해양경비 서비스 품질 개선을 위한 해양경비사 제도에 관한 연구 (A Study on the Marine Civil Guard Officer to Enhance the Quality of Maritime Security Services)

  • 해상 및 해안에서 공경비를 보조하고 민간경비수요에 부응하는 고품질 경비서비스를 제공할 수 있는 민간경비제도 도입을 위한 기초연구로 육상 민간경비업의 현황과 경비지도사 제도를 분석하였다. 또한 해양민간경비 대상영역 탐색과 해양경비 현황분석을 통하여 해양영역에 민간경비서비스 제도의 도입 필요성 및 해양경비의 특수성과 전문성을 도출하였다. 이를 바탕으로 해양경비 현장에서 중추적인 역할과 업무를 담당할 해양경비사 제도를 제안하고 효과적인 해양경비업무 수행에 필요한 해양경비사 자격 조건과 선발시험 과목을 구성하였으며, 경비현장의 실무능력 향상을 위한 교육 프로그램을 설계하였다. 해양경비법에 해양경비업 조항 신설을 제안하여 해양경찰이 해양민간경비를 감독하고 관리함으로써 공경비와 사경비의 시너지 효과 창출은 물론 해양경비산업의 건전한 발전과 국제경쟁력을 갖출 수 있는 기반을 마련하였다.

의사결정 트리 기법을 이용한 그리드 자원선택 시스템 (Grid Resource Selection System Using Decision Tree Method)

  • 이 기종의 네트워크와 시스템 자원으로 구성된 그리드 컴퓨팅 환경에서 대용량 데이터를 빠르고 정확하게 처리하기 위해서는 효과적인 그리드 자원선택이 필수적이다. 이를 위해 본 논문은 의사결정 트리 기법을 이용한 그리드 자원선택 시스템을 제안한다. 이 시스템은 자원 정보를 기록한 데이터 셋을 바탕으로 사용자들이 선택하는 자원들을 처리 할 데이터의 특성과 사용자의 요구사항으로 분석해서 자원선택을 위한 의사결정 트리를 구축한다. 그리드 사용자의 자원 요청 시 의사결정 트리를 탐색하여 사용자 요구 및 작업 특성에 적합한 자원들을 선택하여 작업을 할당함으로써 사용자 만족도를 향상시킴은 물론 전체 그리드 시스템의 성능을 개선한다. 실험결과는 본 논문에서 제안한 의사결정 트리 기반의 그리드 자원선택 시스템이 기존 그리드 자원선택 시스템인 Condor-G 및 Nimrod-G와 비교하여 더 높은 작업 처리율 및 자원 이용률과 더 적은 작업 손실 및 처리시간을 제공함으로써 그리드 자원선택 및 데이터 분산 처리에 효과적이라는 사실을 증명한다

교대근무 간호사의 효율적인 근무형태 개발을 위한 실태조사 (A Study for Developing the Effective Working Pattern for Nurses in Shift Work)

  • Purpose: This study was conducted to provide baseline data to develop work patterns for nurses that are suitable to Korean hospitals. Shift work patterns and nurses' preferences for working condition were examined. Methods: Questionnaires for nurse departments and nurses were mailed to 478 hospitals from June 1 to July 30, 2012. Nurse departments of 174 hospitals and 1,409 nurses responded to the questionnaire. Data were analyzed using SPSS statistical program. Results: Of the nurses, 89.4% were working three shifts. Of the hospitals, 17.3% had implemented fixed night work. Although 80% of nurses preferred fixed time work, only 24.9% of hospitals had fixed working hours. Of the nurses, 57% agreed with night work as fixed but potential night nurses accounted for only 17% of the respondents. Sixty-three percent of the nurses agreed on short time work during busy hours. There were preference differences according to age, marital status and clinical career. Conclusion: As many nurses reported a preference for various flexible working patterns rather than three shift work, there is a need for new decisions on hospital policy to ensure improved working conditions for nurses and enhanced job security. Legal requirements also need to be considered for various work patterns.

