There are situations in e-commerce that are altogether new and to which the existing rules cannot apply. The uncertainty and business risk is too high for trading partners to deal with certainty. Therefore existing law must be changed to e-commerce law so that it provides certainty and enforceability in the e-commerce. Legal rules applying to the commerce and international commerce, in particular, contracts, proper law, jurisdiction and so on, have improved with time and experience. It has been found that the problems arising in the context of e-contracting were due to the absence of experience in electronic contracting and an absence of knowledge on how best to solve the problems. Thus, UNCITRAL Working Group on Electronic Commerce held an extensive discussion on issues related to electronic contracting and prepared and revised the Preliminary Draft Convention on International Contracts Concluded or Evidenced by Data Message from the thirty-ninth session in 2002 and prepared the Draft Convention from forty-first session which applies to international contracts concluded or evidenced by means of data messages. An electronic contract is concluded when the acceptance of an offer becomes effective, and an offer becomes effective when it is received by the offeree, and an acceptance of an offer becomes effective when the indication of assent is received by the offeror according to this Convention. Electronic contract may be concluded by the interaction of an automated computer system and natural person or by the interaction of automated computer systems, and a contract formed by a natural person that accesses an automated computer system of another person has no legal effect in case the neutral person made a material error in a data message. The purpose of this paper is to raise the understanding of the Convention on the Electronic Contracting by studying the contents of Draft Convention on Electronic Contracting and comparing Draft Convention with preliminary Draft Convention and finding the difference, characteristics and problem.
Background: The lifetime risk of lung cancer incidence due to radiation for nonsmokers is overestimated because of the use of the average cancer baseline risk among a mixed population, including smokers. In recent years, the generalized multiplicative (GM)-excess relative risk (ERR) model has been developed in the life span study of atomic bomb survivors to consider the joint effect of radiation and smoking. Based on this background, this paper discusses the issues of radiation risk assessment considering smoking in two parts. Materials and Methods: In Part 1, we proposed a simple method of estimating the baseline risk for nonsmokers using current smoking data. We performed sensitivity analysis on baseline risk estimation to discuss the birth cohort effects. In Part 2, we applied the GM-ERR model for Japanese smokers to calculate lifetime attributable risk (LAR). We also performed a sensitivity analysis using other ERR models (e.g., simple additive (SA)-ERR model). Results and Discussion: In Part 1, the lifetime baseline risk from mixed population including smokers to nonsmokers decreased by 54% (44%-60%) for males and 24% (18%-29%) for females. In Part 2, comparison of LAR between SA- and GM-ERR models showed that if the radiation dose was ≤200 mGy or less, the difference between these ERR models was within the standard deviation of LAR due to the uncertainty of smoking information. Conclusion: The use of mixed population for baseline risk assessment overestimates the risk for lung cancer due to low-dose radiation exposure in Japanese males.
This study examined the factors influencing aging anxiety among college students. 336 college students from universities in Seoul and Gyeonggi-Do were participated in the survey. Regression analyses confirmed that variables influencing 4 dimensions of aging anxiety are different. Quality of contact and attitude toward elderly predicted 'Fear of Old People' dimension. As for 'Psychological Concerns', death anxiety, attitude toward elderly and Quality of contact were influencing factors. Death anxiety, Quality of contact and sex was significant factors predicting. 'Physical/Appearance anxiety'. As for Fear of Losses, Death anxiety and attitude toward elderly affect. On the whole college students' aging anxiety tended to increase as having lower death anxiety, positive quality of contact, positive attitude towards elderly. And female has higher Physical/ Appearance anxiety than male. whereas results have not found a correlation between either knowledge of aging and frequency of contact with aging anxiety. Discussion focuses on the importance of the findings, limitations and future directions.
