A Review on Path Selection and Navigation Approaches Towards an Assisted Mobility of Visually Impaired People

  • Some things come easily to humans, one of them is the ability to navigate around. This capability of navigation suffers significantly in case of partial or complete blindness, restricting life activity. Advances in the technological landscape have given way to new solutions aiding navigation for the visually impaired. In this paper, we analyze the existing works and identify the challenges of path selection, context awareness, obstacle detection/identification and integration of visual and nonvisual information associated with real-time assisted mobility. In the process, we explore machine learning approaches for robotic path planning, multi constrained optimal path computation and sensor based wearable assistive devices for the visually impaired. It is observed that the solution to problem is complex and computationally intensive and significant effort is required towards the development of richer and comfortable paths for safe and smooth navigation of visually impaired people. We cannot overlook to explore more effective strategies of acquiring surrounding information towards autonomous mobility.

A Study on the Evaluation of Academic Libraries in the Context of Accrediting Universities in Korea (대학종합평가인정제 실시에 따른 대학도서관의 평가에 관한 연구)

  • This study provides an overview of the accreditation landscape in Korea, and identifies some problems in the current accrediting review program which assesses the library's achievements These are as follows: (1) The weight given to the library sector is insufficient. (2) There are no indicators to appraise the achiement of the informational and educational functions of academic libraries (3) It is completely devoted to input indicators, but not process or output indicators (4) It is impossible to evaluate the quality os library services. (5) The units of statistics are not standardised. Some alternative measures and indicators are proposed to evaluate the performances of academic libraries' services. It is suggested that an official draft should be prepared by Korean academic librarians to amend the library sector of current accrediting review program.

An Intercultural Experiment to Build Life Science Innovation in Korea

  • The establishment of Institut Pasteur Korea (IP-K) has been an intercultural experiment, which transplanted a French research organization with many foreign researchers into Korea to grow a new institution as a long-term collaboration. The Mission of the newly founded institute has been to develop more effective ways of generating value with basic life science research in the face of a world-wide Pharma crisis. The challenges have been i.) to invent new technologies and approaches in drug discovery, ii.) to convince the Korean stakeholders of their inherent value, iii.) to induce Pharma industry to adopt the new technologies and iv.) to create a context in the Korean R&D landscape where the new institute could contribute tangible benefits. If Institut Pasteur Korea has succeeded in all counts, then due to a somewhat skewed and unlikely set of cultural complementarities between Korea and France. The abstract and conceptual French approach was matched by Korean pragmatism, linearity and relentless improvement towards the defined development goal. IP-K has become an example for innovation made in Korea, which is now re-imported into Europe. As the project could arguably not have succeeded in either partner county alone, it highlights the benefits of longterm, in depth international collaborations.

An ANOVA Evaluation on the Visual Cognition of Advertisement Signboards on the Buildings

  • Advertisement signboards on the buildings have functionally a visual value as factor of urban and building design. But it is not easy to find any reasonable principles and regulations, how well the signboards deliver the information of stores to the customers, and how they contribute the visual amenity from the sight of urban landscape. Under this context, this study tries to analyze the information delivery power of signboards in relation to the visual cognition. The analysis method is the Two-Way ANOVA (Analysis of Variance) evaluation with factors, such as scale, amount and arrangement of signboards. The scale of letters or figures at Signboards is specified in 3 different sizes such as big, medium and small. The amount is classified into 5 grades from 100% to 20% installation. And the arrangement is divided into orderly and disorderly installation. As the results of the Two-Way ANOVA, the identical scale of signboards is much better for the awareness. And the orderly arrangement shows also the same result. Above all, including these two results, the 80% of installation showed the biggest different result of awareness.

A Study on the Direction of the Public Environment Design based on the Regions' Sense of Identity (지역정체성을 기반으로 한 공공환경 디자인의 방향 연구)

  • The purpose of this study is to present the direction for effective public environment design by becoming aware of the social, cultural and historical values that are inherent to the specific regions once again. Concept of regions' sense of identity, regions' resources and regionality were identified as a means based on the basic cityscape plan and guideline for public design. Sample city was analyzed by extracting the regionality elements, and the results are as follows. First, appropriateness of the direction for the public environment design based on the regional identity was confirmed. The need to establish regional identity in the cityscape plan is specified when it comes to the basic goal, strategy and direction. Second, public environment design should be planned within the context of the cityscape. It is necessary to improve with integrated plan by setting up the consistent goal, direction and detailed guideline based on the basic concept of cityscape plan. Third, 'design city' requires the development of the unique design and planned techniques based on the harmony with the existing resources. It is necessary to uncover the powerful design elements that are exclusive to specific regions, and to search for differentiation and visualization to form consensus. Public environment based on regional identity will improve if the above mentioned research results are used as the basic data when it comes to the implementation of public environment design.

