The field of land surveying is changing dramatically due to the way data is processed, analyzed and presented. Also, there is a growing demand for digital spatial information, coming primarily from the GIS (Geographical Information System) user community. Such a demand has created a strong development potential for a new land surveying software. An overview of the development and capabilities of a land surveying software platform based on the Windows system, SurveyingMap, is presented. Among its many features, SurveyingMap provides a lot of adaptability for networks adjustment, geodetic and plane coordinates transformation, contouring, sectioning, DTM (Digital Terrain Model) generation, and large scale mapping applications. The system output is compatible with well known computer aided drafting (CAD) /GIS packages to expand its scope of applications. SurveyingMap is also suitable for non-technical users due to the user-friendly graphic user interface. The system could be used in engineering, architecture, GIS, and academic teaching and research, among other fields. Two applications of SurveyingMap, extension of field control and large scale mapping, for the case study area are established. The results demonstrate that the system is adaptable and reasonably priced for use by college and university students.

현제 지적업무는 대장(토지대장 및 임야대장)과 도면(지적도면 및 임야도면)의 전산화를 통해 디지털 지적관리체계로 전환되어 운영되고 있다. 지적측량 방식 역시 GPS측량, 전자평판 측량 등의 디지털 측량방식이 이용되고 있다. 지적측량에 따른 수수료는 현재 건설표준품셈과 국토교통부 자체 고시에 따른 기준을 기초로 산정하고 있다. 그러나 현재 고시되어 있는 지적측량수수료 산정 품셈은 종목에 따라 전산 환경을 반영하지 못하는 경우가 있다. 본 연구에서는 빠르게 변화하고 있는 디지털 지적관리 환경에서 개선을 필요로 하는 지적측량수수료 체계를 분석해 이에 대한 개선방안을 제시함으로써 디지털 환경에 적합한 지적측량수수료 체계 확립의 기반을 마련하고자 한다. 연구 성과로는 현황 분석을 토대로 디지털 환경에 적합한 용어의 변경 사용(부동산종합공부시스템), 새로운 품셈 종목에 관한 품셈체계 마련(지적기준점의 현황 조사 및 관리), 지적확정측량 품셈의 재조사 및 품셈 체계 마련을 제시하였다.

This paper analyzes three theories for land degradation assessment and internationl/domestic methods for land degradation monitoring and assessment. Under the guidance of absolute degradation thought, this paper proposes the technological framework for monitoring and appraising cultivated land degradation based on the 3S technique. We can apply 3S technique and analyze the nature, the environmental, the social, and the economic elements which influence the land utilization and degradation synthetically, to set up the indicator system of the cultivated land degradation monitoring and assessment based on 3S technique; to propose the degradation information extraction methods based on 3S technique; to create the quantitative assessment model and method for land degradation; to analyze the ecological environment response of land use and degradation quantitatively; and to propose the measure, policy and suggestion for solving the land degradation problem from the point of view of land utilization.

본 논문은 2011년부터 시행되고 있는 지적측량수수료의 개별공시지가 적용 제도의 문제점과 개선방안을 제시하기 위하여 각종 관련 전문서적, 학술논문, 국토교통부의 관련 자료를 참고하고 대한지적공사 광주전남본부의 지적측량접수 담당직원들을 대상으로 설문을 실시하여 그 내용과 결과들을 두 가지로 분석하여 문제점과 개선방안을 제시하였다. 먼저 개별공시지가 적용 방법의 개선방안으로 가격대별 지가계수의 세분화와 개별공시지가가 없는 토지에 대해서는 표준지와 토지가격비준표 활용 방안을 제시하였다. 다음으로 지적측량접수 담당자의 개별공시지가 교육 및 교재와 홍보자료 미비 등의 문제점에 대한 개선방안으로는 대한지적공사 지적연수원에 개별공시지가 과정과 사이버 교육 등을 신설하여 담당직원과 일반직원들에게 교육하여 전문성을 강화하고 담당자의 입장에서 이해하기 쉬운 개별공시지가 관련 교재와 국민들에게 지적측량수수료에 개별공시지가 적용의 필요성과 방법에 대한 홍보자료를 작성하여 배포하고 이를 통해 정부3.0을 실현할 것을 제시하였다.

