In 1984, Congress enacted a new measure of administrative sanctions which is a civil money penalty program for violations of Aviation Act and its implementing regulations. This civil money penalty system has been in operations in lieu of suspending or revoking certificates issued by Korean government, Ministry of Land, Infrastructure, and Transport. According to the rules of Aviation Business Act or Aviation Safety Act, where the Minister of Land, Infrastructure and Transport should order an air carrier to suspend operation because of her violation under certain rules, in which case the suspension of operation is likely to cause serious inconvenience to consumers of air transport services or to harm public interest, the Minister of the department may impose an administrative monetary penalty in lieu of the suspension of operation. In this regard, airline related civil money penalties are somewhat different from those of fair trade, which is the origin of the money penalties system in Korea. Civil money penalties in the field of fair trade are imposed on executive duty violations that undermine the value of the market economy order, and focus on reimbursement of profits due to violations and compensation for unfair spending by consumers. However, in the aviation sector, breach of duty by a business operator does not simply cause the property loss of the public, but it has a direct impact on life or property of the public. In this respect, aviation penalties are more likely to be administrative sanctions or punitive measures than refunds of unfair benefits, compared to penalties in the field of fair trade. In general, civil money penalties have been highly preferred as administrative sanctions because they are subject to investigations by administrative experts and thus, efficiency can be ensured and execution is quicker than judicial procedures. Moreover, in Korea, because punitive civil damages cannot awarded by the courts, the imposition of civil money penalties is recognized as a means of realizing social justice by recognizing the legal feelings of the people. However, civil money penalties are administrative sanctions, and in terms of effectiveness, they are similar to criminal fines, which are a form of punishment. Inadequate legislation and operation of penalties imposition may cause damage to the value of Constitution. Under the above recognition, this paper has been described for the purpose of identifying the present status of the civil money penalties imposition system and operating status in the area of air transport under the laws and regulations in Korea. Especially, this paper was focused on exploring the problem and improvement direction of Korean system through the comparative study with foreign laws and regulations.

Small scale paint overspray booths are being operated nationwidely, for repair of passenger car body parts. paint aerosols are emitted from the paint overspray booth in operations. In paint overspray booth operations without ventilation system and air pollutants collection unit, it may land on nearby equipment. In this study a removal of sticky paint aerosol for application of the small-scale overspray paint booth. it's cause the surface of filter bag from generated sticky paint aerosol. To remove adhesion of paint aerosol the agglomerating agents are injected and mixed with sticky paint aerosols prior to reach the filter bag. The paint spray rate was set as $10{\pm}5g/min$ from air-atomized spray guns in the spray booth, injection rate of agglomerating was $10{\pm}5g/min$ in the mixing chamber. The filtration velocity including air pollutants varied from 0.2 m/min to 0.4 m/min. Bag cleaning air pressure was set as $5.0kg_f/min$ for detaching dust cake from surface of filter bag. Bag cleaning interval at the filtration velocity of 0.2 m/min was around 3 times longer than that of the 0.4 m/min. The residual pressure drop maintained highest value at the highest filtration velocity. Fractional efficiency of 99.952%~99.971% was possible to maintain for the particle size of 2.5 microns. Total collection efficiency at the filtration velocity of 0.2 m/min was 99.42%. During this study we could confirm high collection efficiency and long cleaning intervals for the test with filtration velocity of 0.2 m/min indicating an optimal value for the given dimensions of the test unit and test operating conditions.

In addition, the efforts of academia and in the field, close collaboration between the open source recording system through a user study should be continued. An essential part of the development of an autonomous ship is supporting technology that can effectively check and diagnose the operational status of the ship form the shore control center on land. This development has recently occurred in the shipbuilding and shipping industries. In this paper, we present a smart ship solution that operates, as a single system, a data collection platform that gathers ship operation data and a service platform that provides various services. When this smart ship solution was applied to an operating ship, it was determined that a variety of high-quality data could be collected compared to existing ship data collection systems. In addition, it was shown that of the operation data collected, analysis of parameters related to the main engine can be used to determine the overall state by deriving valid results and visualizing patterns. In conclusion, it was suggested that a ship's operation status could be checked more effectively and a comprehensive evaluation could be possible at the shore control center if the results of this study were extended to various ship equipment and analyzed together with the operational environment data.

The Ministry of Land, Infrastructure and Transport of Korea has been trying to spread integrated railway communication network technologies based on a major railway policy since 2012. As a result, the world's first commercial Long-Term Evolution - Railway (LTE-R) network was established on the Gangneung line (Manjong station - Gangneung station) and has been commercially operating as a railway communication system since 2017. Special function and performance requirements are needed for safe and efficient railway operations, such as group calls, emergency calls, functional addressing, and train control based on wireless communications. In this paper, we present functional and performance railway communications requirements that are based on European wireless railway communications systems. In addition, we measured communications characteristics and performance using a KTX field test on the Gangneung line to analyze the validity and reliability of the LTE-R network. Although the average Radio Frequency (RF) conditions were satisfied in the requirements, we found sudden communications quality degradation, such as Radio Link Failure (RLF) in some railway sections. We propose a way to improve performance and network installations based on in-depth analysis of LTE-R communications field-test results.

