건설산업에서 프로젝트관리오피스(PMO)와 프로젝트성과의 영향관계 분석: PM리더십 조절효과 중심으로 (Analyzing the Influential Relationship between PMO and Project Performance in Construction Industry: Focusing on Moderation Effect of PM Leadership)

  • Recently, the importance of project management has increased due to the scale and complexity of the construction projects. Therefore, this study conducted a survey on construction companies and related public institutions to verify the relationship between the role of the Project Management Office(PMO) and PM leadership for project performance. Based on this, the effect of the PMO role on the project performance was identified and the moderating effect of PM leadership was analyzed. As a result, first, the role of the PMO was found to have an influential on the project performance. Second, the PM leadership was verified to has a moderating effect in the relationship between the PMO role and the project performance. The purpose of this study is to analyze the influential of the role of PMO on project performance in the construction industry to suggest the necessity of PMO in the construction industry and the need to adopt PMO in large-scale construction projects and analyze the moderating effect of PM leadership on project performance.

  • Quality control and safety represent increasingly important concerns for project managers. In the worst case, failures may cause personal injuries or fatalities. Accidents during the construction process can similarly result in personal injuries and large costs. We present the results of a study designed to identify the tools that are most widely used and those that are associated with successful project management in general, and with effective project risk management in particular. The study is based on a questionnaire administered to a sample of project managers from construction enterprises. The response data was analyzed in order to find which tools are more likely to be used in the those organizations that report better project management performance and in those that value the contribution of risk management processes.

건설현장 안전관리자의 자격기준에 관한 연구 (Improving Qualification of Safety Manager at Construction Site)

  • As shown in the accident analysis from 2007, it has been found that causes of accidents on large-scale projects are different from those found in general construction projects. A 300-question survey regarding systematic and practical aspects of safety problems at construction sites was distributed to ten (10) different companies. Participants were to respond subjectively, so that the results could be used to assemble the first formal questionnaire survey. They were collected and compiled by an advisory committee for this study. The resulting surveys were then sent to the division chiefs of the top 100 construction companies in Korea, in order to improve the response rate. The Department of Safety & Health Direction, and the :Ministry of Labor, ROK sent the same sheets to medium and small construction companies that placed within 101-200th of all Korea construction companies. The above safety engineers were classified into four (4) levels, from 1st to 4th, followed by the project dollar amount and risk level. Formulae were developed to assign safety engineers to construction sites by engineer level, the project dollar amount, and the project risk level. Conclusions are summarized as follows: 1) Reviewing the assignment system of experienced safety engineers to large scaled projects - The more experienced the engineers assigned to a project, the higher the level of accident prevention. 2) Enforcing the assignment of advanced level safety engineers to large-scaled sites - At least one advanced-level safety engineer should be assigned to construction sites with projects valued at $15million USD (15,000,000,000). 3) For assigning safety engineers by risk level - Twenty models have been developed to calculate the number of safety engineers to be assigned by risk level. In the future, risk level for each job should be established by the government (as is now the practice in Germany).

Largest Array SKA and Largest Dish FAST

  • The largest array SKA (Square Kilometre Array) project was proposed by astronomers from 10 countries, and first coordinated by the LTWG (Large Telescope Working Group) formed at the General Assembly of URSI (International Union of Radio Science) in 1993. It enters the pre-construction phase (2012-2015), towards the 10% SKA construction (2016-2019) called SKA1 and the rest of SKA (2019-2023) called SKA 2, under the leadership of the SKA Organisation (SKAO) established on November 23, 2011. I will review the Chinese participation in the SKA project at national, regional and global levels in the past two decades. During such a Long March to the SKA, a number of national Megascience projects have taken root and have been (are being) successfully constructed, with costs at the 100 M US dollar level, including the largest dish FAST (Five-hundred meter Aperture Spherical Telescope), which can be seen as a forerunner of the KARST (Kilometre Area Radio Synthesis Telescope) project, being as one of the two LDSN (Large Diameter Small Number) concepts for realizing the SKA. A close look at the FAST project gives an impressive snapshot of the construction phase in China.