Development of Traditional Indonesian Boatyards: The Simulation of Collaborative Working with a Large Shipbuilding Facility

  • As Indonesia determines to increase its marine fishery production, the development of tradi-tional boatyards has to be included in the agenda as it will give the local fishing communities a better chance to compete with large capital intensive fishing companies. It will also spread job opportunities evenly throughout the country instead of concentration fishing vessel con- struction in a few large shipyards located primarily on the highly populated island of Java. However development every single boatyard in indonesia would not only be prohibitively ex-pensive, but it would also create social tensions as the introduced technology would not be immediately accepted by the rural societies whose own traditions are still culturally signif-icant. Both these problems can be reduced by developing a collaborative scheme between traditional boatyards and a larger shipyard. The shipyard, with modern facilities, can develop work packages containing knock down components which are then assembled in the tradi-tional boatyards. The work packages are planned and designed so that every component can be assembled with relatively simple tools. Radical changes can be avoided as new techniques can be introduced gradually, responding to the boatyard\\`s own requirements and aspirations. While this manufacturing procedure is conceptually straightforward its efficient implemen-tation is in practice complicated by the fact that each traditional boatyard has unique char-acteristics in terms of labour resources, technological capability, and transportation links. 병원에서의 간호사 역할확대 방안연구 -병원행정직 간호사를 중심으로- (Expanding Role of Nurses in Hospitals: Focus on Nurse Administrators)

  • Purpose: The purpose for this study was to identify the present working status and tasks of nurse administrators in response to requirements of expanding nurses' roles in hospitals. Methods: The design of the study was descriptive-exploratory. The participants were 338 registered nurses who were working in hospital administrative departments. The data were collected from January 17, to March 20, 2011, and analyzed with descriptive statistics. Results: The majority of nurse administrators worked in quality assurance departments while no nurse administrators assigned in finance/taxation departments. Duties of nurse administrators were developed as 117 tasks in 11 divisions. Conclusion: These results suggest that expanding nurses' roles require developing job descriptions, nursing curricula emphasizing hospital administration, positive relationships with other health professions and a supportive system.

잉크 색상 변화가 존재하는 인쇄 공정의 스케줄링 (Scheduling of Printing Process in which Ink Color Changes Exist)

  • The printing process can have to print various colors with a limited capacity of printing facility such as ink containers that are needed cleaning to change color. In each container, cleaning time exists to assign corresponding inks, and it is considered as the setup cost required to reduce the increasing productivity. The existing manual method, which is based on the worker's experience or intuition, is difficult to respond to the diversification of color requirements, mathematical modeling and algorithms are suggested for efficient scheduling. In this study, we propose a new type of scheduling problem for the printing process. First, we suggest a mathematical model that optimizes the color assignment and scheduling. Although the suggested model guarantees global optimality, it needs a lot of computational time to solve. Thus, we decompose the original problem into sequencing orders and allocating ink problems. An approximate function is used to compute the job scheduling, and local search heuristic based on 2-opt algorithm is suggested for reducing computational time. In order to verify the effectiveness of our method, we compared the algorithms' performance. The results show that the suggested decomposition structure can find acceptable solutions within a reasonable time. Also, we present schematized results for field application.

Discrepancies Between Implementation and Perceived Effectiveness of Leading Safety Indicators in the US Dairy Product Manufacturing Industry

  • Background: In the United States, the dairy product manufacturing industry has consistently had higher rates of work-related nonfatal injuries and illnesses compared to the national average for industries in all sectors. The selection and implementation of appropriate safety performance indicators are important aspect of reducing risk within safety management systems. This study examined the leading safety indicators implemented in the dairy product-manufacturing sector (NAICS 3115) and their perceived effectiveness in reducing work-related injuries. Methods: Perceptions were collected from individuals with safety responsibilities in the dairy product manufacturing facilities. OSHA Incident Rate (OIR) and Days away, restricted and transferred (DART) rates from 2013 to 2018 were analyzed. Results: The perceived most effective leading were safety observations, stop work authority, near miss reporting, safety audits, preventative maintenance, safety inspections, safety training attendance, and job hazard analysis/safety analysis, respectively. The 6-year trend analysis showed that those implementing all eight top indicators had a slightly lower rates than those that did not implement all eight. Production focused mentality, poor training, and lack of management commitment were perceived as the leading causes of injuries in this industry. Conclusion: Collecting leading indicators with the unique interest to meet the regulatory requirements and to document the management system without the actual goal of using them as input to improve the system most probably will not lead to an effective reduction of negative safety outcomes. For leading indicators to be effective, they should be properly selected, executed, periodically evaluated and actions are taken when necessary.

