The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.
Social media, also known as the 'revolution of communication', has become a major means of communication and service in contemporary society. Unlike existing media, the advantage of being able to deliver interactive information is already beyond the level of use between individuals and government efforts to use it. In fact, local governments in Korea operate one or more social media services for various purposes, which promotes policies of local governments or provides prompt information to local residents. These social media records are based on public business and should be managed as records. However, the legal basis for managing records of social media in the area of public records management is currently small, and each local government does not recognize the need for records management. Social media operate by local governments are not only of different types but also difficult to manage as standardized guidelines. Nevertheless, minimal guidance is needed to manage and preserve social media records. The purpose of this study is to draw out the least common elements in the preparation of guidelines for social media record management. For this purpose, the guidelines and policies established by advanced countries that already systematically manage social media were analyzed and the items and characteristics were derived. In addition, the guidelines were checked for application by comparing actual social media records with social media archives. This study is meaningful in that it proposed components that should be included in the development of guidelines for the management of social media records in local governments through the actual status of social media archive operations.
This study analyzes the current status of how to manage the national R&D program and the systematic problems of R&D planning, evaluation, and management, and then shows the strategy to support special agency of national R&D management for effective operation. Additionally, this study seeks to search for the macro methods to coordinate and to develop the roles and functions of special agency of national R&D management, and to promote efficiency and productivity of the National R&D investment. First of all, this study generally introduces the national R&D and surveys each special agency of national R&D management by analyzing the status of each agency charged by Ministry. Also, this study defines special agency of national R&D management by investigating each agency's status based on law and finds out the strategy to support special agency of national R&D management for effective operation. Each special agency of national R&D management is based on acts, administrative orders, or blanket contracts and takes whole charge of each National R&D program. The organization forms of special agency of national R&D management can be classified into two forms: One is a form to plan, to evaluate, and to manage the National R&D program and other is a form to research program together with the functions of planning, evaluation, and management. Therefore, this study defines special agency of national R&D management as "an organization, having a legal basis(acts, administrative orders), funded and charged by government for executing R&D planning, evaluation and management of R&D program." This study shows the strategy to operate special agency of national R&D management efficiently by analyzing each agency's current status and comparing each agency with each other. Moreover, every agency has a committee member pool, and the pool is classified well according to the fields of work and technology. Also, the special agency of national R&D management has its own organization to manage performances of program.
There is no doubt that the national competitiveness, in 21st century, definitely depends on how effectively it has been producing high-qualify human resources. It is inevitable that we are required to produce outstanding people who are going to make the use of highly developed scientific technology. Every country has already set to concentrate their all efforts in cultivating competitive human resources, enabling it to strengthen its national competitiveness. We Korea, in order to keep up with it, have arranged legal and systematic basis and are putting spurs to producing competent human resources under the 영재교육진흥법 및 시행령, which took effect from March, 2002. With the lack of experience and short history of Gifted Education, however, it is true that we still have many problems in promoting it in reality, We are asked to improve it by finding out what problems we have in whole area of Gifted Education, such as defining conception, choosing target students, structuring system and managing students afterwards. Therefore, this study, especially focusing on Math of Gifted Education is to investigate the present situation of Gifted Education and to examine what we should do for administering Gifted Education in effective ways.
In this study, we explored the degree to which foreign workers in Korea are satisfied with their lives. We examined the extent of the respondents'educational mismatch, their experiences of discrimination, and the empowerment influence on their degree of life satisfaction. Based on this, we developed practical implications to improve foreign workers'life satisfaction in the country. The results show that life satisfaction significantly rises as the respondents'educational credentials increasingly match with the criteria for their respective jobs, given that they have not experienced discrimination and their empowerment level is high. Based on these outcomes, we proposed the following important policy measures: mediation and diminishing educational mismatch during job searches, establishing legal and institutional frameworks to prevent discrimination, and placing greater emphasis on efforts to improve foreign workers'empowerment. We expect our findings to provide an important empirical basis for efforts to facilitate foreign workers'integration into Korean society. This study is the first attempt to apply concepts such as foreign workers'empowerment and educational mismatch -as defined by the Organisation for Economic Cooperation and Development's Programme for the International Assessment of Adult Competencies (OECD PIAAC) -to foreign workers in Korea.