  • This paper shares our project management experience in the 2 large-scale projects in managing a diverse international project team of consultants and managing in a foreign land. The first part introduces the two projects, second part addresses management of the projects and the last portion presents some of the challenges we experienced and highlights the importance of understanding the peculiarities of the operating environment, their norms, cultures, effectiveness and limitations of conventional project management tools while operating in a foreign country.

  • Modern construction of tunneis and large caverns in hard rock involves high technology design and construction methods. The use of sofisticated construction equipment is also an important part of a succesful completion. Since tunnels and caverns in hard rock often is situated in urban or sub-urban areas, the construction works have to be carried out under strict control as far as vibrations and other impacts on the environment is concerned. This paper will mainty discuss modern methods and equipment for the construction of large caverns.

  • 건설 공사에서 발주방식은 프로젝트의 성패에 많은 영향을 준다. 이 논문은 대형공사에 효율적인 기술제안형 입찰방식 적용에 관한 연구를 목적을 갖는다. 본 연구의 연구절차는 다음과 같다. 대형공사 발주 및 발주방식에 대한 이론적 고찰 실시하였고, 다음 국내 외 발주제도 방식을 조사하여 분석하였고, 이에 따른 대형공사의 발주 실태 및 문제점을 도출하였다. 이에 따라 대형공사의 경우 프로젝트의 특징 및 목적을 잘 반영하지 못한다는 문제점 등이 분석되었고, 분석된 문제점을 보안하기 위해서 기술제안형 입찰방식을 도입하기 위해서 현재 재정된 기술제안형 입찰 방식의 개념 및 절차에 대한 분석을 하였고, 이를 통하여 결과적으로 대형건설공사에 효율적으로 적용하기 위해서 기술제안서 작성 및 평가 반영을 위한 비가격 요소와 가격 요소로 분류하고 각 요소별 항목을 제시하였다.

Resource and Sequence Optimization Using Constraint Programming in Construction Projects

  • Construction projects are large-scale projects that require extensive construction costs and resources. Especially, scheduling is considered as one of the essential issues for project success. However, the schedule and resource management are challenging to conduct in high-tech construction projects including complex design of MEP and architectural finishing which has to be constructed within a limited workspace and duration. In order to deal with such a problem, this study suggests resource and sequence optimization using constraint programming in construction projects. The optimization model consists of two modules. The first module is the data structure of the schedule model, which consists of parameters for optimization such as labor, task, workspace, and the work interference rate. The second module is the optimization module, which is for optimizing resources and sequences based on Constraint Programming (CP) methodology. For model validation, actual data of plumbing works were collected from a construction project using a five-minute rate (FMR) method. By comparing actual data and optimized results, this study shows the possibility of reducing the duration of plumbing works in construction projects. This study shows decreased overall project duration by eliminating work interference by optimizing resources and sequences within limited workspaces.

  • The nuclear power plant construction project is a large-scale project that involved a daily maximum of thousands of workers. many equipment and laborers involved has been required consistently to minimize the need for safety through real-time safety management. But current nuclear power plant construction site is only managed to access of workers and equipments.   • Transportation infrastructure is critical to economic growth of a country such as China. Careful evaluation of investments in traffic infrastructure projects is therefore pertinent. As traditional evaluation methods do not consider the uncertainty of future cash flows and mobility during project execution, the real option approach is gradually gaining recognition in the context of valuing construction and infrastructure projects. However, many of the cases only evaluate individual options separately although multiple options often exist in a typical large infrastructure project. Using a highway project in China as a case study, this paper first evaluates a deferment option and a growth option embedded in the project. Subsequently, the values are combined using the fuzzy analytical hierarchy process. It is found that the combined value is less than the sum of the two option values. This finding is consistent with the theoretical observations given in past real option literature despite the use of a different approach.
