경찰의 재난위기관리 개선에 관한 연구 (A Study on Improvement of the police disaster crisis management system)

  • 국민의 75%가 정부의 재난관리 정책을 비판하는 등 세월호 참사와 같은 대형 재난 관리실패는 정부 불신을 초래하고 있다. 세월호 참사와 같은 재난이 다시 발생하지 않도록 재난안전에 있어 골든타임 확보가 중요하며, 주민의 가장 가까운 곳에 위치한 경찰의 재난 위기관리 능력 개선이 필요하다. 재난 안전 역시 경찰 임무의 본질로서 다음과 같이 국가위기관리 단계별로 경찰의 재난안전 관리 시스템의 강화가 필요하다. 첫째, 예방단계에서는 과거 다중운집행사의 경우 수익성 행사의 경우 경찰력을 투입하지 않았으나, 앞으로는 기준을 수익성이 아닌 위험성 여부로 판단해야 한다. 그동안 교통 소통이 우선이었으나 안전 중심으로 교통 정책의 패러다임을 전화하고, 대형 사고를 예방하기 위해 수사 경찰은 비정상적 관행과 건축불법 하도급을 근절하며, 정보 경찰은 '안전'이라는 주제에 대한 정보 수집을 강화해야 한다. 둘째, 대비단계와 관련 최근 경찰관 대상 설문 조사 결과 경찰관의 72%는 안전관리와 경찰이 업무연관성이 없다고 응답하는 등 재난안전에 대한 인식도 개선이 시급하므로 재난 안전 교육 훈련을 강화해야 한다. 위기상황에 대한 민간 자원을 활용할 수 있도록 민 관 경재난 안전 네트워크를 구축해야 한다. 셋째, 대응단계에서 신속한 초동 대응을 위해 재난 통신망을 일원화하고, 경찰기관 상황실에 실시간 영상정보망을 도입해야 하며, 넷째, 복구단계에서는 2차 피해를 최소화하기 위한 복구지원팀을 운영해야 한다.

일반음식점 신규영업주의 위생관리지식 및 위생행정에 대한 태도 (Knowledge and Attitude toward Restaurant-Related Sanitation of New Restaurateurs)

  • The purpose of this study was to investigate the sanitation affairs of general restaurants. The questionnaire survey on the attitude and knowledge toward sanitation, the attitude for sanitary administration and the sanitary education was conducted against new 600 restaurateurs who were educated from June 20 to July 11, 1996, at the administration hall's division of Kyungsangbook-do in charge of food industry that offered regular sanitary education to new restaurateurs annually. And the visit survey on sanitary practice was also conducted over 93 restaurateurs who obtained the commercial license for food service business. The findings from the survey were as follows; In regard to food sanitation, some 87.1 to 88.3% got the right knowledge about the reason and precaution of food poisoning, food's frozen or cold-storage, and the disposal of products after expiration of validity term. But it was about 20.8% to 50.0% who knew right about major precaution, storage temperature in refrigerator, fermented milk product's storage temperature and validity term. There was therefore a necessity for education in food sanitation. 38.2% of the subjects placed an emphasis on sanitary storage of foodstuffs as the most important thing in sanitary management. 33.8% emphasized cooking sanitation. The environmental sanitation was counted as the most important thing by 19.2%, and personal sanitation of worker was counted by 8.8%. There was differences in what they thought the most important thing was, according to the respondent's educational level and cooker. 86.6% replied it necessary to improve the sanitary level. The respondents who were younger or had better educational level emphasized more the need for it. Concerning health examination, 90.2% replied it necessary. 81.4% answered the reason was because there was a potentiality Quests might be infected with contagious disease. 78.5% pointed the need for sanitary education, but respondents with higher educational level less emphasized its needs. As the reason for poor sanitation, restaurateur's poor awareness about it was most frequently pointed out, by 46.9%. Cooking sanitation was most frequently counted, by 38.5%, as the first thing to be improved. As the most critical point in sanitary education, 34.5% indicated food's sanitary Quality control 30.9% mentioned sanitary treatment of kitchen facilities and peripheral environment, and 27.1% emphasized the summary of the general food sanitation. 77.7% answered to correct immediately in case of violating the Food Hygiene Law, and 12.0% replied to correct in the same case if they would get the order from public official or administrative action would be taken. Respondents with higher educational level answered more to correct immediately. What they wanted the government office to do toward sanitary improvement was a fund aid an facilities and management which was pointed out by 38.9%, a periodical sanitary education by 26.3% and a on-the-spot guidance of sanitary officials by 22.3%. In view of the food service business's sanitary practice, the rate of wearing a sanitary clothes was 32.9% in city and 35.0% in county. The rate of hand-washing without soap or non-washing at cooking was 73.9%, 85%, respectively. The rate of personnel sanitation was 34.2% in city and 50.0% in county. These things indicated the sanitation was not well practiced. To improve the poor sanitary conditions of the food service businesses, it is recommended to offer institutional backing and financial aid from administrative office, and encourage restaurateurs to take pride in their job. and conduct the sanitary education effectively by sanitary education institution.