Subsea tunnel needs to be built over 50 km long to connect between nations and continents. However there are only 19 tunnels longer than 5 km until recently. And there is no history of constructing and operating tunnel longer than 50 km. In Korea, subsea tunnels with a length of more than 50 km are being planned, such as Korea~Japan, Korea~China, Honam~Jeju subsea tunnels. Because of the geographical conditions of Korea, most of these tunnels are inter-contry tunnels. So technology preemption for the subsea tunnel construction is getting more and more important. Most of these subsea tunnels are ultra-long tunnels under high water pressure conditions. So new technologies are required such as ventilation and disaster prevention of high-speed tunnels, securing of structural stability under high pressure conditions, and pressure reduction in high-speed conditions. These technologies are different from those of ground tunnels. Therefore, this paper describes the ultra-long subsea tunnel design under high water pressure of maximum 16 bars through the Honam (land) - Jeju (island) virtual subsea project. We proposed a reasonable solution to various problems such as securing structural stability in high pressure condition and ventilation disaster prevention system of ultra long-tunnel.
Greenhouse gas (GHG) emission from agricultural lands is recognized as one of important factors of global warming. The objective of this short communication was to evaluate the applicability of different soil GHG emission prediction models on agricultural systems in Korea. Four models, namely, DNDC, DAYCENT, EXPERT-N and COUP, were selected and the basic structure (e.g., components and sub-model), input variables, and output variables were compared. In particular, the availability and compilation of essential input variables were assessed. Major input variables needed for operating these predictive models were found to be available through database systems established by national organizations such as the Korea Meteorological Administration, the Korean Soil Information System, and the Rural Development Administration. However, in order to apply these models in Korea, it was necessary to calibrate and validate each of the models for the domestic landscape settings and climate conditions. In addition, field data of long-term monitoring of GHG emission from agricultural lands are limited and therefore should be measured.

The study is carried out to survey the proper management and to propose an eco - friendly separation system through efficient screening and resource recovery of excavated materials containing waste from various excavating fields such as reconstruction of landfill sites for reuse, reclamation of unsanitary landfill and residential land development of waste dumping sites. The current status and screening process and analytical characteristics of the excavated materials containing waste were reviewed. Through the analysis of the samples such as separated combustibles, recyclable soils and residues collected from the on-site visits we were able to understand the characteristics of separated materials and excavated materials containing waste such as calorific value, elementary composition, TOC, foreign material content and LOI. It has been found that elimination of the moisture of excavations, removal of attached soil from the surfaces of the excavated combustibles and the quantitative supply method of the input devices are the main operating factors as essential factors for the optimal separation of excavated materials containing waste. For efficient management and recycling of excavated materials containing, it is necessary to set criteria of ash content in separated combustibles and criteria organic matter content in separated soils.
The purpose f this thesis is to examine the reality of Min Sha-pyeong, which led to life in the end of the Koryo Dynasty. Min Sha-pyeong was able to conduct academic exchanges through active negotiations with various scholars at the time. After passing the civil service exam at the age of 21, Min Sha-pyeong acted in various positions and remained loyal to the government. Min Sha-pyeong thinks life without loyality is not a normal life. If I had a desire, I realized that the riches of wealth would wane someday. Min Sha-pyeong hoped that he would be relieved of his sympathy and would be relieved of their position in sympathy ith the people. The researcher has examined about the infrastructure of geotourism industry as well as domestic and foreign literatures in order to see the future and present status of geotourism in our country. The researcher have concluded the followings after participating in the interpretive program of Taean haean(coastal) National Park, etc. which is thought to as having relatively well-prepared contents and education in addition to the active progress of the program especially. First, although the domestic infrastructure of geotourism is thought as relatively well-established, one needs to make up for the weak point that there are not enough editions of explanations related to land formation process and geological aspects. Second, the interpretive program operated by The Korea National Service Park needs to specialize what the program is all about, how it is operated, who is operating, and so on in order to bring subjects' characteristics into relief. Third, one needs to train the persons required to explain geomorphic landscape and geological features by establishing the new division of education of geomorphic landscape and geological features. Furthermore, one needs to set up a unit to take charge of geotourism within the central and local governments. Fourth, one needs to build the cooperative system of private-public-academic circles among private companies, government, and universities to promote the quality of interpretive program by close connections with related studies of geography and geology. Fifth, the vitalization of geotouriusm can make an enormous contribution to promote the nation's brand value and image by advertizing domestic beautiful landscapes of the nature in addition to creating new job markets. Thus, the financial support in the government level should be made. Sixth, one needs to dig out global resources of geotourism unique to us by developing the stories connecting with local cultures and histories.