Understanding the concepts of health and medical practice are significant because they are the basis of health and medical policy and law. How legislators, policy makers, and the public perceive those concepts defines the direction of legislation and policy making. This study aims to show the changes of the concepts by reviewing the history of major Statutes relating to health and medicine. Alongside medicalization of human conditions and daily activities, the concepts of health and medical practice also expanded. On the other hand, as technologies of health and medicine have specialized and segmented, the large portion of public services of the past is now provided by the private sector. We argue that the actual laws and decisions by the judiciary should be responsive to social and scientific changes, which may cause the changes of the perceptions of health and medical practice. By doing so, they not only can have actual legal force but also even initiate a movement for establishing new medical policy or law.
The purpose of this study is to provide the legal and institutional guidelines and standards that can be used in the whole river restoration project and to analyze and evaluate the performance of the river project. We constructed an assessment system of four biological taxa that can represent the river environments, namely, evaluation indexes and standards of vegetation and birds, benthic invertebrates and fishes. Specifically, the assessment indicator and criteria of biological characteristics are summarized, so that in case of vegetation community, vegetation diversity, vegetation complexity, and vegetation naturalness can be quantitatively assessed through the combination of three indices. Based on the scientific basis of the advanced techniques, benthic invertebrates, fishes, and birds were proposed to quantitatively evaluate assessment grades according to the classification of biological data. In order to evaluate biological characteristics, which are a part of river environmental naturalness, we proposed a comprehensive biological index and evaluation grade applying the weight of these four biological taxa, and it clearly reflects the characteristics of river environment in test bed.
The U. S. government has a long history to classify and manage governmental records which are created, collected, and preserved for itself. During the colonial period before the independence, the U. S. mostly practiced the maintenances of secret records and restrictions of access to the records following a long convention without any specific legal authority. Since establishment of the U. S. Constitution, the government had kept secret records on the basis of constitutional authority. However, the U. S. government began to take shape the secret records management system when it participated in the World War I, which required the system to reflect the needs in reality to manage drastic increases in important military and foreign relation documents. The World War II made the U. S. government strengthen its secret records management system, and its conception of secret records management system at that time has sustained until now. It can be said that the current secret records management system of the U. S. government continues to be managed by constitutional authorities and the executive orders which are opt to change. This article intends to review the secret records management system of the U. S. from the initial history of the U. S. to the Cold War. To understand its system of secret management, the paper investigates the U. S. secret records management history by dividing into three periods: the period of establishment of its tradition(the Colonial era~just before the WWI); the period of taking shape of its system (the WWI~the WWII); and the period of current conception of its system. The criteria of these divisions are created based on the differences of the laws relevant to the secret records and the application methods of secret management system in reality.
According to the 2017 national survey of the disabled persons conducted by the Ministry of Health and Welfare, rehabilitation centers for the disabled appeared to be the service agency that disabled women use the most. This means that rehabilitation centers for the disabled hold an important role in securing the maternity rights of disabled women. However, in the practice of welfare for the disabled, programs for securing maternity rights are inadequate, and the actual condition is not being surveyed. As a result, programs related to maternity rights based on the legal basis exist, but actual support services for resolving the difficulties related to maternity rights that disabled women experience are inadequate. Thus, the study suggests that rehabilitation centers for the disabled should pay a central role in establishing the maternity rights of disabled women and provide support services such as developing a manual on basic information about pregnancy, childbirth, and child rearing, offering childbirth-related counseling, activating a self-help group, providing an individualized program for families, connecting with medical institutions, and supporting case management.
This paper examined the problems concerning recognition of business selection and operation, etc. and the presentation of the corresponding improvement measures. For this purpose, according to the results of a questionnaire survey on recognition of detailed business operation of the fire safety shared tax, satisfaction in business execution, financial operation measures for the subject of fire fighters, fire fighters have been shown to be indifferent to the detailed business field of fire safety shared tax, investment contents, etc. in the operation of fire safety shared tax. In terms of satisfaction after execution of the shared tax, reduction of the aging rates for firefighting equipment and improvement of dissemination rate was shown to be high with Fire Sergeant (M = 3.70) and a service duration of more than 16 years (M=3.64). To improve the measures of finance, there was considerable feedback saying that the reduction in state subsidy was inappropriate. In view of the diversification and development of the fire safety shared tax businesses being operated on a limited basis along with the overlap of most state subsidy businesses with safety field businesses, legal system improvement is needed for the stable securing of insufficient firefighting financial resources so that the full amount of shared tax can be invested in firefighting fields.