농촌지역 거주 노인의 통합적 인권보장 실태에 관한 연구 (A Study on the Current State of the Integrated Human Rights of the Elderly in Rural Areas of South Korea)

  • 본 연구는 마드리드 고령화 국제행동계획(MIPAA)의 노인 인권보장 관련 기준이 제시하는 1) 노인과 발전, 2) 농촌개발 3) 노년까지의 건강과 안녕증진, 4) 독립된 생활을 지원하는 환경확보라는 주요 방향과 13개의 세부 과제를 기반으로, 우리나라 농촌 노인 인권관련 실태를 통합적으로 파악하고 이에 대한 성별 차이를 살펴보고자 하였다. 이를 위하여 경북, 경기, 충남, 전남의 농촌 지역에 거주하는 65세 이상 노인 800명을 대상으로 설문을 진행하였고, 기술통계분석과 T-test 분석을 STATA 13.0을 사용하여 실시하였다. 주요한 연구결과는 다음과 같다. 1) 노인과 발전: 경제활동은 참여율과 노동시간이 남성이 높았으며, 일평균 노동시간은 6.2시간으로 나타났다. 평생교육은 여성의 참여율이 상대적으로 높았고, 직무교육의 필요성은 남성이 높은 것으로 나타났다. 긴급 상황에서 화재 및 방재시설에 대한 인지 정도는 남녀 모두 낮은 것으로 나타났다. 2) 농촌개발: 독거노인지원센터 및 취약계층이 받는 보호지원 서비스의 접근성이 낮았고, 정보기기 기반 서비스 이용률 및 정보기기 통한 교류 여부는 여성이 전반적으로 낮았으며, 정보기반 서비스 중 금융거래 및 행정/복지서비스 관련 이용률이 가장 저조한 것으로 나타났다. 3) 노년까지의 건강과 안녕증진: 보건의료서비스의 경우 1회성의 건강 검진 및 예방 접종의 이용률은 높은 반면 만성질환의 정기적 관리 및 중증질환을 관리하는 장기요양서비스 이용률은 상대적으로 낮았으며, 정신건강관련 기관의 접근성은 매우 저조한 것으로 나타났다. 4) 독립된 생활을 지원하는 환경확보: 주택안전에서는 주택구조와 편의시설 부족이 가장 위험하다고 응답했으나, 주거서비스 지원을 받은 경험은 낮게 나타났다. 돌봄 환경에서는 여전히 비공식적 돌봄에 의지하며, 돌봄에 대한 여성의 걱정 수준이 높은 것으로 나타났으며, 학대서비스는 접근성이 매우 낮은 것으로 나타났다. 이러한 결과를 기반으로 농촌노인 인권보장상황을 제고하기 위한 정책 및 실천적 개입 방안을 제시하고 있다.