코로나-19 지식수준과 감염관리 피로도 및 스트레스가 감염관리 수행도에 미치는 영향 (Effects of COVID-19 Knowledge Level and Infection Control Fatigue and Stress on Infection Control Performance)

  • This study investigated small and medium-sized hospital workers' knowledge of COVID-19, the infection-control-related fatigue and stress levels, and the factors that impacted their performance during the COVID-19 pandemic. Using a cross-sectional design, data were collected from 137 hospital workers from four small and medium-sized hospitals in S and C cities. Data were analyzed using descriptive statistics, a t-test, analysis of variance(ANOVA), Pearson's correlation coefficient, and multiple linear regression analysis. Small and medium-sized hospital workers' knowledge of COVID-19 revealed a correct answer rate of 66%. An average of 3.00 points out of 4 for infection control performance and 3.32 and 3.17 points out of 5 for infection-control-related fatigue and stress, respectively, were found. The level of knowledge regarding COVID-19 significantly differed by age and marriage (p<0.05), while infection control performance significantly differed by age, marriage, and infection control education experience (p<0.05). Infection-control-related fatigue and stress differed depending on the COVID-19 control education experience, economic and social prejudice, and fear of discrimination. There were positive correlations between knowledge and infection control performance, and infection control performance and infection-control-related fatigue and stress (p<0.001). This study showed that the factors that affected small and medium-sized hospital workers' performance included knowledge of "environmental management," "difficulties due to new role requirements," "presence or absence of infection education experience," "job type," and "age." These results suggest that practical and detailed education programs should be systematically developed and implemented for effective infection control.

A Study on the Awareness and Need for Connected-Convergence Education among College Students in Health-Related Fields

  • Background: In modern society, rapid changes in the medical environment have required medical staff to access various information and be competent in active and effective problem-solving through collegial interactions. In line with these changes, universities are aiming to connect education. This study aimed to provide basic data of connected-convergence education by survey the awareness and needs of college students in health-related fields. Methods: This study included 122 college students from the health field. A survey regarding "the awareness and need of connected-convergence education" was conducted and general characteristics of the participants were collected from June to July 2022. Results: The awareness of connected-convergence education was low at 19.7%, but the intention to participate was high at 74.6%. Subject requirements were 18.0% for medical psychology, 13.5% for communication and counseling, 13.5% for medical artificial intelligence technology convergence, and 10.4% for sports health management. In the group showing high satisfaction with the major curriculum, the demand for connected education was also high. For efficient operation, it was investigated that it was necessary to secure specialized training courses, recognition of liberal arts credits, the right to register for courses equal to those of major students, and secure dedicated classrooms. Conclusion: Although the awareness and experience of connected-convergence education among the participants were low, the intention to participate was high. As such a plan to revitalize the university curriculum was required. It is timely to discuss the nurturing of convergence-type talents and multidisciplinary thinking skills. It is meaningful to provide basic data necessary for connected-convergence education in health-related fields at university. Universities should strive to enhance job competency in the health field by providing connected-convergence education based on student demands.

우리나라 주요 FTA협정의 수산물 원산지 규정에 관한 비교 연구 - 한·미 및 유럽권 협정을 중심으로 - (A Comparative Study on the Rules of Origin of Fishery Products in South Korea's Major FTAs : Focused on the Korea-US FTA and European Agreements)

  • FTA 원산지 규정은 품목의 특성에 맞게 산업별 특성 및 양 당사국간의 상황을 고려하여 양 당사국간의 협상에 의해 정해지고 협정문을 통해 규정하고 있으며, 수산물의 원산지결정기준은 크게 완전생산기준을 적용하는 협정과 2단위 세번변경기준을 적용하는 협정으로 나눌 수 있다. 수산물은 HS code Chapter 3에 속하며, 일반적으로 양식 또는 어획에 의한 획득을 통해서 생산된다. 본 연구에서는 이러한 관점에서 각 협정을 비교 하였다. 어획된 수산물의 경우 공해어업과 관련한 배경 지식이 없는 상황에서 업무상 판단 오류가 발생 할 수 있다. 원산지 판정을 위한 선박의 인정 요건과 관련하여 국제 협정에 의해 선박은 등록국의 국기를 게양하고 항행 할 수 있으므로, FTA 원산지규정에 적용할 수 있도록 하는 기국주의 등에 대한 연구를 진행하였다.