In the past, ADR has not been used as frequently in Japan as it has in other parts of the industrialized world. However, though litigation is still the most utilized vehicle of dispute resolution by Japanese financial institutions, this will be changing. The New Financial ADR system, which was created by a June 2009 amendment to the Financial Instruments and Exchange Act, is meant to deal with every stage of financial-related disputes and, as such, strives to resolve disputes before they become significant and acts to ameliorate any post-ADR issues that may remain, thereby completing the FIEA's purpose to protect investors. Since the foundation of the New Financial ADR system applies to all related industries, new provisions were set out in 16 business related acts, such as the Banking Act, the Insurance Business Act, and FIEA itself. October 2010 will mark the formal introduction of a new system of financial ADR in Japan. New Financial ADR in Japan will be modeled on the Financial Ombudsman Service in the United Kingdom, but will not feature one comprehensive dispute resolution system in which one dispute resolution institution covers all disputes in the financial field. The New Financial ADR system is merely one step towards a foundation of comprehensive financial ADR such as FOS. It must be noted, however, that this all important first step was over seven years in the making, involving a great deal of discussion, debate, and compromise amongst many parts of Japanese government, business, and society. The New Financial ADR system grants participating parties the ability to stop the clock on any statute of limitations which may correspond to any future possible court cases related to the dispute,13 and further grants the ability to suspend related court proceedings while the parties are utilizing the New Financial ADR system. In addition, where financial institutions have not accepted dispute resolution proceedings or have not accepted a special conciliation proposal, the Ministry of Finance may issue an order compelling compliance if it is found that certain actions are necessary to ensure the appropriate operations of a financial institution's business. In Japan, as best practices have not yet been created.
The supply chain without digitization is just a series of discrete, siloed steps taken through marketing, product development, manufacturing, and logistics, and finally into the hands of the customer. Digitization brings down those walls, and the chain becomes a completely integrated network fully transparent to all the parties involved. The ulitimate goals of digitizatized supply chain management are velocity and visibility. This network will depend on a number of key technologies including integrated planning and execution systems, supply chain analytics, autonomous logistics, smart warehousing and factory, etc, enabling companies to react to disruptions in the supply chain, and even anticipate them, by fully modeling the network, creating "what-if" scenarios, and adjusting the supply chain in real time as conditions change. This paper presents a number of studies on digitalization of supply chains and provides a discussion on issues raised in the process of technology adoption. Implications of the study findings are also provided.

Recently human beings face serious water crisis, namely water management at the critical moment because of rapid increasing in population, subordinate part of a national budget, water pollution by domestic use and industrial use or waste, agricultural water use by intensive market farming, excessive development and extraction of water sources, and etc. We become to recognize that water and sanitation is the one of most important part which is threatening us with a drain on the water resources and death around the world and then are making opportunities of discussion for water policies and solutions of water problems through international network such as Global Water Partnership(GWP), World Water council(WWC). World Water Forum(WWF), as one of main water-related activities, aims at sharing knowledge and experience among various stakeholders for accomplishing a holistic water resources management by making common thoughts regarding the necessity of integration among different organizations related with water management, problems and issues. Also the unity of each local area for the holistic approach focuses on showing present local actions and actively supporting them, and suggesting new ideas. With Korea's participation in the 4th WWF this year, Korean government should have consistency in its establishment and implementation of sustainable water resources policies as a more active and future-oriented member of international water network. Finally it will be necessary that we will set up an organization and system which does publicity activities about results of various local actions of Korea around the world through next WWF in the future and contribute to solving global water problems.
This paper reviews the most central analytical and methodological issues that arise in developing national STI strategies. First, an outline of the relationship between national innovation systems and the strategic dimension is presented. The paper shows that science, technology and innovation strategy are often used in different forms and that there is no common understanding yet of the actual meaning and coverage of these strategies. The paper develops the terminology from a discussion of different approaches towards company innovation processes analyzing their evolution in different socioeconomic environments and the role and impact of science, technology and innovation policy on company innovation processes. Based on this conceptual understanding the paper defines national science, technology, innovation, and STI strategy and explains the basic terminology. From these definitions, the strategic dimension including the impact on the stakeholders is discussed. It is shown that a major success factor for STI strategy development is the involvement of stakeholders to vary and extend their use of their portfolio of instruments. Moreover it becomes evident that stakeholders follow their own interests which aren't necessarily in the interest of the national STI strategies. The analysis shows advantages and disadvantages as well as potentials and limitations of different approaches to develop STI strategies in their ability to describe the reality of innovation processes and to allow conclusions about the relationship between innovation policy and the innovation processes implemented by companies. It is shown that knowledge of these limitations is an important factor to consider in designing consistent and coherent national STI policy which aims at supporting innovation eventually. Finally the paper concludes that the STI policy mix concept needs a more systemic development approach which is integrated in the national STI strategy development and implementation.

