  • The Next-generation IT technology has been evolving from single technique to another which has merged, converging characteristics. The government categorized the 5 essential technologies to secure competitiveness in designing system semiconductors as smart motor vehicle info-tainment platform, smart TV multimedia system, smart phone analog interface technique, smart convergence digital communication and RF techniques, and advanced power management for smart devices. Also, it designated smart phone, smart TV, smart motor vehicle, and smart pad as the key industries. Such core techniques will become the key technologies of semiconductor design to secure the competitiveness of the next generation smart devices and the techniques can be transferred to fab-less design companies. In this contribution, we analyze the issues and the problems of the smart phone analog and interface techniques.

Learning Probabilistic Kernel from Latent Dirichlet Allocation

  • Measuring the similarity of given samples is a key problem of recognition, clustering, retrieval and related applications. A number of works, e.g. kernel method and metric learning, have been contributed to this problem. The challenge of similarity learning is to find a similarity robust to intra-class variance and simultaneously selective to inter-class characteristic. We observed that, the similarity measure can be improved if the data distribution and hidden semantic information are exploited in a more sophisticated way. In this paper, we propose a similarity learning approach for retrieval and recognition. The approach, termed as LDA-FEK, derives free energy kernel (FEK) from Latent Dirichlet Allocation (LDA). First, it trains LDA and constructs kernel using the parameters and variables of the trained model. Then, the unknown kernel parameters are learned by a discriminative learning approach. The main contributions of the proposed method are twofold: (1) the method is computationally efficient and scalable since the parameters in kernel are determined in a staged way; (2) the method exploits data distribution and semantic level hidden information by means of LDA. To evaluate the performance of LDA-FEK, we apply it for image retrieval over two data sets and for text categorization on four popular data sets. The results show the competitive performance of our method.

  • Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

A Fuzzy Inference based Reliability Method for Underground Gas Pipelines in the Presence of Corrosion Defects

  • Remaining lifetime prediction of the underground gas pipeline plays a key role in maintenance planning and public safety. One of main causes in the pipeline failure is metal corrosion. This paper deals with estimating the pipeline reliability in the presence of corrosion defects. Because a pipeline has uncertainty and variability in its operation, probabilistic approximation approaches such as first order second moment (FOSM), first order reliability method (FORM), second order reliability method (SORM), and Monte Carlo simulation (MCS) are widely employed for pipeline reliability predictions. This paper presents a fuzzy inference based reliability method (FIRM). Compared with existing methods, a distinction of our method is to incorporate a fuzzy inference into quantifying degrees of variability in corrosion defects. As metal corrosion depends on the service environment, this feature makes it easier to obtain practical predictions. Numerical experiments are conducted by using a field dataset. The result indicates that the proposed method works well and, in particular, it provides more advisory estimations of the remaining lifetime of the gas pipeline.

Corrosion Resistance of Mg-Added Galvannealed Steel Sheets with Nano-Composite Coating

  • As competition among global automakers intensifies, demand for materials that are better in price and performance is increasing. While steel and plastic materials compete for automotive fuel tanks, plastic materials have advantages such as light weight for automobiles. However, they have high prices. Accordingly, in this paper, four types of Zn-X plated steel sheets, electroplating (X = none, Sn) and galvannealed (X = Fe, Fe-Mg), were manufactured and their applicability as a fuel tank material was evaluated. Nano-composite coating solution with good conductivity was treated on the surface of plated steels using a roll coater and then cured through induction furnace to improve corrosion resistance. Quality characteristics such as corrosion resistance, fuel resistance to diverse gasoline and diesel fuels, and seam weldability were evaluated for the above plated steels. Their properties were compared and analyzed with conventional Zn-Ni electroplating steels. Among the above plated steels, Zn-Fe-Mg galvannealed steels coated with nano-composite coating exhibited better properties than other steels. Detailed experimental results suggest that evenly distributed Mg elements on the coating layer play a key role in the enhanced quality performance.

Causal Loops and Stock-Flow Models of Project Delay Confronted with Location of Locally Unwanted Facilities (비선호시설 입지에 관한 프로젝트 지체의 인과구조와 유량-저량 묘형)

  • The purpose of this study is to find what factors are directly related to the delay of public projects, usually going beyond the planned deadline and budget. From a series of System Dynamics simulation works applied to the Cheongju Cremation Project, the research finds that the negative externalities originated from the adjacent location of the LULU(locally unwanted land use) facilities have exerted significant influence on dynamic perceptions of key stakeholders, typically resulting in project delay. As shown repeated experiments, the proposed negotiation-based models would produce relatively higher planning performance level than the typical approaches hinged on the administrative-expediency tactics. Even though the former may require more human and material resources in the very beginning stage, as they have to deal with diverse grievances raised by major stake-holders, most of them would bound for strengthening reinforcing loops within the complex structure. These results also imply that negotiation or consensus-building approaches would enhance mutual agreement among stake-holders, upgrading the overall quality of project management.

