Dramatic changes are beginning to occur in payment system according to increase electronic commerce. and so electronic money as a new payment system are increase role in new and innovative systems. There are two type Electronic money as a IC card type and network-type. Advanced card technologies such as IC-card are playing an increasingly important role in new and Innovation system. The merit of IC-card are more capacity, more secure, more reliable, quick and easy to update, secure offline processing, enabling technology etc than magnetic stripe card. And so many countries began using experiment of IC- card and our country began October 13 in Cheju island. Then there are four types using-experiment (K-cash, VISA-cash, A-cash, MONDEX) in Korea. There are some problems such as standards, widely using, high cost, double investment etc. I think that important things in IC-card using is an international- standardizations and issuing corporation.

This paper reviews the Korean government’s selection process of core wireless communications technologies, and presents technology trends, perspectives and strategies of 5 core technologies to develop in wireless communications areas based on the mid term IT technology development plan(2002∼2004). Delphi Panel Method and Analytic Hierarchy Process(AHP) Analysis were adapted to select 30 core technologies in 9 strategic areas. Especially, 5 core wireless communications technologies out of 24 required technologies are selected: 4 G Core Technology, Broadband Wireless Access Network Technology, IMT-2000 Plus STP Technology, OBP Based Multimedia Satellite Communications Technology, Stratosphere Communications System Technology. Strategic national IT R&D program has been essential to continue success story of CDMA technology, and acquiring technology independency from advanced nations. In long term perspectives, a strategy of intensive investment with prudent selection onto core technologies should be deployed in the IT R&D programs. Also, the national IT R&D programs should be limited in the high risk & high returen areas where only government can afford the failures as well as better spill over effects are expected for the technology development and national economy. Korean industry has some strength in wireless communications technology area. Therefore, more policy concerns should be given into this area not only to secure present strength but also to explore better technology competitiveness.

After the Korean Wave with the industrialization of acting arts, scientific actors management has been demanded for the purpose of investment stabilization in related areas. This study was undertaken to develop a new convergence actors evaluation model applying inter-disciplinary research. The assessment factors were selected through literature reviews and the consensus of experts has been derived through Delphi Method. In conclusion, the evaluation criteria for the actors were drawn by 10 different factors. They are composed of qualitative factors such as the ability of acting and communication, degree of understanding of works and production system, actor philosophy and stability of the actors' self-management, physical condition and image, passion and enthusiasm for acting and works, and performance factors such as the stardom, fandom, philmography, audience share and ticket power, and network size and quality.

Weakness process can be called ferrule array and epoxy filling process at connector manufacturing process, and a lot of problems happen as think as general manufacturing process at early investment. Wished to improve this and working environment mend of worker on childhood(planning phase) and problem that is happened at done ferrule array and epoxy injection by emphasis target. By ferrule sorting and Improvement of epoxy filling process, bring authoritativeness elevation of product by fraction defective decrease of product by sized work along with productivity elevation. On the other hand, working jigs are various in characteristics of optical connector manufacturing line. There have been lots of restriction in practice because the applicability of this system is only for single type model though the network should be smooth between lines. Thus, it is not only needed the recognition of necessity in industrial line but also the development of automation system arraying ferrule and filling epoxy in the manufacturing process. It is found that the present system development enhances productivity fairly and prevents industrial disaster in the optical connector manufacturing system.

Marine biotechnology is one of the promising frontier of scientific exploration and commercial utilization for the next century. Compared with the terrestrial environment, the oceans of the world remain largely unexplored and include a major portion of bio-resources. Using the tools of biotechnology, the vast and diverse marine resources can be applied to produce new products and foods. Marine biotechnology has the characteristics of pro-environment, saying energy, and intensive knowledge. Therefore, we can take advantage of the marine biotechnology industry under our situation with the poor natural resources. The study focuses on the current status and administrative supports on marine biotechnology industry for upgrading the economic value of output. The status of our marine biotechnology industry is beginning stage in the economic aspects. Manpower and the level of most technologies are weaker than the ones of the advanced countries. More investment and recruiting skilled specialists are necessary because the improvement of marine biotechnology is depend on the technology and scientists. This study suggests the ways of administrative supports for domestic marine biotechnology: Efficient information network and supporting system for the development of marine biotechnology should be interrelated with other technical and scientific fields; The government should provide sustainable fund for the long-term research project and the infrastructure in the marine biotechnology.

