It is important to manage an educational facility used by many students. The office of education has responsibility to manage public school facilities instead of most elementary, middle, and high schools. Some school or university outsources facility management and maintenance. An international school in Jeju is established by BTL (Build-Transfer-Lease) that includes construction and maintenance. This research objective is to analyze the case of facility management in the international school, and to provide improved method for school maintenance.

The free trade zone would be evaluated at the point of granting exceptions of lease and disposal of land and manufactory, the organic relationship of the Manufacture and distribution, the reduction of rental value for foreign investment company and tax refund or exemption for customs duty that can be able to extend and draw new foreign investment enterprises. But despite of these, Free Trade zone, taking it in all its bearings, I considered its institutional problems and tried to find betterment of this.

The decision maker has the job of torecasting capital investments and operating expenses to aid the decision making in choosing and evaluating present and future alternatives. The estimating function eventually analysis, evaluates and choose the alternatives. The analysis stemmed originally from a preliminary design of some sort, and eventually plans are started to investigate investment possibilites. This study provide the descounted cash flow and the present worth method. Despite any choice of an analytical method, there remains the problem of predicting certain future events. Therefore, these models dealing with optimum plant sizing, equipment replacement, and lease or buy will be discussed.

Extracelluar ATP evokes many biological processes, including neuronal excitation and neurotransmitter secretion, through activation of purinergic P2 receptors. Although excitatory and inhibitory receptor-operated channels (ROC) and voltage-dependent calcium channels (VDCC) have been reported to be altered by acute and chronic exposure to ethanol, little is known of the ethanol effects on purinergic receptor-operated channels in neuronal cells.(omitted)

This study conducted case studies in order to suggest the improvement of GDP (Gross Domestic Product) deflator method which is adopted on calculating fluctuation rate on BTL (Build-Transfer-Lease) sewer rehabilitation projects in Jeju. As a result, because GDP deflator method calculates fluctuation rate by each quarterly, the fluctuation rate of GDP deflator method is higher than it of index adjustment rate method. And GDP deflator method cannot reflect real price because of applying fixed index in whole construction cost for calculating fluctuation rate. Especially, the notification day - the base point influences fluctuation rate and fluctuation amount strongly in GDP deflator method.

Advanced Phase Isolation Ditch (APID) process was studied to develop economic retrofitting technology, for the plants where retrofitting of common activated sludge process is required. In this study, to evaluate and monitor the effluent water quality ($BOD_5$, SS, T-N, and T-P) and operating conditions (Influent, SVI, SRT, and HRT) as process capable and stable parameters for treating municipal wastewater, a demonstration plant was installed and operated in the existing sewage treatment plant of P city. During this study, the average effluent $BOD_5$, SS, T-N, and T-P concentrations were 7.7, 5.6, 10.8, and 1.6 mg/L. Trend analysis of influent $BOD_5$, SS, T-N, and T-P in APID process were illustrated that APID process need for more strong APID process management on the winter session, such as developing new intermediated aeration mode, operating methods, and managements strategy. At the application of control chart, the signal of uncommon effects at APID process was determined much higher existing control chart tntr conventional control chart in this study. These results indicate that conventional control chart has been collected and determined cleary signal at only stable situation. Therefore, newly developed APID process of dynamic control chart can be one of the useful tool for monitoring and management process.

Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently.

This study is to improve the efficiency of BTL (Build Transfer Lease) project operation by comparing the infiltration rate based on the data of 5 years of infiltration of the separate sewer system and combined sewer system. In the survey site, the separate sewer system area consists of eight flowmeters in seven treatment basins, and the combined sewer system area consists of eight flowmeters in five treatment basins. The infillration rate was analyzed by night-time domestic flow evaluation method, and the average infiltration rates of the separate sewer system and combined sewer system were 13% and 16%, respectively. Combined sewer system was about 1.3 times higher than the separate sewer system. The average BOD of separate sewer system was 233 mg/L, which was about 2.4 times higher than the combined sewer system was 107 mg/L. In the comparison of the average pipe diameter-length infiltration of separate sewer system and combined sewer system, the separate sewer system and the combined sewer system were about 0.150 ㎥/d/mm/km and about 0.109 ㎥/d/mm/km, respectively. The floating population in mixed residential and commercial areas has been identified as the cause. Therefore, we propose a method to calculate the infiltration rate in consideration of the margin ratio in the area where the night active population is concentrated.

PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.