The Change and Regional Disparity of Elderly Housing Conditions in Rural Areas, 1995~2005 (최저주거기준으로 측정한 농촌지역 고령자의 주거수준 변화와 지역간 격차, 1995~2005)

  • As people get aged, we need to pay more attention to the elderly living condition with respect to welfare policy. The present study focuses on housing condition of elderly people living in rural area, and analyzes its determinants, periodical difference, and regional disparities, incorporating an index of minimum housing standard. This study applies multi-level logit model that has a strong statistical advantage that can take random aspects of household and regional context into account. We found that married couple household, presence of economically-active family members, higher education, specialized profession, migration and higher level of land price tend to lower the probability of residing in substandard housings. We also found that housing conditions for elderly people prove to be different by regions and it is particularly noticeable in mountainous rural areas in Gyeongsangnam-do and Gyeongsangbuk-do with the poorest elderly housing conditions. Results also implies that housing welfare policies should be implemented differently considering the target groups based on regional differences. We conclude with some additional policy implications for the elderly living in rural areas.

  • Purpose: For the last few decades, human civilization has observed an enormous change due to digitalization. However, question remains whether and how management accounting has been transformed to meet the demand of the digitalization. This paper provides a literary illustration of such transformation in the context of a digitalized world. Research design, data and methodology: This is a conceptual study based on extant literature. Therefore, the secondary sources of materials were used. Materials include literatures published in this domain, archival documents, and other publicly available data. Results: Drawing from literary evidence, the paper first highlights the evolving character of management accounting. Then it illustrates the changing landscape in the milieu of global and institutional settings with a focus in accounting profession. It further demonstrates the digitalization impact in management accounting. Here it also identifies the changing role of management accountants. Conclusions: The paper is critical for the management accounting professionals in identifying the attributes and nature of management accounting in the contemporary world. It also provides a sketch of the potential skillset that management accounting professionals should embrace to tackle the challenges of the new environment.

Modern Housing Complexes in South Korea. An Educational Analysis to Evaluate the Typological Evolution and Urban Adaptations

  • The contemporary South Korean landscape is characterised by a massive display of modern apartment buildings. They are omnipresent in their monotonous manifestation and represent the dream of the Korean population. Serial mass housing is a typology that has had a great diffusion all over the world, but how has modern housing developed in South Korea? To this end, what are the resulting local adaptations?. This paper retraces these key evolutional aspects. Methodologically, it draws on a scholarly literature review as well as on-site photographic surveys, developed in connection with an educational program at the Korea Tech University. The result is the analysis of both the urban and architectural transformation from the early modernisation period to the present condition of contemporary housing. A historical background introduces Korean traditional urban houses, to be used as a context to describe the contemporary modern city that has developed since the 1960s. The main emphasis is then placed on the urbanisation process that fully matured during the 1980s together with a focus on the mass housing typology as the main pivot in the urban transformation. Finally, the paper will draw a parallel between modern Western theories and Korean applications.

  • The purpose of the article is to study the impact of digitalization on the transformation of the banking system, taking into account current innovative development trends. The article analyzes the impact of key factors on the development of the digital economy. Ukraine's ranking positions in terms of digital competitiveness are shown. The necessity of using digital technologies in the sphere of banking activity is substantiated. The dynamics of changes in the number of operating banks in Ukraine is analyzed. The directions of introduction of information technologies in the sphere of banking activity are determined. An analysis of changes in the share of the population of individual EU member states that use the Internet for Internet banking. It is noted that modern transformation trends, digitalization of the economy have a significant impact on the landscape of the banking sector, in this context, the rating of Ukrainian banks in the categories of "Internet Banking" and "Mobile Banking". The advantages and disadvantages of using the capabilities of Internet banking are identified. Based on the study, the importance of expanding the boundaries of digitalization of the domestic banking system is substantiated, which will further increase the level of availability of online services in the field of banking. Prospects for further research are identified in the study of the impact of digitalization on the development of the banking system of foreign countries.

An Analysis of The Relative Importance for Target Selecting Criteria in Agricultural Environment Conservation Program (농업환경보전 프로그램 사업대상지 선정기준의 상대적 중요도 분석)

  • Agricultural environmental policies to reduce negative externalities and expand positive externalities became common around the world. However, literature regarding the efficient and effective implementation of agricultural environmental policies, such as optional direct payment, is limited. This study, thus, analyzes the relative importance for target selecting-criteria in order to enhance the cost-effectiveness of the Agricultural Environment Conservation Program in Korea. In this context, we conducted survey to 15 experts who are related in agricultural environment policies and analyzed survey results based on ANP method which can consider correlation between selecting criteria. The results show that, in the case field, "soil", "water", and "ecology" field have relative high importance than the other fields. Also, the relative importance for 'improving rural landscape', 'giving nutrient input moderately', and 'conserving agricultural heritage' activities is higher than the other activities. Furthermore, the relative importance among fields and activities of ANP is different from those of AHP. This result implies that it is necessary to consider the correlation between selecting criteria in order to design effectively. Finally, we suggest that in order to enhance the effectiveness of the program, it would be appropriate to assign differential points according to the importance of each activity when identifying appropriate farms.
