Exponential distribution is widely adopted as a lifetime model. Many authors have considered the interval estimation of the parameters of two-parameter exponential distribution based on complete and censored samples. In this paper, we consider the interval estimation of the location and scale parameters and the joint confidence region of the parameters of two-parameter exponential distribution based on upper records. A simulation study is done for the performance of all proposed confidence intervals and regions. We also propose the predictive intervals of the future records. Finally, a numerical example is given to illustrate the proposed methods.

This study presents a bivariate extension of the goodness-of-fit measure for regional frequency distributions developed by Hosking and Wallis [1993] for use with the method of L-moments. Utilising the approximate joint normal distribution of the regional L-skewness and L-kurtosis, a graphical representation of the confidence region on the L-moment diagram can be constructed as an ellipsoid. Candidate distributions can then be accepted where the corresponding the oretical relationship between the L-skewness and L-kurtosis intersects the confidence region, and the chosen distribution would be the one that minimises the Mahalanobis distance measure. Based on a set of Monte Carlo simulations it is demonstrated that the new bivariate measure generally selects the true population distribution more frequently than the original method. An R-code implementation of the method is available for download free-of-charge from the GitHub code depository and will be demonstrated on a case study of annual maximum series of peak flow data from a homogeneous region in Italy.
The Asia-Pacific Region has emerged as a arena of geopolitical competition between the U.S. and China. The Obama administration of the U.S. had laid out the concept of rebalancing strategy toward the region, concentrating its 60 percent of Naval Forces to the region till 2020 and consolidating its network of allies and partners. Whereas Chinese leader Xi Jinping also put forward the concept of new type of major power relations concerning its relations with the U.S. and a concept of 'the Asian Community of Common Destiny' aiming at a more intensified mutual relation among countries in the region. In doing so, Asia-Pacific region gradually became the arena where mutual competition and cooperation between the U.S. and China has crossfired. As a close ally to the U.S. and a partner to Japan, South Korea should develop trilateral naval cooperation by holding joint naval drill with the aim of humanitarian support and disaster relief. At the same time, Seoul also should make efforts to proceed mutual confidence building with Beijing by deepening military-to-military cooperation. These policy options will be helpful to enhance Seoul's security posture in the region.