노인생활체육 진흥을 위한 운동재활분야 활성화 방안 (An Exercise Rehabilitation Field Revitalization Plan for Promoting Elderly Sport for All)

  • 본 연구는 4차 산업혁명시대와 고령사회를 맞아 노인생활체육 진흥을 위해 운동재활분야의 현주소를 파악하여 노인들의 삶의 질 향상을 위한 활성화 방안을 제시하는데 목적이 있다. 문헌연구방법을 통해 노인생활체육 활동 및 관련 운동재활분야의 실태를 분석하고 노인보건복지와 노인생활체육 사업의 분석, 그리고 노인생활체육 진흥을 위한 운동재활분야의 활성화 방안을 제시하였다. 첫째, 노인들의 생활체육 참여 유인 홍보 시 운동재활의 필요성과 중요성의 인식과 홍보를 강화해야 한다. 둘째, 노인여가복지시설 등에 노인스포츠지도사를 의무적으로 배치하여 사회복지사와의 협업으로 효율적인 노인건강지도 관리에 전문성을 강화시켜야 한다. 셋째, 대학의 생활체육학과, 노인체육복지학과 및 실버복지스포츠학부 등 교육과정에 운동재활 및 유사과목을 이수하도록 하며, 노인여가복지시설 등의 자원봉사활동 과목도 이수하도로 하여 진로선택의 기회를 제공해야 한다. 넷째, 문화체육관광부와 보건복지부와의 협업을 통해 노인복지관, 경로당, 노인교실 등 특성화된 운동재활프로그램의 개발과 함께 운동종목 능력과 운동재활능력을 겸비한 전문가를 순회강사로 활용하여 정부의 일자리 창출 정책에 이바지해야 한다. 다섯째, 노인생활체육에 필요한 연구개발에 투자를 확대한다. 여섯째, 노인대상의 혼자서 할 수 있는 다양한 운동재활치료 동영상과 지침서를 개발하여 배포한다. 이는 다섯 번째와 연계된 내용이며, 특히, 코로나19 관련 긴급히 대비책을 강구해야 할 것이다. 일곱째, 문화체육관광부와 보건복지부의 조정된 노인체육진흥 기구신설을 통해 이중적 업무에 따른 비효율성과 예산낭비를 줄여야 하며, 기구신설의 기능을 확대하여 은퇴 후 건강관리, 운동재활, 안전사고 예방, 바이러스 등 교육부분도 강화해야 할 것이다.

영세 소상공인 조직화에 대한 직능업종별 차이분석과 경영성과 (An Analysis of the Differences in Management Performance by Business Categories from the Perspective of Small Business Systematization)

  • 본 연구는 국내사업체 수에서 87.9% 이상을 차지하고 있는 소상공인들의 직능업종별 조직화에 대한 실증적 연구이다. 연구문제의 검증을 위하여 직능단체의 조직화를 국내 상황에 적합하도록 도소매직능, 음식숙박직능, 개인서비스직능의 세 가지 형태로 구분하여 실증적인 분석을 시도하였다. 연구결과 첫째, 조직화 참여동기에서 인력구인난에 대한 반응은 음식직능이 가장 높은 것으로 나타났다. 외부경쟁심화와 자금압박으로 인한 반응은 개인 서비스 직능이 가장 높게 나타났다. 이를 통하여 업종별 직능별로 경영애로사항과 조직화 참여동기에는 차이가 존재함이 새롭게 밝혀졌다. 둘째, 조직화 기대치의 경영공정 개선분야에서는 음식직능이, 단순한 최종성과 개선만을 기대하는 분야에서는 소매직능이 가장 높게 나타났다. 셋째, 소상공인 직능별 조직화요인과 경영성과에 대한 분석에서는 참여동기는 소상공인의 재무적인 경영성과에 부(-)의 영향을 주고 있는 것으로 나타났다. 이와 반대로 조직화 기대치와 정책수요는 경영성과에 직접적인 정(+)의 영향을 주는 것으로 나타났다. 이러한 결과가 의미하는 바는, 향후 정부에서는 직능단체별로 맞춤형 중장기 경영전략을 수립하여야 하는 필요성과 더불어, 현재 소상공인 조직화는 일천한 상황에 있지만, 최종적으로 창업 성공과 창업 실패를 구분하는 분기점이 된다는 점을 밝혀주었다.

