proportion of lianas, naturalized plants, and annual herbaceous plants, revealed that the native habitat of E. hirsutum L. was ecologically unstable. Conclusions: Analysis of the habitat of E. hirsutum L., a class II endangered wildlife species, provided essential data for local conservation and restoration efforts.