As the power demand has increased and power industry deregulation has progressed, the transmission and distribution system will have more complicated problems by the influence of investment reduction and NIMBY phenomena for overall power system. It is expected that the route length per MW demand will reduce gradually from 0.6[C-km/MW] to 0.53 [C-km/MW] in 2010. This comes up to a real serious problem of system planning and operational viewpoints. HTS technologies related to power system have properties to solve these complex transmission and distribution constraints, especially for metropolitan area, in the future. As the HTS technology has developed, the HTS cable technology can be the most effective alternative to solve the future expected power network constraints. This paper describes the application methodology of developing 22.9㎸ HTS cable by CAST for practical distribution system. 22.9㎸ HTS cable under development with step-by-step application methodology can substitute the existing and planning conventional 154㎸ cable. If this scheme is applied, part of downtown 154㎸ substation of metropolitan city such as Seoul can be changed into 22.9㎸ switching station. It can give great economic, environmental and additional benefits to all of the concerned authorities.

Rapid knowledge change, heightened competition. and shortened product life cycles are just a few of the constants faced by many buying firms in today's markets. Many buying firms have responded to these conditions by outsourcing non-core activities. The Quality and cost of a product or service offered in the market is a function, not only of the capabilities of the firm, but also of the network of suppliers who provide inputs to the firm. When a firm finds its suppliers lacking in performance it can help suppliers to develop their capabilities. There are three main goals for this study. The first goal is to identify the important factors that precede and influence firms' investment in knowledge transfer activities. The second goal is to investigate the relationship between knowledge transfer activities and the consequences of knowledge transfer activities. The last goal is to explore the effects of knowledge change speed. To analyze the validity of the research model and the hypotheses. the data are collected from 238 manufacturing firms through the administration of structured Questionnaires. The results of structural equation model analyses indicate that the model is generally valid and 11 of 14 hypotheses are supported by the data. Reasons for and implications of these observed relationships are discussed.

From the IMF(International Monetary fund) crisis, the management conditions of the trading company which run business in world market, has rapidly changed. In particular, the trading conglomerate's competitive power have declined. This study, addressing such changes, intend to analyze what factors are that have generated this changes in trading conglomerate's environment. The study specifically takes it into account that the differences between Korea trading company and Japan's. This research was confirmed by data and field survey in two country. The results of research are summarized as follow. The Korean trading company are inferior to the Japanese trading company in total volume(Korea: 24.1, Japan 100), the benefit volume(Korea: 8.7, Japan 100), the stability of turnover(Korea: 36.6, Japan 100), the network power in foreign country(Korea: 19.2, Japan 100), the power of e-business(Korea: 17.0, Japan 100). But the debt ratio of Korea company is significantly lower than that of Japan's(Korea: 160.4%, Japan 940.5%). In conclusion, providing that the Korean trading company want to be a world-class champion in trading field, they have to introduce the new management strategies which means the high-profit base trading, the long term investment and the internet business.

Wireless Internet is the network which provides wireless access in order to serve the Internet connections and data communication through the mobile handsets. To get efficient wireless access to the Internet, we need the WAP (Wireless Application Protocol) gateway that performs protocol translation and contents conversion between two different networks. We need the capacity dimensioning of the WAP gateway system in order to provide the wireless Internet service stably and cost-effectively. We also need the traffic engineering methods including traffic modelling and forecasting for the economical facility investment. The existing method of WAP gateway capacity dimensioning was intuitive and qualitative. But in this paper, we deal with the capacity dimensioning analytically and quantitatively on the basis of WAP traffic description parameters and traffic forecasting method.

The Inno-NET, which is based on the Internet and up-to-date information technology, is a consolidated system to provide business-related information and to solve the difficulties in business activities. In particular, the Inno-NET is an information system to integrate such business information for enterprise as start-up, financing, technology development, recruiting, site acquisition, marketing, trade and investment and so on, in order to help companies solve their problems and make up for their weak points. Accordingly, the Inno-NET will systematically connect supporting agencies and innovative enterprises, thus guaranteeing the exchange of information among them and coordinating the business. The supporting agencies will be included government offices, public organizations, research institutes, universities, and industrial associations all over the ministries.