The pulsed laser deposition process modeling is investigated using neural networks based on radial basis function networks and multi-layer perceptron. Two input factors are examined with respect to the PL intensity. In order to minimize the joint confidence region of fabrication process with varying the conditions, D-optimal experimental design technique is performed and photoluminescence intensity is characterized by neural networks. The statistical results were then used to verify the fitness of the nonlinear process model. Based on the results, this modeling methodology can be optimized process conditions for pulsed laser deposition process.
Since it is well-established that even high quality data tend to contain outliers, one would expect fat? greater reliance on robust regression techniques than is actually observed. But most of all robust regression estimators suffers from the computational difficulties and the lower efficiency than the least squares under the normal error model. The weighted self-tuning estimator (WSTE) recently suggested by Lee (2004) has no more computational difficulty and it has the asymptotic normality and the high break-down point simultaneously. Although it has better properties than the other robust estimators, WSTE does not have full efficiency under the normal error model through the weighted least squares which is widely used. This paper introduces a new approach as called the reweighted WSTE (RWSTE), whose scale estimator is adaptively estimated by the self-tuning constant. A Monte Carlo study shows that new approach has better behavior than the general weighted least squares method under the normal model and the large data.
Purpose - After the transition, the development of defense industry in Eastern Europe has been regressed. Recently, they have internationally recognized that new products have been exported and contributed to the Innovation-Based Manufacturing of national economy such as unmanned reconnaissance aircraft, water purification technology, and mobile chemical laboratory, etc. The military forces in Eastern Europe are re-armed by the localization of self-produced munitions in their own defense industry, and then emphasize fostering their own defense industry. Thus, if they make a collaboration with other nations as a industrial cluster, it will gain a competitive edge on the defense industry. Research design, data, and methodology - The study was designed with the data of each national defense department. The research of the subject was reviewed before and after the transition. Thousands of workers have worked in defense industries before the transition, however, the defense industry and experts left after the transition. The Hungarian defense spending on GDP also dropped sharply from 1.72% in 2000 to 0.85% in 2013. But, due to the crisis in Ukraine and the crisis of Syrian refugees, the Viségrad Group (V4) member countries have also increased their interest in a defense and industries as well as the confidence in the EU and NATO. Results - On the whole, the joint of military training and purchase of defense materials were found in order to form the EU cooperative combat troops in CEE. There are the implementation of a joint manual plan for strengthening V4 security policy and the joint military exercises for V4 every year, and the others are electronic warfare and innovation of V4 national forces. Through such a performance analysis methodology, we found that the defense industry is developed through the national cluster cooperation among CEEs and spreading global distribution. Conclusions - Eastern Europe and Balkan countries have been looking forward to cooperating with the non-EU countries such as Korea and other defense industries. There are a lot of potential development into a new civilian cooperation defense industry for global-distribution. Thus, Korea should develop electronic commercial applications, not just as a weapon exporting region.
We are witnessing the growing maritime tension on the East Asian sea these days. Each naval powers in the region are competing each other to acquire more advanced naval capabilities. Based upon the rapid economic development, China is actively beefing up its naval capabilities and expand its boundary of naval activities all over the East Asian region. Chinese Navy already unveiled its expansive naval strategy replacing the traditional concept of 'Near-Sea Defense' with the new concept of 'Far-Sea Defense' strategy. In response to potential rival's naval build up, the U.S. is redeploying its naval forces focusing on the Asia-Pacific region. The U.S. enhances its joint naval exercises with the countries in the region, such as Japan, India, Australia and so on. In addition, Washington is devising new naval strategy under the concept of 'Air-Sea Battle' to deter Peking's so-called 'Anti-Access/ Area Denial(A2AD)' strategy. As a close ally of the U.S., Japan also disclosed its clear intention to strengthen the Maritime Self Defense Force(MSDF)'s capabilities by introducing the new concept of 'Dynamic Defense Force' in 2011. Under the new concept, JMSDF is pursuing the additional acquisition of submarines, quasi-aircraft carriers, Aegis-equipped destroyers, etc. Under the new president's strong leadership, Russia is also invigorating the naval build-up. Especially, Russia is fortifying the Pacific Fleet's naval assets by deploying new-type of naval ships such as the Mistral which was imported from France. In the midst of competitive naval build-up among the major naval powers in the region, we are observing the growing maritime conflicts on the East China Sea as well as South China Sea. Those naval conflicts can pose severe threats to our national interests. Maritime conflicts on the East or South China Sea can imperil our sea lanes which will be indispensible for national economic development. Neighboring countries' maritime conflicts also will cast an uncertainty on the path to mobilize international cooperation to resolve the North Korean issues. We should contribute to ease the maritime tension in the region by various ways. First, we should actively galvanize the bilateral maritime dialogue among the major naval powers in the region. Second, we also should take the lead to form a multilateral maritime cooperation mechanism in the region. Above all, we should set the aim to be a peaceful maritime power who can contribute to a building of stable maritime order in the region with a considerable naval power.
While visual industry of the 21st century is becoming higher value-added industry, animation which is a representative genre of visual industry is also developed to the industry focused by government. Korea and China also pursue the development of animation as government executed animation industry promotion policy after the 2000s. However, its results are still under the expectation. Korea hopes advance of Chinese market because of the limitation of market and China is also one of the markets we want to grow together due to the vitalization of Korean visual market. Therefore, if examining characteristics of Korean and Chinese animation industry which is still influenced by government policy and analyzing characteristics of government policies of two countries so as to seek measures to exchange each other with mutual confidence, Korea showed manufacture supporting policies focusing on creation and design, but China focuses on support policies grasping markets of animation and establishing the space for production. Now, it has been about 10 years and Korean market of animation is unstable and it's difficult to release new manpower because of the insufficient space of creation. But, China secured animation market and established creation space in every region of the whole country, but there are not desirable outcomes because of the limitation of materials and characters and insufficient factors of designing and creation. If trying collaboration or joint production and sharing the market by utilizing characteristics of Korean and Chinese animation, both of two countries will obtain better outcomes.

This paper reports the results of an acceleration test to predict the contact-induced failure that could occur at the cylinder-to-hole joint for the fuel rod of a sodium-cooled fast reactor (SFR). To incorporate the fuel life of the SFR currently under development at KAERI (around 35,000 h), the acceleration test method of reliability engineering was adopted in this work. A finite element method was used to evaluate the flow-induced vibration frequency and amplitude for the test parameter values. Five specimens were tested. The failure criterion during the life of the SFR fuel was applied. The S-N curve of the HT-9, the material of concern, was used to obtain the acceleration factor. As a result, a test time of 16.5 h was obtained for each specimen. It was concluded that the $B_{0.004}$ life would be guaranteed for the SFR fuel rods with 99% confidence if no failure was observed at any of the contact surfaces of the five specimens.

The purpose of this study was to examine the influence of type of malocclusion and orthodontic treatment awareness on quality of life among orthodontic patients in the region of Busan as well as to develop an educational program tailored to the type of malocclusion as a way to improve quality of life. A survey was conducted for approximately 6 months from December, 2015, and the answer sheets from 472 respondents were analyzed. The most common painful area was the teeth, and this case was most predominant in the respondents with level 2 malocclusion, who differed from others in that regard (p<0.001). Regarding the relationship between satisfaction with orthodontic treatment and quality of life, respondents who were more satisfied currently and who were neither quite confident nor quite unconfident were ahead of their counterparts in quality of life. Concerning the reason for receiving orthodontic treatment, quality of life was lower among patients who started to receive treatment due to pronunciation problems (p=0.013), chewing difficulty (p<0.001), and temporomandibular joint click sound (p<0.001). With regard to influential factors on oral health-related quality of life, time for starting to receive orthodontic treatment was most influential (p<0.001), followed by current satisfaction (p<0.001), changes in confidence (p=0.003), self-rated teeth status (p=0.008), and type of occlusion (p=0.019). Therefore, accurate analysis of the oral health status of orthodontic patients and customized oral health education are required to improve quality of life even during the period of orthodontic treatment.