Surveying and GIS have increasingly contributed to improve the quality of humane life through the development of its technology. While the surveying professions are now experiencing the crisis of identity. In this paper, we aim to study the concepts and presence of newly used terminologies, present state and future vision of surveying and GIS in Korea. To cope with various surveying consumers for expanding the market and their demands, enhancement of educational system, complement of laws legal system, construction of cooperative system in business are basically required.

As a result of establishing the regional self-government system, regional residents came to take more interest in their land ownership rights and relevant areas. The administrative bodies in South Korea are trying their best to meet the complicated and diversified demands of the residents regarding land and construction administration. However, governmental agencies are having difficulties identifying land characteristics on the field as part of standard lands change every year. Also, the vague boundaries of agricultural and mountainous land areas are causing surveyors problems in spotting the right areas. Thus, this study intends to provide information and guidance on an accurate land price calculation system in connection between the land information system and PDA technology for distribution of accurate information regarding lands and their management.

The Land Use Suitability Assessment System was recently introduced by the $\ulcorner$Act on Planning and Utilization of the National Territory$\lrcorner$ to use, manage, and develop the national territory, which integrated the National Land Use and Management Act and the Urban Planning Act. It provides a guideline for classifying land use into 5 classes according to locational characteristics, usability, and developmental conditions of land in the vicinity. The database is constructed with LMIS cadastral data, posted land price data, and data of related agencies such as the Korea Forest Service, the Ministry of Environment, and the Korea Water Resources Corporation etc. After the database construction, individual parcels are analysed by steps and classified into 3 sub areas - conservation, agriculture, and development using GIS. In this paper we evaluate land use suitability for individual parcels by constructing the Land Use Suitability Assessment System for Jinju city. Therefore, we suggest that this system provides vital data in the urban management planning process.

도시화 산업화에 따른 부동산의 가치증대 및 다양한 토지이용으로 지상과 지하를 막론하고 토지이용의 중요성이 증대됨에 따라 수요자에 대한 정확한 토지관련 정보의 실시간 제공을 목적으로 고도화된 측량기술을 이용한 디지털지적으로의 전환을 모색하고 있다. 그러나 우리나라 지적제도는 토지 임야조사사업을 짧은 기간에 구축하여 현재까지 이용되어 오면서 전쟁으로 인한 국토의 황폐화, 산업화에 따른 무질서한 국토개발에 의한 다양한 토지이용으로 훼손 또는 신축된 지적공부를 정비하지 못한 채 사용하여 옴에 따라 현재 많은 불부합지를 양산하여 사회문제의 하나로 대두되고 있다. 따라서 정부 부처에서도 불부합지 해소 및 지적조사를 위한 시범사업 실시 등 많은 노력을 기울이고 있으며 우리나라에 적합한 모형이 필요하게 되었다. 본 연구에서는 현재까지 추진되고 있는 지적조사의 현황을 살펴보고 국토조사의 유형별 최적화 모형을 제시하고자 하였다.

The information about land use presents future development and vision being the basis of nation development; therefore, it is necessary to more active research that can detect wide land use and changes for the information and efficient management about land use. In this study, we wished to analyze effectively land use changes to Ansan city that is fast changing land use by the latest national land development and urbanization. this study executed land-cover classification using 4 year's Landsat TM images including Ansan city, and efficiently could manage the result of land-cover changes through Arc/Info GRID analysis. Especially, by using change detection system that is developed in this research, we could variously detect land-cover changes, and query and search easily past land-cover changes of pixels that correspond to specific region.

Among legal unit of land registration, the minimum unit of land is one parcel. We give the parcel number according to numbering system to confirm the specification of the parcel. In Korea, this parcel number is used for daily life such as the sign of fixed place(address) and the property, of the place of register, of identification card and of legal action. It also plays the important role as a key item connecting the layer of other information system in organizing Land Information System. It is also valued as the sources looking for the process of developing of the country. This study will devote to cadastral history, reform and reestablishment of the country.