The Pasadena Freeway follows the Arroyo Seco through foothills and scenic passes to link Downtown Los Angeles with Pasadena. The approximately 10 mile road was the first freeway built in the West during the 1930's and is today designated as a Historic Parkway. As it approaches Pasadena, it terminates at a traffic light intersection at Glenarm Street, and then becomes a commercial road the Arroyo Parkway. This one and a quarter mile long, north south road moves significant volumes of traffic both into and out of Pasadena. The Arroyo Parkway is thus a major 'gateway' and an important axis of orientation and movement, terminating in the City's core civic, commercial and retail district. Planting, lighting, signage, paving, furnishing and fixtures ought to all be properly designed and coordinated to create a distinctive 'gateway' experience arriving to Pasadena and driving along the Arroyo Parkway. Alternate design studies, developed in discussion with City officials and others involved in the redevelopment of the area, would need to be done to properly decide on the best direction. Issues of heritage and traditional streetscape will likely have to be reconciled with both the reality of the vehicular character of the road and more contemporary themes. Obviously with such large parcels of property available in the Arroyo Fair Oaks corridor, there is a huge potential for redevelopment and building. This potential would only be strengthened by the Light Rail Line and its stations, the improvements to the Arroyo Parkway, and the redevelopment of the Arts Center College of Design. Guides and controls to the development process, including programming and physical design studies, would need to be developed in order to ensure that the maximum potential for the corridor be realized. This concept proposal suggests that the whole strip might be developed as a Arts and Technology corridor, with special emphases on education, public culture, media and lifestyle. The full programming possibilities need to be further developed. Additionally, appropriate urban design guidelines to ensure high quality development also need to be incorporated into an overall development plan.
It is estimated that electronic commerce facilitates international trade and lower transaction cost and help firms make the best of the opportunities of market access. The comprehensive programs had been implemented to provide better electronic commerce environments by international organizations such as OECD, UNCITRAL, APEC, ICC and etc. Especially, WTO plays the most important role to implement efficient forms and rules on electronic commerce after Doha Ministerial Conference. Member countries recognize the need to conduct the electronic commerce in compliance with the principles and rules of WTO. However, there are many issues to be solved such as the clarifications of concepts and definitions, the possibility of adaptation of technological neutrality in GATS, the imposition of taxation in electronic commerce transactions and the methods of protecting copying as well as trademark. The Implementation of concrete forms and rules of electronic commerce in the WTO will be influential to international trade as the member countries have to adapt them in their transactions. Considering that further discussion will be continued in GATS, we need to analyze the problems and strategies for electronic commerce. As there are not concrete international laws for e-commerce, the existing laws must be revised and changed and each country need to present the enactment direction of e-commerce law to streamline e-commerce and to prevent trading partners from conflicting due to legal problems.
Today the company's brand sites are in tendency locating as a handy method to administrate company vision, value and image. So this study tried to examine the aspects of storytelling around Amore Pacific's brand site. To secure the discussion's centrality and concreteness, two issues are considered to be aimed in methodology. First, the menus of relevant site were examined to see if they are securing minimal narrative. This was an attempt to discuss the minimum narrativity that target text is supposed to possess, to objectify little more the term 'storytelling.' After considering the menus of relevant site through narratological ideas of Gerald Prince, the menus that satisfy the level of minimum narrative were hardly seen. Even 'OUR STORY', showing the intention of unraveling the vision and values within the company brand by stories, is not seemed to be reaching universal, objective storytelling. Second, pragmatic, reception theory were applied as another standard to judge storytelling possibilities of Amore Pacific's brand site. Roger C. Schank's script theory, being considered in the field of cognitive linguistics and cognitive psychology, became a handy tool for examining the interactions and its meaning between brand sites and its visitors. As a result, the relevant site could be seen as attempting storytelling following time sequence, through narrator kindly explaining 'visual image-event.' And it was conjecturable that, because of such function of narrator, visitors finishes storytelling in a personal shape by operating internal story based script. This study examined the level and methods of storytelling limited in online environment called as company brand site. But more studies are needed to be in progress, such as about the ways for company websites or brand sites to have an effective, continuous influence on potential consumers, narrator set-up ways suitable for character of subordinate menus, organizations of minimum narrative and so on.