영남지역(嶺南地域) 중고등학교학생(中高等學校學生)들의 보건의식행태조사(保健意識行態調査) 연구(硏究) (A Study on Health Awareness of Middle and High School Students in Yong Nam Area)

  • The study was designed to gain necessary basic data order to grasp health knowledge, attitude, practice level of middle and high school students and to analyse th problem and to point out the method of improvement in the field of school health education. The survery was carried out through this reporter's interview for 2,400 students who attend to ten schools in Young Nam area during the period of a month from 25 the June to 25th July 1989. The result of this study can be summaried as follows. 1. The total number of answers on the question was 2,346. As for general characteristics the percent of female middle school students was 60.6% and the percent of male students was 77.7%, 45.9% of high school students was evening school students. 52.9% of middle school students and 42.3% of high school students were borne in rural area. 2. The percentage of unknown and misunderstanding for Epidemic Hepatitis infection was 46.3% of middle school students and 29.6% of high school students. 3. The percentage of unknown and misunderstanding for Epidemic Hemorrhage fever infection was 85.6% of middle school students and 66.9% of high school students. 4. The percentage of right knowledge for AIDS infection was 66.0% of middle school students and 90.4% of high school students. 5. The percentage of right knowledge for Typhoid infection was 47.8% of middle school students and 69.4% of high school students. 6. The percentage of unknown and misunderstanding for Tuberculosis infection was 71.6% of middle school students and 62.2% of high school students. 7. As for personal hygiene, the percentage of toothbrushing after every meal was high level : 44.2% of middle school students and 42.0% of high school students. 8. 60.9% of middle school students take a bath twice a week, 49.2% oh high school students take a bath a week. Times of bath of middle school students was higher than that of high school students. 9.The percentage of washing hand after using toilet was 42.1% of middle school students and 35.1% of high school students. 49.0% of middle school students and 55.1% of high school students wash hand sometimes after using toilet. 10. The percentage of change of underwear twice a week was 57.6% of middle school students and 49.8% of high school students. 11. The percentage of habit of unbalanced diet was 30.% of middle school students and 27.6% of high school students. 50.8% of middle school students and 51.7% of high school students have balanced diet. 12. Index of health practice of personal hygiene can be summarized as follows. A. A case of middle school students. 1) The percentage of health practice index in male and female was 49.6% and 48.1% respectively. Index of female students was higher than that of male students. 2) As for parent's occupation, public servants and company emplyee was upper level. Farming was low level. 3) As for income level, middle, level with 56.5% was highest in high income level and low level with 27.4% was highest in low income level. B. A case of high school students. 1) Middle level of health practice index was 46.0% of male students, upper and low level was 32.4% and 28.0% of female students respectively. 2) Middle level of health practice index was high in farming and company employee and upper level was high in commerce and service, low level with 60.0% was high in unemployed. 3) Upper practice index 35.7% appears in the rich and low practice index 38.3% appears in the poor. 13. Average points of Health practice about personal hygiene were as follows. (Full marks at 4). A. A case of middle school. Female (1.87 point) was higher than male (1.26 point). Night time (2.03 point) was higher than day time (1.66 point) and middle or small cities (2.17 point) are high than any other places. As for parent's occupation, students whose parents are company clerk get high marks (2.32) and ten students whose parent's job are service get next high marks (2.20). B. A case of high school. Female (1.53 point) was higher than male (1.22 point), as parents educational level were higher the point were higher, and as income level was higher, the points of health practice (1.78) were higher, and as for parents occupation, service get highest point (1.93) and commerce get next high point (1.86) public servant get low point (1.66). 14. The percentage of experience in smoking was 11.9% of middle school students and 60.9% of high school students. 15. The percentage of experience in inhalation of bond and administrating LSD was 4.3% of male middle school students, 8.4% of female middle school students, 6.9% of male high school students and 4.2% of female high school students. The knowledge level of communicable disease infection are very low in middle and high school students and practice level of personal hygiene are also very low. As a whole we can evaluate that middle and high school students are low level of health knowledge and practice. In conclusion, we must consider preparation for school health education program through establishing of health subjects in the carriculum, and securing of health education teachers and using materials and media program of health education. It is very important to establish macroscopic policy and strategy for public health education and to get people have right knowledge and practice for health.
