With the development of IT industry and formation of web-based knowledge sharing platform, a variety of railway-related information services on the web have emerged, ranging from personal blogs to dedicated portal sites, as in the other sectors. These services are contributing to advancing railway industry after all. As far as it is concerned with specific areas such as railway sector, the internet users are hardly expected to avail satisfactory results in acquiring customized information from the access, as the information served varies on the intension of the web site operator or relevant agency, and indexing categories and sub-categories is not easy to work out in a straight manner. This study will review on the feasibility of standardizing categories and sub-categories for railway industry information on the web, and present optimum categorization and sub-categorization approach for the most satisfactory results when searched, ultimately aiming at laying a foundation to satisfy the wide spectrum of users' need for railway information.

This research has investigated the perceptions of subject specialization services and the opinions of students majoring in library and information science preparing for librarianship, librarians operating in the field, and library directors on the status and ways of nurturing subject specialization for librarians, among others. To this end, based on the results of previous research and the survey questionnaire analysis, we have presented a policy to train subject librarians. First, we have proposed a plan for systematizing the current educational system within the department of library and information science. We have also suggested ways to secure subject expertise based on curriculum management, minor programs, multi-major programs, and interdisciplinary major programs based on the standard curriculum model. Second, we have presented a subject specialization educational system for field librarians, and further suggested details for the development of an educational program that can help build subject expertise and the operation of educational methods as well as the personnel in charge of implementing the educational programs. Third, we have proposed institutionalization of the qualifications of the subject librarian where the qualification requirements have been organized considering academic background, major program, library career, and career experience in the subject specialization service, further suggesting the implementation and maintenance of the system.

Purpose The purpose of this study is to demonstrate the relationship between ICT(Information & communication technology) infrastructure, investment environment, and innovation performance from a national perspective. Design/methodology/approach We derived 5 hypotheses based on the literature review. To measure each concept, We converted the scores of each country provided by the Global Innovation Index into a 7 Likert scale and performed a regression analysis. Findings According to the empirical analysis result, this study confirmed that knowledge and technology output mediated the relationship between ICT infrastructure and creative goods and services. In addition, this study confirmed that the investment environment has a moderating effect between ICT infrastructure and knowledge and technology output.

For half a century, PMM(Project Management Model) continually has been advanced by many researchers and managers. Especially, the model for civil and construct engineering has now high maturity, but the model for IT engineering has not acceptable maturity. PMI(Project Management Institute) provides the knowledge of protect management for general purpose, it is not adequate for IT prefect management without complements. In this paper, we propose IT project management model based the knowledge of PMI using UML. IT project management model provides not only functions for project planning, budgeting, design and Implement, but also the knowledge for managing IT protect efficiently. We use uses case diagrams to describe the details of the model. We expect the model to be used in management of IT project efficiently in public sector.

In this paper, we propose a new personal agent for generating the combinational services from using history of appliances in the home network environment. In such environment, it is required that flexible services can be provided by combining services of appliances and unskillful users can use these services without knowledge. So, it is needed to satisfy following: (1) combinational services can be suggested automatically and (2) the increase of services can be followed. Then, we propose a new personal agent that suggests combinational services by learning the lifestyle. Its learning mechanism is based on Self-Organizing Map (SOM), and can follow the increase of services. We implemented the the agent, and use history of a user for two weeks was made to learn. As the result, we confirmed that the agent can extract services related with time or location and can suggest combinational services.

This paper proposes a design of a citizen advisory model under the consideration of the unique characteristics of the government, namely complex structure of goals, predominance by laws, knowledge driven organization, and the good governance objectives. The legal knowledge-based technology is explored with the aims to facilitate citizens in accessing e-government services in five phases: search, intake, decision-making, explanations, and objection and appeal phases. The design of the citizen advisory model consists of four components: specific service advice, customized form fill-in service, decision-making services, and a statement of reasons service. The prototype of the citizen advisory model is illustrated using the Thai Anti Dumping and Countervailing Act 1999 as a legal domain and e-government services example.

The goal of this study is to improve the competitiveness of professional librarians in society. To this end, we analyzed domestic and international LIS curriculum, determined demand from field librarians through a survey, carried out job analysis by library types, and developed an operating model for LIS curriculum by synthesizing all of these results. Finally, we suggested a course of study for civil service librarians based on this model. As a result, the six required courses for civil service librarians are: Introduction to Library and Information Science, Information Organization, Information Services (Reference and Information Services), Library Management, Information Retrieval, and Field Work. The four core courses for the civil service concentration are: Collection Development, Information Sources by Subjects, Public Library Management, and Digital Libraries. Suggested electives best suited to this career path include Using Web Resources, Information Literacy, Information Services in Culturally Diverse Communities, Library Marketing, Libraries and Cultural Programs, Reading Guidance, Library History, Small Library Management, Studies in Library Buildings, Library Cooperation, Managing Digital Collections, and Information and Communication in a Digital Age.

Recently, the popularity of smartphones has led to a dramatic increase in the frequency of use of App(Application) services. LBS (Location-Based Service) App service adopts various methods such as push marketing and useful information by region through providing location-based service based on the location of the consumer. In particular, an enterprise or an App management company can provide necessary information to the consumer through the necessary information among the customer related knowledge information obtained by utilizing the location information of the consumer in real time. Nevertheless, since LBS is a service that can be performed only when the company obtains consent to provide location information voluntarily by the consumer, there is a case of privacy infringement due to consumers' use of personal information. The purpose of this study is to identify the characteristics of privacy related variables and the knowledge structure for consumer value formation based on the theory of privacy calculation. We also compared the characteristics of Korea with those of China in privacy issue. As a result of the analysis, it was confirmed that factors such as information utilization ability and information control ability were influential as a key factor of privacy calculation. In addition, perceived value influences the reputation of the LBS App service.

Most of existing expert systems developed for Web use CGI-based techniques and this frequently makes them suffer from the overburden of commercial Web servers, which deal with large-scale services. However, since HTML-based inference technique represents expert's knowledge by hyperlinks among HTML documents, the hypertext function of the Web can perform the inference efficiently in terms of time and space without the help of additional inference engines. In spite of such benefits, when the expert's knowledge is relatively large and/or complicated, the HTML-based inference technique has usually become to have a hard time of dealing with a lot of HTML documents because generation and management tasks of the numerous HTML documents would cause big trouble to the knowledge engineer. To resolve this problem, we developed an automatic generation and management tool for Web-based inference sites, called WeBIS. With this tool, a knowledge engineer can input and edit expert's knowledge using Expert's Diagram on the GUI(Graphical User Interface) environment and automatically generate hyper-linked HTML documents for Web-based inference from the Expert's Diagram.

본 고에서는 사용자가 모바일 환경에서 자신의 ID 정보를 효율적으로 공유하기 위한 ID 공유 게이트웨이 기술에 대해 기술하고 있다. ID 공유 게이트웨이는 모바일 환경에서 ID 정보 공유시 문제가 될 수 있는 프로토콜 변환 및 메시지 보안 기능을 전담하여 처리하는 것이 목적이다. 이러한 게이트웨이 기술은 향후 ID 공유 기술을 이용한 다양한 음복함 서비스를 모바일 웹 응용서비스에서도 가능하게 한다는 의미를 가지고 있다.
