A Study of Useability of Ecosystem Service Assessment on Strategic Environmental Assessment (전략환경영향평가 시 생태계서비스 평가 결과의 활용가능성에 관한 연구)

  • Strategic Environmental Impact Assessment (SEA) is a decision-making process taking into account the environmental impact, economic and social impact of policies, plans, and programs at the higher stage prior to the project plan for promoting sustainable development. In this study, we analyzed the process and criteria for selecting appropriate alternatives when establishing development plan in SEA. First, the criteria for estimating changes in ecosystem services following the implementation of development project of industrial complex were presented. Second, alternative evaluations were conducted through an analysis of ecosystem service scenarios to explore suitable alternatives in Anseong. As a result, the environmental quality of selected area as the existing project site deteriorated according to the implementation of the project, and the dimensional reduction technique confirmed that the change in ecosystem service factors in project area was the optimal location. In addition, the results of the scenario assessment to explore suitable alternatives in Anseong City showed that the existing site had large capacity in terms of water quality control services (scenario 1), scenario 2 in terms of preconditioning services, and scenario 3 in terms of water supply services. The guidance of Ecosystem service assessment is expected to be available in decision-making of large-scale strategies (e.g., SEA) and projects by presenting more quantitative criteria for determining the adequacy and location feasibility of development plans and policy plans. This is expected to require various support, including legislation and revision of related laws, believed to be supported by advanced research.

The Derivation of a Model to Estimate Compensation for Damages in Chartered Fisheries by Using CVP Analysis (CVP 분석을 이용한 면허어업 손실보상액 평가 모형의 도출)

  • During the last several decades, Korea has been regarded as one of the fastest growing economies in the world. However, the small size of national land has not met the vigorous demand for land necessary to develop economic infra-structures such as large-scale harbors airports and highways. In order to satisfy the growing demand for land, the Korean government and industry have implemented the national land development programs to reclaim land from the sea fur the several decades. It is certain that these land development programs have resulted in a lot of property disputes between fishermen and public project administrators. This paper is to develop a quantitative model to estimate compensation for damages or restriction of charted fisheries resulting from large-scale public projects. In this paper, the compensation model is derived by using cost-volume-profit analysis framework because the compensation for charted fisheries basically depends on the factors such as the costs, production volume, profit of charted fisheries damaged or restricted by public projects. The model shows that the compensation for damages or restriction of charted fisheries is determined by the average annual profit, damage duration period, and the degree of fishery damages. In addition, the degree of fishery damages measured by the ratio of lost profit to annual average profit turns out to be determined by the following factors: annul profit, unit variable cost, decrease in production volume, the rate of increase in variable cost, and a change in fixed cost. Furthermore, this parer discusses the nam issues related to practices and regulation of the compensation for fishery damages in the current Fishery Act of Korea and suggests some appraisal methods which will be able to lead to theoretically correct and fair compensation for fisheries damages resulting from large-scale public projects.

  • The Comprehensive Rural Village Development Project, a resident-led bottom-up regional development project, began in 2004. This study investigated difficulties and problems in the operation process after the completion of the project, and future improvement plans, through in-depth interviews with the former and current chairman of the steering committee, steering committee members, and office managers, targeting three regions in Jeollanam-do, 15 years after the completion of the project. As a result of the survey and analysis, it was effective in improving the living environment and characteristics of each village and revitalizing the area. And while there were well-run facilities depending on the type of project, there were also many idle facilities. In the case of communal facilities, there was a high possibility of problems in operation and management when the scale of the new building was large. Conflicts occurred between villages in the process of independently operating the area after the completion of the project. Therefore, it is necessary to provide an S/W project program to prepare for after completion. Local governments need to utilize City and County Capacity Enhancement Projects to support regional leaders to participate in educational programs after completion and provide guidance and supervision for village operations.

  • Shale gas reserves in China are large, although shale gas production is still in its infancy. This paper reviews Chinese national policies and guidelines related to shale gas development, in particular those related to recent progress in the development of shale gas reserves in Sichuan Province and Chongqing since February 2015. In addition, three large-scale R&D projects related to shale gas development, funded by the Government of China, are introduced, and the scope of the work in each project is described.

  • Since the concept of software engineering was first used in 1968 by NATO Science Committee, a lot of research work and improvements have been made on software development methodology and software quality control, but they still fall short of ensuring successful development of small and medium scale software systems. Under these circumstances, Center for Software Engineering (CSE) at National IT Industry Promotion Agency(NIPA) has been conducting studies on quality control methodologies of software visualization well-suited for small and medium scale software systems, and also working on the systemization and quantification of software quality control. In this paper, we attempt to scope on the software development management of domestic and foreign small and medium-sized enterprises that are lying in the blind spot, compared to large enterprises with well-organized software development systems. In particular, based on software visualization that CSE is pursuing for small and medium-sized developers, we propose a practical quality control methodology well-suited for small and medium scale projects, and a low-cost quality control management tool by combining open-source quality control tools. Our proposal is expected to induce developers' mind change in SI-specialized small and medium-sized software enterprises, increase their profits and improve customer satisfaction through project quality control.

In addition to the large scale comprehensive projects, local key measures, such as lowland development control, embankment reinforcement, leakage protection, maintenance and management of facilities, increase in pumping station, will be highly effective.

  • This paper deals with the development of the simulation models Cheju - Haenam HVDC system and its dynamic performance study and verify the control characteristics of the HVDC system. It discusses the model development requirement and criteria. It provides guedelines for developing large-scale simulation models for detailed electromagnetic studies and presents the results of the modeling project.

  • A comprehensive research effort in order to develop and disseminate modernized Korean housing (Hanok) has recently been initiated by Korean government. This large scale research project encompasses a wide spectrum of housing development including public policy, architectural plans, modules, construction materials and methods, prefabricated assemblies, automated production, construction management, and advanced information systems. For the purpose of integrating and automating the whole processes from an industry perspective, it is of great importance to develop a standard classification system and project numbering system (PNS) for the modernized Korean housing. This paper focuses on the standard classification systems and PNS for cost and schedule control. The distinct characteristics and managerial requirements were explored and embedded into the proposed classifications for modernized Hanok.

  • The nuclear power plant construction project is a large-scale project that involved a daily maximum of thousands of workers. many equipment and laborers involved has been required consistently to minimize the need for safety through real-time safety management. But current nuclear power plant construction site is only managed to access of workers and equipments. The purpose of this study is the owner requirements reflects the characteristics of the nuclear power plant construction project integrated safety management system utilizing active RFID and GPS positioning technology.

  • Traditionally Nuclear Research and Development (R&D) result has been big influence on other industries and societies and it requires large scale investments and study period. So it is essential to apply Quality Assurance (QA) for systematic R&D management. This paper investigates QA System for U.S. Nuclear R&D and reviews QA elements. Based on this investigation, we applied QA requirements to Nuclear Hydrogen R&D project, and the scope of application be enlarged as R&D stage in progress. We also present QA system improvement way through consideration for Nuclear Hydrogen Project's QA application. As the need for QA in R&D is expected to increase in the future, it is necessary to prepare guidelines for R&D QA.
