The purpose of this paper is to present the environment change of Cheju Island as land development process using GSIS(Geo-Spatial Information System) technique. We implemented the process based on the maps of soil color, underground water pollution points, land use, land development planning and land sight seeing supported by Cheju Province Office. To use the maps for GSIS data, first we transformed the picture data of the office into raster structured picture data using scanner. Second, the coordinate system was added to raster data using 1/50000 geographic map. Third, we estimated land planning process using GSIS technique(overlay and reclass technique). The results showed that land development effected the natural environment(forest, green field, farm land). However, the chemical pollution and land sight seeing was not so much effected by the land development that was found.

The purpose of this study is to introduce the case of advancement of rural zoning system in a local government of Japan. The Matzgawa county, one of the local governments in Japan, sets up a new zoning system which advanced in using rural resources. In order to develop and revitalize rural region, it is necessary to use all kinds of rural resources, including agricultural as well as non-agricultural resources comprehensively. Also, the classification of agricultural land use should be reformed. The zoning on rural land should be changed to include not only agricultural use but also non-agricultural use, so as to manage comprehensively agricultural land use and its conversions. Furthermore, the land use regulation should be applied to each zone of the agricultural land.

For a systematic approach to rural settlement planning, socio-economic and land use potentialities were analysed in 10 villages("Ri", the lowest-order administrative unit in Korea)of Izuk-myun, Anseong-gun, Kyeonggi province, the model area in this study. Socio-economic potentialities, sub-grouped into rural and urban related ones, were analysed by the principal component analysis technique, while land use potentialities by the land suitability system of which the physical analysis is based on geographical information system. The principal component of rurality is strongly related with 5 key variables such as annual increasing rate of farm households, ratio of over 1ha-households, ratio of full-time farmers, ratio of animal rearing households and the principal component of urbanity with 6 key ones such as population density, number of schools, number of shops and servicing facilities, number of daily bus routes, number of non-farm households, percentage of area of housing sites. The analysis procedure of land suitability using the geographical information system were generalized and the results of analysis on village sites and paddy and upland fields were presented. The whole land use planning was presented by the criteria of the land suitability rank and the priority order of land use. land use.

It is important to consider the effects of land-use changes on surface runoff, stream flow, and groundwater recharge. Expansion of urban areas significantly impacts the environment in terms of ground water recharge, water pollution, and storm water drainage. Increase of impervious area due to urbanization leads to an increase in surface runoff volume, contributes to downstream flooding and a net loss in groundwater recharge. Assessment of the hydrologic impacts or urban land-use change traditionally includes models that evaluate how land use change alters peak runoff rates, and these results are then used in the design of drainage systems. Such methods however do not address the long-term hydrologic impacts of urban land use change and often do not consider how pollutants that wash off from different land uses affect water quality. L-THIA (Long-Term Hydrologic Impact Assessment) is an analysis tool that provides site-specific estimates of changes in runoff, recharge and non point source pollution resulting from past or proposed land-use changes. It gives long-term average annual runoff for a land use configuration, based on climate data for that area. In this study, the environmental and hydrological impact from the urbanized basin had been examined with GIS L-THIA in Korea.

In recent years, several problems occur due to irrational development in rural areas. The first, disorderly development and Encroachment of farmland, Small factory built in rural areas leads to a lack of infrastructure. it is the damage factors of good scenery in the rural areas. To solve this problems, we should establish the systematic land use plan and landscape plan, and integrated spatial and business plan in rural areas. In order to increase the effectiveness of land use planning in rural projects, We should establish the land use plan in rural areas of the city, state, and national levels of regional plan. We need to prescribe in "National Land Use Planning Law" the facilities, can install it according to the characteristics of rural land programming. we can prescribe the detail regulations by "Rural Maintenance Law". In order to solve the problems the lack of professionalism of the current agricultural policies of the Review Committee, We need to consider a new "rural planning committee" consisting.
The land use has changed rapidly since 1960s in accordance with urbanization in Seoul Metropolitan Region. As a result, the urban microclimate has undergone changes as well. This study aims to recognize trend of the urban heat island change which is caused by land use change during urbanization in large city. Land use/land cover is very important to understand the change in the land cover between specific periods. But as there are number of factors which are responsible for the change in the land cover, it is very difficult to identify the specific factors. Therefore in the study we made an attempt to use the land use strategies quantitatively and conducted simulation study. The input data using the CLUE-S model are the satellite data of 1987 and 2001 from Landsat Thematic Mapper (TM) and Enhanced Thematic Mapper (ETM+) and we conducted simulations for 23 years from 1987 to 2010. As a result, the accuracy between the land use map derived from original satellite data and simulation for 2001 was 93.69% and in this reason we could expect land use and land cover in the future.

A spatial simulation model for rural and urban sprawl phenomena was developed with GIS and cellular automata techniques. The model finds out built-up areas invading toward rural areas required for development of existing urban area. Probability of land use change for optimizing the development area was determined using a land suitability analysis method interfaced with GIS methods, based on several criteria in terms of geographic and accessibility factors such as slope of land and distance from city center. Weighting values of the criteria were quantified by an analytic hierarchy process method. For model applicability test, the parameters of criteria were calibrated based on the changes in time series land use data of the test city for 1986, 1996, and 2000, which were classified by remote sensing techniques. Simulated and observed areas in land use maps for city shape of 1996 showed good similarities with each other through a morphology verification method. The model enabled us to evaluate the spatial expansion phenomena of cities considering boundary conditions, and also to simulate land use planning for rural areas in urban fringe.
Three periods of land-use maps of the Suomo Basin were drawn from topographic maps (1970a) and Landsat TM/ETM images (1986a and 1999a). The area of each kind of land use was calculated from the three maps. From 1970 to 1999, the area of forestland decreased 17%, the area of sparse forestland increased 8%, and the area of grassland increased 10%. The transferring trend of the land-use is that forestland turned into sparse forestland and brush land, and the brush land degenerated into grassland based on the transferring matrixes from 1970 to 1986, and from 1986 to 1999. According to the local government record and statistical data, forest cover rate had been increasing from 1970 to 1998, but the amount of growing stock had been declining. From 1957 to 1998, the amount of growing stock declined from 423m$^3$/ha to 177m$^3$/ha.