E-Government Practice, Challenges and Future Prospects in Developing Countries: the Case of Ethiopia

  • This article explored the status of E-Government initiative in developing countries by taking the case of Ethiopia. The study had analyzed the practice, challenges and the future prospect of the E-Government initiative in the country. The paper had used both secondary and primary sources of data. In identifying the practice and future prospects of the E-Government imitative, related works in the area were reviewed and appraised. In ascertaining the major challenges, structured and semi-structured interviews were carried out with selected stakeholders from the government office and the private sector. The result of the study had shown that the country had registered a promising progress in E-Government index in the past four years ranking at 157th in the year 2014, which was standing at 172nd in the year 2012. Above all, high- level political commitment and the design of specific actions plans that are linked to the national sustainable development priorities were the key success factors. Nevertheless, there are still enormous challenges that have to be tackled for citizens to drive the benefits arising from the implementation of E-Government initiative. The study had identified limited cross-sectoral connectivity, lack of intra-organizational connectivity, low human resource capacity, language barrier, lack of awareness and absence of appropriate legal and regulatory framework as major challenges. Finally, the study forwarded constructive suggestion that can be adopted in the way forward of the E-Government initiative.

Design Strategy for Residential Complex based on Landscape Urbanism

  • In this study, we aim to suggest direction for landscape design of residential complex in Korea by studying target areas to understand how landscape urbanism was applied to residential landscape design as it is the majority of landscape design in Korea and by closely examining design elements to be considered for design of residential complex based on landscape urbanism theory. For the purpose of the study, some of public multifamily housing complex were selected as target areas and a survey was first conducted to understand how landscape urbanism was applied to design of these target areas. Then, by analyzing the survey results, we identified which elements were of importance to designing of multifamily housing complexes in Korea and how practical design of landscape urbanism works. From this study, we concluded that landscape urbanism theory is not just about design strategies, but more of comprehensive design methodology covering both operation and management and that such theory can be appropriately applied to design of multi-housing complexes in Korea. We also discovered that in order to apply landscape urbanism in design stage for multi-housing complex, selecting which design strategy/words in the previous study is not what's important, but comprehensive understanding and interpretation of design languages is key.

How to Boost Workers' Motivation in the Supply Chain based on the Difference between Wholesale and Retail Market

  • Purpose: Increasing their motivation and job satisfaction, employees in the distribution channel may be better able to interact with consumers and provide a more satisfying experience. Thus, increasing employee engagement in the supply chain necessitates a complex strategy considering the distinctive features of wholesale and retail markets. This study investigates how to boost employees' motivation in the supply chain based on the difference between wholesale and retail market. Research design, data, and methodology: The prior study analysis is a useful tool to take a look at relevant previous works via a significant screening and selecting strategy. The Key words based on the topic of the research have used, such as 'Employee Motivation', 'Supply Chain', 'Wholesale' and 'Retail' worker. Results: The findings of this research strongly indicates that motivating employees is essential for the efficient operation of supply chain activities as they continue to expand and become more complicated. The supply chain's two main segments are the wholesale and retail markets, each with distinct characteristics. Conclusions: This research focused exclusively on the factors that motivate supply chain workers, ignoring job satisfaction, corporate culture, and managerial style, which may affect employee motivation. These factors also have the potential to impact employee motivation and should be considered in subsequent research.

A Study on the Sufficiency of Anticipated Effect of Order Communication System Introduced to Medium-Sized Hospitals (Focused on the case of S Hospital) (중소병원의 처방전달시스템 도입효과분석에 관한 연구 (S병원의 사례를 중심으로))

  • The purpose of this study is to ascertain whether the effect of introduction of OCS(Order Communication System) to the hospital is satisfied or not comparing the anticipated effect with the actual effect. For this purpose, a domestic hospital which has introduced and has been operating OCS for several years was chosen. Based on the internal data of S Hospital prepared before introducing OCS, researcher has analyzed the basic direction, design standard and status of operation after the introduction of OCS, etc. After analyzing the status of operations of several departments using OCS and interviewing with the chiefs of pertinent departments, a survey form was designed. Actual survey and interviews were conducted by the researcher for weeks to know whether doctors, nurses, medical technicians and clerks of the patient management dept. were satisfied with OCS and to find if they have any recommendations to improve OCS. Based on the analysis of survey, the effect of OCS was evaluated whether it has satisfied the anticipated effectiveness. For the question if they feel convenient in using OCS, doctors, nursing staffs in charge of ward and the staffs of billing dept. has answered that they were all satisfied(100%). The answers for the same question were relatively high in the case of nurses in charge of outpatient and staffs of radiography. Of course, there have been some nurses and staffs who complained for the inconvenience. However, overall satisfaction was high on the average. Some common problems occurred after the introduction of OCS were frequent errors due to instability of OCS system, paralysis of function of hardware on data back-up system and redundant investment due to erroneous choice of DB program in setting DB. It was also pointed out that lack of computer education and low participation of medical staffs has resulted in failure of developing effective software. As a result, it has lowered the efficiency of OCS. For example, some works have to be done by hands even after OCS. Based on the result of this research, recommendations to maximize the effect of OCS were presented as follows. First, strong leadership of CEO and active cooperation of doctors are mandatory. Second, all the process of hospital work should be analyzed and be redesigned in more efficient ways. Third, OCS should be designed to be user-based system which can be used efficiently by all staffs of the hospital. Forth, prior to the operation of OCS, proper tests of the program and trainings of the pertinent staff are required. Fifth, prior to the selection of hardware, BMT(Bench Marking Test) should be conducted. Sixth, before introducing OCS, staffs in charge of OCS should visit many hospitals operating the OCS system and take their cases into account.
